كتبت رحاب نبيل شهدت حركة الطٌران بمطار القاهرة الدولً ،صباح الٌوم الجمعة ،تأخر إقالع 5 رحالت جوٌة دولٌة بسبب أعمال الصٌانة ،وسوء األحوال الجوٌة لبعض المطارات الخارجٌة. وقالت مصادر مالحٌة بالمطار ،أن المطار شهد تأخر إقالع رحلة شركة نسمة للطٌران رقم 170والمتجهة إلى جدة لمدة 120دقٌقة ،بسبب عطل فنى ،ورحلة شركة العربٌة للطٌران رقم 9621والمتجهة إلى مدٌنة الشارقة باإلمارات لمدة 60دقٌقة، بسبب سوء األحوال الجوٌة هناك ،وانخفاض مستوى الرؤٌة . وأضافت المصادر ،أن المطار شهد أٌضا تأخر إقالع رحالت الخطوط التركٌة رقم 693 والمتجهة إلى اسطنبول ،ورحلة الخطوط األلمانٌة لوفتاهنزا رقم 581والمتجهة إلى فرانكفورت ،ورحلة الخطوط الكوٌتٌة رقم 1544والمتجهة إلى الكوٌت بسبب ظروف التشغٌل.

http://www.7adramout.net جثمان المواطن المصرى المعتدى علٌه باألردن ٌصل القاهرة وصل إلى مطار القاهرة الدولى ،منذ قلٌل ،جثمان المواطن المصرى على السٌد مرسى ،الذى تعرض لالعتداء بالضرب منذ أٌام من قبل عدد من األردنٌٌن ،مما أدى إلى وفاته بقسم العناٌة بمستشفى جبل الزٌتون ،وتم تسلٌم الجثمان إلى ذوٌه لدفنه بمقابر األسرة بمركز أوالد صقر بمحافظة الشرقٌة لدفنه. وتم إنهاء إجراءات وصول الجثمان على متن الطائرة التابعة لشركة الخطوط الجوٌة الوطنٌة مصر للطٌران القادمة من عمان ،بمعرفة إدارة الحجر الصحى بالمطار برئاسة الدكتور حازم حسٌن الذى أمر بتشكٌل فرٌق متخصص إلنهاء إجراءات اإلفراج الصحى عن الجثمان بعد مناظرته لمعرفة أسباب الوفاة. كان فً استقبال الجثمان عدد من المسئولٌن بوزارة القوى العاملة تنفٌذا لتعلٌمات محمد سعفان، وزٌر القوى العاملة ،بمتابعة إجراءات نقل ووصول جثمان المواطن المصري ،ومتابعة مستحقاته ،ونتائج آخر التحقٌقات فى القضٌة المعروضة حالٌا على المدعى العام األردنى للتحقٌق فٌها. وذكرت تقارٌر إخبارٌة ،أن الوزٌر محمد سعفان كان ٌتابع ٌومٌا حالة المواطن المصرى على السٌد مرسى قبل وفاته من خالل مكتب التمثٌل العمالى ،حٌث كانت حالته خطٌرة ،وفى غٌبوبة. وتم ضبط جمٌع المشتركٌن فى االعتداء على المواطن المصرى وتحوٌل القضٌة للمدعى العام للتحقٌق ،حٌث جرى خالف على 2000دٌنار بٌن المجنى علٌه والجناة لشراء سٌارة ،وهو ما أدى إلى قٌامهم باالعتداء علٌه ما نتج عنه وفاته.

تأخر إقالع طائرة الخطوط التونسٌة المتوجهة من مطار القاهرة ،مساء الٌوم ،إلى تونس 90 ،دقٌقة ،إلنقاذ حٌاة راكبة تونسٌة أصٌبت بوعكة صحٌة مفاجئة ،وتم عالجها والسماح لها بالسفر. وقالت مصادر مطلعة بمطار القاهرة إنه خالل صعود ركاب رحلة الخطوط التونسٌة رقم 814للطائرة المتجهة إلى تونس فوجئ الركاب بإصابة الراكبة التونسٌة نور محمد المنصف 50 ،عاما ،بوعكة صحٌة مفاجئة ،وتم إبالغ الدكتور حازم حسٌن ،مدٌر الحجر الصحً بالمطار، حٌث أرسل فرٌقا طب ًٌا ،برئاسة الدكتور أحمد إسماعٌل ،للكشف على الراكبة وتبٌن إصابتها بارتفاع شدٌد فً ضغط الدم وتم عالجها والسماح لها بالسفر ،واستأنفت الطائرة رحلتها بالراكبة بعد تأخٌر 90 دقٌقة.

كشفت شركة مصر للطٌران عن أنها أكدت على شركة بومباردٌه الكندٌة من أجل شراء صفقة الطائرات التى وقعت علٌها خطاب نواٌا. وكانت مصر للطٌران ،قد وقعت خطاب نواٌا مع شركة بومباردٌٌه فً نوفمبر الماضً خالل معرض دبً للطٌران ،2017لشراء 24طائرة من طراز (سً أس ،)300بقٌمة إجمالٌة تصل إلى 2.2ملٌار دوالر.

أبرز 3قرارات لوزٌر الطٌران خالل 2017 مؤمن التهامي شهد قطاع الطٌران المدنً ،خالل عام 2017مجموعة قرارات هامة أصدرتها الوزارة بشأن بعض القضاٌا. وكان أبرز ثالث قرارات أصدرها شرٌف فتحً وزٌر الطٌران فً 2017كالتالً: تعلٌق الرحالت الجوٌة بٌن مصر وقطر تضمن قرار تعلٌق الرحالت الجوٌة بٌن مصر وقطر غلق المجال الجوي أمام الطائرات القطرٌة ،وذلك بوقف جمٌع الرحالت الجوٌة بٌن البلدٌن وغلق األجواء المصرٌة أمام الطائرات القطرٌة المسجلة بالطٌران المدنً القطري ،سواء بالعبور أو الهبوط ،وذلك إلى أجل غٌر مسمى ،وجاء القرار فً أعقاب إعالن حكومة مصر قطع العالقات الدبلوماسٌة بٌنها وبٌن قطر. عودة نظام "السوتو" فً حجز تذاكر السفر اعتبارا من أول جاء قرار عودة نظام "السوتو" فً حجز تذاكر السفر من خالل عودة العمل بنظام السوتو، ً مارس الماضً ،2017والذي تم إٌقافه فً أكتوبر ،2016وٌعرف نظام السوتو بإصدار تذاكر سفر ،تبدأ وتنتهً خارج جمهورٌة مصر العربٌة ،وال ٌتضمن خط سٌر الرحلة أي نقاط داخل مصر. بٌع وتوزٌع الكهرباء بمٌناء القاهرة الجوى ٌشمل بٌع وتوزٌع الكهرباء بمٌناء القاهرة الجوى أن ٌتم مزاولة النشاط بعد الحصول على الترخٌص ،وذلك بإضافة نشاط جدٌد ضمن المادة ،4والخاص بأغراض الشركة من النظام األساسى لشركة مٌناء القاهرة الجوى ،الصادر بالقرار الوزارى رقم 635لسنة .2002 وتضمنت المادة األولى من قرار وزٌر الطٌران المدنً ،الذي ٌحمل رقم 450لسنة ،2017إضافة نشاط جدٌد ،وهو إنتاج وتولٌد وبٌع وتوزٌع الطاقة الكهربائٌة للغٌر ،على أن ال ٌتم مزاولة هذا النشاط بشركة مٌناء القاهرة الجوي إال بعد الحصول على الترخٌص من جهاز تنظٌم مرفق الكهرباء وحماٌة المستهلك.

تأخر إقالع رحلتً اإلمارات فً مطار القاهرة محروس هنداوي شهد مطار القاهرة الدولً ،صباح الٌوم السبت ،تأخر إقالع رحلتٌن جوٌتٌن كانتا متجهتٌن إلى اإلمارات بسبب سوء األحوال الجوٌة هناك ،وانخفاض مستوى الرؤٌة أمام قائدي الطائرات. وقالت مصادر مالحٌة بالمطار ،إن سلطات المطار تلقت إشارة من سلطات الطٌران المدنً بدولة اإلمارات بتأجٌل إقالع حركة المالحة الجوٌة القادمة لهم بسبب سوء األحوال الجوٌة هناك ،وأشارت إلى أنه تم تأخٌر إقالع رحلة شركة االتحاد رقم 658والمتجهة إلى أبوظبً ،ورحلة مصر للطٌران رقم 901المتجهة إلى دبً ،وأقلعتا بعد تحسن األحوال الجوٌة وارتفاع مستوى الرؤٌة.

كتب مؤمن مختار تستعد مصر لتنفٌذ خطط مغرٌة لجذب السائح الروسى إلى المنتجعات فى شرم الشٌخ والغردقة لتعوٌض الخسائر التى لحقت بالسٌاحة المصرٌة نتٌجة توقف الطٌران بٌن روسٌا ومصر ،عقب سقوط الطائرة الروسٌة فى سٌناء عام 2015والتى راح ضحٌتها 224شخصا كانوا على متنها. أفاد مصطفى خلٌل ،نائب رئٌس اتحاد الغرف السٌاحٌة ،بأن سعر الرحلة السٌاحٌة للمنتجعات المصرٌة، متضمنة تذكرة الطٌران بٌن موسكو والقاهرة ،سٌبدأ من 650دوالرا أمرٌكٌا. وقال "خلٌل" ،فى مقابلة مع وكالة "نوفوستى" الروسٌة ،الٌوم الخمٌس ،إنه من المقرر استئناف رحالت الطٌران المنتظمة بٌن مطارى موسكو والقاهرة فى فبراٌر المقبل ،بعد انقطاع دام أكثر من سنتٌن بسبب حادثة تحطم طائرة ركاب روسٌة فوق سٌناء بفعل عمل إرهابى ،ما أسفر عن مقتل 217سائحا روسٌا و 7من أفراد الطاقم. وأضاف نائب رئٌس اتحاد الغرف السٌاحٌة ،أن من المتوقع أن ٌبدأ سعر الرحلة السٌاحٌة التى تمتد 7أٌام، شاملة تذكرة الطٌران واإلقامة فى فندق " 4نجوم" ،من مستوى 650دوالرا أمرٌكٌا ،مشٌرا إلى أن مهمة قطاع السٌاحة فى مصر اآلن هو تقدٌم برامج تتناسب مع متطلبات السائحٌن الروس. وشدد "خلٌل" على أن الطٌران المنتظم ٌمكن أن ٌجذب 300ألف سائح روسى خالل العام المقبل ،وٌمكن تسوٌق منتج السٌاحة الثقافٌة للسائح الروسى فى القاهرة ،بجانب منتجعات شرم الشٌخ والغردقة. وأكد مصطفى خلٌل ،نائب رئٌس اتحاد الغرف السٌاحٌة أن حوالى 100ألف سائح روسى زاروا مصر عام ،2017على الرغم من عدم وجود طٌران مباشر بٌن موسكو والقاهرة. وأضاف خلٌل فى تصرٌحات لوكالة األنباء الروسٌة "نوفستى" أنه وفقا لإلحصاءات فى سبتمبر من هذا العام، وصل إلى مصر 70ألف سائح روسى ،على الرغم من عدم وجود رحالت مباشرة ومع نهاٌة العام سٌصل العدد لـ 100ألف سائح. وأشار إلى أن قرار السلطات الروسٌة بتعلٌق الرحالت الجوٌة إلى مصر ،لم ٌمنع أى شخص من السفر إلى مصر ،موضحا أن السٌاح الروس ٌسعدون دائما برؤٌة المنتجعات المصرٌة ،وهم زبائننا المنتظمٌن منذ التسعٌنات ،أى منذ ربع قرن. ونوه خلٌل بأن العام القادم سٌبدأ االنتعاش الحقٌقى لقطاع السٌاحة فى مصر ،وذلك بفضل عودة الروس ،معتقدا أن البرامج السٌاحٌة سٌكون لها الكثٌر من الشعبٌة فى السوق الروسٌة خالل مواسم الشتاء فى الفترة من ،2020-2019وستعود السوق الروسٌة إلى مستوٌاتها السابقة. كانت روسٌا ومصر قد وقعتا منتصف الشهر الجارى بروتوكوال الستئناف الرحالت الجوٌة بٌن البلدٌن ،تضمن استئناف الرحالت إلى مطار القاهرة الدولى أوال ،وإلى مطارات المنتجعات السٌاحٌة مثل شرم الشٌخ والغردقة الحقا.

Events that Shaped Aviation Sector in 2017 Chinedu Eze writes on events that dominated the aviation industry in 2017, which may also influence activities in the sector in 2018. There was no pivotal event that characterised the aviation industry in 2017 but the industry maintained the good record of zero accident in the year. The image of the sector went a notch higher because in 2017 two Nigerian airports were certified by the Nigerian Civil Aviation Authority (NCAA) for the first time in the history of air transport in Nigeria. Similarly, the rest of commercial airlines in Nigeria obtained the International Air Transport Association (IATA) Operational Safety Audit (IOSA), while others became IATA members. In 2017 also Nigeria hosted the International Civil Aviation Organsation (ICAO) World Aviation Forum (IWAF), the first time it was held outside Montreal, Canada, the headquarters of the world body. But there were also issues that brought dark clouds to the industry in the outgoing year. One of such issues is the habit of arbitrary picketing airlines’ operations by labour without exhausting discussions, a trend which took ugly trend in 2017. According to industry observers, this trend may threaten the future of the sector unless such actions are stopped by government. While the federal government would be commended by improving the sector in some ways, it failed to set up a mileage for its planned concession of airports and also did not kick-start the establishment of a national carrier, which it claimed was a key issue in its aviation policy. So 2017 ended without transcendental progress in planned airport concession or establishment of a national carrier. Not many in the industry are optimistic these will be realised in 2018, which is practically the election campaign year as election would take place early 2019.

But before they could be certified, they must meet ICAO Recommended Standard Practices. This means that the airports must have critical facilities, they must meet security and safety standard and they must enhance passenger facilitation. However, within a period of two months, NCAA certified the Murtala Muhammed International Airport (MMIA), Lagos and the Nnamdi Azikiwe International Airport, Abuja in accordance to ICAO standards. The certification is very important for Nigeria because the International Federation of Air Line Pilots’ Associations reviews airports on a continuous basis, evaluates their safety standards in accordance with ICAO regulations, and disseminates such information to their members all over the world. It is their evaluation that determines whether commercial airlines would agree to fly to certain airports or not. With the certification of the Lagos and Abuja airports, Nigeria’s rating has not only improved but these airports can also serve as hubs in West and Central Africa because they are the only certified airports in the subregions. The Director-General of NCAA, Captain Muhtar Usman said the certification would reposition air transport to contribute more to the Gross Domestic Product(GDP) of the country because it would boost passenger movement in domestic and international destinations. Abuja Airport Runway What really jolted Nigeria’s aviation industry in 2017 was the closure of the runway of the Nnamdi Azikiwe International Airport, Abuja for six weeks between March and April, which prompted the federal government to upgrade the Kaduna Airport to international status and it became alternative to the Abuja airport. What was remarkable about the rehabilitation was that government kept its promise and got the runway ready before the given date.

Government also spent huge resources on security, the rehabilitation of Abuja-Kaduna expressway, which was good for the country. On the flip side also, government was able to upgrade and modernise facilities at the Kaduna airport, making it one of the best airports in the country. ICAO Confab For the first time in the history of ICAO, the ICAO World Aviation Forum (IWAF) was held outside Montreal, Canada, the headquarters of the organisation. This was made possible by the negotiating power of the federal government, which expressed its ability to hold the conference in Abuja, the Federal Capital Territory(FCT). However, the President of ICAO Council, Dr. Bernard Aliu, who is a Nigerian, made the choice of Abuja a possibility. It could be said that IWAF was moved to his home country in his honour. The forum witnessed the gathering of aviation experts all over the world and representatives of member states and international aviation agencies who converged on Abuja from November 20-22, 2017. In a communiqué at the end of the conference, ICAO called for planned, strategic, consistent and long term funding of airport infrastructure in Africa in order to build capacity that would be able to process the increase in air travellers on the continent, projected to double from 120 million passengers in 2015 to 300 million by 2035. Airport Concession The Minister of State, Aviation, Senator Hadi Sirika said that government’s lean resources could no more support the maintenance and provision of facilities at the airports, therefore, it has decided to concession the major airports in order to attract private sector funds to maintain the airports, provide critical facilities and even modernise and expand the airports terminals.

But in 2017 no significant inroad was made to actualise any of these on the priority list of the federal government. The latest development was the inauguration of Transaction Advisers to oversee the actualisation of these objectives but no mileage was recorded. National Carrier Not much may have been achieved in the plan to establish a national carrier beyond the inauguration of Transaction Advisers. There is a new dimension to the clamour for a national carrier. And that is seeing a national airline as catalyst to the growth and development of other sectors of the economy. In this vein, the airline will not be established solely for profit but to support other sectors of the economy like tourism, manpower development, aircraft maintenance, catering, developing airports and creating a hub, while the airline is subsidized; maybe, not directly by government but from money generated by ancillary services, while government eliminates charges by the airline that could weigh it down. But nobody is sure whether anything could be achieved under the present administration as Nigeria approaches the election year and government is yet to issue a timeline towards the actualisation of a national carrier.

Over the years it has become a tradition for aviation labour unions, especially the National Union of Air Transport Employees (NUATE), the National Association of Aircraft Pilots and Engineers (NAAPE) and the Air Transport Service Senior Staff Association (ATSSSAN) to disrupt the operations of airlines, when they infringe on labour issues concerning the welfare of their workers, or when the management of these airlines discourage the plans by the workers to join unions. Although this may be in conformity with international labour laws and for many years the unions have been given the recognition due to them by the management of airlines and agencies. But for the first time in such agitations the workers of an airline opposed the picketing of the operations of their company and at another occasion, security operatives were called in by another airline to bar the disruption of the airline’s activities by labour. There are fears that this may permanently pit the airlines against labour, as many airlines staff has started disengaging themselves from the unions and the airlines lose huge revenues when labour forcefully close their operations, frustrating travellers in the process. IOSA Nigerian airlines made significant progress in 2017 as all the commercial airlines have obtained IATA Operational Audit (IOSA) certification and some of them have become full members of IATA. This is a milestone. IOSA programme is an internationally recognised and accepted evaluation system designed to assess the operational management and control systems of an airline. IOSA certification indicates that airline’s safety standard has met international standards and it can partner with any airline anywhere in the world.

Many in the industry said that AMCON’s intervention was timely. But the financial challenge faced by the airline, industry observers said, was caused by the crash of the value of the naira occasioned by the economic recession that reached its peak in 2016. The airline was also affected by aviation fuel scarcity that forced the airline to cancel its flights and lost millions of naira. The harsh operational environment which makes airlines with such high number of fleet to pay huge premium on insurance was also another negative factor. Generally, many industry insiders give kudos to the Minister of State, Aviation, Senator Hadi Sirika, who in many ways, has supported Nigerian airlines, including the removal and enforcement of Customs duties on aircraft spares. Currently a committee set up by the minister is working on how to stop Nigerian airlines from paying VAT and other charges in order to make domestic carriers operate profitably. Although 2017 was not a bad year for the aviation industry, it is hoped that 2018 would have better prospects for the industry.

"As on 21.12.2017, 28 pilots and 9 cabin crew have skipped the BA test," Minister of State for Civil Aviation Jayant Sinha said in response to a question in Lok Sabha. He said the license of these pilots and cabin crew were suspended for three months. Any crew member, who tests positive in the pre-flight medical check or refuses to take a breath analyser test, is taken off flying duty for at least four weeks, and the airline is required to initiate disciplinary proceedings, according to civil aviation rules. Air India was also involved in a controversy earlier this year when the DGCA warned that more than 500 of its pilots and crew could be grounded for skipping the alcohol test. Then Air India CMD Rajiv Bansal had written to the DGCA, requesting it to take a lenient view as he said that the airline management had misinterpreted the rules and had taken corrective measures.

EgyptAir's letter of intent to buy the aircraft was announced Nov. 14 during the Dubai Air Show. Based on the list price of the CS300, Bombardier (TSX:BBD.B) says the contract is worth approximately $1.1 billion US and would double to $2.2 billion US should EgyptAir buy the other 12 aircraft. The C Series has also been ordered by Iraqi Airways, Saudi Gulf and Gulf Air. "Welcoming EgyptAir to the family of C Series operators is another landmark moment for Bombardier," said Fred Cromer, the president, of Bombardier Commercial Aircraft. "The aircraft is performing exceptionally well, the industry recognizes the C Series as best in class, and this order from another well-established airline is testament to its tremendous value."

Egypt’s national airliner, EgyptAir, has offered discounts of up to 30 percent on flights from Cairo to destinations such as India’s Bombay, Guangzhou in China, in conjunction with the New Year celebrations and the mid-academic vacations to Egypt. The company said in a statement on Thursday that EgyptAir MS968 flights to Bombay on January 15, 16, and 17 can be booked at reduced prices. Customers can also get the same discount if they book tickets on MS958 flight heading to Guangzhou on January 12, 13, or 19. The statement added that the company offered the same discount to customers traveling on EgyptAir from all European cities on the same dates. EgyptAir operates four flights a week to Bombay and a daily flight to Guangzhou.
