1.1

Description of aims and approaches


We are four emerging Architects, studying an the University for Architecture in Athens. For this Year we have our focus on Urban development based on an Area located west of the Center of Athens, called „ELEONAS“ During the current Semester we try to develop an Idea for the future development of that Area.

Our Goal is to include as many Steakholders and Players who now use the Area, those who have a demand for Space and Activities or those who even will to call ELEONAS their home in the Future. History of Eleonas Past and Present

The evolution of Eleonas is straightforward from a historical perspective if we consider the political decisions and facts one after the other. In terms of urban planning though, an overly complex patchwork of man-made constructions was created. This thesis looks at it as an entity whose form results from a multitude of diverse disparate elements. These elements-i.e. buildings, vacant open lots, public spaces, parks, roads, but also people-are traces of the gradual transformation of the area. To understand therefore its development and actual state, it is necessary to expose at first its history.


A productive landscape until the 2oth Century Eleonas, literally meaning olive grove, holds its name and an important status from antiquity. Appearing as far as in greek mythology, a hit from goddess Athena’s spear would have initiated the formation of what would become the sacred olive grove of Athens. The area was thus favoured by the Athenians for its significance but also because of the presence of the biggest river of Attica, Kifisos. The alluvial plain of the river created an extremely valuable zone of fertile lands in an otherwise arid landscape. This special status of Eleonas was reinforced in the 6th century BC, when ruler Peisistratos (561-527 BC), began the extensive planting of the area under a legislation protecting it from being built.

During that period, Eleonas was situated outside the city walls and composed a unique manmade planted landscape covering both banks of the river. It consisted in fact of a field of free flow and movement, without clear boundaries and deeply cherished by the citizens it held at the time, the name of “most beautiful suburb�. Until the 17th century, it kept its condition unaltered if only for the scarce appearance of small farms. The War of Independence (1821-1828) though, severely affected the city which was massively evacuated. Until the end of the 19th century fires and looting destroyed a great part of Eleonas. Despite the strain, it still was composed of almost 150.000 olive trees keeping its agriculture nature, fully irrigated by Kifisos river. Page_9

Changes in the landscape were heavily induced by a shift in land-use. According to historians (Biris, 1966), between 1930 and 1950 Eleonas was dominated by horticulture, supplying most of the city’s consumption. Yet, after World War II, the industries and manufactures expanded dramatically as the river provided them with enough water to power their machines and an easy way to reject their waste. Until 1980 Eleonas turned into an industrial landscape, with a heavily polluting activity which is still ongoing to this day. Modern times were characterised by the downfall of this productive landscape. Industrial decline started in the mid-70s, and peaked in the 80s as the country entered recession and many industries went bankrupted. Consequently, land ownership switched hands from individuals to banks and realtors. As deindustrialisation pursued, the tertiary sector started settling down in Eleonas mainly along transport axes. The high concentration of services on the area’s periphery led to neglecting its inner core, and its activity was continuously dropping. Following the eradication of the grove, the hydrographic network of Eleonas shrunk significantly as it was covered by roads, streets and buildings along its biggest part. Only River Kifisos and the stream of Profitis Daniil are still partially open in a place where nothing reminds the “most beautiful suburb”. Instead, the strategic position of Eleonas between Athens and


Piraeus, attracted many retail companies which saw enormous potential offered by this central position. Ultimately, the area turned into the major retail and transportation hub of Athens. In the mean time, smaller industries flee the area and create spatial and activity voids converting Eleonas to the city’s “backyard� where remain hidden the necessary but unwanted activities of the city. The precarious state of Eleonas though, goes beyond the built form. As it remained an out-of-plan area of Athens until the early 19903, it was rarely accounted by politicians, and development was not followed by the proper draining infrastructure. Eleonas became thus the most deprivedzone of Athens in terms of water management laking sufiicient drains and drinking water leading to an excessive pumping from the underground.

Identity of Eleonas

Eleonas occupies an area of almost 900 hectares just a few kilometers of the centre of Athens. It bears characteristics of a post-industrial site, a Brownfield or a wastescape, even of an ‚urban void‘ in the urban framework of the metropolitan area of the Greek capital. Eleonas (‚olive grove‘ in Greek) used to be the holy olive tree plantation of ancient Athens. Nowadays, the area of Eleonas hosts miscellaneous functions and activities. Empty lots and construction sites, scattered vegetable gardens, abandoned and active industrial plants, warehouses, logistics and transportation facili ties, bus depots, military facilities, scrap yards and Roma people camps are mixed with services and large scale commercial activities (malls), university campuses and a few residencies. Along the main road arteries that surround or cross the area of Eleonas big office buildings, business headquarters, car show rooms, amusement parks and shopping centres of metropolitan scale are encountered.

The main feature of Eleonas is its transitional character. Moreover, the complicated patchwork of existing land uses, the lack of a hierarchically structured road network and the sparse buildings with ephemeral construction materials indicate an area under transformation. In sharp contrast with the compact urban fabric that surrounds the area, Eleonas has a great, unfulfilled potential for the whole metropolitan area of Athens because it is still quite flexible and affordable.


The second element creating its identity as an urban gap is related to the city plan arrangements. Although located very near the city centre, surrounded by densely developed areas, all integrated in the official statutory city plan, Eleonas remained until the mid-1990s an out-of-plan area.

The third and most important characteristic of Eleonas allowing to consider the area as a ‚gap‘ is the absence of productivity - economic development due to deindustrialization and economic stagnation. Haulier companies located in the area today intensify the sense of ‚non-user-friendly‘ environment.

The area constitutes, literally, a field of huge spatial discontinuity (of exceptional size) in Athens agglomeration. Eleonas is a heavily polluted (and polluting) post-industrial land: a sort of ‚dump‘, a vast scale of amorphous fabric, a territory of disparate land uses with undeveloped road network.


1.4

Video Survey

We went through the area by car and made our first encounters with the residents and activities happening in Eleonas during a normal workday.

A few things were constantly very present and defining our impression: First of all, we couldn‘t barely pass through due to the massive traffic of trucks. Secondary, beside that fact a lot if persons were still walking through the area with little carry on carts or carrying big bags. Third and last, the omnipresent pollution and trash everywhere.

Market

The so-called „Gypsy market“, the city‘s trash-pickers and junk dealers, plus sellers of vegetables, new clothes and bulk items, lay out their wares in several warehouses and parking lots. Taking place every Sunday under very bad conditions. For visitors of the market, it can be challenging to enter the market areas due to a lack of information guarding system and heavy trash or piles of gravel in the way. Also, there are non-public toilets whatsoever.

Profitis Daniil stream is an old tributary of Ilissos river, flowing in the core area of Eleonas being now derived into Kifisos river near its junction with the rail lines. During time it has followed the usual pattern of hydromorphological degradation, though canalisation and coverage, but still a big part of it is still open. The stream faces grave problems being the receiver of all kind of uncontrolled industrial sewer, polluting in that ends and the local groundwater resources.

We went to ELEONAS and spoke with some very interesting People. One of them was apparently the „ the oldest Man“ in Eleonas. He claims that there even is a Street named after his Family. Further, we got a deep inside View of the Concerns of the people living in the Residential Area. We have to speak to some other Users of the Area to get another Perspective.

The goal with this mapping tool was to show developmental trends, change potentials and inter dependencies which we registered as we interviewed the residents. It is translated and shown as weather fronts and currents. The Weather Map generates an enhanced understanding of subjective forces happening in Eleonas – a resource and inspiration for new visions and developmental goals. One of the biggest problemens can be seen here where the two weather fronts collide: between the existing housing area and the industrial zone of Eleonas. We are facing this by creating new pedestrian paths crossing that line. (see development strategy phase 1)

During our first visits, we took some short videos and produced a very polarizing movie showing adjectives related to our Interviews with the residents and workers in the area. This forms a subjective dystopia image.

The fact is, that most people see Eleonas as an industrial wasteland, where no rules and regardless of pedestrians or residents everyone does whatever they want, a true dystopian Image.

We want to transform this perception 180 degrees into an „Utopia“ This should be considered as our starting point for developing a narrative in order to archive an improvement.

2.1

Road System

The area of Eleonas is surrounded or crossed by some of the major highways of the Athens Basin. As alredy mentioned, Kifissou, Athinon and Konstantinoupoleos Avenues connect Eleonas to the national motorway and railway network. Except from these highways that surround Eleonas, there are two other major roads that cross the area, Iera Odos at the northern part and Petrou Ralli Avenue at the southern part of it. Thivon Avenue to the west and Piraeus Street to the east are two other important roads of Athens, adjacent to Eleonas. All these are multi-lane major roads that very often suffer from traffic congestion at rush hours.

2.2

Building Desity

A prominent characteristic of the typology of Eleonas is the large and shapeless urban blocks in clear contrast to the smaller squarely blocks of the nearby typical residentialareas. One floor or two floor large scale detached buildings are contained in these blocks instead of 5 or 6 floor apartment buildings. The main reason for this contradiction is explained by the different process that formed the contemporary image of Eleonas. The area of Eleonas has never had a residential character, being transformed directly from a predominantly agricultural area to an industrial one. Therefore the lots that resulted from the fragmentation of agricultural land were bigger, as no small lots for residential development were required. In addition to that the area of Eleonas remained out of city planning regulatory framework until very recently (1995) and so far the implementation of the plan has been realized only in a part of the area mainly due to lack of financing and land ownershipdisputes.

Nature Map

In the area of Eleonas typical urban vegetation species are found. Most of them are native Attica species such as olive tree, pine, elm etc. Their presence is scattered, either along roads in the outer area of Eleonas, or in terraces of industrial plants and houses. The former olive grove has now shrunk to a small patch in the ‘Merkati Domain’ located in the campus of the Technological Educational Institute of Piraeus, which is the only region of Eleonas where some of the old sacred olive trees are still preserved.Generally green spaces are located in the outskirts of Eleonas and not in its inner area, where the lack of green spaces is striking. Patches of degraded riverine vegetation (nitophilus annual vegetation, reeds, grasses and bushes) still exist along the open part of Kifissos River and Prophet Daniel stream (between Petrou Ralli Avenue and Agiou Polykarpou Street).

Pollution Map

By walking in the area, obviously visible pollution is located mainly along the public streets as well as highly dense along the River.

The main sources of pollution are from industrial activities. Air pollution was also caused by theoperation of many scattered small industries and handicraft units, which are characterized by low-level technology, lack of antipollution facilities and low chimneys (metal plating facilities, foundries, ready mix concrete production).

2.5

Wearhouses

Waste of Space by Warehouses Warehouses are using way to much Space. Compared with the actual storage and operation facilities we can consider 70% of the occupied Space as a „waste“

If all Warehouses would share parking and driving areas plus replaced by modern Warehouse technologies we can safe a lot of Land and make the whole distributing Industries much more efficient and ready for the future.

Making Space

Modern Warehouses are much more automated, have higher storage Capacities and safe human Labor. Also by focusing these specific use along the main highways the traffic inside Eleonas can be cutted by an significant amount.


If we sum up all space used by one story warehouses today, as well as all the space used by these warehouses to maneuver the trucks etc. we can see how much potential in this approach lies. We believe that with a new modern warehouse located at the west side of eleonas, directly at the pireus street, we could not only cut down the traffic by a significant amount, but also reducing the needed space for the same productivity by at least 80%, the needed space for maneuver the trucks could even be reduced by 60% compared the situation now.

By substraction of empty lots and warehouses, which can be transfomed into a bigger and more modern facilitys, a new pattern of voids and Spaces are available. This will be the starting point of our design process.

We looked at every building and tried to figure out which ones are empty and which ones are Warehouses, also which ones worth keeping. We transformed our finding into a very detailed usage map which contained vacant buildings as well as building with interesting and identity improving usages or structures worth keeping for this purpose.

3.2

Strategy of Development

Our strategy towards implementing our concept foresees three different phases in which the area slowly gets developed. On the following pages, the different phases and each goal get described in detail.

1st phase

On the right side of this page, a diagram is shown on which the different layers and levels of the concept such as, major activities, activating events and construction of buildings during time are made visible. Since the time frame is about 30 years, future event cannot get precisely predicted. This Diagram reflects that idea in the roots of our concept:

2nd phase

Each component of our proposal is designed in a way that it can, in a very difined range, be adapting to changes due to future events or unpredicted developments without loosing the overall common visual language, connecting narrative, the rhythem of build masses and such. Examples are the building typology, which can bend to change according to a changing vorono or a guiding system build into the floor tiles which creates a visual connection between all elements in Eleonas and ensures that even in an clutterd environment, the visitor will always finds what he/ she is looking for. To ensure that the area of Eleonas will keep a common urban dress, we developed elements which not only consists of common material decisions and the arrangement of voids and buildings, but also include a hollistic approach on sense and identity as well as suggestions for public space , involvement of residents and key events.

1st phase timeline and development of the project

3.2.1

The first phase of the project will take place during the first 5 Years after beginning of the process. 1. Buying back property: The plots close to the existing neighborhood and housing area will get bought back by the city municipality. 2. Make Views - tear down Fences and open up the surface, no more dark places! All fences and walls will get turned down as well as cleaned from trash and ruined buildings will completely be demolished. By doing this, a temporary Bufferzone will be implemented between the housing area and the industrial uses. New achses and visible connections will be possible and allow the visitor a completely new and safer experience of the Areal. The Process of change will be gently introduced.

3. Agriculture school: The upper Part of the now free property will be designated to the agricultural school to expand their territory. 4. New pedestrian roads and improving accessibility New pedestrian crossing this Area will serve as connecting to the old neighborhood as well as the main plaza of GAZI with the western part of eleonas. It will now be possible to access the markets by food which in return will boost their popularity.

Refernece DECEUVEL in Amsterdam: „The technique of phytoremediation, in which plants are used to stabilize, take-up or extract contamination from the soil, offers an alternative. On the site of ‘De Ceuvel’ this organic way of cleaning the soil results in a working landscape cleaning the soil and producing low-impact biomass. After ten years, the entire site is returned to the municipality of Amsterdam cleaner than we got it.“

3.2.2

2nd Phase timeline and development of the project

During the second phase of the process, the area west of the bufferzone will get further cleaned up and the existing Buildings and uses will turned into LABS and HUBS. 1. Preparing logistic Sector for Future demand and Competition. At the far western end of Eleonas, a new bigger Warehouse will get erected. More of the warehouses will move their business and free further space in our focus area.

2. First social housing projects for moving the refugees. First plots for housing at the edge of the bufferzone will be build and will relocate and replace the camp. 3. Bringing back Nature and Revitalise the River In the now better accesible center of eleonas, the central park aroung the River will get developed.

4. Install landmark on Hill: THE FREE INTERNATIONAL RESEARCH CENTER OF THE FUTURE! The FICF will be visible from everywhere,shine like a diamond and attract a lot of new people to eleonas. An enhanced identity, a Laboaratory for Reasearch in Topics regarding the Future and curage radical innovative thinking. It is gonna be open 24h and every citizen can partisipate as long as they serve the overall goal: Create something new, work on radical Ideas, shape the future!

3.2.3

During the third phase, more housing buildings will be build, the market will get a new location and more HUBS and LABS will be implemented.

1. More of the unused existing buildings/structures will turned into HUBS and LABS as defined earlier. To reach this purpose an OPEN CALL will be announced, for experimental and innovative Concepts and Prototypes addressing all major Problems mankind is facing to develop new solutions and new business models.

3.1.1

existing Buildings and Hubs

There are many craftsmanship workshops in Eleonas which are defining the identity of the area. In addition, a lot of abandoned buildings have a solid concrete cast structure which can be economical efficiently transformed into new usages. These buildings will serve as a bridge for few Users and Potential Ideas, shared Workshops and Offices, Artist Residences and such while referring to the past. HUBs can be: Workshops Co working Artist Studios Existing craftsmanship Foundations theater groups etc.

A basic grid was applied to the area with basic points attached to existing buildings and important landmarks. Starting from these points, we modified the grid in a way that it is adapting and flowing around the important points. For this purpose we used a voronoi function. That way we preserve the identity of the growing plot structure and organic roads which we can find in Eleonas today.

3.1.4

visual connection between the elements of the area

In order to make a visible connection between the „HUBS“ and „LABS“ and other relevant usages and landmarks in the area, we decided to use a hexagon brick pattern with different colors leading and indicating change of zones and giving directions. The colored tiles not only give directions, they also indicate a change from car to pedestrian area, showing the dedicated market areas, define plazas etc. The shape of the Tiles is hexagonal, as a reference to the voronoi grid and ultimatly to refer to the also hexagonal shaped landmark.

3.1.5

Landmark

With the new Landmark, the „University of the Future“, we declare the beginning of a different perception of the purpose and content of Eleonas. A place to gather, to create and learn will be perceived as a logically addition to the productivity and vividness of Eleonas. First of all, it will will be visible from everywhere, shine like a diamond, increase the value of the area. By attracting more people on th one hand, in that way it will give the Area a new and much-needed touch of Importanceness and change of identity. We think that in all the challenges Europe is facing right now, one of its most important tasks must be to create spaces in which the future is made possible and thus made tangible. As a possibility. Eleonas is more then perfectly qualified for serving as such a place because: its big enough, super close to other activities within the City and the current use is not acceptable and outdated. We identified the topic of „the future“ as one of the things which are currently significant and space for experimentation is much-needed in the city of Athens, since during the crisis the trust in the future of the City and the Country is weakened. Its proven, that more and more young and educated people are moving from Athens into northern countries of Europe, seeking for better conditions instead of contributing to enhance quality within their own environment. Not any longer! With the open space university, young people in Athens will have a Place to come together to work and collaborate on Prototypes of their Ideas on the Society. It is a gesture to give them space and responsibility.

The Landmark is supposed to become an „Open Space“, therefore its layout is designed in such a way, that it can serve multiple purposes such as having conferences, studios, exhibitions, theaters etc. Its gonna be open 24h and every citizen can participate as long as they serve the overall goal: Create something new, work on radical Ideas, shape the future!

3.1.4

green areas and the new park

Alongside the River and following the outlines of the voronoi grid, a new public park is being created. This park is divided in angled shapes which corners are lifted here and there to create a vivid topography and lower the area about 2m towards the river to have a better accessibility to it. The pedestrian road is widening at certain parts at which bridges are making it possible to cross the river.

In these widening areas, a new tent system will be implemented and will serve as a new location for the Flea market. It will be interesting to approach the different areas of the market, which can each become different identities, on each widened area can other things get sold etc. Furthermore, someone can also use the green spaces for leisure purposes or drink a coffee in one of the cafes surrounding the park. This completely different experience of the market will enhance its popularity.

housing typology

The typology of the housing blocks are designed that they can adapt to different angles according to the voronoi grid and provide different levels of public and private areas. There is an outside edge, which is accessible by the road system, and another circulation network, only for pedestrians, which connects the blocks to each other by voids in the building mass - visually attaching blocks to each other. This semi private spaces belong to the inhabitants of the related blocks, but also forms a community and identity between multiple blocks.

3.1.6

vegetation

We defined plants bushes and trees based on different objectives: Pollution, Sidespecificness, Identity and History of the area. The polluted ground is a hugh problem regarding future usage and only allow us to use small range of plants. We choosed phytoremediating plants for most big parts of our area which have the ability to help cleaning the soil over time. Florating plants will proivde the residentlial plots with a pleasant smell and Identity. Orangestree will create a visible connection between the housing blocks and is giving the area a realation and common connection to the other parts of Athens.

Olive trees will surround the existing buildings to highlight them and create a realation between these buildings in time by reminding with this gesture of the History of eleonas when it was an oliveplant area.

Orange Trees Walking around in Athens, one will imidatly notice the very common orange Trees among the pedestrian Roads along the typical residential areas. With planting Orange trees only inside the housing area, we highlight the greek identity of traditional neighborhoods and relation to the City of athens and ultimatly greece. Another effect we want to archive, is to highlight the visible connection between the Housing blocks, which is done by putting the trees in a visible straight line between the blocks. typical street in athens with orange trees

Olive Trees As mentioned erlier, the Area of Eleonas used to be an oliveplat. We will use Olive trees next to the hubs as a referenz to the history of eleonas and relating to that fact and further we will use the old buildings serving as wittnesess of another, much younger, part in the history of eleonas.

Purification The big fields will be planted with so called „phyto-remediating plants“, which work to clean the soil.A working landscape cleaning the soil and producing low-impact biomass. After ten years, the entire site is cleaner than before and ready for other uses. The starting point of this strategy is the pollution of soil and water. Current techniques that are used for purification of soil and water are costly, unsustainable and are often limited to hiding or moving the pollution to another site. The technique of phytoremediation, in which plants are used to stabilize, take-up or extract contamination from the soil, offers an alternative. Deceuvel project in Amsterdam
