Die be-

EINDIG IN “SWARTSMEER-VELDTOG”
Herrie rondom konsert SAMANTHA VAN DEN BERG
“E
Só het me. Gevorderde bors- en lewerkanker is verlede jaar by Steyn gediagnoseer.

ingesluit. Kaartjies was R120.
“Volgens my is die saak uitgesorteer.

FTER various claims of arson in and around Stellenbosch, the Stellenbosch Fire Department has asked for the community’s cooperation. “We have had numerous reports of fires, sometimes 400 or 500 metres from each other. This implies arson, but there is no real proof,” said Tasso Steyn, the assistant chief operational manager at the Stellenbosch Fire Department. “People also tend to blame children playing with matches, but many of the fires start along the footpaths that labourers use between 16:00 and 17:00. “Whether these fires are ignited on purpose or by accident – for instance, if someone lit a cigarette and did not realise it was still alight – we ask everyone to be much more careful.” He went on to point out that it was very difficult to prove arson unless eyewitnesses actually saw the culprit in the act of starting the fire. Several small fires have been reported in Devon Valley and Papegaaiberg, and now also in Franschhoek. Steyn also urged residents to contact the fire department and not the police when they spot a fire, as the police can

MUNICIPALITY’S FUNDS REDUCED
Housing: R28 m less SAMANTHA VAN DEN BERG
C
ONCERNS have been raised after the Stellenbosch Municipality’s funding for housing was recently cut by R28 million. The provincial Department of Human Settlements has reduced the municipality’s initial R38 million housing budget to a mere R10 million because of a lack of approved housing projects. Municipalities are allocated funding in terms of the Division of Revenue Act (DORA). When this matter was raised at a special council meeting last Thursday, Councillor Derrick Hendrickse of the Stellenbosch Community Association (SCA) wanted to know why funding for housing had been reduced. Mr Basil Davidson, municipal director for Planning, Property and Housing, explained that funding of R38 million had initially been earmarked for housing in Stellenbosch. The municipality, however, is only allocated these funds upon the provincial department’s approval of proposed and approved housing projects. “The primary reason for this [reallocation of housing funds] is the lack of projects with the [necessary] approval for environmental, planning and business plans in response to

the funding allocation.” He added that, with an average housing development cycle covering four to five years, the housing projects now ready for implementation were started a few years ago. According to Davidson, the rapidly changing leadership in the past resulted in a re-prioritised housing programme, which in turn has led to breaks in the development cycle of a few initiatives. Housing projects in Klapmuts, Kayamandi and Digteby will, however, continue unaffected by the cuts in funding. Projects in Longlands, Jamestown and erf 64 Kylemore will move to the 2012–2013 provincial financial year. Funding for these projects will be available from 1 April this year. “Sewerage capacity for the Klapmuts project initially limited the project to
only a 100 dwellings,” Davidson said. “With the MEC’s support, the municipality was granted R5 million (2011–2012) and R7 million (2012–2013) for bulk infrastructure. “This will result in an increase in sewerage capacity to service 1 000 housing opportunities here, as well as opening up the way for increased delivery in the area in the next year.” Davidson added that the municipality had already initiated planning in a number of areas to set projects on their journey through the system. This will ensure that there will be sufficient approved projects in place to fully utilise future housing funding allocations. Have your say! SMS the word “EI KE” and your mes sage to 32464.

IN MEMORIAM
Desmond Newman with his granddaughter Chloe.
DESMOND (DEKKA) NEWMAN, born on 28 January 1952 as the fourth son of Bertie and Dolly Newman, died on Monday 30 January after a short illness. He was a family man, everybody’s brother, motivator and a man of God. He was passionate about music. His life’s motto was “It’s better to give than to receive”, and that is how he lived. He will be missed. He leaves behind his wife Jesmine, daughters Jessica, Charlene and Desiree, son-in-laws, grandchildren, brothers, sisters, family, friends and the community.
Paul Viljoen
Fred Stephens

Stability above all THE present council is the result of a collective effort of voters to reestablish stability in the Stellenbosch Municipality. The DA, in particular, focused on stability and improved service delivery in their election campaign in 2011. They inherited an unstable administration, hampered by previous political interference and nepotism, but somehow kept going by a its few competent directors. The Falcons, sent to Stellenbosch by presidential command, are still digging away to find evidence of corruption and misconduct in the administration. However, under its new political leadership, the same administration can also boast a number of achievements. The municipality received an unqualified audit from the AuditorGeneral – an 80% rating – and through external evaluation it was named as one of the top four municipalities in South Africa. As far as the municipality’s liquidity is concerned, Stellenbosch is amongst the top three municipalities in the country. The administration has also been rewarded for the beautification of the town, and is in the running for the award for the cleanest town in the Western Cape. Housing remains a huge problem, with an enormous backlog to be dealt with. A present setback is the cut in funding – R28 million – by the provincial government because the Stellenbosch Municipality could not submit housing projects for such funding. However, future projects are already in the pipeline to address this need. As result of decades of neglect the infrastructure is inadequate, but it is also receiving attention. In light of the current economic and political stability, the news of the sudden resignation on Wednesday of the municipal manager, David Daniels – who has been named as the best municipal manager in the country by an expert in local administration – came as a rude shock. The loss of his 45 years of experience in municipal administration will be enormous. His tenure expires at the end of May, but on Wednesday the news was all over town that he had resigned with immediate effect. However, yesterday, an official statement declared that he was retiring and would not be seeking a second term, and that he was assisting Council in the appointment of his successor. Whatever the true state of affairs may be, stability in a town, subjected to political caprices and racist whims for so long, is a priority. The gradual restructuring of the administration into an effective unit will take time and calls for a competent and experienced administrative leader. One who should enjoy the full support of political leaders.

Maties MAD² fundraising project kicks off THE student driven fund-raising project, MAD² (Making A Decision 2 Make A Difference), kicked off this week and promises to give each and every first year Matie an experience to remember. The goal of MAD², however, is not just to have fun, but rather to make a difference in the community by raising funds for Matie Community Service (MGD). Their aim is to raise R500 000 this year. According to Angélique Mills, MAD² head co-ordinator, the MAD² committee is, however, different from the RAG/JOOL committee of the past. “Many of the events have been adapted to better suit the direction of the university and its welcoming Angélique Mills program objectives. All Maties MAD² events are voluntary, they ensure that money expenditure on events is less and that the preparation time needed for participating in the events is less. The competition element of the events has minimised quite significantly, as this is not our main focus.” Mills says that first year participation is impor-
tant, because it helps in building awareness of student responsibility and where they can make a difference in their community. She adds that their aim is to provide students with the opportunity to have responsible fun and give back to their community. “I would like to encourage the Stellenbosch community, Matie families, friends, parents and alumni to support our events.” The MAD² events this weekend (3 to 4 February) include: ) Friday: Community interaction morning on campus. Various One-Stop Service initiatives as well as Matie Community Service projects will be carried out. ) Saturday: March for MADness. 10:30. Students showcase their colourful costumes by marching through town. Victoria-, Ryneveld-, Church-, Mill-, Bird-, and Alexander Street will be closed between 08:00 and 12:00. Community Festival: 12:00, Van der Stel sportgrounds. Tickets are R25. Food, games and musical entertainment. Maties MAD² office: 0 021 808 3632. Samantha van den Berg

HE manager of Safe House Stellenbosch will soon be travelling to Washington for the second World Conference on Women’s Shelters. Lee Rossouw is one of only a 100 people in the world who received a scholarship to attend the conference, which is hosted by the US National Network to End Domestic Violence (NNEDV). About 600 scholarship applications were received. The four-day conference will start 27 February and Rossouw’s scholarship includes round-trip air-fare and accommodation for five nights. The conference will bring together delegates from about 93 countries, who are all involved in a campaign to end violence against women. Delegates will be able to network with each other

and share strategies to end abuse across different regions. They will leave, equipped with tools to increase the safety and available resources for the victims they work with. Rossouw, however, says she never expected to receive the scholarship. “I heard about the conference and decided to apply for the scholarship. I also shared my ‘Don’t cover up, speak out’ awareness campaign with them.” Not expecting to be cho-
sen, Rossouw forgot all about her application. It was only in January this year that she was surprised by a letter of acceptance to attend the conference on a scholarship. Rossouw says she hopes to learn a great deal from the other delegates’ experiences, from the methods they found to work the best, as well as from the trends in their various countries. She also hopes to get some answers on issues experienced in their field. Most importantly, however, she hopes to meet a sponsor that can help to extend the Safe House. “We are currently full and have had to refer women to other shelters, seeing that we don’t have the space to accommodate them at the moment. We hope to find a sponsor that can help us extend the Safe House so that we can accommodate more women.” Phone the Safe House on 0 021 883 2574.

WOORDFEES 2012
Misdaad: Feit en fiksie Ensemble tree op STEPHAN MEYE
D
Piet Byleveld kom wys hoekom hy geen groentjie is as dit by speurwerk kom nie. Ook Louise du Toit, skrywer van A Philosophical Investigation of Rape, kom lewer ’n insiggewende praatjie oor verkragting.

LEDEVERGADERING
Stellenbosch 360 byeen SAMANTHA VAN DEN BERG
S
By hul eerste ledevergadering verlede Donderdag het prof. Volgens me.

Vir nadere besonderhede oor lidmaatskap bel Adèle Toua by 021 883 3584 of 2 members@stellenboschtourism.co.za.

Victory for ‘Caveman’ EUNICE VISAGIE
S
TELLENBOSCH athletes started the 2012 Xterra season with a bang. Conrad Stoltz, Dan Hugo and Stuart Marais - all from Stellenbosch - took top honours at the past weekend’s first race of the Xterra season at Buffelspoort. Stoltz won the event over 1,5km-swim, 27km-mountain bike and 12km-trail run in 2 hours, 20 minutes and 8 seconds. Hugo (2:21:49) finished less than two minutes behind Stoltz, while Marais (2:32:34) took the last spot on the winner’s podium. “I’m very happy to have won my first race as a married man. Apparently some people were holding their breath!” said Stoltz, who married former national netball captain Liezel Wium late last year. “Like always in the first race of the season I did feel a bit rusty, but I worked through it on the day.” All went according to plan for Stoltz, until he suddenly had to stop at a closed gate on the mountain bike route. “I do understand why the gate was closed because we raced through a wildlife camp, but

SOCCER MAGAZINE
Footie mag set to kick off ABRIE BURGER
W
HAT started out as an idea two years ago has finally become reality for two Kayamandi residents. Busang Nchakha (27) and Zweli Masemola (25) have started their own soccer magazine – and it’ll be available next month. At only R2,50, Soccer Diski will initially cover soccer in the Stellenbosch area. They hope to expand it to cover the whole Boland region eventually. The magazine received a financial boost from Nic Dupper of Flying Kites, a company that helps develop small businesses. “I am passionate about developing small companies,” says Dupper. “These guys had a dream and passion to start a magazine for the townships. With a small budget and limited access to the internet they have not given up. It has been an amazing effort. “I have become personally involved,” adds Dupper, who now serves as the magazine’s finance marketer, “and will devise a strategy to grow this company to the point where they can make a living out of it.”
Busang Nchakha, Nic Dupper and Zweli Masemola with their new magazine, Soccer Diski. Pic: Abrie Burger
Dupper, Nchakha and Masemola each own a 33% stake in Soccer Diski. Nchakha says the idea for their magazine came during the Soccer World Cup held in South Africa in 2010, when the government encouraged youngsters to inherit the tournament’s legacy. “There is a huge need for such a magazine. It will give exposure to players and encourage people to focus on
their soccer. This magazine will be different to others out there as it will not focus on the big stars.” Soccer Diski will feature articles on players’ favourite foods and the skills they need to develop, as well as interviews and game photos. Masemola can’t wait for the first issue to be published. “It has been really hectic getting the first issue ready. We have struggled with equip-
ment and attending matches outside Stellenbosch. We just want to get the ball rolling first. Things will happen after that.” Accessing the internet is still a major problem for the duo. “We also need office space to work in.” If you can help, please contact Nchakha (0 071 334 8641; 2 busang@soccerdiski.co.za) or Masemola (0 079 640 5664; 2 zweli@soccerdiski.co.za).

) Volledige bepalingslys: Maandag 6 Februarie: Maties t TUT; 13 Februarie: Pukke t Maties; 20 Februarie: Maties t Shimlas; 27 Februarie: Maties t Tukkies; 5 Maart: NMMU t Maties; 12 Maart: Maties t Ikeys; 19 Maart: UJ t Maties; 26 Maart: Halfeindronde; 9 April: Eindstryd. ) Maties se Varsitybekerrekord: Kampioene in 2008: 9 gespeel, 6 gewen; Kampioene in 2009: 9 gespeel, 8 gewen; Kampioene in 2010: Onoorwonne in 9 wedstryde; eindig vyfde in 2011: 7 gespeel, 4 gewen. Algeheel: 34 gespeel, 27 gewen.
FOR the first time ever the South African men’s hockey team will play international matches on the Stellenbosch University’s astro field at Coetzenburg. The Proteas are playing a series of three matches against Great Britain. The first match is today (Friday) at Hartleyvale in Cape Town. The last two games in the series will be played in Stellenbosch on Tuesday and Saturday. Both matches will start at 19:00. Entry fee for the matches are R30 for adults and R10 for scholars. These matches will probably be the team’s final competition preparation for a qualifying tournament in Japan for the Olympic Games at the end of April. National captain Austin Smith is looking forward to play international hockey in front of his home crowd. According Smith, who has played more than 80 matches for SA, the Stellenbosch crowd can expect some quality hockey. “Great Britain is a very strong and well structured team. They are playing for a medal at the Olympic Games. It will be good for us to play against one of the top sides in the world.”
