‫‪http://alahalygate.com‬‬ ‫المطارات معروضة للبٌع !! بعد أن أصبحت أمالك دولة‬ ‫منصور عبد الغنى‬ ‫وافق مجلس النواب على تعدٌل قانون الطٌران المدنً رقم ‪ 28‬لسنة ‪ 1981‬بما ٌسمح بخصخصة‬ ‫المطارات‪ ،‬ونصت الفقرة الثانٌة من المادة ‪ 17‬على منح رئٌس مجلس الوزراء الحق فى تحوٌل‬ ‫المطارات ومبانٌها ومنشآتها من النفع العام إلى أمالك للدولة ٌجوز التصرف فٌها‪.‬‬ ‫ٌؤتً التعدٌل الجدٌد فى إطار خطة حكومة شرٌف إسماعٌل لبٌع شركات القطاع العام والبنوك فى‬ ‫البورصة خالل العام الحالً‪.‬‬ ‫وٌرجع تعدٌل قانون الطٌران إلى فشل الحكومة فى إنقاذ قطاع الطٌران المدنً خاصة مصر‬ ‫للطٌران‪ ،‬الشركة الوطنٌة‪ ،‬بعد استمرار خسائرها التً وصلت إلى ‪ 17‬ملٌار جنٌه منذ ‪ 2011‬فى‬ ‫حٌن بلغت خسائر العام الماضً فقط ‪ 3‬ملٌارات جنٌه‪.‬‬ ‫وأمام حاجة الشركة إلى تجدٌد أسطولها الجوي وتنفٌذ خطة اإلحالل والتجدٌد للطائرات تم استقطاع‬ ‫ما ٌقرب من ‪ 700‬الف متر من أراضً مطار القاهرة المعروفة بؤرض ‖الكور― المواجهة لمنطقة‬ ‫مساكن شٌراتون وإعادة تخصٌصها لصالح مصر للطٌران والتً اصطدمت بالقانون الذي ٌحظر‬ ‫بٌعها أو التصرف فٌها بغٌر طرق االستثمار‪ ،‬ورغم ذلك تم إدخال ما ٌقرب من ‪ 12‬ملٌار جنٌه إلى‬ ‫موازنة الشركة األخٌرة لتحسٌن موقفها المالً وإنهاء صفقة الطائرات المطلوبة وهً قٌمة األرض‬ ‫التً تم تخصٌصها تقرٌبا ً والتً سٌتم بٌعها إلنقاذ الشركة التً بدأت فى السحب على المكشوف من‬ ‫البنوك‪.‬‬ ‫رادارا لتغطٌة ‪ 5‬مطارات‬ ‫عجزت وزارة الطٌران المدنً عن توفٌر ‪ 3‬ملٌارات جنٌه لسداد قٌمة ‪21‬‬ ‫ً‬ ‫وتؤمٌن المالحة الجوٌة فى سماء الجمهورٌة‪ ،‬ووافقت على بٌع أرض مقابل سداد المبلغ‪ ،‬باإلضافة‬ ‫إلى أرض مطار النزهة الذي لم ٌتم تشغٌله حتى اآلن رغم إنفاق ما ٌقرب من ‪ 500‬ملٌون جنٌه‬ ‫على إعادة تطوٌره بحجة الدواعً األمنٌة على الرغم من أن شركة خدمات البترول للنقل الجوي‬ ‫مستمرة فى اإلقالع والهبوط من المطار‪.‬‬ ‫المنطقة االستثمارٌة المحٌطة بمطار القاهرة الجوي‪ ،‬والتً تصل مساحتها إلى ‪8‬ر‪ 2‬ملٌون متر‬ ‫مربع تم استقطاع مساحات كبٌرة منها سواء بالتخصٌص للغٌر أو بالتنازل عنها مقابل الدٌون األمر‬ ‫الذي جعل مصٌر مشروع مدٌنة المطارات أصبح مجهوال بعد سنوات عدٌدة من الدراسات وإنفاق‬ ‫األموال لصالح بٌوت الخبرة األجنبٌة وغٌرها‪ ،‬األمر الذي ٌنتج عنه إضاعة ما ٌقرب من ترٌلٌون‬ ‫جنٌه حجم استثمارات وتوفٌر اآلالف من فرص العمل للشباب وانضمام مصر إلى الدول التً تمتلك‬ ‫مد ًنا متخصصة فى مجال الطٌران المدنً واألنشطة التً تتعلق به‪.‬‬

‫كادت طائرة تابعة لألمم المتحدة مقلعة من تل أبٌب إلى شرم الشٌخ أن تصطدم‬ ‫بطائرة أخرى قبالة سواحل تل أبٌب مساء أمس الثالثاء بعد أن شرد أحد الطٌارٌن‬ ‫بعٌدا عن مساره المفترض إلى طرٌق هبوط طائرة أخرى فً مطار بن جورٌون‪.‬‬ ‫وذكرت القناة العاشرة اإلسرائٌلٌة فً وقت متؤخر من ٌوم الثالثاء أن الطائرتٌن‬ ‫اجتازتا مسافة ‪ 100‬متر من طرٌق كل منهما بعد أن رأى أحد الطٌارٌن االثنٌن‬ ‫الطٌارة األخرى‪ ،‬وقاما بمناورة مبكرا لمنع وقوع الحادث‪.‬‬ ‫أقلعت طائرة صغٌرة تابعة لألمم المتحدة من مطار سدي دوف فً تل أبٌب الساعة‬ ‫السادسة والنصف صباح أمس الثالثاء فً رحلة باتجاه شرم الشٌخ‪.‬‬ ‫ولكن الطائرة التً ارتفعت حوالً ‪ 5‬آالف قدم خرجت من مسارها المفترض شماال‬ ‫فوق مدٌنة هرتسلٌا إلى الجنوب بحسب شبكة أنباء "ٌنٌت" العبرٌة‪.‬‬ ‫وحلقت طائرة األمم المتحدة تلك فً طرٌق طائرة بوٌنج‪ 757-‬التً تدٌرها خدمة‬ ‫توصٌل البرٌد السرٌع فٌدٌكس اكسبرٌس‪ ،‬وكانت فً طرٌقها للهبوط فً مطار بن‬ ‫جورٌون بعد تحلٌقها من أوروبا‪.‬‬ ‫واقتربت الطائرتان من بعضهما بسرعة تبلغ ‪ 700‬كلم فً الساعة‪.‬‬ ‫وبفاصل خمس ثوان من االصطدام المتوقع رأى طٌار "فٌدٌكس" طائرة األمم‬ ‫المتحدة تلوح فً األفق‪ ،‬وتمكن من تغٌ​ٌر وجهته لٌتفادى االصطدام على بعد ‪60‬‬ ‫مترا‪.‬‬ ‫وذكرت القناة العاشرة اإلسرائٌلٌة أن هٌئة الطٌران اإلسرائٌلٌة طلبت من األمم‬ ‫المتحدة شرح سبب إعادة توجٌه الطائرة بعٌدا عن خطة الطٌران المعتمدة‪.‬‬

Oman Air has taken delivery of the first of 30 Boeing 737 Max 8s it has on order.

Flight Fleets Analyzer shows that the first aircraft bears the registration A40-MA (MSN 6762), and has been leased from Air Lease. It is configured with 162 seats in two class: 12 in business and 150 in economy.

"The aircraft will be a perfect complement to our 737 family as we continue to expand our operations and play an increasingly active role in promoting Oman for business as well as a unique tourism destination, which is growing rapidly in popularity with every passing year," says the carrier's acting chief executive Abdulaziz Al-Raisi.

Oman Air placed an order for 20 737 Max aircraft in October 2015, and subsequently entered into lease agreements for 10 additional aircraft. Fleets Analyzer shows that the airline operates 10 AIrbus A330s, 27 737s, seven 787s, and four Embraer 175s.

Ethiopian Airlines (ET, Addis Ababa) has announced it has started longhaul operations out of the Bahar Dar, a city in northwestern Ethiopia, as of January 24.

The carrier said in a statement its non-stop cargo flights to Liège, Belgium, would allow Bahar Dar's flourishing horticulture industry to have direct access to European markets without the need to transit Addis Ababa. ―Today marks yet another big milestone in the history of Ethiopian Cargo & Logistics Services for we start direct freighter service dedicated to flowers with the aim of delivering the best flower produces of the country to end users fresh, timely and direct from the farm to Europe," Ethiopian Group CEO Tewolde Gebremariam said in a statement. "With its daily freighter services to Belgium, Liège and Brussels, Ethiopian transports a total of 130 tonnes of flowers."

According to the ch-aviation schedules module, Bahar Dar's passenger operations are still restricted to domestic Ethiopian services to each of Addis Ababa, Dessie, and Lalibela.

Guinea Airlines (Conakry) has revised its choice of technical partner ahead of a proposed June 2018 launch. According to Guinée news, the start-up carrier, owned by businessman Mamadou Antonio Souaré, signed a Memorandum of Understanding with Ethiopian Airlines (ET, Addis Ababa) on January 30 in Addis Ababa. The MOU pertains to a strategic partnership agreement concerning the provision of commercial management, maintenance, and technology transfer to Guinea Airlines. Whether Ethiopian is to have equity in the carrier was not specified.

Ethiopian has active partnerships in Malawi (Malawian Airlines) and Togo (ASKY Airlines), and is near a finalized agreement with Zambia (Zambia Airways). Ethiopian Group CEO Tewolde Gebremariam said during the press conference that talks are also ongoing with Chad, Ghana, Equatorial Guinea, the Democratic Republic of Congo, the Republic of Congo, and Djibouti over similar joint-venture initiatives.

For its part, Guinea Airlines will specialize in domestic Guinean as well as regional West African services. As with Ethiopian's other initiatives across Africa, it is likely the nascent carrier will employ Dash 8-400 and/or B737 equipment. A decision on its final business plan is expected in the coming weeks.

The Guinea Airlines project was unveiled in February last year as a partnership with French operator Regourd Aviation (Paris Le Bourget). However, despite a formal unveiling event in Conakry in which an ATR72 and an ERJ-135 were unveiled in the airline's colours, no formal launch ever took place. Regourd Aviation declined to comment

www.ch-aviation.com Israel's CAL outlines plans for ACE Air Cargo Europe unit CAL Cargo Air Lines (5C, Tel Aviv Ben Gurion) Chairman and Chief Executive Officer Offer Gilboa has confirmed the Israeli freight specialist has proceeded with its plans to secure a European AOC through the establishment of ACE Air Cargo Europe (Liège).

Speaking to AirCargoNews, Gilboa said the Belgian carrier would be based out of Liège, the site of CAL's European hub, and would see one of CAL's four B747400(F)s transferred to its AOC, which it is in the process of securing. ―Only one of the B747-400Fs will be registered in Belgium to start with. The idea is to grow both companies, as soon as we get an aircraft, and I hope to be in a position to do that in the next six months," he said. ―We have been working on this project for the past 18 months, preparing all the paperwork, and we are now recruiting teams and the post holders that are required for an airline.‖ Gilboa sees ACE complimenting CAL's operations. Its parent carrier's Liège hub operations currently focus on serving Atlanta Hartsfield Jackson, Larnaca, New York JFK, and Tel Aviv Ben Gurion. He also sees potential for the carrier to serve India

Med-View Airline (VL, Kano) has announced it has suspended its Lagos to Dubai Int'l via Abujaservice effective immediately.

In a statement, the carrier said its capacity provider euroAtlantic Airways (YU, Lisbon) had informed it that it did not have any available aircraft needed to service the route until March 24, 2018.

"We have shut down Dubai operation till March when our aircraft, the B767-300)ER( christened ―Abeke‖ [5N-BQN (msn 26261)], returns from complete refurbishment [at St. Athan] in the UK. Turkish Airlines (TK, Istanbul Atatürk) will launch B737 MAX 8 operations on July 30, 2018 with daily flights out of Istanbul Atatürk to each of Ankara Esenboga and Cologne/Bonn, ch-aviation schedule analysis has revealed.

The type will subsequently be introduced on the routes to Chisinau, Izmir (both starting on August 27), Dalaman (on August 28), Lefkosa (on August 29), and Bodrum Milas (on September 2). Other destinations include Adana, Algiers, Bremen Hans Koschnick, Catania, Diyarbakir, Kayseri, Leipzig/Halle, Muscat, and Oran.

The Turkish flag carrier has seventy-five B737 MAX 8 on order from Boeing. In terms of existing B737 operations, it employs 107 B737-800s, fifteen B737900(ER)s, and a single B737-700.

IrAero (IO, Irkutsk Int'l) will launch charter flights on behalf of Chinese tour operator U-Tour, connecting Liège via St. Petersburg with a number of cities in China, commencing on April 24, 2018, Aviaton24.be has reported.

The Russian carrier will connect the city in Wallonia with Fuzhou, Chengdu, Taiyuan, Wuhan, Nanchang, Jinan, Zhe ngzhou, and Guiyang over the course of the summer. All flights will be operated via St. Petersburg since IrAero does not hold traffic rights to connect cities in the European Union directly to China.

IrAero currently operates a fleet of regional jets exclusively, including three SSJ 100/95Bs, five SSJ 100/95LRs. It will most likely acquire wide-body equipment to serve Liège and has previously been linked to a potential deal to lease some of the ex-VIM B777-200(ER)s.

U-Tour contracted the now-defunct VIM Airlines (NN, Moscow Domodedovo) to operate charters from China toLiège in 2017, while iFly Airlines (RSY, Moscow Vnukovo) operated these routes in 2016

African Union unveils latest bid for bloc-wide Open Skies The African Union (AU) has launched its latest attempt at opening up the continent's skies and intra-regional connectivity. Signed during the 30th AU Summit at the bloc's headquarters in Addis Ababa, Ethiopia, on January 28, the Single African Air Transport Market (SAATM) aims to boost Africa's economic integration through the creation of a single unified air transport market.

The AU said in a statement SAATM aims to achieve its objectives through the immediate implementation of the 1999 Yamoussoukro Decision (YD) which, although endorsed by the AU Heads of State and Government Assembly in Lomé, Togo, in July 2000, has yet to be fully implemented by member states.

According to IATA, one of the main obstacles to the implementation of previous open skies pledges - the 1988 Yamoussoukro Declaration and 1999 Yamoussoukro Decision – has been the absence of an underpinning regulatory text. As such, the AU's adoption of the regulatory text of the Yamoussoukro Decision (YD) as the framework for SAATM will target previously neglected areas of competition, consumer protection, and dispute settlement all of which are critical to safeguarding the efficient operation of the single market.

The 1999 Yamoussoukro Decision provides for the full liberalisation of intra-African air transport services in terms of market access, the free exercise of First, Second, Third, Fourth, and Fifth freedom traffic rights for scheduled and freight air services by eligible airlines. It removes restrictions on ownership and provides for the full liberalisation of frequencies, tariffs and capacity among member states. It also provides eligibility criteria for African community carriers, safety and security standards, mechanisms for fair competition and dispute settlement as well as consumer protection.

With the full implementation of the Yamoussoukro Decision, the single market will evolve into a common aviation area, calling for the abolition of bilateral air service agreement between member states for intra-Africa traffic with airlines able to fly any intra-African routes determined by economic and financially-based considerations.

Although IATA's Vice President for Africa, Raphael Kuuchi, has hailed the treaty's signing, he warned its benefits would only be reaped if it is properly implemented by all 55 AU member states.

"We commend the 23 States that have signed up to SAATM. It is an important step forward," he said. "But the benefits of a connected continent will only be realized through effective implementation of SAATM — firstly by the countries already committed and also by the remaining 32 AU member nations still to come on board."

The 23 signatories of the Solemn Commitment to implement SAATM include Benin, Botswana, Burkina Faso, Cabo Verde, Congo (Republic of), Egypt, Ethiopia, Gabon, Ghana, Guinea, Kenya, Ivory Coast, Liberia, Mali, Mozambique, Niger, Nigeria, Rwanda, Sierra Leone, South Africa, Swaziland, Togo, and Zimbabwe. Those states that have not signed, are urged to join, the AU said

www.ch-aviation.com Qatar Airways' books to open in bid to appease US3's wrath The US State Department says it has reached a "set of understandings" with the Government of Qatar addressing concerns raised by US carriers over its support of Qatar Airways (QR, Doha Hamad Int'l).

Delta Air Lines, United Airlines, and American Airlines (collectively the "US3") have long accused Emirates, Etihad Airways, and Qatar Airways (the "ME3") of distorting the international travel market through their alleged use of over USD50 billion worth of direct and indirect state subsidization. The US3 have repeatedly lobbied Washington to act on the matter by suspending the US-Qatar and US-United Arab Emirates Open Skies agreements arguing that this subsidization directly violates the spirit and terms of the accords.

Given increased political pressure on the Trump Administration to act, the US State Department said in a statement issued following the US-Qatar Strategic Dialogue on Tuesday, January 30, that the Understandings reached with the Qataris represent a set of important, high-level political commitments.

"They affirm both governments’ intention to promote best practices for marketplace participation by their airlines providing scheduled passenger service under the 2001 US-Qatar Air Transport Agreement," it said.

On the issue of financial transparency, in the coming year, Qatar Airways would have to issue public annual reports with financial statements audited externally in accordance with internationally-recognized accounting standards, to the extent they are not already doing so. Within two years, it should then publicly disclose significant new transactions with Qatari state-owned enterprises and take steps to ensure that such transactions are based on commercial terms.

Officials plan to meet again bilaterally in one year to discuss progress.

Earlier reports in the Associated Press, citing sources close to the discussions, had claimed Qatar would also make a loose commitment that Qatar Airways would not launch any 5th Freedom flights to the United States akin to what rival Emirates has done with its services to New York JFK via Milan Malpensa and Newark via Athens Int'l. No such commitment was confirmed in the official State Department communique.

China Investment in U.S. GA is Low Risk for LCA Market A high-level research report has concluded that Chinese investment in U.S. aviation and aerospace is limited to general aviation (GA) and thus provides little threat to the large commercial aircraft (LCA) market.

The report, Chinese Investment in U.S. Aviation, was compiled by researchers at Santa Monica, California-based Rand Corporation and was released to raise awareness of the issues and possible threats. It builds on previous Rand studies, such as Ready for Takeoff: China’s Advancing Aerospace Industry and The Effectiveness of China’s Industrial Policies in Commercial Aviation, which similarly were undertaken for the U.S.-China Economic and National Security Review Commission (USCC), as part of ongoing investigations aimed at guiding policy decisions.

The report acknowledges that the U.S. aerospace and defense manufacturing sector is a ―major contributor‖ to the U.S. economy, accounting for an estimated 13 percent of total U.S. manufacturing and, in 2015, generating a $67 billion trade surplus for the U.S. As well as acknowledging Boeing’s significance in the LCA market, it also recognizes that ―U.S. companies are also integral elements of global supply chains supporting regional jet (RJ) manufacturers Bombardier and Embraer.‖ In March 2016 China issued its 13th Five-Year Plan, in which it reiterated support for the development of the aviation industry. ―The plan specifically mentioned LCA, RJ, and GA,‖ notes the Rand publication, which also highlights to possible threat from the new C919 airliner, currently in flight testing, to Boeing’s position with its 737 family.

While Rand says the U.S. should be concerned about threats to its future competitiveness from the C919 and from ―future Chinese LCA designs, such as widebody aircraft development with the Russians,‖ it qualifies this by stating that ―U.S. competitiveness is unlikely to be threatened in the near term because production of China’s LCA–the C919–may be further delayed and operate less efficiently than current Western narrowbody aircraft on the international market.‖ But it acknowledges that ―some experts remain concerned about the transfer of engine or avionics technology.‖

In the RJ sector China has been making steady progress, however; in June 2016, Chengdu Airlines began the first commercial operations of the ARJ-21 RJ manufactured in China, noted that Rand report.

Rand notes that by ―aviation‖ it means the industry of manufacturing aircraft rather than operating airlines, a sector which is ―not currently threatened by Chinese competition."

Part of the aim for this research was to assess the implications of technology transfer on U.S. national security and aviation industry competitiveness, it adds.

The report concludes that China is likely to account for up to one-fifth of global demand for LCA ―and is trying to grow its domestic GA industry, which is currently underdeveloped.‖ It further concludes that it has ―an unambiguous policy driving a whole-of-government effort to develop a globally competitive aviation industry by producing LCA and expanding China’s domestic GA market;‖ and that Chinese investment in U.S. aviation has grown in scope and quantity over the past decade but is ―limited to smaller GA companies with technologies not particularly relevant to commercial or military aircraft, likely because of effective U.S. export and foreign-investment regulations.‖ GA CATCH-UP PLAN Over the past decade Chinese investors have acquired several U.S. aviation companies, ―although CFIUS [Committee for Foreign Investment in the United States] or export controls appeared to have been followed in all cases.‖ However, it does note that these investments ―raise concerns of inadvertent technology transfer that might undermine U.S. national security and competitiveness.‖ One major driver for China’s push to find GA investments has been its underdeveloped domestic GA market, caused partly by ―[restrictive] flight regulations and limited small airport infrastructure.‖ Rand points out that the Chinese State Council ―hopes to double its size by 2020.‖

Tracking this growth in GA investment, Rand reports: ―Since 2005, Chinese companies have steadily increased investment in U.S. aviation by acquiring, merging, or establishing joint ventures with more than a dozen U.S. aviation companies without directly running afoul of U.S. regulation. ―Over the past decade, we identified from open sources on average one to two investments in U.S. aviation per year, including 12 mergers and acquisitions, three joint ventures, and nine other agreements or failed deals. The combination of Chinese government policy to become globally competitive in aviation and the availability of capital drives these investments, but they are constrained by U.S. government foreign investment and export laws as well as classic business concerns about return on investment.‖ Rand suggests that the investment in GA manufacturers, with their ―less advanced technologies…do not pose competitiveness challenges or national security concerns.‖ The report concludes also that ―given the GA nature of most of the investments by Chinese firms to date, there are few technology-transfer concerns. The main benefits to China’s industry would be on the business-process side, such as international marketing, achieving FAA safety certifications, and product support.

Dreamliner Deliveries Power Boeing’s Strong 2017 Earnings Boeing Co. jumped as earnings rose on surging deliveries of the 737, the planemaker’s largest source of profit, and an unexpectedly large one-time gain from U.S. tax cuts.

The company pocketed a tax boost of $1.74 a share in the fourth quarter and expects more benefits to come this year. Corporate levies are falling just as the Chicago-based manufacturer starts to see large cash gains from its 787 Dreamliner after a decade of losses.

Lower taxes are combining with record jetliner deliveries to fuel the cash gush at Boeing, the biggest gainer on the Dow Jones Industrial Average in 2017 and so far this year. In an earnings report, the company predicted the first annual sales growth since 2015 and said operating cash flow, a focus for investors, would climb to $15 billion.

The buyback and cash flow have been the whole story on the stock for the last year,‖ Ken Herbert, an analyst at Canaccord Genuity, said in an interview before the earnings were released.

Shares increased 5.5 percent to $356.32 before the start of regular trading in New York. Boeing had advanced 15 percent this year through Tuesday, the largest gain among the 30 members of the Dow Jones Industrial Average. The stock has more than doubled since the start of 2017 as Boeing surpassed General Electric Co. to become the largest U.S. industrial company by market value.

Adjusted fourth-quarter earnings were $4.80 a share, Boeing said, or $3.06 a share excluding the tax gain. Analysts had predicted $2.90 a share, according to the average of estimates compiled by Bloomberg. Revenue rose 8.9 percent to $25.4 billion, compared with the $24.7 billion analysts expected.

STEADY GAINS As GE has stumbled, Boeing’s steady performance and willingness to hand shareholders bucketfuls of cash attracted investors, Herbert said. The aerospace manufacturer has pledged to return the equivalent of its free cash flow to investors through an $18 billion share buyback program and 20 percent dividend increase approved by directors in December.

Revenue has declined since 2015 as Boeing slowed deliveries of its highly profitable 777 jetliners amid waning sales and a shift to a new model. But earnings per share have continued to rise as buybacks contributed to a 15 percent drop in the company’s average share count.

Under CEO Dennis Muilenburg, Boeing has rolled out new planes such as the 737 Max and 787-10 with few glitches while rival Airbus SE battled engine delays for its A320neo and A330neo. Muilenburg’s campaign to make Boeing leaner has lowered the cost of goods and services.

The planemaker is forecasting sales growth in 2018 as Boeing lifts 737 output by 11 percent and pockets additional tax savings. Revenue will range from $96 billion to $98 billion, the company predicted, compared with the $93.6 billion expected by analysts.

Driving those increases will be another record-setting year of aircraft deliveries. Boeing expects to ship 810 to 815 airliners, up from 763 last year.

TAX WINNER For the manufacturer of the carbon-fiber 787 Dreamliner — a source of Boeing’s cash riches — the timing of new corporate tax cuts ―could not have been much better,‖ said Douglas Harned, aerospace analyst with Sanford C. Bernstein & Co.

Boeing was able to claim deductions at the old 35 percent rate over the years it recorded cash losses on the Dreamliner. The aircraft wracked up almost $30 billion in production and inventory costs as Boeing worked out supplier snarls and compensated airlines for tardy deliveries. The company said it expects to be taxed at a 16 percent rate in 2018.

The balance of inventory and factory costs for the Dreamliner fell $590 million to $25.4 billion during the fourth quarter from the previous three-month period. Deferred production costs for the 787, Boeing’s most advanced plane, have declined 11 percent since peaking at $28.7 billion at the start of 2016.

MARGIN GOALS Muilenburg has set a target of double-digit profit margins for Boeing’s three main divisions by the end of the decade.

Quarterly revenue for the commercial airplane unit increased 7.5 percent to $15.5 billion as Boeing delivered a record 209 commercial aircraft including 148 of its 737, a workhorse for lowcost carriers. The operating margin was 11.5 percent compared with 8.3 percent a year earlier.

Boeing’s defense division sales rose 4.8 percent to $5.54 billion, while its 10 percent operating margin improved very slightly from a year earlier.

Sales for company’s global-services division, formed in mid2016, climbed 17 percent to $4 billion while its operating margin of 15.4 percent fell more than a percentage point.

Investors have puzzled over the division, created last year from a hodge-podge of existing businesses providing spare parts, maintenance and consulting services. Muilenburg has touted it as a source of growth and profit, setting a $50 billion sales target over the next five to 10 years. ―The market doesn’t understand what that business is yet,‖ Carter Copeland, analyst with Melius Research, said in an interview prior to the earnings report.
