1 www.flightglobal.com FAA order tells how 737 pilots should arrest 'runaway stabiliser'

The Federal Aviation Administration's emergency 737 Max order describes the confusing circumstances that could result from a faulty angle-of-attack indicator. The order, issued 7 November, also describes steps pilots should take to recover in the event that faulty indicators cause what the FAA calls "runaway stabiliser". The FAA issued the order following the 29 October crash of a Lion Air 737 Max 8, which killed 189 people. Investigators have pointed a finger at faulty airspeed or angle-of-attack indicators. The order notes that the 737 Max's flight control computer handles the aircraft's pitch so as "to improve longitudinal handling characteristics". But, an analysis by Boeing found that the flight control computer, should it receive faulty readings from one of the angle-of-attack sensors, can cause "repeated nosedown trim commands of the horizontal stabiliser". The aircraft might pitch down "in increments lasting up to 10sec", says the order.

‫صورة أرشٌفٌة‬

2 www.flightglobal.com When that happens, the cockpit might erupt with warnings. Those could include continuous control column shaking and low airspeed warnings – but only on one side of the aircraft, says the order. The pilots might also receive alerts warning that the computer has detected conflicting airspeed, altitude and angle-of-attack readings. Also, the autopilot might disengage, the FAA says. Meanwhile, pilots facing such circumstances might need to apply increasing force on the control column to overcome the nose-down trim. The FAA's directive orders airlines within three days to update flight manuals to include specific steps pilots should take to recover. They should disengage the autopilot and start controlling the aircraft's pitch using the control column and the "main electric trim", the FAA say. Pilots should also flip the aircraft's stabiliser trim switches to "cutout". Failing that, pilots should attempt to arrest downward pitch by physically holding the stabilizer trim wheel, the FAA adds. Boeing has declined to comment following the FAA's order. The company on 6 November issued a service bulletin describing "existing flight crew procedures" for dealing with faulty angle-of-attack inputs. Boeing says it is assisting with the investigation.

www.flightglobal.com NTSC finds signs that Lion 737 had faulty airspeed indicator Indonesia's National Transportation Safety Committee believes that the Lion Air Boeing 737 Max 8 which crashed on 29 October had been operating with a faulty airspeed indicator for its last four flights. Speaking at a 5 November press conference, NTSC chief Soerjanto Tjahjono said the agency had found signs that the airspeed indicator was faulty after downloading information from the jet's flight data recorder. The NTSC is reviewing the aircraft's maintenance records and interviewing maintenance personnel. Tjahjono stresses that the yet-to-be-recovered cockpit voice recorder is critical to the investigation. Local media have reported that the emergency locator transmitter has been found. A crash-survivable memory unit from the flight data recorder had been recovered on 1 November, and a landing gear and its components on 2-3 November. Indonesian navy official Guntur Pramudanto has told the media that plans to lift the jet's fuselage from the seabed using an air lifting bag failed. "We believe that the fuselage is now in a fragile condition," says Pramudanto. Indonesia's national search and rescue agency Basarnas is meanwhile exploring the possibility of extending its efforts beyond 7 November. Basarnas chief Muhammad Syaugi believes that the CVR is buried in the muddy seabed, and says ping signals emitting from the recorder are starting to weaken. The jet, registered PK-LQP, was operating flight JT610 from Jakarta's Soekarno-Hatta International airport to Pangkal Pinang when it crashed into the sea near the town of Karawang. There were 189 on board.

1 www.flightglobal.com American and Hawaiian weigh in on China setting off clash American Airlines and Hawaiian Airlines are weighing in against different aspects of Delta Air Lines and United Airlines applications for new service to China. Fort Worth, Texas-based American objects to Delta's request for seven weekly frequencies for a new daily flight to Shanghai Pudong from Minneapolis/St Paul, the airline says in a filing with the US Department of Transportation on 6 November. It argues that the regulator cannot grant the frequencies, and a similar one by United, without denying its own request for a dormancy waiver. Honolulu-based Hawaiian, on the other hand, objects to both Delta and United's request for a start-up date in 2020 for their proposed new routes to China, in a separate filing on the same day. Granting the requests would be a tacit endorsement of the airlines' "warehousing" the frequencies for nearly two years, it argues. US airlines are restricted to 161 weekly frequencies – or 23 daily flights – to Beijing, Guangzhou and Shanghai under a 2007 air services agreement between China and the USA. All of the authorities are currently allocated, save for seven that were recently returned by Hawaiian and United, and seven designated for service to Guangzhou.

‫صورة أرشٌفٌة‬

2 www.flightglobal.com

American, Delta and United are at odds over 21 of those frequencies. The former wants to hold onto 14 for a year that it previously used for service to both Beijing and Shanghai from Chicago O'Hare, while Delta and United each want seven frequencies to begin new flights to Shanghai in 2020. Atlanta-based Delta has asked the DOT to begin a proceeding for all 21 frequencies if another airline applied for the seven it seeks for its MinneapolisShanghai flight, a move that occurred with United's application. Chicago-based United claims its application does not compete with Delta, arguing that with the seven frequencies it seeks for a second daily flight between Newark and Shanghai can be filled with some of the ones American wants to warehouse until at least November 2019. United has the largest portfolio of frequencies to serve Beijing and Shanghai with 63, followed by American and Delta with 42 each. The DOT must decide whether it will hold a proceeding for all 21 frequencies as Delta wants, a competition for just the seven sought by Delta and United, or some combination of the two approaches with American.

www.ch-aviation.com Air India to reactivate grounded A320s as cash flow improves

Air India (AI, Mumbai Int'l) is planning to reactivate its entire sub-fleet of A320 Family aircraft by December 2018 as the financial situation at the airline has improved, CNBC TV18 has reported. "The cash situation is improving and [the aircraft currently on the ground] should be back into operations by December," an unnamed official said. The Airbus narrowbodies are grounded mostly due to the carrier's poor financial standing and the resulting shortage of spares. Air India never confirmed that it was missing parts and only said previously that the grounding was a "routine practice". According to the ch-aviation fleets module, Air India currently operates twenty-two A319-100s, ten A320200s, twenty-two A320neo, and twenty A321-200s. Out of these, two A319s and six A321s are currently grounded. The carrier's debt currently exceeds INR500 billion rupees (USD6.7 billion).

‫صورة أرشٌفٌة‬

www.ch-aviation.com AirAsia eyes more A321neo, considers MRJ - Fernandes AirAsia (AK, Kuala Lumpur Int'l) is looking at converting an unspecified number of its A330neo order slots into A321neo, AirAsia Group Chief Executive Officer Tony Fernandes has said. According to Bloomberg, Fernandes did not provide any further details although such a shift would be consistent with previous remarks to the effect that the LCC group would prefer to use the A321neo to boost capacity on slot constrained Asian city-pairs. AirAsia itself currently has 100 A321neo on order from Airbus alongside 304 A320neo (of which twenty-three have thus far been delivered). The group's longhaul low-cost unit, AirAsia X, has sixty-six A330900s on order from Airbus (AIB, Toulouse Blagnac) with a further thirty-four added to the pile back in July this year. Deliveries are due to start at the end of 2019. In a separate interview, Fernandes told the Nikkei Asian Review that the LCC was also looking at the MRJ70/90 for use in running thinner, short-haul services throughout Asia. Fernandes said he had held talks with Mitsubishi Aircraft Corporation and was currently awaiting an offer from them. He did not specify the scope or size of the potential order which, the paper speculated, could be used to curry favour with Japanese regulators and thus gain more slots at Japanese airports for AirAsia Japan. The Japanese LCC's growth has taken on a new urgency, Fernandes, said, in the wake of the collapse of its AirAsia China (Zhengzhou) project in August. "Our plans are very big but they depend on the regulators," Fernandes told the Nikkei Global Management Forum in Tokyo this week. Despite having launched just over a year ago, AirAsia Japan has remained stuck at a fleet of two A320ceo plying a single route Nagoya Chubu-Sapporo Chitose. As such, Fernandes said he plans to start flights from Nagoya to Phuket (Thailand) and Denpasar (Indonesia) as well as other Japanese domestic destinations including the northern city of Sendai.

www.ch-aviation.com Lion Air to be audited; B737 MAX 10 order talks deferred The Indonesian Ministry of Transportation has begun an audit of Lion Air (JT, Jakarta Soekarno-Hatta) and has also started impromptu checks of various other Indonesian carriers following the crash of one of the low-cost carrier's B737-8s on October 29. A DJPU statement said the audit will include a review of Lion Air's operating procedures, flight crew qualifications, and institutional cooperation. The Indonesian government is also speeding up its checks of all airlines, airports, and navigational aids to check their airworthiness status. As of November 7, the DJPU has conducted in-situ ramp checks of aircraft that belong to Lion Air, Garuda Indonesia, Batik Air, Sriwijaya Air, NAM Air, Wings Air (Indonesia), and Indonesia AirAsia. "Four days into the review, we have inspected aircraft belonging to seven national airlines and six types of aircraft namely B737-300s, -500s, -800s, 900s, B737 MAX 8s, ATR72-500/600s, and A320-200s. So far, all the results are good and all are airworthy," Director of Aircraft Airworthiness and Operations, Captain Avirianto, said in a statement. Separately, Boeing has issued an Operations Service Bulletin to all B737 MAX 8 operators to warn pilots of the procedures to be taken in the event angle of attack sensors generate erroneous indications. So far, no unscheduled fleet-wide checks have been mandated. Based on the preliminary data recovered from the wreckage of PK-LQP (msn 43000), the DJPU said that the aircraft's airspeed indicator malfunctioned during four flights prior to the doomed flight JT610 from Jakarta Soekarno-Hatta to Pangkalpinang. All 181 passengers and eight crew members on board the aircraft died after it crashed into the Java Sea shortly after takeoff from Jakarta. Given the situation's fluid nature, Lion Air Group Managing Director Daniel Putut told local media on Monday, November 5, that talks with Boeing over a new order for fifty B737-10s have now been suspended pending the outcome from the Ministry's review. “We are awaiting the Ministry’s audit, we will comply if the government requests us to reschedule our plans,” he told Tempo. Prior to the accident, Daniel said that Lion Air had held daily meetings with Boeing representatives in Indonesia and said that several announcements will be made in due course all of which is based on these meetings. “The discussions are not complete, we will conclude the points of discussion later,” he added.

www.ch-aviation.com Saudia Arabia flynas sets up own Umrah unit flynas (XY, Riyadh) has established a subsidiary dedicated to Umrah operations. Unveiled during the World Travel Market Forum in London, the Saudi carrier said flynas Umrah Services has obtained a license from the Ministry of Hajj and Umrah to operate Umrah flights. In addition to air services, Group CEO Bander Al-Mohanna said in a statement that the unit will also offer package deals including attractions, catering, hotel accommodation, tours, and transportation services to Umrah pilgrims. “flynas Umrah Services offers a number of integrated services to Umrah pilgrims and visitors and will achieve the Kingdom’s Vision 2030, which seeks to increase the number of Umrah pilgrims, enter new markets and develop the tourism after Umrah,” he said. Last month, senior vice president Paul Byrne told CAPA that flynas could use the Umrah and Hajj markets as a basis for a new lowcost, longhaul business. flynas has historically relied on costly ACMI capacity to handle its Hajj and Umrah charter demand but, given a change in customer behaviour, has now taken to looking at the market from a yearround, as opposed to seasonal, perspective. “Umrah used to be a short period of the year, but now stretches over ten months. The Hajj takes the other two months more or less. Now we can see a year-round value for long haul,” he said. Byrne said a lot of the destinations flynas may serve would also appeal to Saudi vacationers. flynas was looking at aircraft with up to 300 seats but not so dense given some of the sectors flown may be 8-10 hours of flying time. "We're looking at places like Indonesia and Morocco where you would probably have a premium content as well," he said. In April this year, Group CEO for National Air Services, Bander AlMohanna, said flynas was looking at either the A330 or B777 for its longhaul needs

www.ch-aviation.com China's Urumqi Air commits to five ARJ21s

Urumqi Air (UQ, Urumqi) has entered into an agreement with COMAC wherein the HNA Group subsidiary will take delivery of a total of five ARJ21-700s through 2019. According to a COMAC statement issued during the Zhuhai Airshow 2018, Urumqi Air will add two ARJ21s this year followed by three more in 2019. It is recalled that Urumqi Air signed a Letter of Intent (LOI) with COMAC for twenty ARJ21s during this year's edition of the Farnborough Airshow. Airline chairman Han Luhai said at the time that the jets would be used to expand Urumqi Air's Xinjiang Province operations. Urumqi Air currently operates fifteen B737-800s and one E190 on scheduled flights spanning 23 cities across China as well as Irkutsk Int'l in Russia
