Minister of civil aviation confirms WYF is real investment Egyptian Minister of Civil Aviation Sherif Fathy stated that the World Youth Forum is a genuine investment because it gives youth the chance to discuss crucial topics. Fathy pointed out that he hopes the Egyptian people make the best out of such a forum. The minister of civil aviation talked to Egypt Today on the sidelines of the WYF welcoming all guests and inviting them to enjoy their stay in the land of peace and civilization. "The participants in the WYF saw the real Egypt and communicated with the Egyptian youth and found out about their interests; the participants indicated that the political leadership gives youth the attention they deserve through discussions and hearing sessions," added Fathy. The Civil Aviation Ministry provided extra flights as well as a qualified team responsible for following up on the coming flights of guests, and facilitating their journey to Egypt, indicating that 25 flights arrived in one day. The WYF, launched on Sunday, is a forum designed to give youth from all over the world the chance to engage in the development of the world. It is a chance to allow them to be heard by the world's leaders and influential individuals. Egypt’s first international youth event is set to run until November 10, bringing together 3,000 youth represented by 60 delegations from around the world, in an effort to explore key issues facing young people and determine their role in implementing global development goals and combating terrorism.

UK Aviation Priorities: Clarity on Brexit and Expanding Heathrow London - The International Air Transport Association (IATA) urged the UK Government to shore-up its international air connectivity by focusing on a cost-effective expansion of Heathrow Airport and achieving early clarity on post-Brexit issues. Brexit ―In building the post-Brexit world, the prosperity of the UK will depend on the strength of its connectivity—links with Europe and the rest of the world,‖ said Alexandre de Juniac, IATA’s Director General and CEO, in an address to the UK Aviation Club. ―There is a real challenge ahead. When the UK leaves the European Single Market, it will also leave the European Common Aviation Area. And when it breaks from the European Union, all traffic rights to the rest of the world associated with Europe will also be thrown into question. The basis of international aviation is bilateral air services agreements. There is no WTO agreement to fall back on. For that reason, I don’t see any alternative to a negotiated agreement,‖ said de Juniac. IATA urged an early resolution for aviation in the Brexit discussion. ―Time is precious. The Brexit clock is ticking towards a deadline of March 2019. But the aviation deadline is earlier. Normally passengers can book travel about a year in advance. At a minimum, the flight schedules and seat and cargo inventories must be available at least six months in advance. So that puts the airlines’ deadline at October 2018—just 11 months from now,‖ said de Juniac. ―My message to all involved is threefold: Get started. Don’t step backward—people will not accept anything that turns back the clock on the achievements of the EU Common Aviation Area. And, lastly, don’t underestimate the amount of work ahead as there are intense political and commercial interests at stake,‖ said de Juniac.

While much attention has been paid to air service agreements, IATA urged action across a broad spectrum of issues including: • Finding staffing, systems and process solutions for a potential ballooning of customs transactions from 4.6 million/month to 21 million/month. • Developing immigration solutions to efficiently deal with the millions of travelers between the UK and Europe should border control procedures become more cumbersome. • Defining the relationship of the UK to the European Aviation Safety Agency (EASA) ―The pressure is mounting, with passenger numbers predicted to grow irrespective of Brexit. Solutions need to be found quickly to ensure a smooth transition. With the amount of work that needs to be done, there are good arguments to put transition agreements in place,‖ said de Juniac. Expanding Heathrow IATA urged the UK government to address severe capacity constraints in the Southeast of the UK by expanding Heathrow airport. ―Heathrow is where expansion should take place. I know the struggle to build a third runway has meant decades of frustration. But the UK will be left behind in the globally connected world if it does not come to a final decision and implement it,‖ said de Juniac. The UK Department for Transport’s Draft National Policy Statement notes that a third runway at Heathrow will create GBP 200 billion in economic value and support up to 110,000 jobs. ―Expanding Heathrow is about building prosperity. It should be a priority for the UK. And facing the post-Brexit world makes it even more urgent,‖ said de Juniac.

IATA, however, cautioned that the cost of expanding Heathrow needs to support its future competitiveness. ―I am not saying to build the third runway at any cost. The original estimates of GBP 17 billion were completely unacceptable. Heathrow Airport’s recently announced intention to reduce that cost is a step in the right direction. Heathrow is already the most expensive airport in the world from which to operate. It is essential that Heathrow’s charges do not rise from today’s levels. IATA DG & CEO: Aviation security needs better data sharing and industry consultation from government director general and CEO Alexandre de Juniac said (08-Nov2017) that the challenge of aviation security is "more difficult to manage" than aviation safety, as the industry is "a constant target for terrorism" and this "threat is growing". Mr de Juniac said that similar to aviation safety, the key to success for aviation security "lies in analysing information to understand the risks and put counter-measures in place". Mr de Juniac added that the problem is that governments are "disappointingly bad at sharing security information and alarmingly quick at taking unilateral action without consultation", highlighting the decisions earlier in 2017 by the US and UK to ban portable electronic devices on some flights from the Middle East and North Africa IATA

Nigeria: Low Ranking of Nigeria's Aviation My trip to Abuja, the other week, once again, brought me into close contact with Nigeria's aviation and its operational deficiencies. It is baffling that Nigeria can't build standard infrastructure at her airports, which accounts for the low ranking of the airports. This state of affairs explains why the Federal Executive Council (FEC), recently, reportedly approved the concessioning of the Nnamdi Azikiwe International Airport, Abuja and the Murtala Muhammed International Airport in Lagos, with the hope that the situation will improve. Reports say Middle East investors have shown interest to take over the airports, since Nigerians can't manage them. The recent damning indictment by the Senate on Nigeria's aviation gives insight into the unpalatable state of our airports. It corroborates with what has been said before that Nigeria's aviation industry is among the worst in the world. It is heartening that the unflattering verdict came from the Senate quite unlike the others that were usually issued by outsiders, which gave room for rebuttal by the Federal Airports Authority of Nigeria (FAAN). What else could the FAAN say now that our own Senate has bared its mind? The Upper Chamber Deputy Leader, Bala Ibn Na'Allah, reportedly described Nigeria's aviation sector as having the most hostile environment in the world. Na'Allah made the assertion in Abuja when he had in audience leaders of the National Association of Aircraft Pilots and Engineers (NAAPE) in his office. The NAAPE leaders requested Na'Allah to use his position as Vice Chairman, Senate Committee on Aviation and a critical holder in the sector, to help in making the National Assembly "beam search-lights" on problems bedeviling the sector for required solutions.

But Na'Allah told the pilots and engineers that the executive and not the legislature should be pressurized to take appropriate action for the sector to grow and be in good shape. According to him, the Senate had debated on a motion he sponsored since 2015 on the problems bedeviling the aviation sector and came up with far-reaching 24-point resolutions on the way out but regrets that none of the resolutions has been considered by the executive. This, he said, exonerates the Senate, indeed, the National Assembly, from blame since the matter is left to the executive to implement the resolutions. But that should not be the end of the story. Is there no other way the Senate could bring the matter forward once again to draw the attention of the executive? Otherwise, does it mean that the aviation industry would continue to wobble in utter decadence? The issuance of damning verdicts on Nigeria's aviation sector is not new. Such has been made by both local and international assessors, which, usually, were simply refuted and ignored as the problems lingered. It would be recalled that in 2014, three Nigerian airports were rated among the worst in Africa. While the Murtala Muhammed International Airport, Lagos, was rated 10th worst in Africa, the Nnamdi Azikiwe Airport, Abuja and Port Harcourt International Airport, Port Harcourt, were ranked the seventh and sixth worst airports on the continent. Going by that ranking, Nigeria's principal gateway airport in Lagos is the worst in Africa.

This was followed by Cape Town International Airport, South Africa (second); Durban King Shaka International Airport, South Africa (third); Algiers Houari Boumediene International Airport, Algeria (fourth); and Addis Abbaba Bole International Airport, Ethiopia (fifth). The assessments were based on the stories submitted by travellers as regards their experiences. These ranged from dirty floors and conveniences to the regular requests for bribes. Travellers were unimpressed with the airports that made it in the worst category in Africa. That even gave the results high degree of accuracy. Expectedly, FAAN repudiated the survey results as inaccurate. Nigerian government officials have the penchant of debunking any report that is not in their favour. The reaction of FAAN, therefore, was not surprising. It, in no way, invalidated the survey. The same FAAN, surprisingly, has remained silent after the Senate's indictment. The deteriorating condition of facilities at the airports is glaring and has been a long-standing issue. Space constraints, inadequate facilities and obsolete equipment that adversely affect smooth operation have remained the major challenges over the years. Recently, the Nnamdi Azikiwe International Airport, Abuja was shut for six weeks to allow for the re-surfacing of the dilapidated tarmac. That created heavy disruptions in aviation operations at the nation's capital as flight were diverted to the Kaduna Airport. The epileptic power supply in all the airports is a huge problem. The environment is crushing in all the airports.Overcrowding by touts and all manner of questionable characters, dysfunctional conveyor belts and air cooling system are features of our airports. The Murtala Muhammed International Airport in Lagos has no good roads leading to its main terminal.

The airlines get little fraction from the fares paid by passengers due to numerous service charges imposed by different regulatory bodies. That creates problem for aircraft maintenance. Little has been done to remedy the situation at our airports. The work begun by the former Aviation Minister, Princess Stella Oduah, to give a facelift to the airports stalled since she left. Attempts to concession the airports as a way to improving them has been enmeshed in controversies. Maybe that could help. Of recent, the FAAN has been battling with Maevis Ltd, an integrated automated service provider, and Bi-Courtney Ltd, over the concession of MMA2. FAAN said the agreements were skewed in favour of the concessionaires and to the detriment of government. But how plausible is this argument? One can't imagine how an agreement between a private company and government could be framed to discredit government.Without doubt, our airports are in bad shape and that is what the Senate has reinforced. The NASS should not keep quite but ask questions. The laws are made by the NASS; as such it has the power to intervene and bring about change by making appropriate laws. That challenges should be tackled systematically in the national interest and the travelling public. Worldwide, airports burnish the image of nations. Ours should not be different.

The Green Climate Fund (GCF), set up as a result of the UN Paris Agreement, has partnered with the African Development Bank (AfDB) to pursue climate resilient and lowemission growth on the continent. AfDB says it had raised US$12 billion for low-carbon and climate resilient projects in the past five years. Reporting to the UN Convention on Climate Change (COP 23) in Bonn this week, Board co-chairman Ayman Shasly from Saudi Arabia said the GCF has approved US$2.65 billion in funding for 54 climate change projects and programs in 73 developing countries. Combined with cofinancing from other organizations the GCF portfolio is now valued at US$9.16 billion. "If the fight against climate change is not won in Africa, it cannot be won anywhere else, said Akinwumi Adesina, AfDB president. "Only by defeating the climate change threat in Africa can we reach a global solution," he added. GCF executive director Howard Bamsey said the partnership with AfDB will be key in unlocking the potential across the African continent to pursue climate resilient and low-emission growth. "The AfDB has already shown through its climate change action plan that it is committed to helping African countries implement their Nationally Determined Contributions (NDCs) under the Paris Agreement," said Bamsey. "Together, we work for Africa's progress." Meanwhile Nairobi-based Astral Aviation and UK company Network Airline Management have signed a long-term lease with Air Atlanta Icelandic to operate a B747-400 freighter carrying flowers and vegetables to the UK from Kenya. .

Kenya: Court Reverses Sacking of Kenya Airways Finance Director Nairobi — The high court has reinstated former Kenya Airways Finance Director Alex Mbugua to his previous position after a legal battle with the airline. Employment and Labour Relations Justice Monica Mbaru has found Kenya Airways failed to prove Mbugua's culpability in the financial loss of the national carrier which at the time of his sacking had hit a record Sh26 billion. "I find no justifiable reasons to deny the claimant primary remedy of reinstatement since the dismissal was unfair and ought not to have happened," she ruled. In his defense, Mbugua through lawyer John Njomo had contested the termination on grounds of pushing for a review of the KQ - KLM partnership as well as questioning suspicious irregular ticketing practices in some overseas stations including the London office. However, the national carrier moved with speed to fire him on January 18, 2017, for alleged underperformance. It accused him of intentionally skipping an urgent performance review meeting before the human resources committee on January 18, 2016 and termed it as insubordination. The court had in 2016 restrained Kenya Airways from filling the position of Financial Director until the case was heard and determined. Kenya Airways' turnaround plan has seen a change of key top positions including the CEO and Board Chair.

Airbus trails Boeing in orders ahead of Dubai Airshow Airbus sold 24 aircraft and delivered 63 in October, leaving it well behind rival Boeing in the hunt for new orders going into next week's Dubai Airshow, but on course to reach its recently softened target of 700 deliveries for the year. Data from the European plane maker showed that orders for the year so far had reached 343 aircraft, or 288 when adjusted for cancellations that included new withdrawals of 7 out of 13 orders for A320 jets previously placed by Siberia Airlines. Airbus is struggling to catch up with Boeing in this year's order race as Boeing continues to expand under a rejuvenated management and Airbus appears destabilised by probes into the use of middlemen. Boeing notched up 621 orders between January 1 and October 24, the latest period for which its data is available, or 538 after cancellations. It has 65 per cent so far this year of a market usually shared roughly equally with its European rival.

Singapore Airlines Q2 net profit nearly triples SINGAPORE, Nov 7 (Reuters) - Singapore Airlines Ltd said on Tuesday second-quarter net profit nearly tripled on the back of stronger operating results. The carrier, a benchmark for Asia’s full-service airline industry, earned S$190 million ($139.26 million) in the three months to Sept. 30, up from S$65 million a year before, it said in a stock exchange filing. UOB Kay Hian had forecast net profit would rise to S$142 million as the carrier filled a higher percentage of seats. Singapore Airlines is undertaking a three-year transformation plan designed to make its business more competitive after reporting a surprise fourth-quarter loss in May. The airline and Hong Kong-based rival Cathay Pacific Airways Ltd have been struggling against mounting global competition from Chinese and Middle Eastern rivals and low-cost carriers, without domestic flights to underpin their earnings.
