مصر للطٌران تشارك فً معرض القاهرة الدولً للكتاب...صور كتبت رحاب نبٌل تشارك الشركة الوطنٌة مصر للطٌران فً الدورة ال 49لمعرض القاهرة الدولً للكتاب والذي انطلقت فاعلٌاته أمس وٌستمر حتى 10فبراٌر،وذلك فً إطار المسئولٌة المجتمعٌة وحرصها الدائم على المشاركة فً كافة األحداث الثقافٌة الهامة التً تشهدها مصر. ً جناحا متمٌز التصمٌم ألول مرة فٌه ٌتم محاكاة تجربة سفر كاملة و تقٌم الشركة لألطفال داخل الجناح بداٌة من استقبالهم وإنهاء إجراءات سفرهم وختم الجواز واستضافتهم من خالل أفراد الضٌافة الجوٌة وتقدٌم وجبات ضٌافة داخل نموذج الطائرة المجسم طوال فترة المعرض ،وكذلك إقامة الورش الفنٌة لهم من تركٌب نماذج طائرات وبازل وغٌرها من األلعاب والهداٌا المتمٌزة لألطفال. وقدمت شركة مصرللطٌران للصناعات المكملة والصٌانة واألعمال الفنٌة والخدمات الجوٌة واألسواق الحرة والخطوط الجوٌة كل التسهٌالت الالزمة لنجاح تجربة السفر. كما تنظم مصرللطٌران لزوار المعرض من الشباب والكبار ندوتٌن ٌومً األربعاء والخمٌس القادم األولى بعنوان "مصرللطٌران وتؤهٌل وتدرٌب الشباب" والتً ٌتحدث فٌها قٌادات الشركة عن الخدمات والدورات التدرٌبٌة التً تقدمها أكادٌمٌة مصرللطٌران للشباب لتؤهٌلهم لسوق العمل وأٌضا عن خدمات قطاع السٌاحة بالشركة (الكرنك) ودوره فً تشجٌع السٌاحة الداخلٌة. أما الندوة الثانٌة فهً بعنوان "من قلب مصر لقلب العالم" حٌث ٌعرض خاللها فٌلم تسجٌلً عن مصرللطٌران كصرح وطنً ٌحمل اسم مصر فً سماء العالم على مدار ٨5عاما ،وٌتحدث خاللها بعض القٌادات عن هذا الدور الوطنً وأٌضا الخدمات التً تقدمها مصرللطٌران عضو تحالف ستار أكبر تحالفات شركات الطٌران العالمٌة.

«مصر للطٌران» تتواصل مع بنوك عالمٌة لتدبٌر 800ملٌون دوالر كتبت ــ عفاف عمار تتواصل الشركة القابضة لمصر للطٌران مع بنوك عالمٌة لتدبٌر التموٌل الالزم لتموٌل صفقة تجدٌد اسطولها من الطائرات متنوعة الطرازات ،حسب مصادر مصرفٌة تحدثت لــ «مال واعمال – الشروق» «تتفاوض الشركة حالٌا مع بنوك عالمٌة ابرزها سٌتى بنك وجى بى جى مورجان اتش اس بى سى لترتٌب القرض الذى تهدف لحصول علٌه» ــ حسب المصادر التى اشارت إلى سعى الشركة الحصول على ضمانة من الحكومة المصرٌة ممثلة فى وزارة المالٌة لتقدٌمها للبنوك فى الخارج. وقالت المصادر إن القاعدة الرأسمالٌة للبنوك لن تمكنها من إتاحة القرض الذى تسعى الشركة للحصول علٌه ،لعدم تجاوز الحد االئتمانى المسموح للعمٌل الواحد. «تقوم البنوك العالمٌة بتموٌل شراء الطائرات عبر آلٌة محددة تلزم الشركة المقترضة بتؤسٌس شركة تابعة لها فى احدى دول المالذات الضرٌبٌة ،بحٌث تمتلك هذه الشركة اسطول الطائرات الممول بعٌدا عن مٌزانٌة الشركة االم واعبائها المالٌة ،مع رهن الطائرات للبنوك الممولة واتاحة عوائد التشغٌل مباشرة إلى حساب البنوك» ــ تبعا للمصادر. وقال صفوت مسلم رئٌس مجلس ادارة شركة مصر للطٌران فى وقت سابق ان الشركة تتفاوض مع 25بنكا حكومٌا وخاصا ،لتدبٌر التموٌل الالزم لشراء ،وتؤجٌر 45طائرة ،بقٌمة 5ملٌارات دوالر ،ومن المقرر تورٌد الصفقة خالل 5أعوام ،على مرحلتٌن ،األولى منها تقدر بنحو 2ملٌار دوالر ،والثانٌة بقٌمة 3ملٌارات دوالر. وتتضمن الصفقة شراء 27طائرة متوسطة ،و 6طائرات من الطراز العرٌض ،وتشمل الصفقة جمٌع الطرازات وتصل السعة المقعدٌة لبعض الطرازات لـ 350مقعدا ،كما أن الطائرات المقرر التعاقد علٌها بمقدورها الطٌران لمدة 1٨ساعة متواصلة ،ما ٌساعد على الوصول لنقاط جدٌدة فى قارات مختلفة. واعتمدت الشركة قبل «ثورة ٌناٌر» فى تموٌل اسطولها على ضمانة بنك االستٌراد والتصدٌر األمرٌكى وهٌئة الضمان األوروبٌة فى الحصول على قروض من البنوك بشروط مٌسرة ،وفى العام الماضى تعاقدت مصر للطٌران مع شركة دبى لصناعات الطٌران ،وهى واحدة من أكبر شركات تؤجٌر وصٌانة الطائرات فى الشرق األوسط ،لتموٌل صفقة شراء 9طائرات بوٌنج 737 ،٨00 /كانت الشركة الوطنٌة قد تعاقدت علٌها بقٌمة ٨6٨ملٌون دوالر. وحققت شركة مصر للطٌران صافى أرباح بلغت قٌمتها 1.3ملٌار جنٌه ،خالل الربع األول من العام المالى الجارى ،حسب تصرٌحات سابقة لرئٌس الشركة.

برعاٌة وزٌر الطٌران :األكادٌمٌة المصرٌة تبحث التهدٌدات والمخاطر التً ٌتعرض لها الشحن الجوي نظمت األكادٌمٌة المصرٌة لعلوم الطٌران الٌوم األحد ندوة إقلٌمٌة للتهدٌدات والمخاطر التى ٌتعرض لها الشحن الجوي والبرٌد بقاعة المؤتمرات الكبرى بمبنى وزارة الطٌران برعاٌة "شرٌف فتحى" وزٌر الطٌران المدنى لزٌادة وعى خبراء الطٌران بأحدث التهدٌدات والمخارط فى هذا المجال. أصدرت وزارة الطٌران المدنى مساء الٌوم األحد بٌانا جاء فٌه" :تستمر الندوة لمدة ثالثة أٌام بحضور عدد من الخبراء الدولٌٌن فى مجال أمن الطٌران بالمنطقة والمعتمدٌن من المنظمة الدولٌة للطٌران المدنى ( االٌكاو) والجهات األمنٌة الدولٌة وستتناول الندوة عددا من القضاٌا الخاصة بمجال أمن وسالمة الشحن الجوي والبرٌد باإلضافة إلى مناقشة التشرٌعات الدولٌة واألمور الجنائٌة وإجراءات أمن البضائع والبرٌد وكافة الضوابط األمنٌة بما فٌها التعامل مع البنود المقٌدة والبضائع الخطرة". وقال الطٌار "إلٌاس صادق "رئٌس مجلس إدارة األكادٌمٌة المصرٌة لعلوم الطٌران خالل الكلمة االفتتاحٌة :إن هذه الندوة تؤتى فى اطار رإٌة وزارة الطٌران المدنى وأكادٌمٌة الطٌران لمستقبل أمن وسالمة الطٌران وبخاصة فى ظل التهدٌدات والتحدٌات التى ٌتعرض لها قطاع الشحن الجوي والبرٌد على المستوى العالمى كما تعد فرصة لتبادل اآلراء والخبرات بمجال تطوٌر المنظومة األمنٌة للشحن الجوي والبرٌد والذى ٌعد من أهم ركائز االقتصاد واالستثمار الدولً. وأضاف صادق" :أن المجتمع الدولى ٌتجه نحو تطوٌر اإلجراءات األمنٌة المتعلقة بالتفتٌش على البضائع والبرٌد والسلع األخرى وتحدٌث أسالٌب الكشف االمنى لإلرسالٌات البرٌدٌة وأن وزارة الطٌران المدنى تعمل دائما على تحدٌث المنظومة األمنٌة وفقا للمعاٌٌر والضوابط الدولٌة فى مجال تؤمٌن وشحن البضائع وتطوٌر كافة أجهزة الكشف على البضائع والبرٌد".

شد وجذب بٌن الحكومة والنواب بسبب زٌادة عقوبة تسلٌط الضوء على الطائرات كتب :هبة أمٌن شهدت المادة 174من مشروع قانون تعدٌل أحكام قانون الطٌران المدنً ،وذلك خالل الجلسة العامة، الٌوم ،نقاشا بٌن النواب والحكومة ،بشأن تغلٌظ عقوبة تسلٌط اللٌزر على الطائرات من عدمه. وتنص المادة ( 174مكرر) علىٌ" :عاقب بغرامة ال تقل عن عشرٌن ألف جنٌه وال تزٌد على مائة ألف جنٌه كل من خالف أحكام المادة ( 27مكرر) من هذا القانون ،وتكون العقوبة الحبس مدة ال تقل عن ستة أشهر وال تزٌد على سنتٌن فً حالة العود". وطالب النائب عالء عابد ،بضرورة أن تكون العقوبة من 50ألف إلى 200ألف جنٌه ،خصوصا وأن قٌمتهم بالدوالر ستكون منخفضة ،فً مقابل أن أصبح اللٌزر الذي ٌسلط على الطائرات من أداة لعب أطفال إلى سم قاتل ،قد ٌدفع ثمنه الشعب المصري كله. ورد المستشار عمر مروان ،وزٌر شئون مجلس النواب ،بتؤكٌده على أنه ٌجب أن ٌكون هناك تناسب بٌن العقوبة والفعل المجرم. وعقب "عابد" ،بقوله" :أمن مصر القومً خط أحمر ،والشعب المصري كله ٌدفع ثمن مثل هذه األفعال وٌجب تغلٌظ العقوبة ،بعض غرامات مخالفة السٌارات تصل لـ 20ألف جنٌه". ورد مستشار وزٌر الطٌران المدنً ،بتحذٌره من أن االتجاه لتغلٌظ العقوبة قد ٌتسبب فً أن ٌمنح القاضً البراءة. وقال الدكتور علً عبدالعال ،رئٌس مجلس النواب ،إن القاضً قد ٌمٌل للبراءة أو وقف تنفٌذ بسبب تغلٌظ العقوبة. ورد "عابد" ،قائال" :قضاة مصر األجالء لن ٌنظروا لهذه المخالفات على أنها جنحة عادٌة ،وبالتالً ٌجب تغلٌظ العقوبة ،وعقب المستشار عمر مروان ،قائال :مفٌش مانع إن الحد األقصى ٌزٌد ولكن األدنى ٌبقى كما هو". وشدد النائب إسماعٌل نصر الدٌن ،على ضرورة تغلٌظ العقوبة ،ألنها قد تسبب فً وفاة أشخاص، مضٌفا :بعض حاالت سقوط الطٌران قد تكون بسبب هذه األلعاب. ورد وزٌر شئون مجلس النواب ،مشٌرا إلى أن المادة 169بقانون العقوبات قد تصل لإلعدام لو نتج عنه وفاة شخص فً قانون الطٌران المدنً. وبعد حالة من الشد والجذب ،اتفق النواب والحكومة ،على زٌادة الحد األدنى لـ 30ألف جنٌه بدال من 20 ألف ،والحد األقصى 200ألف جنٌه بدال من 100ألف. ونصت المادة ( 174مكرر) بعد التعدٌل على ٌ :عاقب بغرامة ال تقل عن 30ألف جنٌه وال تزٌد علً 200ألف جنٌه كل من خالف أحكام المادة ( 27مكرر) من هذا القانون. وتكون العقوبة الحبس مدة ال تقل عن ستة أشهر وال تزٌد على سنتٌن فً حالة العودة ،وفً جمٌع األحوال ٌجب الحكم بمصادرة األدوات المضبوطة.

نواب عن تعدٌالت قانون الطٌران المدنى :سٌقود طفرة فى قطاع السٌاحة كتب هشام عبد الجلٌل أعلن عدد من أعضاء مجلس النواب موافقتهم من حٌث المبدأ على مشروعى القانونٌن المقدمٌن من الحكومة ،حول تعدٌل بعض أحكام قانون الطٌران المدنى الصادر برقم 27لسنة .1981 وفى هذا اإلطار ،قال النائب عالء عابد ،رئٌس لجنة حقوق اإلنسان بمجلس النواب ،إن هذه التعدٌالت تأتى فى إطار دعم قطاع السٌاحة المصرٌة ،منتقدا ما ٌحدث مع مصر فى مجال الطٌران المدنى ،فى حٌن أن كل دول العالم تشهد حوادث ٌومٌة ،وال ٌُس ّلط علٌها الضوء بهذا الشكل ،متابعا" :أى خلل فى المالحة المصرٌة ٌدفع ثمنه الفقراء ،ألنه ٌؤثر بالسلب على السٌاحة ،ولكن ال بد من مراعاة العقاب الوارد فى التعدٌالت ،حتى ٌتناسب مع طبٌعة الجرم المرتكب ،ولكن بشكل عام فإن هذه التعدٌالت من شأنها حذب مزٌد من السٌاحة وإنعاش القطاع". من جانبه ،قال المستشار عمر مروان ،وزٌر شإون مجلس النواب ،إنه كان من المفترض حضور وزٌر الطٌران المدنى شرٌف فتحى خالل مناقشة التعدٌالت ،ولكن بسبب وعكة صحٌة ألمت به مإخرا لم ٌستطع الحضور ،وهذه رسالة منه طلب إبالغها للنواب. وفى سٌاق متصل ،قال النائب سامى رمضان ،إن التعدٌالت المقترحة على القانون من شؤنها استكمال األمن واألمان اللذٌن تحظى بهما منظومة الطٌران فى مصر ،ومن المتوقع أن ٌكون لهذه التعدٌالت مردود إٌجابى كبٌر على قطاع السٌاحة فى القرٌب العاجل. بدوره ،أشاد النائب حسنى حافظ بالتعدٌالت ،مإكدا أنه قبل خمس سنوات كانت حصٌلة مصر من قطاع السٌاحة 13ملٌار دوالر سنوٌا ،وهذا الرقم الضخم خسارة سنوٌة طٌلة الفترة األخٌرة، بسبب تراجع قطاع السٌاحة ،متمنٌا أن ٌكون لهذه التعدٌالت دور فى إعادة إنعاش القطاع مرة أخرى. وفى إطار الموافقة على التعدٌالت ،أعلن النائب فتحى قندٌل موافقته من حٌث المبدأ ،مطالبا بعمل حجر صحى فى مطار سوهاج ،ومناشدا رئٌس البرلمان ولجنة الطٌران المدنى بإصدار توصٌة من المجلس فى هذا الصدد ،ما علق علٌه الدكتور على عبد العال مازحا" :انت سبت القصب؟" لٌرد النائب" :أنا خبرة ٌا رٌس". ٌُذكر أن مشروع القانون األول المقدم من الحكومة لتعدٌل قانون الطٌران المدنىٌ ،هدف بحسب التقرٌر البرلمانى إلضافة مادتٌن برقمى 27مكرر و 174مكرر ،فى إطار السعى لتؤمٌن سالمة الحركة الجوٌة فى إطار توصٌات منظمة الطٌران المدنى بضرورة حظر تسلٌط أشعة اللٌزر على الطائرات ،كون ذلك ٌُشكل خطرا وتهدٌدا لسالمة المالحة الجوٌة ،وذلك بالنظر لما قد ٌترتب على استخدامه من تشتٌت انتباه طاقم الطائرة أثناء أداء مهامهم ،على نحو ٌهدد سالمة المالحة الجوٌة.

البرلمان ٌوافق نهائٌا على تعدٌالت الحكومة على قانون الطٌران المدنى كتب محمد مجدى السٌسى وافق مجلس النواب ،فى جلسته العامة الٌوم األحد ،برئاسة الدكتور على عبد العال، نهائ ًٌا على مشروع قانون مقدم من الحكومة بتعدٌل بعض أحكام قانون الطٌران المدنى الصادر بالقانون رقم 28لسنة .1981 وٌهدف مشروع القانون إلى التٌسٌر فى إخراج أى جزء من المطارات ومنشآت الطٌران المدنى والمحددة بالمادة " "17من نطاق المال العام لتدخل فى أمالك الدولة الخاصة ،حٌث أضاف مشروع القانون فقرة ثانٌة إلى المادة " "17وتنص على أن ٌكون إنهاء تخصٌص المطارات ومبانٌها ومنشآتها وتجهٌزات المالحة الجوٌة ومنشاتها أو جزء منها بقرار من رئٌس الوزراء بعد موافقة مجلس الوزراء بناء على مذكرة ٌقدمها الوزٌر المختص. كما أضاف مشروع القانون مادتٌن برقمى "27مكرر"و174مكرر. وتضمنت المادة " 27مكرر" حظر توجٌه أو تسلٌط أى من األجهزة التى تحدث انبعاث الضوء أو أقالم وأجهزة اللٌزر ذات قدرة تجاوز أكثر من "5ملى وات"على الطائرات على نحو ٌمكن معه النبعاث الضوء أو لشعاع اللٌزر أن ٌدخل فضاء جوٌا مالحٌا ٌُعرض سالمة المالحة الجوٌة للخطر. أما المادة "174مكرر" فتضمن النص عقاب من ٌخالف المادة ""27مكرر المستحدثة بغرامة ال تقل عن 30ألف جنٌة وال تزٌد عن 200ألف جنٌة ،وتكون العقوبة الحبس مدة ال تقل عن ستة أشهر وال تزٌد على سنتٌن فى حالة العود. ومن جانبه ،اعترض النائب إٌهاب الخولى على الموافقة على القانون بشكل نهائى دون الثلثٌن ،مإك ًدا على أن القانون ٌتضمن على عقوبة ،فٌما عقب الدكتور على عبد العال رئٌس مجلس النواب أن أى قانون فى العالم ٌتضمن عقوبة ،وأن هذا القانون لٌس من القوانٌن المُكملة للدستور ،لكنه ٌنظم شئ ٌخص الطائرات فى العموم.

جدل بالبرلمان حول إنهاء تخصٌص مبانى المطارات محمد المنسى -محمد حسنى وافق مجلس النواب ،خالل جلسته العامة الٌوم األحد ،برئاسة على عبد العال ،على الفقرة الثانٌة من المادة 17بمشروع قانون الطٌران المدنى ،وذلك بعد حالة من الجدل نشبت بسبب نص المادة. ونصت الفقرة على" :وٌكون إنهاء تخصٌص المطارات ومبانٌها ومنشآتها وتجهٌزات المالحة الجوٌة ومنشآتها أو جزء منها بقرار ٌصدر من رئٌس مجلس الوزراء بعد موافقة مجلس الوزراء بناء على عرض الوزٌر المختص". واعترض هٌثم الحرٌرى ،عضو المجلس ،على نص المادة ،مستشهدا بواقعة مطار النزهة باإلسكندرٌة ،حٌث سٌتم بٌع األرض المقام علٌها لصالح إنشاء كمبوند لن ٌستفٌد منه عامة المواطنٌن. وطالب الحرٌرى بحذف المادة ،وإلغاء إمكانٌة ذلك التخصٌص .من جانبه ،أكد الدكتور على عبد العال ،على أن من ٌملك التخصٌص ٌملك إنهاء التخصٌص، وبالتالى ٌؤتى نص المادة متفقا مع الدستور والقواعد القانونٌة.

تفتٌش أمنً أوكرانً على مطار القاهرة استعدادا لتدشٌن خط طٌران جدٌد محمد سٌد قام وفد أمنً أوكرانً بالتفتٌش أمنٌا على مطار القاهرة الدولً ،استعدادا لتدشٌن خط طٌران جدٌد ومباشر بٌن القاهرة وكٌٌف ،فً شهر أبرٌل المقبل. وضم الوفد األوكرانً خبراء من سلطة الطٌران المدنً األوكرانٌة، ومسئولٌن من الخطوط الجوٌة األوكرانٌة ،وقاموا بالتفتٌش على الركاب والحقائب ونقل البضائع والوجبات التً تقدم للركاب بمبنى 2الجدٌد ،بدءا من دخول الركاب وحتى الصعود للطائرة.

وفد أمنً أوكرانً ٌنهً تفتٌشا على مطار القاهرة لتدشٌن خط طٌران جدٌد أنهى وفد أمنى أوكرانً األٌام الماضٌة تفتٌشا على مطار القاهرة لتفقد إجراءات األمن المتبعة لتأمٌن الركاب والحقائب والطائرات استعدادا لتدشٌن أول خط طٌران مباشر وجدٌد بٌن القاهرة وكٌٌف فى أبرٌل القادم فى إطار تنشٌط حركة السٌاحة لمصر. قالت مصادر مطلعة بمطار القاهرة :قام الوفد الذى ضم خبراء أمن من سلطة الطٌران األوكرانٌة والخطوط الجوٌة األوكرانٌة الدولٌة (ماو) بتفقد إجراءات األمن المتبعة فى مبنى الركاب رقم 2لتؤمٌن الركاب والحقائب والطائرات منذ دخول الراكب إلى صالة السفر وحتى الصعود إلى الطائرة إلى جانب متابعة شحن حاوٌات الحقائب ووجبات الطعام الخاصة بركاب الطائرات ،حٌث ستنظم الخطوط األوكرانٌة 4رحالت أسبوعٌا أٌام األحد واإلثنٌن واألربعاء والجمعة حٌث ستكون أول رحلة فى ٌوم الجمعة الموافق السادس من أبرٌل.

زحام وتكدس أمام مبنى 3لمغادرة 1400راكب على 15طائرة شهدت صالة السفر بالمبنى رقم 3بمطار القاهرة صباح الٌوم اإلثنٌن زحاما وتكدسا كبٌرا للركاب والمودعٌن حٌث تم تنظٌم 15رحلة طٌران تحمل 1400راكب خالل ساعتٌن وسط غٌاب كبار مسئولى المطار لمتابعة حركة دخول الركاب . تسبب الزحام فى حدوث مشاجرات بٌن عدد من قائدى السٌارات والركاب والمودعٌن الذٌن تسابقوا على الدخول من بوابات الركاب وقام بعضهم باإلتصال بعدد من المسئولٌن لعالج الموقف حٌث تغٌبوا عن التواجد لتنظٌم حركة دخول الركاب حٌث شهدت تلك الفترة إنهاء إجراءات سفر حوالى 15رحلة طٌران تحمل حوالى 1400راكب من السادسة صباح الٌوم وحتى الثامنة فقط .

خالل 24ساعة ..انطالق 241رحلة طٌران من مطار القاهرة حسن الخطٌب قالت سلطات مطار القاهرة ،إنه تم تسٌٌر واستقبال ما ٌقرب من 241رحلة دولٌة وداخلٌة تابعة لشركة مصر للطٌران والشركات األجنبٌة والعربٌة العاملة بمطار القاهرة الدولً ،وعلى متنها 19ألفا و 612راكبا من مختلف الجنسٌات، وذلك خالل الـ 24ساعة الماضٌة. وأشارت السلطات إلى أن الشركة الوطنٌة مصر للطٌران سٌرت منفردة 9٨رحلة دولٌة إلى المطارات والمدن والعواصم العربٌة والعالمٌة. وشهدت كافة رحالت مصر للطٌرانالتً أقلعت بداٌة من الدقٌقة األولً للٌوم األحد انتظا ًما فً مواعٌد اإلقالع حسب جدول التشغٌل المقرر ،ولم تسجل الشركة أي إلغاءات للرحالت المقررة.

تأخر إقالع 4رحالت جوٌة لسوء األحوال الجوٌة بالمطارات الخارجٌة كتب محمود عبد الغنى شهد مطار القاهرة الدولى ،صباح الٌوم اإلثنٌن ،تأخر إقالع 4رحالت جوٌة، بسبب سوء األحوال الجوٌة بالمطارات المتجهة إلٌها تلك الرحالت ،وارتفاع حدة الضباب. وقالت مصادر مالحٌة بالمطار ،أن سلطات المطار تلقت إخطارا من سلطات الطٌران المدنى بدولة اإلمارات ،بتؤجٌل إقالع الرحالت المتجهة إلٌها ،بسبب ارتفاع حدة الشبورة المائٌة والضباب ،وتم تؤجٌل إقالع رحلة شركة االتحاد للطٌران رقم 650والمتجهة إلى أبوظبى ،ورحلة مصر للطٌران رقم 910 والمتجهة إلى دبى. وأضافت المصادر ،أن المطار شهد تؤخر إقالع رحلة شركة مصر للطٌران رقم ،995والمتجهة إلى ترنتو تم تؤجٌل إقالع الطائرة لمدة تعدت الـ 4ساعات، باإلضافة إلى تؤخر إقالع رحلة شركة نسمة للطٌران رقم 170المتجهة إلى جده، بسبب سوء األحوال الجوٌة بالمطارات الخارجٌة.

طٌران قطر ٌخرق قوانٌن "السماوات المفتوحة" بعد خسائر فادحة ضغط مسؤولون بوزارة الخارجٌة األمرٌكٌة على قطر لإلفصاح عن قٌمة الدعم المقدم منها للخطوط القطرٌة المملوكة لحكومة الدوحة ،فً خرق التفاقات "السماوات المفتوحة". كان الرئٌس التنفٌذي للخطوط الجوٌة القطرٌة أكبر الباكر قد توقع فً نوفمبر الماضً تكبد الشركة خسائر فً السنة المالٌة حتى نهاٌة مارس .2018 وتدهور اقتصاد قطر بمختلف قطاعاته بعد أن قطعت السعودٌة واإلمارات ومصر والبحرٌن جمٌع العالقات الدبلوماسٌة وخطوط النقل وحركة الطٌران مع قطر فً الخامس من ٌونٌو الماضً لدعمها اإلرهاب. وتؤتً تلك التطورات بعد تزاٌد الضغوط من شركات طٌران أمرٌكٌة للكشف عن أي دعم محتمل تلقته الشركة القطرٌة فً خرق التفاقات "السماوات المفتوحة" بعد خسائرها . وقال مسإولون أمرٌكٌون وفقا لوكالة روٌترز إن تفاهما سٌتم اإلعالن عنه الثالثاء وستصدر بموجبه الخطوط الجوٌة القطرٌة تقارٌر مالٌة مدققة فً غضون عام على أن تفصح خالل عامٌن عن أي معامالت جدٌدة كبٌرة مع شركات مملوكة للدولة. ورفضت الخطوط الجوٌة القطرٌة أو الحكومة القطرٌة التعقٌب على هذه التطورات. كانت شبكة األنباء األمرٌكٌة "بلومبرج" قد توقعت أن تخسر شركة الخطوط الجوٌة القطرٌة %30 من إٌراداتها ،لتكون الخاسر األكبر بٌن القطاعات القطرٌة ،وذلك جراء إغالق المجال الجوي ألكثر من دولة فً وجه طائرات الدوحة. ودعت أكبر شركات الطٌران األمرٌكٌة ،مجموعة أمرٌكان أٌرالٌنز وٌوناٌتد كونتٌننتال هولدنجز ودلتا أٌرالٌنز ،الحكومة األمرٌكٌة لالعتراض على سلوك طٌران قطر بموجب اتفاقات "السماوات المفتوحة". وتقول شركات الطٌران األمرٌكٌة إن شركات طٌران قطر تتلقى دعما بالملٌارات بشكل غٌر عادل. وتوقع مسإولو وزارة الخارجٌة األمرٌكٌة أن تكشف قطر والوالٌات المتحدة عن تفاصٌل التفاهم بشؤن قضاٌا الطٌران خالل الحوار االستراتٌجً األمرٌكً القطري فً واشنطن الثالثاء. وٌحضر الحوار وزٌر الخارجٌة األمرٌكً رٌكس تٌلرسون ووزٌر الدفاع جٌمس ماتٌس مع كبار المسإولٌن القطرٌٌن ،وطلب المسإولون عدم نشر أسمائهم ألن االتفاق لم ٌعلن بعد. ٌؤتً االتفاق الطوعً بعد مفاوضات مكثفة لكبار المسإولٌن األمرٌكٌٌن والقطرٌٌن فً األسابٌع األخٌرة. وارتفع عدد الدول الموقعة على اتفاقٌة "السماوات المفتوحة" إلى 34دولة ،وبدأ العمل بها فعلٌا فً ٌناٌر عام .2002

طٌران اإلمارات ٌفصل مضٌ ًفا جو ًٌّا حاول تهرٌب "مخدرات" إلى برٌطانٌا خالل رحلة من دبً إلى مطار مانشستر خالد خلٌل فصل طٌران اإلمارات أحد مضٌفٌه؛ لثبوت االتهام الموجه إلٌه ،وبعد أن ُحكم علٌه بالسجن لمدة 8سنوات ،بعد استغالل امتٌازات وظٌفته ومحاولة تهرٌب هٌروٌن بقٌمة 100ألف جنٌه إسترلٌنً " 142ألف دوالر أمٌركً" إلى برٌطانٌا. تعود الواقعة عندما قام المضٌف الجوي بتهرٌب نحو كٌلوغرام من الهٌروٌن ،بعد طٌران من دبً إلى مطار مانشستر على متن "طٌران اإلمارات"؛ إذ حاول رحل ِة ٍ الشاب البرٌطانً " 30عا ًما" تهرٌب المخدرات إلى المملكة المتحدة فً رحلة عودته من دبً على متن الطائرة اإلماراتٌة؛ حٌث قدم فٌها الوجبات والمشروبات لمسافري درجة رجال األعمال. لكن عندما قام رجال شرطة الحدود وكالبهم البولٌسٌة بتفتٌش طاقم قمرة القٌادة بالطائرة ،والحافلة التً تقلّهم من الطائرة إلى مبنى المطار الرئٌس فً برٌطانٌا؛ اك ُتشف بحوزته 5أكٌاس من المسحوق البُنً محشورة وراء مقعده ،فٌما كشفت اللقطات التً صورتها كامٌرا المراقبة فً الباص كٌف قام بإخفاء الكٌس على متن الحافلة ،كما كشف هاتفه عدة صور كان قد التقطها للهٌروٌن. وبحسب صحٌفة الدٌلً مٌل البرٌطانٌة ،عقب القبض علٌه ،تمت محاكمته فً محكمة تاج مانشستر البرٌطانٌة ،بعد اعترافه بذنبه؛ تج ُّن ًبا للتعرض للمحاكمة ،وقد تولى ُ ضباط وكالة الجرٌمة الوطنٌة " "NCAالبرٌطانٌة. فرٌق التحقٌقات ِ ونقلت الصحٌفة عن "جون هٌوز" مدٌر العملٌات بالوكالة ،قوله" :إن الشراكة اللصٌقة بٌن الـ NCAوشرطة حراسة الحدود ،كانت فً منتهى األهمٌة لهذا التحقٌق". أما "بول إٌرالي" نائب مدٌر حرس الحدود الشمالٌة ،فقال للصحٌفة البرٌطانٌة" :إن خبرة شرطة حرس الحدود وكالبنا البولٌسٌة أوقفت كمٌة كبٌرة من المخدرات .وهذه القضٌة ُتظهر أنه ما من نوع واحد معٌّن لمهربً المخدرات".

وزارة النقل العراقٌة تغرم شركة طٌران سورٌة بـ 15ملٌون دٌنار كشفت وزارة النقل العراقٌة ،الٌوم األحد 28 ،كانون الثانً ،2018 ،أنها فرضت غرامة مالٌة على شركة الطٌران السورٌة "أجنحة الشام" ،وذلك لعدم التزامها باألوقات المحددة للرحالت وتكرار التأخٌر. وقالت الوزارة فً بٌان لها إنها فرضت غرامة مالٌة على عدد من شركات الطٌران منها (أجنحة الشام) مقدارها 15ملٌون دٌنار عراقً (ما ٌعادل 6.٨ملٌون لٌرة سورٌة). وأرجعت الوزارة السبب إلى عدم التزام الشركة باألوقات المحددة للرحالت وتكرار التؤخٌر ،ما أدى إلى حدوث إرباك وفوضى داخل صالة المسافرٌن وحصول أذى لهم. وهددت الشركة أنه فً حال استمرار التؤخٌر وعدم االلتزام بالمواعٌد المحددة فً تذكرة السفر ستوقف ترخٌصها. وٌؤتً ذلك بعد إٌقاف الوزارة ترخٌص شركة الطٌران السورٌة (فالدي داماس)، ابتدا ًء من الشهر الجاري. وأشارت الوزارة إلى أنها نبهت الشركة أكثر من مرة بضرورة االلتزام بالمواعٌد، وتوجٌه إنذار إلٌها لكن دون جدوى لذلك تقرر إٌقاف الترخٌص ،بد ًءا من 1كانون الثانً الجاري. وتعتبر شركة أجنحة الشام للطٌران الناقل الثانً فً سورٌا ،وتملكها مجموعة شموط التجارٌة ،وقد بدأت تتعامل معها الحكومة ووسائل إعالم النظام كناقل "وطنً" بدٌل عن السورٌة للطٌران. وتؤسست الشركة فً ،200٨واضطرت بسبب العقوبات االقتصادٌة على سورٌا، للتوقف عن العمل مع بداٌات عام ،2012لتعاود إطالق رحالتها فً أٌلول ،2014 وفق موقع "عنب بلدي".

Eleven AU Member States have made a commitment to implement the Yamoussoukro Decision of 1999 that provides for full liberalization in terms of market access between African States, the free exercise of traffic rights, the elimination of restrictions on ownership and the full liberalization of frequencies, fares and capacities. The third meeting of the Ministerial Working Group on establishment of the SAATM took place from 5 to 8 December 2017 and a number of activities were agreed to mark the launch of the Single African Air Transport Market. It is envisaged that airlines from the 23 SAATM countries would each be able to put up an exhibition during the launch. The theme of the fair is: ―Flying the AU Agenda 2063: for an integrated, peaceful and prosperous Africa‖. Every open air service arrangement has boosted traffic, lifted economies and created jobs. And we expect no less in Africa on the back of the SAATM agreement. An IATA survey suggest that if just 12 key African countries opened their markets and increased connectivity an extra 155,000 jobs and US$1.3 billion in annual GDP would be created in those countries," said Rapahel Kuuchi, IATA’s Vice President for Africa. "We commend the 23 States that have signed up to SAATM. It is an important step forward. But the benefits of a connected continent will only be realized through effective implementation of SAATM—firstly by the countries already committed and also by the remaining 32 AU member nations still to come on board," said Kuuchi. One of the main obstacles to the implementation of previous open skies pledges - 1988 Yamoussoukro Declaration and 1999 Yamoussoukro Decision – has been the absence of an underpinning regulatory text. IATA welcomes the AU’s adoption of the regulatory text of the Yamoussoukro Decision (YD) – also the framework for SAATM which covers competition and consumer protection and dispute settlement as these safeguard the efficient operation of the market.

Three decades after the concept was first proposed, the 55-member African Union on Sunday unveiled the first phase of the Single African Air Transport Market. Officials hope it will eventually replicate the European Common Aviation Area, which allows airlines from member states to fly between any member state. Airline executives and industry analysts welcomed the move as a ―seismic event‖ but cautioned that much more work was needed to create genuinely open skies in Africa. Africa accounts for about 15 per cent of the world’s population but only 3 per cent of the world’s aviation traffic, according to the International Civil Aviation Organisation, a UN agency. ―The continent is beset by airlines that are government owned, incredibly inefficient arms of the state and not really fit for commercial purpose and the travelling public suffer as a result,‖ said Tim Coombs, managing director of Aviation Economics, a London-based consultancy. Connectivity between some nations is so poor the easiest way to travel from one country to another is often to fly via Europe or the Middle East. That’s what we want here.‖ A 2015 study commissioned by the African Civil Aviation Commission and the International Air Transport Association, a trade body of almost 300 airlines, estimated that full liberalisation of the sector among 12 of the biggest economies on the continent would add $1.3bn to their economic output, and generate 155,000 new jobs and fare decreases of up to 35 per cent. Mr Kajange said he hoped fares would fall by as much as 30 per cent over time, particularly as airlines become free to expand routes between second and third-tier cities. ―We’ve come to realise that if you liberalise you create the business conditions for investors to exploit those opportunities, the secondary markets,‖ he said. The new market dates back to 1988 when some African countries agreed to liberalise the aviation sector. This was formalised in the 1999 Yamoussoukro Decision, in which 44 states agreed to start liberalising air transport, but it has never been implemented until now. Nico Bezuidenhout, chief executive of Fastjet, a London-listed airline operating in southern Africa, said: ―In an African regulatory context [the new market] is a seismic event. But one should not pretend that African aviation exists in this one dimension. There’s a broader context.‖ For the single market to fully succeed the remaining AU members need to join, greater investment is needed by airports and airlines, safety must be improved, and civil aviation oversight standards have to be harmonised and increased, he added. Raphael Kuuchi, IATA’s vice-president for Africa, welcomed the new single market as ―momentous‖. But he stressed that the ―benefits of a connected continent will only be realised through effective implementation‖. Statistics obtained from the International Air Transport Association indicate that the implementation of the SAATM will boost passenger movement in Nigeria from the monthly average of 774,000 to 1,171,400, an increase of 51. 3 per cent. The SAATM, an open sky treaty that encourages the liberalisation of the rules and regulations of international commercial aviation to create a free market environment for airlines, is expected to pave the way for eligible airlines of the 23 countries to conduct their business into one another’s markets and fully operate the traffic rights provided for in the Yamoussoukro Decision. A report obtained by The PUNCH from the Nigerian Civil Aviation Authority revealed that 11,221,617 passengers passed through the nation’s airports in 2017, representing a 26.3 per cent drop when compared to 15,232, 597 in 2016. Within the same period, 38 international and domestic airlines operated 61,822 flights in all the airports across the country. The number of passengers airlifted by domestic airlines, according to the document, represented 53.2 per cent of the total volume of passengers ferried within the period in contrast with the 72 per cent recorded in 2016.

The Regional Director, Member and External Affairs, Africa and Middle East, IATA, Adefunke Adeyemi, said Nigeria would be a major beneficiary of the implementation of the SAATM. According to her, from a 12-country study carried out by IATA, there will be $1.3bn economic benefits of incremental Gross Domestic Product and 155,000 additional jobs through the liberalisation of the African skies. She added that the benefit for consumers would be a 75 per cent increase in direct services, savings on fares of 25 to 35 per cent, time savings and greater convenience. Adeyemi said, ―Aviation is projected to grow by six per cent year-onyear in the next 20 years, which means so much opportunity to tap into. For Nigeria, aviation plays an important role in the economy, over 80 per cent of visitors to the country come in for business and there is still room for us to develop our tourism sector. ―The status quo is not working for Nigerian or African aviation, but the next 20 years are set to be exciting times for African and Nigerian aviation. The industry is forecast to show strong growth but these outcomes are not guaranteed so we must remain vigilant to those factors, which could derail this progress. Partnerships remain key to unlocking the potential in Africa and Nigeria to ensure these benefits can be realised.‖ The Minister of State for Aviation, Senator Hadi Sirika, ahead of the inauguration of the treaty, had urged stakeholders to commit to its full implementation and operationalisation, adding that the country needed

While some stakeholders have given a nod to the treaty, airline operators are opposed it, saying that given the harsh environment under which they operate, the indigenous carriers would gain nothing from the SAATM. The Airline Operators of Nigeria had asked the Federal Government not to go ahead with the implementation of the treaty, adding that doing otherwise would have grave consequences on the nation’s economy and the aviation industry in particular. ―We are concerned that the timing is not right as there are several unresolved issues and challenges being faced by Nigerian aviation that will ultimately undermine the perceived gains of this treaty that might be an illusion for our beloved country,‖ the Chairman, AON, Capt. We must create a single continental market, integrate our infrastructure, and infuse our economies with technology,‖ said Kagame, adding that ‖ No country or region can manage on its own. We have to be functional, and we have to stay together.‖ Message for youth Later in his acceptance speech, Kagame reached out to the youth of the continent. ―Elders should be able to enjoy the pleasure, of telling you how hard they had it at your age, so you don’t take things for granted, and are inspired to work even harder,‖ Kagame said. ―However, too many Africans come of age in the same conditions as their parents and grandparents, and sometimes the hardships endured are even worse. Our job is to make sure that every generation in Africa, enjoys a better life than the previous one.‖ ―We cannot build Africa without you,‖ he concluded.
