South African Express eyes late 2Q18 return to service South African Express (XZ, Johannesburg O.R. Tambo) is hoping to resume flight operations by June 23, acting chief executive Matsietsi Mokholo has said. The state-owned airline was grounded for 30 days on May 24 after the South African Civil Aviation Authority (SACAA) revoked its Air Operator's Certificate (AOC), airworthiness certificates for nine of its twenty-one aircraft, and its AMO accreditations. The regulator said it had based its findings on an audit of the carrier's operations the week before during which time it uncovered seventeen (17) findings, of which five (5) were categorised as Level 1, the most severe, while the remainder were Level 2. In a statement issued via social media on Wednesday, May 30, Mokholo said a corrective course of action had already been drawn up with the aim of resuming flights within the timeframe prescribed by SACAA.

"We have premised our intended course of immediate and mediumterm actions on the intention to recover flight operations, stabilise the airline and financial position and reform of the company, as soon as possible," she said. "The intent is to ensure that the airline addresses the findings of the SACAA within the prescribed 30 days, followed by the review and auditing by the SACAA of the Corrective Action Plans (CAPs)." "We're giving ourselves 10 days to have all the CAPs in place, the next five days will involve robust interaction with SACAA so they can give us feedback on our plans which we can fix if need be. The next 15 days are 'How do we come back?' because we are going to come back."

On the airline's going-concern status, a key Level 1 issued raised by SACAA, Mokholo said government had been engaged as the shareholder and that it "appreciated" the fact that SA Express's return would require some form of recapitalization although the extent to which it would avail funds, and more importantly when, was not disclosed. Mokholo said an investigation would be launched into the airline's history of poor financial and managerial accountability, especially in light of a recent investigative report by The Sunday Times which exposed a three-year, ZAR2.4 billion contract with local music promoter, Eldrige Mothlake, for the supply of jet fuel. The deal was reportedly arranged by two of the airline's executives, Sam Vilakazi and Merriam Mochoele. "One of the critical, immutable steps in the recovery process is for the airline to address allegations of financial mismanagement and non-adherence to appropriate governance practices and take appropriate action. "Firstly, we will be cancelling and recovering costs for contracts that were entered into fraudulently. Additionally, where contracts concluded resulted in irregular expenditure, the airline has cancelled and re-advertised the tender to ensure compliance with the Public Finance Management Act, 1999 (PFMA), the Treasury Regulations and the company’s Supply Chain Management policy. "In the case of fruitless and wasteful expenditure, the company has been investigating these expenditures to establish whether steps were taken to avoid such expenditure and, if not, consequent management will be applied.

www.ch-aviation.com Scoot to wet-lease a B777 to cover for B787 downtime Scoot (TR, Singapore Changi) has announced it will wetlease one B777-200(ER) from Singapore Airlines (SQ, Singapore Changi) to cover the shortage of B787-8s and -9s caused by the technical issues with Rolls-Royce Trent 1000 engines. The wet-leased aircraft will be deployed between June 6 and June 30, 2018, on the low-cost, long-haul operator's service from Singapore Changi to Sydney Kingsford Smith. It is recalled that Singapore Airlines CEO Goh Phong Choon recently told a media gathering that Singapore Airlines Group has not seen any headwinds due to the Trent 1000 engine issues currently afflicting carriers across the globe. According to CAPA, after the initial lengthy grounding of one aircraft in the second half of 2017, Scoot resumed full operations of all its B787s in early 2018. However, the new airworthiness directive issued in April 2018, which tightened the requirements for inspections of the Trent 1000 engines and reduced ETOPS capabilities, has reportedly caused new headaches for the airline. Flightradar24 ADS-B data shows that out of Scoot's ten B787-8s, 9V-OFD (msn 37121) has been grounded since May 19, while all the others are currently active. All six of the carrier's B787-8s are also active.

German regulator drops Lufthansa price-gouging case Germany's Federal Cartel Office (Bundeskartellamt) has dropped an investigation into allegations of price-gouging by Lufthansa Group units following the closure of Air Berlin in October last year. The regulator said in a statement that it initiated the inquest after receiving numerous complaints about Lufthansa (LH, Frankfurt Int'l) and Eurowings (EW, Dusseldorf) hiking their fares on select domestic routes where they used to compete with Air Berlin. During the initial phase of the investigation, Lufthansa and Eurowings fares for select flights in autumn 2017 were compared with identical flights from the previous year. The investigations focused on the 13 most trafficked German routes. On these routes, a total of 412 flights were sampled on 44 dates. In total, the database included 56,064 individual tickets from Lufthansa and Eurowings. In the second phase, price data for the same flights from February 2018 was collected in order to understand the impact easyJet's entry had had on the market. Commenting on the inquest's observations, the President of the Bundeskartellamt, Andreas Mundt, said that following Air Berlin's bankruptcy, Lufthansa's tickets increased, on average, 25-30% yearon-year. "In certain cases, there were also significantly higher price increases. This price increase is considerable, but does not justify the initiation of an abuse procedure." "On the routes now served by easyJet, there is now another alternative for consumers. On these routes, prices fell in February 2018 and are about back to the level that was established prior to the departure of Air Berlin. The development of airfares would certainly not have gone so well if Lufthansa had become a permanent monopolist on these routes," he added

www.ch-aviation.com American Airlines shuns B777X, B787-10 orders

American Airlines (AA, Dallas/Fort Worth) is not interested in ordering Boeing's newest widebody aircraft, such as the B777X Family or the B787-10, Vice-President (Network & Schedule Planning) Vasu Raja has revealed in an internal newsletter to employees. According to Flightglobal, Raja underlined that the carrier plans to grow its long-haul fleet but did not offer any details. "Buying new planes is just one way to achieve that growth. Others include using larger aircraft, flying them farther or using our aircraft throughout more of the day, meaning scheduling them more efficiently," Raja has written. According to the ch-aviation fleets module, American Airlines has thirty-two B787-9s on order from Boeing as of April 30, 2018. The carrier also announced a new commitment in April, consisting of twenty-two B787-8s and twenty-five B787-9s which will be used as one-for-one replacements for its outgoing B767-300(ER)s, A330300s, and some B777-200(ER)s. It is recalled that American Airlines had previously expressed a general interest in the proposed new Middle-of-Market (MOM) Boeing jet, although it is unclear as of yet if and when such a model will become available

www.ch-aviation.com Aeroflot gets Arab investors, mulls Far East expansion The Russian Direct Investment Fund (RFPI) together with undisclosed investors from the United Arab Emirates, Kuwait, and Bahrain acquired a 4.8% stake in Aeroflot (SU, Moscow Sheremetyevo) in a previously undisclosed transaction in September 2017, Kommersant has reported. The value of the deal was not disclosed. The RFPI has not been named as a shareholder earlier as an entity having less than a 5% stake is not considered a major shareholder. "We are also open and to increase the share in Aeroflot," RFPI General Director Kirill Dmitriev has told Kommersant. The Russian flag carrier has lost over a quarter of its market value on the Moscow Stock Exchange since September 2017. It is currently majority-owned by the Russian state, which holds a controlling 51.2% stake. The remainder of the shares is split between numerous institutional and individual investors. Separately, the carrier has been in talks with United Aircraft Corporation, the parent of Sukhoi Civil Aircraft (Zhukovsky), regarding the increase of usage of its SSJ 100/95 aircraft in Russia's Far East. With forty-two units in its fleet, Aeroflot is the type's largest operator globally. It has a further eight units on firm order with the manufacturer. According to the ch-aviation capacity module, Aeroflot currently does not deploy its SSJ 100/95s to the country's Far East. The aircraft are based out of Moscow Sheremetyevo and operate predominantly short- and medium-haul routes both within Russia and to Europe. The easternmost airports they currently serve out of Moscow are Surgut, Salekhard, and KhantyMansiysk.

http://business-review.eu Rolls-Royce warns that Boeing 787 groundings will get worse Rolls Royce is expecting a sharp increase in the number of Boeing 787 Dreamliner aircraft that will have to be grounded because of faults with the engine maker’s Trent 1000 turbine, Bloomberg reports. The spike is expected to occur ahead of a deadline next month for mandated inspections forced by durability problems, according to a statement by Rolls Royce. The number of grounded Dreamliners is expected to reach 50 from the current 35, as the planes await repairs. About 80 percent of the Package C engine variant, which debuted with Boeing’s 787-9 jetliner, have undergone initial checks for cracking or signs of wear and tear on turbine blades, according to a person familiar with the matter cited by Bloomberg. Almost a third of the engines failed the initial checks required by regulators for planes that fly more than two hours and 20 minutes from the nearest diversionary airport. The engine issues have led some carriers to put their 787s on shorter routes. Since the Federal Aviation Administration’s directive in April, Rolls Royce has aimed to triple the number of engines that can be serviced at any time, including through the development of a new ultrasonic testing technique that can be performed while the turbine is still attached to the aircraft. Chris Cholerton, the company’s president of civil aerospace, said: “While we expect the number of aircraft affected to rise in the short term as the deadline for the completion of initial inspections approaches, we are confident that we have the right building blocks in place to tackle the additional workload.”

http://focustaiwan.tw IATA asks for political disputes to spare airlines The International Air Transport Association (IATA) urged governments Wednesday to sort out their political differences so that airlines are not caught in the middle, in response to Beijing's latest attempt to belittle Taiwan in the global air transport sector. The trade association of the world's airlines said that it and its member airlines are "non-political businesses serving many global markets and have no wish to make political statements in how they designate those markets." The IATA asked that governments follow global standards, and where there are no such standards, or where there are gaps in how they are implemented, should find a solution to avoid an impact on the market. "An inter-governmental agreement on the naming and grouping of states and territories would be a helpful reference," the IATA said, referring to China's putting pressure to dozens of international airlines to remove references to Taiwan, Hong Kong and Macau as countries on their websites and marketing materials. Meanwhile, the IATA said airlines wishing to serve the China market are doing their best to comply with China's very stringent requirements. "For many, it is a substantial task involving the re-programming of multiple platforms. In recognition of the considerable work involved, IATA has asked the Chinese authorities to allow for an extension of the tight timeframe," it said. Taiwan's Ministry of Foreign Affairs on Monday denounced Beijing's attempts to manipulate the global aviation market. In a statement, the ministry said China recently delivered a letter to the IATA and its members to pressure them into belittling Taiwan's designation on their official websites. Taiwan's Civil Aeronautics Administration has also sent a message to IATA Chairman Alexandre de Juniac expressing Taiwan's concerns and calling on IATA to take action that will eventually lead China to "correct its wrong practices."
