تلقت سلطات مطار القاهرة الدولً ،إشارة من نظٌرتها فً روسٌا طلبت خاللها األخٌرة تأجٌل وصول أولى رحالت شركة "إٌروفلوت" الروسٌة ،لمدة أسبوع آخر ،ألسباب فنٌة وفقا لما جاء بالخطاب ،على أن تقوم الشركة الروسٌة بإخطار المطار بالموعد الجدٌد لوصول أولى رحالتها وذلك للمرة الثالثة على التوالً. من جانبها قالت مصادر بشركة مصر للطٌران ،الجمعة ،إن الشركة تسلمت مكتبها فً روسٌا تمهٌدا الستئناف الرحالت الجوٌة بٌن القاهرة وموسكو ،وفقا للبروتوكول الموقع بٌن وزٌر الطٌران المدنً شرٌف فتحً ونظٌره الروسً ،وأن الشركة حالٌا فً انتظار استالم الموافقات األمنٌة والتصارٌح الالزمة بإقالع وهبوط الطائرات من السلطات الروسٌة. وكان جدول رحالت الخطوط الروسٌة "إٌروفلوت" ٌتضمن رحلتٌن على أن تصل األولى ٌوم 3من فبراٌر الجاري ،إال أنه تم تأجٌل وصولها إلى منتصف الشهر، وتم تأجٌل وصولها مرة أخرى لنهاٌة الشهر ألسباب فنٌة -على حد تعبٌر الشركة.

أكد وزٌر النقل الروسً ،ماكسٌم سوكولوف ،أن تنفٌذ الرحالت الجوٌة بٌن مصر وروسٌا مقتصر مبدئٌا على شركً "آٌروفلوت" الروسٌة و"مصر للطٌران". وقال سوكولوف فً مقابلة مع وكالة األنباء الروسٌة "تاس" ،أمس ،إن االتفاقٌة الحالٌة تنص على قٌام شركتً "آٌروفلوت" و"مصر للطٌران" فقط بتنفٌذ الرحالت مشٌرا إلى أن الجانبٌن المصري والروسً لم ٌتطرقا إلى إضافة شركات بٌن البلدٌن، ً أخرى فً المحادثات التً جرت بٌنهما ،وأضاف" :لم تتقدم شركات الطٌران األخرى بعد بتنفٌذ رحالت جوٌة بٌن البلدٌن". وردا على سؤال حول إمكانٌة إدخال تعدٌالت على اتفاقٌة عودة الطٌران بٌن مصر وروسٌا ،قال الوزٌر الروسً إن "التعدٌالت ممكنة وتحتاج إلجراء محادثات مع الجانب المصري" ،الف ًتا إلى أن عدد الرحالت بٌن البلدٌن ستكون خمس رحالت أسبوع ًٌا ،حسبما ورد فً االتفاقٌة.

http://www.latimes.com United Airlines tests new boarding process at Los Angeles International Airport United Airlines, the third-largest carrier at Los Angeles International Airport, has started trying out a new way to board passengers that might cut back on confusion and frustration. "We've been testing different processes and soliciting feedback to find a more customer-friendly boarding method that also helps employees," the airline said in a statement, adding that LAX was selected for the test because it has a good mixture of aircraft and travelers. In the past, the Chicago-based carrier directed passengers at the airport terminals to queue up in five different lanes before the fliers were invited to board. Under the test, which started earlier this month and will last 30 days, United will still assign air travelers to five different groups. But the airline will create only two lanes in the boarding area, instead of five. Group one will board through the first lane and group two will board through the second lane. Once those passengers are on the plane, groups three through five will be called in order to board through the second lane, leaving the first lane open for any latecomers from the first two groups, United said. The new process will reduce the congestion around the boarding area by asking most fliers to remain seated while others are boarding or getting off the plane, the airline said in a message on its website. "Fewer lines will create more space and easier access to the boarding door for customers exiting the plane from the previous flight and during preboarding," the airline said.

OPINION: Why Saratov An-148 loss is cautionary tale Russia's rich literary history includes the short verse Gvozd i Podkova, in which a city falls to invaders because the blacksmith did not have a nail with which to shoe the defending commander's horse. It is, of course, a variant of a cautionary tale found in several cultures, warning that the gravest consequences can arise from the simplest omission. Samuil Marshak, the author of the Russian version, was born in Voronezh, the city in which the VASO aircraft plant is situated and where Antonov An-148s are assembled. The distinctive high-winged twinjet, -designed in Ukraine but manufactured in Russia, is a symbol of times when political relations between the nations were more co-operative than combative. Few An-148s have rolled off the line and only two Russian airlines, Angara and Saratov, use them on their networks. Governmental customers include the Russian emergency situations ministry – the authority tasked with co-ordinating the response when, on 11 February, a Saratov An-148 disintegrated in a snow-covered field outside Moscow. Saratov had flaunted its achievements just two days before the accident, as the country commemorated the official anniversary of Russian civil aviation. The -airline proudly declared it had "never been interrupted" in 86 years, since evolving from a small agricultural operation, and was rapidly expanding – also -introducing Embraer jets – while "maintaining a high level of flight safety". Investigation into the loss of flight 6W703 has -focused on the pitot-static system, to understand the role that a heating switch – the analogue of the nail in Marshak's poem – might have had in the loss of control.

The effects of icing on sensitive anemometric sensors, and the potentially catastrophic repercussions of misinterpreting instruments or mishandling the response, gained notoriety after Air France flight 447 was lost in a stall from cruise altitude nearly a decade ago. Investigators are likely to scrutinise Saratov's expansion, to ascertain whether the carrier had adequate training resources and provided sufficient operational oversight. Crucially, they will need to explain why the crew, in the face of corrupt airspeed information, was – like the crew of flight AF447 – unable to intervene effectively, interrupt a chain of deteriorating performance, and prevent an apparently functional aircraft from crashing. Gvozd i Podkova is a familiar story. But the narrative in which a mix of icing, unreliable instruments and inflight upset leads inevitably to fatality need not be.

/www.flightglobal.com Boeing 737 Max 9 receives certification US regulators have awarded Boeing an amended type certificate for the 737 Max 9, clearing the second of the reengined single-aisle’s major variants to enter service with launch operator Lion Air Group. “I am proud of the entire team for helping us reach another important development milestone,” says Keith Leverkuhn, vice-president and general manager of the 737 Max for Boeing. The first 737-9 test aircraft achieved first flight in March 2017, only two months before the 737 Max 8 entered service. Boeing has launched four major variants of the 737 Max and one minor variant. The 737-9 will be followed into service next year by the 737 Max 7, the first of which rolled out of Boeing’s factory last week. The 737 Max 10, featuring another landing gear extension and fuselage stretch, will begin assembly next year, with a scheduled in-service date in 2020. Boeing is also developing a the 737 Max 200 as a sub-variant of the 737 Max 8, with an mid-aft exit door to accommodate emergency egress requirements for up to 200 passengers. Boeing has 4,300 firm orders for the 737 Max from 93 customers. Breaking with tradition in the long-lived 737 series, Boeing does not break out delivery totals among the major variants for the 737 Max.

Rising unit revenue powers Air France-KLM profit up 42% in 2017 Air France-KLM has credited a rise in unit revenue with driving a 42% increase in operating profit to €1.49 billion ($1.86 billion) last year. Total revenue rose 3.8% to €25.8 billion, says the airline group. It notes that the 2% increase in unit revenue contributed €447 million to the operating result, while capacity growth added a further €28 million. An increase in unit cost was a €20 million drag on the operating result, while currency effects subtracted €119 million. However, the fuel-price effect was positive to the tune of €101 million. Air France-KLM's total fuel bill was €4.51 billion, a €90 million decline from 2016. The positive operating result in 2017 was transformed into a €274 million net loss by a "non-current expense" of €1.43 billion arising from de-recognition of KLM crew pension assets on the balance sheet. Passenger numbers at group level grew 5.6% to reach 98.7 million. Transavia transformed its 2016 breakeven into a €81 million operating profit. Air France-KLM's cargo business, meanwhile, "confirmed its turnaround in the second half of 2017", with traffic growing 1.8% and unit revenue 1.6% as a result of an uptick in business in Asia. For the maintenance business, operating profit declined €23 million to €215 million. The group notes margin pressure in components MRO as a result of "a tougher competitive landscape, including competition from OEMs", as well as "manufacturer supply-chain pressure and procurement-price escalation" in engine maintenance.

Still, Air France-KLM "closed 2017 with strong results boosted by a positive business environment", states group chief executive Jean-Marc Janaillac. "Thanks to the commitment of employees and the continuing focus on the quality of customer service, the group confirmed its leadership position in Europe, in traffic terms, while reporting an operating income increase of 42% and significantly improving its financial profile." He adds that the group will seek to "pursue the offensive" and "work on competitiveness and unit-cost reduction" in order to maintain "profitable growth momentum" in 2018. For this year as a whole, Air France-KLM is targeting a "positive free cash flow", before acquisitions and disposals, of €2-2.5 billion. The group aims to reduce unit cost by 1-1.5% at constant currency, fuel, and pension charges. However, it expects its fuel bill to rise by €150 million, to €4.7 billion, based on current forward prices and hedge positions. Long-haul forward bookings for the coming three months are ahead of last year's levels, notes the group, which expects to increase capacity 3-4% across its "passenger network" and 67% at Transavia this year.

Bombardier's trade court win came down to seat count The US International Trade Commission's ruling in favour of Bombardier did not hinge on some obscure legal technicality in the end. Rather, the decision came down to a straightforward conclusion: that the smallest version of Boeing's 737 family does not directly compete with the CSeries. Therefore, subsidies and price dumping aside, Boeing suffered no harm by Bombardier's 2016 sale of 75 CS100s to Delta Air Lines, according to the ITC's full investigative report released on 14 February. "Delta did not consider any new 100- to 150-seat [aircraft] from Boeing because the 126-seat 737-700 and the 138-seat 737 Max 7 were unsuitable for the mission profile in question," says the report. The nearly 200-page document explains why the ITC's four commissioners all voted "negative" to whether Bombardier's sale hurt Boeing on 26 January. "Specific airlines engaged in purchasing campaigns may not consider CSeries aircraft to be substitutable with the 737-700 or 737 Max 7, particularly if they are seeking to acquire aircraft for mission profiles that require fewer seats," the report says. The bottom line: "We determine that an industry in the United States is not threatened with material injury by reason of imports of 100- to 150-seat [aircraft] from Canada that are sold in the United States at less-than-fair value and that are subsidised by [Canada]."

Bombardier says the report sweeps away any doubt about the opinions of the ITC's four commissioners, freeing Bombardier to progress with CSeries deliveries from Canada to US customers, starting with Delta Air Lines. "The ITC ruling clears the path for us to support Delta this year as we work to close our partnership with Airbus," says Bombardier. "The ITC correctly recognised that the 737 family of aircraft, with a deep backlog and record profits, is not under threat." "We are moving full speed ahead with finalising our partnership with Airbus… We look forward to delivering the CSeries to the US market," Bombardier adds. Delta previously told the ITC that it intended to only take CSeries from Bombardier's proposed assembly line Alabama, not from Montreal Mirabel. Not anymore. "As the ITC notes, we have contractual commitments to begin taking deliveries later this year and the ITC decision clears the way for Delta to accept deliveries in Canada as well," Delta says in a statement. "Delta still intends to take as many deliveries as possible from the new Airbus/Bombardier facility in Mobile, Alabama, as soon as that facility is up and running." No problem, says the ITC. "Delta might indeed import at least some, if not all, of the CS100s due to be delivered pending any renegotiation of the terms of its contract with Bombardier," says the ITC's report. "We do not find, however, that Delta’s imports of CS100s from Canada will come at the domestic industry’s expense." Bombardier says it intends to move forward with the Alabama site despite winning the dispute.

Boeing declines to comment, saying it is reviewing the report. Though the Chicago-based airframer could still appeal, the release of the ITC's report largely concludes the trade dispute launched by Boeing in April 2017. THE PETITION Boeing alleged in a petition to the US Department of Commerce that a heavily-subsidised Bombardier dumped CS100s to Delta at an artificially-low price of $19.6 million each, harming Boeing's sale of 737-700s and 737-7s, and violating US trade law. The Delta sale, and an allegedly lowball CSeries offer to United Airlines, threatened the "viability" of the small 737 models, former Boeing vice-chairman Ray Conner told US trade officials last year. Bombardier and Delta fought back, insisting that the smaller CSeries does not compete with any 737s. Delta said the only aircraft Boeing offered to meet Delta's needs were used Embraer 190s. The petition kicked up concurrent investigations by the US Department of Commerce and the ITC. Last year, the Commerce Department ruled in Boeing's favour, slapping CSeries imports with 292% import tariffs. Seemingly facing a devastating loss in trade court, Bombardier partnered with Airbus in October 2017, unveiling plans to assemble the CSeries in Alabama in a move the company said would free the aircraft from import duties.

As part of the deal, Bombardier intends to hand 50.01% of the CSeries programme over to Airbus in exchange for marketing, sales and procurement support, with no money changing hands. The companies say the deal will close in the second half of 2018. But the ITC held the final card. To many observers' surprise, on 26 January the ITC ruled that Boeing actually suffered no harm by Bombardier's sale, a decision that swept away the 292% import duties. SMALL MAINLINE AIRCRAFT' The just-released final report delves into that decision, discussing particulars of trade law, legal definitions, airline economics and aircraft performance. The ITC actually upheld Boeing's argument that the CSeries and 737-700/Max 7 occupy the same market segment. It also agreed that airlines can, to a "moderate degree" substitute those 737s for CSeries. But those points are moot because Delta did not want an aircraft as large as the 737, the report says. Delta, in 2015, launched a campaign specifically aimed at purchasing a "small mainline aircraft" with 100-110 seats to replace regional aircraft, notes the ITC. The airline considered purchasing four aircraft models, none of them currently made by Boeing: 109-seat CS100s, 96-seat E190s, 100-seat Embraer 195s and 110-seat Boeing 717s. "Because Boeing did not lose this sale to Delta, Delta’s imports of CS100s will not displace domestically produced 100- to 150seat [aircraft] from the US market," the report says

The ITC notes that Spirit Airlines and JetBlue Airways likewise agreed that the CSeries does not compete directly with the 737s. The commission drilled holes into other arguments made by Boeing, including its contention that the Delta deal will propel Bombardier to more US sales. Indeed, other airlines like Spirit and JetBlue have expressed interest in CSeries. "We find insufficient evidence to conclude that Bombardier is likely to secure additional sales… in the imminent future", the report says. Even if Bombardier does land more deals, Boeing will not suffer, it adds. The ITC finds "mixed" evidence that CSeries competed with the 737-700 for United's business. Boeing said it won that sale only after CSeries pressure pushed prices down. But the ITC says Boeing "lost no revenue" because United later converted its 737-700 order to larger 737 variants. Boeing also claimed that Bombardier's Delta sale would depress future sale prices. The ITC questioned that claim, too, noting that other manufacturers likewise use discounted "launch pricing". "Boeing offered substantial discounts on many orders for outof-scope 787 [aircraft] during the years following the new model’s launch in 2004, but then secured substantially higher prices on subsequent orders," says the report.

Alliance Airlines (QQ, Brisbane Int'l) has signed a multi-year partnership agreement with JTB Corporation in which the Australian operator will provide charter capacity to JTB, a Japanese tour operator. Under the terms of the deal, the first tour will commence in April this year and will involve Alliance Airlines providing JTB with daily return flights from each of Coolangatta/Gold Coast, Cairns, and Brisbane Int'l to Ayers Rock. "The partnership will allow JTB to develop a range of tours throughout Australia visiting some wonderful and unique destinations in every state," Lee Schofield, CEO of Alliance Airlines, said during the signing ceremony in Tokyo. “Alliance was specifically suited to cater to JTB Corp with Fokker jets able to transport up to 100 passengers. In addition, Alliance’s VIP Fokker Aircraft provide a unique opportunity for high-end customers and corporations to visit Australia in true style." Alliance Airlines also operates FIFO charter for and on behalf of largescale mining firms as well as regular passenger flights from Brisbane to Bundaberg, Gladstone, and Port Macquarie. Operationally, it employs twenty-three Fokker 100s, five Fokker 50s, and thirteen Fokker 70s.

Africa’s aviation industry has a problem, but this could be the future By Hassan El-Houry, Group CEO, NAS Africa is a single continent, comprising of 54 separate countries. Trade with the rest of the world can often be difficult and complex. Thirteen of the countries are landlocked, making air travel the best mode of transportation – especially considering the poor land infrastructure and terrain. Africa is going through an economic boom and tourism in Africa grew by nine percent in 2017, the highest increase of any region. However it is interesting to note that even though Africans total 12 percent of the world population, they make up only three percent of the world’s travellers. There are many factors influencing this gap. The lack of domestic flights causes significant issues, with stopovers causing double or triple the journey times on many routes. For example, when traveling from Abidjan to Kampala, both notable economic powerhouses, you have to fly via Istanbul and reconnect because there are no direct flights. High-ticket prices also cause complications for Africa’s aviation industry. It’s expensive traveling to and from Africa, but it’s also expensive to travel within Africa, a factor driven by lesser competition and local airlines. Non-African carriers currently cover eighty percent of the African market. While there is a steady increase in the number of African carriers like Ethiopian Airlines, South African, Kenyan Airways, Air Cote d’Ivoire, Royal Air Marco and Egypt Air, they still cannot fully compete with the likes of European or Middle Eastern carriers. Disparity in quality Intra-region visa restrictions are another major impediment to travel and economic prosperity in Africa. According to the Africa Visa Openness Index, on an average, Africans need visas to enter 55 per cent of states within the continent. aviation will boost the creation of shared value in our fractured world.

The African Union (AU) has attempted to address this issue of free movement within the region for the last 30 years by introducing a common African passport in 2016, with a goal to distribute them to all citizens by 2020. While the number of countries becoming more liberal has increased, a visa-free Africa still seems like a dream for the continent’s entrepreneurs, doctors, aid workers, college professors and reuniting families. Nonetheless, figures show that aviation in Africa has evolved significantly. Thirty or forty years ago, most of the traffic from the continent to other areas of the planet was to Europe or the United States. Now, there’s a lot of traffic between Africa, the Middle East and Asia, as well as between Africa and the rest of the world. For airports in Africa, this has meant that hubs serving all these destinations have grown and improved considerably due to increases in footfall and therefore income. The future of Africa’s aviation industry Relationships between African cities and countries, and their Asian and Middle Eastern counterparts have strengthened and deepened.
