Vladimir PUTIN, The President of the Russian Federation, Welcome Address Dear friends, I’m glad to welcome all the participants of the SCF Black Sea Tall Ships Regatta! It is wonderful to see that this big competition and event has already become an established tradition that has withstood time and stormy seas. With every passing year this creative and genuinely beautiful project draws a greater number of talented, energetic and purposeful young people, who have chosen to make sailing their profession. The participants in this year’s Regatta have a long and difficult route ahead that will take them to different countries and cities and offer them interesting encounters. Most important of all, you will have the opportunity to demonstrate in practice your knowledge and skills, be part of the legendary sailing fraternity and take another big step forward towards your dreams. It is very important, of course, that you are working together with your friends and colleagues from other countries and as young sailors today are laying a solid foundation for future cooperation on the ocean’s great expanses. Dear friends, I’m glad to welcome all the Regatta participants, organizers and guests of the SCF Black Sea Tall Ships Regatta 2014. From ancient times the Black Sea was known as the Russian Sea. It has been the crossroad of sea routes of different nations, and it will always be the space of strengthening mutual cultural understanding and partnership, sports and tourism development. The Black Sea Tall Ships Regatta is a beautiful and inspiring sport event. It has a world-wide significance. The white sails of the Russian training tall ships symbolize peace and unity of everyone who relishes large length of seas, fresh breeze and the romance of sea voyages. With my whole heart I congratulate you and thank the organizers of the Regatta and those who implemented this grand and important for our country project. I wish the crews fair play and collaboration, enthusiasm and gaining experience. Fair seas and a following wind to all of you!

Today Russia has the largest sail training fleet in the world. More than 500 cadets from the academies and universities of the Ministry of Transport and of the Russian Federal Fisheries Agency can simultaneously do practical sail training on board of five tall ships (2 barques and 3 frigates). Of course, not all of them get to be sailors in future, but months-long voyages will harden them, they will learn to overcome difficulties and become real men. This is what our Regatta stands for: upbringing of a new generation of sailors, raising public interest in seafaring and sailing. For many years we provided our tall ships for participation in different international races, but it was only twice – in 1996 and 2009 – that Russia hosted the Regattas in St. Petersburg. That’s why Russia’s hosting of the Black Sea Tall Ships Regatta in May 2014 shouldn’t be regarded as a onetime event. We are aimed at a weighty contribution to the sail future and to the organization of yacht regattas and tall ships races. Though today not many Russian Black Sea ports are capable to welcome tall ships fleet, we have accumulated a precious experience of development seashore infrastructure and construction of marines during the years of preparatory works for this Regatta in Novorossiysk and Sochi. I hope that in the years immediately ahead the number of ports ready to host Tall Ships Regattas will increase and we will be able to propose our European partners to expand Regattas’ ports geography. I would like to thank those who took part in the preparatory works and holding the Black Sea Regatta 2014, and to wish all the participants fair sea and a following wind!

The SCF Black Sea Tall Ships Regatta 2014 supported by OAO ‘Sovcomflot’ was an attention-getting and memorable event for the participants and guests. In those 28 days the Regatta fleet, including Russian sail training ships ‘Kruzenshtern’, ‘Mir’, ‘Nadezhda’ and ‘Sedov’, crossed the Black Sea twice and sailed more than a thousand miles. The crews and the cadets will always remember not only all-hands and steep waves, but also the beauty of the bluest Black Sea, the hospitality and warmth of the receptions in Varna, Novorossiysk, Sochi and Constanta. During this period more than a million people visited the Regatta events. I’m sure that there were those among them who would dedicate their lives to the sea! As one of the organizers and a title sponsor we have no doubt that that month marked an important stage in the system of professional education of the new generation of sailors. Our cadets had a chance to act as a team in the open sea, to take part in sports and competitions on the shore, to chat with foreign guys of the same age, to visit new cities and countries. Today the maritime transport system needs young people like never before. Being the largest shipping company in Russia, ‘Sovcomflot’ traditionally supports sailing sport. We consider the training of high-qualified specialists, raising of young people interest to seafaring, cadets’ upbringing in spirits of the old good maritime traditions to be of our priority. In this connection I’m very glad that in overall standing ‘Nadezhda’ (MSU named after adm. Nevelskoy, Vladivostok) and ‘Akela’ (MSU named after adm. Makarov, St. Petersburg) victories confirmed the highest level of Russian maritime education! I heartily congratulate the winners and thank those who contributed to the Regatta: Sail Training International non-forprofit organization, the Ministry of Transport of the Russian Federation, OAO "AK "Transneft", South Stream Transport B. V., and all the sponsors of the event.

History
Sea, Sails and Youth It’s been more than halfcentury since the first Tall Ships’ Race gathered dozens of tall ships from all over the world to race and to let young sailors to explore the real and the hardest adventure – plying the seas under sails.
T
he first Tall Ships’ Race was held in 1956 under the patronage of Prince Philip, Duke of Edinburgh, who started the race. It was from Torquay, Devon to Lisbon, Portugal. 20 of the world’s remaining large sailing ships competed in that race. The goals of that regatta were spiritual and physical development of young people, character training and promotion of a healthy lifestyle, raising interest to seafaring as well as strengthening relations between countries. There are only training tall ships that take part in the regatta. Over one half of the crew

History of each ship participating in the races must consist of trainees and cadets between the ages of 15 and 25. The tall ships compete in their classes during the sea passages between ports. Upon completion of the regatta the total winners are announced. But the swiftness of the ship is half way to success. The judges take into account crew integration and skills. Public interest to that first race was so intense that the race organizers decided to hold the regatta annually and founded the Sail Training International association (STI) to direct the planning of future events. Every year the geography of the countries ready to host the races expands. New tall ships join the competition. During the previous years the races were known as Operation Sail, Cutty Sark, and since 2003 has been named Tall Ships’ Races. Soviet – and now Russian – tall ships have been taking part in regattas since 1978. At various times they won the races: ‘Kruzenshtern’ – in 1974; ‘Tovarisch’ – in 1976; ‘Sedov’ – in1991 and 1995. In 2003 and 2004 ‘Mir’ won the races and became the only A‑class tall ship winning two years on end. In 1996 St. Petersburg hosted the race in the course of 300th anniversary celebration of the Russian Navy. Once again the tall ships sailed to the Northern Capital, as St. Petersburg is called, in 2009. SCF Black Sea Tall Ships Regatta 2014 is unique. For the first time in the history Tall Ships Regatta was organized under Russian flag and its route went along the Black Sea coast. There were four legendary Russian tall ships – ‘Mir’, ‘Kruzenshtern’, ‘Sedov’ and ‘Nadezhda’. 17 tall ships and yachts overall competed in four classes. The crews from Russia, Bulgaria, Romania, Ukraine, Turkey, Spain, Great Britain, Italy, Pakistan and Malta strove for victory.
The patrons of the SCF Black Sea Tall Ships Regatta 2014 were the President of the Russian Federation Vladimir Putin, the President of the Republic of Bulgaria Rosen Plevneliev, the President of Romania Traian Basescu. The attention to the Regatta from the heads of states is not a mere coincidence, considering its’ goals of spiritual and physical development of young people regardless their nationality, culture, confession and social background, and raising of interest to seafaring. In the host ports of Novorossiysk and Sochi traditional festivals took place. 1,270,000 guests visited the Regatta. In Novorossiysk on the 9th of May 170,000 people came in one day to admire the tall ships and visit them. That was the record attendance. SCF Black Sea Tall Ships Regatta 2014 has become a significant event in the history of Tall Ships’ Races and the Russian Navy.

The official organizer of the international sail training regatta is Sail Training International (STI), a registered not-forprofit organization, in partnership with Sovcomflot and Sochi Marine Club. With support of the Government of the Russian Federation, the Ministry of Transport of the Russian Federation, the Krasnodar Region Administration, the Administrations of Sochi and Novorossiysk.

Regatta Program Regulations
The SCF Black Sea Tall Ships Regatta is open to any monohull sailing vessel of more than 9.14 meter (30 ft) water line length, which meets STI’s safety equipment requirements. Over one half of the crew of each ship participating in the races must consist of trainees and cadets between the ages of 15 and 25. There are three rounds between four ports: race 1 from Varna to Novorossiysk; cruise in company from Novorossiysk to Sochi; race 2 from Sochi to Constanta. The first prize giving ceremony is to be held in Novorossiysk, the total winners are to be announced in Constanta. Ship classes: Class A – all square-rigged vessels (barque, barquentine, brig, brigantine or ship rigged) and all other vessels over 40 meters (131 ft) length overall (LOA). Class B – traditionally rigged vessels (i. e. gaff rigged sloops, ketches, yawls and schooners) with an LOA of less than 40 meters and with a waterline length of at least 9.14 meters. Class C – modern rigged vessels (i. e. Bermudan rigged sloops, ketches, yawls and schooners) with an LOA of less than 40 meters and with a waterline length of at least 9.14 meters not carrying spinnaker-like sails. Class D – Modern rigged vessels (i. e. Bermudan rigged sloops, ketches, yawls and schooners) with an LOA of less than 40 meters and with a waterline length of at least 9.14 meters carrying spinnaker-like sails.

STS "Mir" Home port – St. Petersburg Captain – Andrei Orlov The ‘Mir’ is a 3-masted full rigged training ship. She was built in 1987 in Gdansk, Poland. ‘Mir’ is a part of the Admiral Makarov State Maritime Academy and is considered to be one of the fastest sail training ships. She has set up a new speed record of 21 knots (38.9 km/h). The construction of ‘Mir’ is advantageous for races.

Barque "Sedov" Home port – Murmansk Captain – Maxim Rodionov The 4-masted barque ‘Sedov’ is the largest (117,5 meters long) sail training vessel in the world. ‘Sedov’, originally named ‘Magdalene Vinnen II’, was launched in Kiel in 1921. 15 years later she was sold to Norddeutsher Lloyd, Bremen and renamed ‘Kommodore Johnsen’. After World War II and surrender of Germany the ship was handed over to the Soviet Union. She was renamed after Russian polar explorer Georgy Sedov. The vessel joined Soviet navy as a sail training ship, and later became an ocean survey ship. In the mid1960s she was transferred to the Ministry of Fisheries. After long renovation ‘Sedov’ reappeared in 1981 and recommenced navigation as a sail training ship. Since that time she hasn’t missed a single navigation and took part in a number of international regattas and tall ship festivals. In 2006 and 2010 ‘Sedov’ made high-latitude polar cruises and visited the Svalbard archipelago. In 2012–2013 she circumnavigated the globe and covered 47,000 miles.

Barque "Kruzenshtern" Home port – Kaliningrad Captain – Mikhail Eremchenko The 4‑masted barque ‘Kruzenshtern’ was built in Hamburg, Germany in 1926 as the ‘Padua’. The ship became one of the gigantic windjammers of Flying-P‑Line company (the name of every vessel started with ‘P’). She was commissioned as a cargo ship and was used in the Atlantic, Pacific and Indian oceans. ‘Windjammer’ means that those tall ships were the fastest. From 1926 to 1941 the ship made 17 voyages. 15 were to the ports of Chile and Australia. The loaded windjammer sailed round the Cape Horn 28 times.

She was surrendered to the USSR and joined the Soviet fleet after World War II. The ship was renamed after the famous admiral and explorer Ivan Kruzenshtern, who led the first Russian circumnavigation of the globe. Nowadays the barque is a part of the State Baltic Academy of the Fisheries and she is used as a sail training ship. She participates in international regattas on a regular basis. ‘Kruzenshtern’ circumnavigated twice: in 1995–1996 and 2005–2006.

STS "Nadezhda" Home port – Vladivostok Captain – Sergey Vorobiev
‘Nadezhda’ was built four years after ‘Mir’ in the same shipyard in Gdansk. In fact ‘Nadezhda’ is an analoque of ‘Mir’. The ship belongs to State Maritime University. In 1992–1993 the tall ship circumnavigated and sailed through the Drake Strait. ‘Nadezhda’ make training cruises in the Pacific ocean. In order to take part ing the SCF Black Sea Tall Ships Regatta 2014 the ship sailed more than 10,000 miles from Vladivostok to Varna through the Indian Ocean and the Suez Canal.

Varna, Bulgaria SCF Black Sea Tall Ships Regatta 2014 started in Varna, a beautiful Bulgarian resort. 17 majestic tall ships raced from hence to Novorossiysk.
D
uring several days when the tall ships were moored in the port of Varna the 17 crews from 9 countries (over 1500 professional sailors, cadets and trainees) had a look at places of interest and sightseeing attractions of the ancient Bulgarian town, took part in breathtaking sports events on the beach sand and marched up the streets on traditional Crew Parade. The President of the Republic of Bulgaria Rosen Plevneliev greeted all the participants and wished them good luck and exciting adventures in the Black Sea. Russia had an impressive representation of one third of all fleet flags. The four greatest tall ships represented our country, the famous four-

masted training barques ‘Sedov’ and ‘Kruzenshtern’ among them. ‘Nadezhda’ travelled from Vladivostok to Varna more than 10,000 miles to compete in the races. And another Russian tall ship ‘Akela’ spent winter in Varna to have a chance for winning the Regatta. After three festive days and a spectacular Parade of Sail the tall ships started the first race from Varna to Novorossiysk, Russia. Hundreds of thousands of citizens and guests farewell them on the quay.

First leg of the Regatta T
he first leg of the SCF Black Sea Tall Ships Regatta was between Varna (Bulgaria) and Novorossiysk. The organizers had prepared for possible delays at the start line due to lack of wind. But when 17 ships were ready to start their voyage, the wind increased to around 6 knots under very murky skies. The race started on time, all ships crossed the line under full sail. ‘Kaliakra’ (Bulgaria) start was particularly

good: she crossed the line just eight seconds after the starting signal. The weather was not helping the A-class ships, with the smaller vessels making better progress towards the Waypoint, south of Crimea. The leader was ‘Sea Adventure’, followed by ‘Bodrum’ and ‘Viking’. The battle for class A honours was being keenly fought between ‘Mir’ and ‘Nadezhda’ who sailed neck and neck.

On the third day ‘Akela’ gained the lead and was the first to cross Waypoint. Here on the southern tip of the Crimea a strong westerly wind enabled many of the back markers to catch up wind. ‘Nadezhda’ and ‘Mir’ sailed side by side, ‘Mircea’ and ‘Kruzenshtern’ chased them. Everything changed on the fourth day of the race. ‘Kruzenshtern’ retired and headed towards Sevastopol with a crew member requiring medical attention. The wind dropped off and the fleet stretched over the course, until the weather became more favorable for the race. Meanwhile fast-sailing ‘Akela’ was reaching Novorossiysk and finished there in the evening on May 6. Due to the prevailing wind conditions, the Race Committee decided to shorten the race by 24 hrs and change the time limits as follows: class A – 08 May at 0000 hrs UTC and class B, C, D – 08 May at 0030 hrs UTC. The battle between ‘Nadezhda’ and ‘Mir’ was over when the firstmentioned crossed the finish line an hour and a half before the second. In class B the leader was ‘Adornate’ (Bulgaria). However seven ships – ‘Mircea’(Romania), ‘Kaliakra’ (Bulgaria), ‘Rah Naward’ (Pakistan), ‘Royal Helena’ (Bulgaria), ‘Sedov’ (Russia), ‘Johanna Lucretia’ (UK) and ‘Viking’ (Russia) – failed to cross the finish line in time, so their positions at the finish time were recorded.

Interview with Alexander KURTYNIN, the Deputy General Director of OAO “Sovcomflot” – the title sponsor of the SCF Black Sea Tall Ships Regatta 2014, the inspirer and coordinator of the Regatta. – Mr. Kourtynin, how did the idea to organize the International Tall Ships Regatta on the Black Sea came up? – It was natural that we supported the International Tall Ships Regatta, because the activity of OAO ’Sovcomflot’ deals with the sea and traditionally we support all the water sports. For many years we act as an official partner of the All-Russian Sailing Federation, which organizes many competitions in our country. We also support junior sailing, help Russian teams to compete in international races abroad. We consider this to be our primary sponsorship. Our company has an experience in the organization of regattas in Russia. Our first event was in St. Petersburg in 2005, where Nokia Oops Cup took place with the aid of ’Sovcomflot’. Then in 2009 we took part in hosting the Tall Ships’ Races Baltic. All the experience we had gained we used during tht SFC Black Sea Tall Ships Regatta 2014.
– Why did you choose the Black Sea coast of Russia? – Our organization aimed to support marine education, to propagate seafaring and to attract young people to this field, because this is very important considering the development of marine technologies for continental shelf research. From this point of view the event was absolutely successful. Our initiative was approved by the Ministry of Transport and maritime authorities. Taking into account the significance of the event to the marine and sport lives of our country, as well as that first time ever the sail training ships regatta would be held along the Black Sea shore of Russia, OAO ‘Sovcomflot’ decided to appropriate money and to become the title sponsor of the Regatta, in which the Olympic objects of the sea infrastructure would be used. It was a great honour for both the participants and organizers that the President of the Russian Federation Vladimir Putin attended the event and took part in the prize giving ceremony, met the instructors and cadets of the State Maritime University – In your opinion is the seafaring popular within young people?

– Though the seafaring is getting more and more interesting, requiring more knowledge in different fields, young people prefer to lead easy life on the shore. The Regatta has pictured an unforgettable romantic scene which must attract youth. 70,000 Guests and Citizens of Novorossiysk Watched the Victory Day Fireworks! The vessels of the SCF Black Sea Tall Ships Regatta 2014 called at the port of Novorossiysk on the 9th of May, at 69th anniversary of the Soviet´s victory in the Great Patriotic War. The crews of the world biggest sailor ships made the celebrations to the absolute highlight of this year!

he celebrations were opened with a mass field-and-track race through the city centre. About 4000 university and college students of Novorossiysk started in this race. At 10 AM the traditional Victory Parade started on the Soviet street, attended by 35,000 guests. The armed forces of Naval Base of Novorossiysk marched past, followed by the 7th Guards Assault (mountain) Command, air defence artillery, military students of the State Naval University named

after F.F. Ushakov, border guards, the Kozaks and cadets. The Mechanical Division numbered 18 military machines. The salute was taken by the senior officer of the Naval Base of Novorossiysk, command authority of the Novorossiysk military installation, rear admiral Sergey Pinchuk. The veterans of the Great Patriotic War and local battles,in all about 600 senior citizens of Novorossiysk, watched the ceremonial parade from the tribunes.
Afterwards the city-folk and guests of Novorossiysk were entertained by different on-stage performance groups and military bands, acting on the town squares. A great number of "soldier´s camps" was organized in the city where people congratulated the veterans and expressed their most heartfelt thanks. There were also red-carpet welcomes for the veterans and senior administration officials of the hero-city Novorossiysk. In the evening a youth-flashmob "May waltz" took place at the

Forum Square, next to the monument of the founding figures of the city. About 100 dancing couples danced to the tunes of the years went by; everyone was welcome to join them. Later on a glory Victory concert began at the same place and there was a great celebratory gunfire from the Great Patriotic War guns SIS-3 and colourful firework at the Western Pier (Zapadny moll). This exciting and eye-pleasing event attracted more than 70,000 locals and guests of the hero-city Novorossiysk!

On May 9, the first leg of the SCF Black Sea Tall Ships Regatta was over. The results were summed up in Novorossiysk.

he ancient Greeks used to call the Black Sea Pontos Axinos which means "Inhospitable Sea". They surveyed these waters and learned to sail there. The temper of the sea is severe. The Black Sea winds are known to be changeable. But a couple of centuries later the Greeks renamed it to Pontos Euxinos – "Hospitable Sea". It is still true, and the Regatta that was held in the Black Sea waters proved its hospitability. The first race finished in Novorossiysk. The Regatta fleet gathered by the May 9 – a sacred

date for Russian people. The crews, the guests and the citizens witnessed a triumphant Victory Parade. After that there was a prize giving ceremony and the winners of the race 1 were announced. The Mayor of Novorossiysk Vladimir Sinyagovskiy, Chairman of the Regatta Robin Snouck Hurgronje, the President of OAO Novoship Yuri Tsvetkov, the President of NCSP Group Yury Matvienko, the Executive Director of FGUP Rosmorport (Federal State Unitary Enterprise) Andrei Lavrischev and the representatives of
Transneft Company – the primary sponsor of the Regatta – took part in the official opening ceremony. ‘The purpose of our organization is to promote friendship and international collaboration’, said SCF Black Sea Tall Ships Regatta Chairman Robin Snouck Hurgronje. ‘17 vessels with crew members from 9 countries take part in the Regatta. First Race Results Winners of the first leg of the Regatta were honoured at prize giving ceremony in Novorossiysk. On May 10, the prize giving ceremony was held in Novorossiysk. It was attended by the city dignitaries, sponsors and organizers – Mikhail Barkov, VicePresident of Transneft, JSC; Oleg Stepanov, the representative of the title sponsor ‘Sovcomflot’; Andrei Fonarev, Deputy Head of Novorossiysk Administration; Robin Snouck Hurgronje, Race Chairman, Sail Training International; Peter Newell, Race Director; Alexei Nikolaev, Organizing Committee representative. The winner of the first leg in class A became the Russian barque ‘Nadezhda’ (Maritime State University named after adm. G. I. Crew Parade in the streets of Novorossiysk was a preliminary to the ceremony. Accompanied by an orchestra, the crews of Russian, Romanian, British, Spanish, Bulgarian and Pakistani tall ships, dressed up in uniform, went from Marine passenger terminal along the Novorossiyskay Respublica street to the artillery rampart near the monument dedicated to the city founders.

Ship Ahoy!
The interview with the First Deputy Chairman of the Marine Board under the Government of the Russian Federation Sergey SHISHKAREV. they invested immense efforts in its management and arrangements to ensured the top level of the event. Some preparatory operations for the SCF Black Sea Tall Ships Regatta had already been discussed at the meeting of the Presidium of the Marine Board in November 2013 in Sochi. For our country this international event was a "first performance". It is quite understandable that Mr. Frank, the Director of the "Sovcomflot" company, was very interested to arrange everything perfectly. Our navigation company was a co-arranger of the event from the Russian side. We faced quite a few chellanges along the way. For example, there were not enough mooring and berthing capacities for such a considerable number of ships in Novorossiysk. We explored different options. We had to find a rational, convenient and cost-effective solution. And we succeeded in it: we decided to put up temporary yacht riding places next to the passenger ship terminal of Novorossiysk. Temporary yacht parking was constructed, modern pontoons were established, the lowered platform of the Western Pier (Zapadny moll) was also renewed. In short, we established all the conditions for the Regatta participants and ensured the transport safety of the event. That’s why this special issue shall on the one hand demonstrate that we are really able to work to the highest standards (if needed) and on the other hand, we would like to relish the opportunity to thank the initiators of the SCF Black Sea Tall Ships Regatta 2014, especially Sovcomflot company for their quality workmanship and for the pleasure we found in receiving the best sailing vessels of the whole world in Russian ports terminals. And finally, we have clearly demonstrated that our ports could be much more attractive for the tourists if there were well-developed port infrastructure with yachtand marine riding-places.
– Mr. Shishkarev, the Black Sea Tall Ships Regatta covered the distance from Varna (Bulgaria) via Novorossiysk and Sochi to Constanta (Romania). This was a dramatic, extraordinary and nameable event. The Presidium of the Marine Board initiated publishing of a special issue of the magazine, dedicated to the Regatta. I believe there are certainly some Board members who are fascinated by sailing. – Of course. But there is something more to it than that. Some Committee members were also direct initiators of the Regatta;

– What do you think was the most important and the most interesting experience during the Regatta? Did you observe anything that could turn into a good tradition? – You surely noticed that the sailing ships called at the port of Novorossiysk on the Victory Day, on the 9th of May. I am a native of this hero-town, and I know perfectly well what an important significance this day has for our citizens. The vessels making a port call at Novorossiysk on this particular day had a symbolic meaning and it was the absolute highlight of the celebrations. I would like to thank the Organizing Committee of the Regatta – they paid tribute to this memorable date. I would say, that is what we could make a heart-warming tradition. I was also very glad to watch the Junior Regatta "Transneft – Black Sea Odyssey 2014". It is really great when the children don’t just knock around but are involved in sport activities. They learn a lot about the construction of sailing ships, navigation, sailorizing and ship navigation rules. These young people have already grown

to real sailors, little but full-blooded sea-dogs. Their knowledge and skills make them stronger and tougher – I am sure, this hobby will come useful and give them a head start in the future. It is a real pleasure to see so many young talents. The yacht-club "Russkoje more" (engl: Russian sea) of Novorossiysk enables the children to compete. Novorossiysk is a city with old sailing traditions and there are a lot of engaged and motivated instructors who bring up a new generation of sailors and yachtsmen. And there was one more thing that made me think about the future. Russia nominated for this event the crews of the four world renowned tall ships: ‘Mir’, ‘Sedov’, ‘Krusenstern’ and ‘Nadezhda’. All these ships belong to A‑class vessels. All of them are training ships, assigned to the ports of St. Petersburg, Murmansk, Kaliningrad and Vladivostok. It appears that there are no training ships on the Black Sea. The cadets of the Maritime University of Novorossiysk named after admiral F. F. Ushakov are devoid of this practical part of professional education, but exactly this part makes the profession of a sailor so much romantic and attractive. Somewhere in Kerch there is a frigate ‘Khersones’ holding anchorage. The ship is fully rigged; previously it was the flagman of the training marine of the State Maritime Technological University of Kerch. At the time being, ,when the Crimea has become a part Russia again, I would like to broach the question of putting the sailing ship into operation and we will try to find an acceptable solution for this project. That would help our cadets to gain practical skills, learn something about marine traditions and find their calling. I think it would be a fair solution and the ship could be a nice "replenishment" for the active Black Sea fleet. – Mr. Shishkarev, why does SCF Black Sea Tall Ships Regatta seem to be such an extraordinary event in our waters? After all, the climatic conditions of the Black Sea are quite comfortable. And in May we proved that we are good organizing the event and hosting our guests at high level. – You have certainly noticed that all the activities around Regatta caught everyone’s attention; we received a lot of enthusiastic feedbacks. Yachting sport is really beautiful and fascinating. No wonder that in the most of participating countries the Regatta was welcomed under the patronage of the top public officials: in Constanta it was the Romanian President Trajan Basesku, in Varna – the Bulgarian President Rosen Plevneliev. In Sochi the ships were welcomed by the President of the Russian Federation Vladimir Putin. He personally handed over the WinnerCups of the first Regatta race. At the federal level there is an awareness of the fact that yachting sport and yachting were not developed and supported as they should have

been. There are many reasons for that. One of them is excessive bureaucratic inflexibility that we have to get rid of by changing the legislation and raising the attraction of Russian ports. Another equally important reason is lack of modern infrastructure for smallsized tourist ships, motor boats and yachts. I have already mentioned that we had to construct temporary yacht riding-places with the use of floating hulls in Novorossiysk. A similar problem was to be fixed in Sochi. If we want to develop and support sea tourism in Russian waters of the Black Sea, we need to establish large-sized marines which could keep up with those of Turkey or Bulgaria. They have to be well-equipped and be able to conduct all shipboard-type repairs; we need modern yacht riding-places which fit the needs of tourists and meet the safety standards. After the the Crimea became a part of Russia a number and endurance of tourist routes along the Black Sea shore may considerably go up. It is entirely possible to travel by sea via Sevastopol – Yalta – Feodossia – Anapa – Novorossiysk – Gelendzhik and Tuapse to Sochi and if necessary – up to Abkhasia. These routes could become regular. There was an idea of calling into existence an all-year tourist port in Novorossiysk, able to receive yachts, other small-sized ships and port vessels. But enhancement of the existing marine would require additional waterside structures for the safety of yacht riding places. Rosmorport (State Unitary Enterprise) has always many demands on time and new docksides are very cost-intensive. Considering the fact that the Crimea port infrastructure is pretty used-up, the costs within the Federal target program "Development of the traffic system in Russia" are being reviewed and they are to be "seriously optimized". Thus, the project of the tourist port in Novorossiysk is still just a concept. But I do hope that sometime it will be implemented. On the 22th of July the first leg of yacht marine was opened in the Imeretinsky region of Sochi. This complex was constructed by a private investor – industry group "Bazovy element" (en: Basic Element). The marine will expand in the future; up to 400 ships will tie up here. The clients can count on services which confirm to the world standards. And it means that we could soon get an eyeful of all types of sailing ships in our ports, able to proffer all kind of services and receive international Regattas at a high level, problem and troublefree. We will also establish our own, Russian Black Sea Regatta. And this will definitely not be the last special issue of "Morskaya Politica Rossii", giving glowing description of these fascinating events.

Childhood under Sails
In the course of the grand regatta of tall ships there was held a Junior Regatta “Transneft – Black Sea Odyssey 2014”.
The Junior Regatta “Transneft – Black Sea Odyssey 2014” took place in the Tsemes Bay. Kids raced in four classes “Optimist”, “Lazer 4.7”, “Zoom-8” and “Cadet”. More than 60 boys and girls from Novorossiysk, Krasnodar, Yeysk, Temruk, Anapa, Gelendzhik, Tuapse and Sochi, attending sailing classes in sports schools, competed in it. The participants age – from 8 to 16. Vadim DYADURA, the Head of the yachtclub “Russkoe more” (Russian sea) and complex Alexino port Marina, who has been
going in for yachting for 30 years, met the reporter of the Maritime Information Agency to tell the details of the Junior Regatta. – Mr. Dyadura, you’ve taken an active part in organization and staging of the Junior Regatta “Transneft – Black Sea Odyssey 2014” in Novorossiysk. Tell us some details. – On May 9, 2014 the SCF Black Sea Tall Ships Regatta called at Novorossiysk, the first Russian port on their route. On the same day our Junior Regatta started. This is an annual competition. It is organized by Sailing Federation of the Krasnodar Krai represented by Vladimir Sakovich, the President of the Federation, Sochi Marine Club represented by the Executive Director Alexei Nikolaev, and the title sponsor of the Black Sea Tall Ships Regatta OJST “Transneft”. Besides, the Organizing committee of the Black Sea Regatta in the person of Executive Director Alexei Nikolaev and the representatives of the Junior Regatta patron “Transneft” paid great attention to this competition. They provided us with all the necessary equipment for the races. – What is the most remarkable about the Junior Regatta in your opinion?

– I would say that it’s the kids’ interest in the competition, the high level of their skills in yachting which they demonstrate, their childish enthusiasm when they compete. Of course, this is a great achievement of their high experienced instructors, who manage to promote love to the sea, of the sails, the desire to become a skilled sailor. I’ve been yachting for many years and I know that every time I set the sail to the sea I feel happiness, become healthier and more self-confident. – All competitions are tough, they require discipline and strictness. But your sportsmen are kids. Did you try to make them happy, to surprise them? – We did our best to make them feel comfortable, to vary their menu with tasty things. As to surprise… I think all of them – the winners and others – will remember the moment when a tractor brought in the scoop about 200 bottles of lemonade in the champaign bottles. Everyone was surprised! – In the days of regatta you organized a sailor’s knot workshop. It was very interesting! – It was the idea of our yacht-club “Russkoe more” (“Russian sea”). Nikolai Seryi assisted me. This workshop was not only interesting but also informative. I know about 2000 sailor’s knots. I wanted to explain and show that a sailor’s knot is not only a knot itself, but also ropes, splices and loops and many other elements. We have a special table where everyone can practice to make such knots. – Another interesting object in your club is a renovated pinnace. – Once I was given an old boat to make a flowerbed at the entrance of the club building. When we examined it, we found a tag with a registration number. Thus we could identify the owner of the boat and the date of its construction. It turned to be a pinnace of the beginning of the ХХ century! It couldn’t be a flowerbed any longer but a museum specimen. We found photographs and drawings in the archive and started renovation. Now it demonstrates what fishermen took with them to the sea in old times. The renovation was headed by our engineer officer Andrei Khomyanok, a very skillful man and devoted to the sea. I wish we could go to the sea on this pinnace but it’s very infirm.

– As the head of the yacht-club and the Alexino port Marina complex you and your team were responsible for the functioning of the Novorossiysk City Marina during the Regatta stay. What did you do? – It was specially for the Regatta that one of the largest marine constructions in Russia was constructed in the centre of Novorossiysk. Motor and sail yachts more than 100 ft. long ( 30 m) can be berthed there. The construction of the complex Novorossiysk City Marina had been accomplished before the Regatta called at the city. Our team was responsible for mooring of the ships non-stop, organizing electric supply and water supply, deposing of rubbish. There was also a special complex provided by Rosmorport where the participants could take a shower or do up the laundry. The vessels came day and night. Sometime we had to work under severe weather conditions, when it was difficult to berth the ships, for example, when the wind was blowing 25-30 m/sec. But thanks to the well coordinated work of the operations control centre of the port Novorossiysk and our mooring crew of Alexino port Marina everything was done with a high degree of accuracy.
– Was the SCF Black Sea Tall Ships Regatta’s stay in Novorossiysk successful? Do Regattas have future in Russia? – I’m absolutely sure that the Tall Ships Regatta and the Junior Regatta and the construction of the Novorossiysk City Marina – these are all good backgrounds to develop Novorossiysk as a Black Sea tourist centre for yacht cruises. I think that Regatta must become annual event in the Black Sea and in Novorossiysk in particular. The team of the yacht-club “Russkoe more” (“Russian sea”) and Alexino port welcome all the enthusiasts of sailing!

One of the most active organizers of the Junior Regatta was the instructor of the young sailors Neolita DANILOVA, the couch of the sport-school “Leader” (“Russkoe more” (“Russian sea”) yacht-club). – You and your trainees are permanent participants of Junior Regattas. What was the most fascinating about this year Black Sea Odyssey? – When I stand out to sea with the kids and see their delight because they manage to handle the sails and pass mile by mile competing with each other, I understand that any Regatta is a way for kids to live out their dreams. This Regatta was victorious for our team. Besides the kids had a chance to communicate with each other and with adult sailors. – Who comes to learn sailing? – Those kids who grow up in towns on the sea, are interested in sailing and seafaring since their childhood. Both girls and boys. Even in this Regatta there were 50/50. And it’s very often that girls win. The kids come at the age of 6-7. The youngest participant of the “Transneft – Black Sea Odyssey 2014” is Maria, she is 9!

Southern Gates of Russia are Open for Sailing Ships! The SCF Black Sea Tall Ships Regatta Organizing and Executive Committee members were appointed during the meeting in the Ministry of Transport of the Russian Federation held under the chairmanship of the Deputy Minister of Transport Victor Olerskiy in November, 2012. Thus the preparatory works in ports of Novorossiysk and Sochi for the most important entertaining event in the marine history of our country officially started.

hough Russia possesses the largest fleet of the sail training vessels, it was for the first time that our country officially organized such a high level races. It has become possible thanks in large part to the support of ‘Sovcomflot’. All the regattas held by the non-for-profit association Sail Training International has the same scenario. Tall ships sail from port to port, from one country to another. In every port a 4-day stay is provisioned. No matter what port-city it is – Hamburg, Bergen, Brest or Helsinki, it immediately transforms into a kind of marine village where performances, workshops, seminars are held. In every city the regatta participants are entertained with parties, sightseeing programs, sports events, concerts and Crew Parades. Traditionally there is a schedule of “open day“ for each vessel when everyone is welcomed to visit the ships, to see how the crew is settled, to meet the captain, officers, trainees and cadets.

Robin Snouck Hourgronje, the Chairman of the race, spoke well of the moorage conditions in the ports of Novorossiysk and Sochi. As he confessed, usually it took minimum three years to prepare a port for hosting the Regatta fleet. Russia had only one and a half, taking into consideration that the country had never hosted regattas before. To a large extent it was the merit of FGBU “The Black Sea ports administration” and Vladimir Eryguin in person. He was a member of the Organizing and Executive Committees. As an ex-captain of the port of Novorossiysk he also joined the Regatta Preparation Committee, organized in July 2013 under supervision of the Head of Novorossiysk V. Sinyagovsky. One of the main problems was the lack of the necessary quayage length in the port of Novorossiysk. FGUP ‘Rosmorport’ did a great job and succeeded to construct from scratch a new Novorossiysk City MORSKAYA POLITICA ROSSII
Novorossiysk Marina at the West quay pier of the port terminal. Thus the necessary mooring berths for B, C and D class ships appeared. Since the city hadn’t had any experience in hosting Regattas, a number of questions and problems arose in course of preparatory works. Among them berthing/de-berthing of the vessels (we are talking about a large Russian port with a big cargo turn-over which must function non-stop, thus control was needed), pilot and towing navigation, transport security questions during the ships stay at port, ecological supervision (trash, feces water removal), water, drinking water and energy supply of the vessels, as well as bunker oil supply. To settle all these matters was possible on the condition of a well coordinated work of all the authorized services. The specialists of the Novorossiysk port captain service developed a number of documents, in accordance with the Regatta rules. These included “Captains’ guidance“ informing the ships’ captains about the procedure of a secure calling at and departing from the port, instructions how to get electricity supply or to organize towing, where exchanges were situated, etc. There was also a program guide with all the planned events. By order of S. Kondratiev, the Head of the State Maritime University named after F. Ushakov, 50 best students speaking English fluently – some of them were volunteers during the Olympic Games – composed a Liaison Officers of the Regatta service. These cadets were well instructed, and when the Regatta came to the city, liaison officers stayed on the ships all day round. They helped the crews to settle any matters. Most of these cadets navigated to the next port – port of Sochi. There they continued their work. Another important aspect was the security provision of the event. The ships were moored at two different berths under responsibility of OAO “NMTP“ and FGUP “Rosmorport“. It was also necessary to unify the demands to the ships’ visitors, to organize access for crews, medias, officials. Furthermore, the Regatta arrival day to Novorossiysk was also a Victory Day celebration. As a result the number of those who came to visit the tall ships increased significantly. At a conservative estimate there were about 350,000 people. Under the supervision of the Deputy Captain of the port of Novorossiysk responsible for security all transport security services

worked so consistently, that even the officials from Sail Training International were surprised by the procedures simplicity and unobtrusiveness. We’ve got an invaluable experience of a successful, as all organizers admitted, realization in the port of Novorossiysk the Black Sea Tall Ships Regatta stay and constructing of the necessary infrastructure. From now on Regatta is no longer something puzzling to us. Vice versa, for us any Regatta is something we want to host again and what our citizens are awaiting for. The port of Novorossiysk, known as the Southern Gates of Russia, is opened and welcome all the sea masters – these are Tall Ships.

Novorossiysk City Marina: development prospect for yachting
Interview with the Deputy Construction and Connection Director of the Black and Azov Sea basin affiliate of the Federal State Unitary Enterprise, Eugueni Karpachev. – Mr. Karpachev, the Black Sea Regatta got to be an important event in your branch. What challenges had been accordingly set before the employees of the Federal State Unitary Enterprise Rosmorport? – To begin with, I would like to mention that the SCF Black Sea Tall Ship Regatta 2014 was a unique event, involving the world biggest training sailor ships, with Russian “Mir“, “Sedov”, “Kruzenshtern“ and “Nadezhda” among them. They crossed the Black Sea twice, calling at the ports of four cities: Varna, Novorossiysk, Sochi and Constanta. The Regatta ships lied in our port from the 9th till the 12th May 2014. The Regatta Organisational Committee assigned our enterprise the task to arrange a temporary yacht Marine by the West quay pier of the Novorossiysk port terminal. Considering the large number of the expected vessels our affiliate designed a Novorossiysk City Marine project, able to receive 10 B‑class vessels and 30 C‑ and D‑class vessels. We also renewed the 180‑m‑long lowered acceptance board at the West quay pier and installed a couple of landing-pontoons. – Did these projects turn out to be very time-intensive and specific ones? – The engineering works at the West quay pier began already in December, 2013. An immense amount of work was done during the shortest time possible: project development, minor repairs, installing and anchoring of the pontoons, bonding of every single pontoon to a one-quayage, installing of cap wales, gantlines and deck stages. The last 10 pontoons were fixed in March and April 2014. We adjusted special service standpipes along the pontoons and the lowered acceptance board, connected to the electrical power and water networks, hidden inside pontoon constructions and water-supply engineering; mooring buoys were installed along the C‑line. All the utility networks had been connected to the city electrical power-, water and water disposal- networks. All these operations complied with the General Marine Concept, affirmed by the Directors of the State Unitary

Enterprise Rosmorport, with the project documents and with the contracts concluded with our external collaborators. With the object of using the city networks we had to coordinate the approval of the local authorities, of its special services and to get all the paperwork done. Thus, the run schedule of the building works depended to a large extent on the agreements being achieved. – What was the contribution of the City Municipal Services to your projects? – The city authorities had to approve the standard operating procedures concerning the cable placing (under the city embankment) for the yacht-marine infrastructure and also concerning the pipework routing for water disposal network. We had to win approval for utility cuts and remedial works in the city centre. We are truly grateful to the local authorities, represented by the Head of Novorossiysk Vladimir Sinyagovskiy, and the Deputy Head of the municipal structure, the office manager Andrey Fonarev and the Chief Technician of the housing and public utilities administration Sergey Fedorov for the prompt decisions on the matters mentioned above. Our experts ensured a 24‑hours supervision of the building works – Baloyan A.G, the Head of Repair and Building Service; Mironov S. A ., the Head of the Energy Supply Service; Savvin A. I., the Chief Expert of the Energy Supply Service, and other employees of the Azov and Black Sea basin affiliate. It would have been impossible to complete all these works without understanding and support of the affiliate management and senior executives of the Enterprise. It was a realteamwork for the benefit of our people. – The West quay pier is a very specific offshore construction. What kind of difficulties did you have to master? – The West quay pier was built far back in the past – in 1985, as a protective structure for the water area. It was renovated in 2012. The quay pier is 1095,3 m long. There is a lowered acceptance board at the 182 meter long base end of the pier. The width of that board runs up to 4,5 m. Our task was to reconstruct the board to a modern international landing pier with a welldeveloped infrastructure and all the necessary utilities. I can honestly say: even though we had considerable means and enough time, it was a hard won for us. Our external collaborators (OOO (en: Limited Liability Company) Portgidrostroy, OOO “Energiya“, OOO “Yug‑2“ and our main designer – OOO “YugMorStroy-T“.) working ahead of schedule got to be our reliable partners and helped us to get over all kinds of difficulties.The team of OOO “Portgidrostroy“ managed to complete the seaward works in spite of bad weather conditions and sea disturbance.
the Marine was constructed considering their sizes. Nevertheless, we were able to “house” this majestic yacht, using the capabilities of our port structures. We were very glad to see the hospitality, offered by the crew of the tall ship to the guests and locals of our city. – What are the technical features of these landing places? What kind of feedbacks have you received from the yachtsmen during the dockage and riding in the Novorossiysk Marine? – Our experts and design engineers had found an extraordinary solution for our project – so we constructed a self-sufficient complex, able to provide our yachtsmen with everything they need. It had a plentiful water supply which was regularly being refilled; a separate water-disposal system had been fixed in spite a 4,5m-counter gradient between the pier level and the drawn-off-point of the city waterdisposal network. There were also toilet and shower-rooms and a laundry. But above all, every single yacht was connected to individual power- and water supplies. I am sure that our well-developed Marine infrastructure could attract a large number of foreign yachtsmen in the future; the Marine will probably get to an attractive meeting point. I was very glad to hear favourable feedbacks from the yachtsmen: everyone complimented the high engineering level of customer care, which could easily grade up to those of foreign GrandMarines, even giving points to them. – Thanks a lot for the interesting interview. What wishes do you have for the further development of this extraordinary project? – Surely enough, an additional protective groin is needed to protect the new Marine all year around. This offshore structure is interesting not only because of its technical aspects – it would benefit our Novorossiysk and help it to develop a reputation of an international Black Sea tourist centre. My team and I would be glad to meet these challenges!
– Were there any unforeseen complications during the use of marine infrastructure? – Yes. For example, there came a suggestion to dock the tall ship ‘Running on Waves’ at the lowered acceptance board of the pier. Forasmuch as smaller yachts had previously been declared, MORSKAYA POLITICA ROSSII

Black Sea Yacht Marines: prerequisite for the ship regattas Interview with the President of the company ARS Group and its Board Chairman, Sergei Sologoub. – Mr. Sologub, in May of this year SCF Black Sea Tall Ship Regatta 2014 took place for the first time in our history. Two big marines had been constructed in Sochi and Novorossiysk especially for Regatta purpose. Are there any other cities where we could count on implementation of such projects? – I kept an eye on the activities around Regatta. And I was very glad to see that the first steps for the development of port infrastructure have already been taken in those cities. Modernization of the port terminal in Novorossiysk will work towards its development as a tourist destination. Further projects for yacht marines will allow us to establish our own Black Sea Regattas. For example, there is a great potential for the building of modern yacht marines and riding-places in Sevastopol and the Crimea which could keep up with similar and very effective international projects. Russian nature, landscapes and aquatic area are as good as foreign seaside resorts but infrastructure is our “trouble spot”. At the same time, the accumulated experience of Russian developers, cooperating with their foreign partners could already allow us to implement similar projects. I think that the locals and guests of Sevastopol take fancy with their modern marine- that would be a similar project as Limassol Marina in Cyprus. The marine has a yacht riding place instead of cement-and-glass scratchers at the water area. Exactly this region project will help us to attract more tourists to the culture-historical and military centre and make a turn to a source of pride for the locals. Projects like that will surely give an impulse for the extension of complex services on behalf of the Black Sea fleet, push our instrumentmaking industry, IT-industry, provide employment opportunities and attract new engineers. The citizens and guests of Sevastopol will appreciate the strong points of the modern yacht marine with a welldeveloped infrastructure. – Do you have any other projects for the Crimea? – I would say, the Crimea region is very attractive for investors. Apart from such innovative projects as new marines, which provide employment opportunities, we have to renew economy-class

Novorossiysk residential accommodations. Let´s face it: if we want to attract new employees who would live and work here, we simply have to provide them with housing. That will cause a certain building boom. That is why such projects as high-tech marines, extension of production clusters and building of economy-class residential accommodations are interconnected. I think it is quite possible to find a way for levelheaded extension of the number of accommodations and workplaces. And there is a perfect opportunity for our holding to approve itself. We are specialized at installing comfortable and accostableaccommodations with well-developed infrastructures. – Are you not in fear that the Crimea projects may turn out to be risky? What kind of juristic and organisational difficulties may “be on the watch” for Russian companies, operating in the Crimea? – Considering the latest developments and uncertainty of the present situation some hesitance is quite understandable. And what state of things do we have now? The claim of the Government of Russian Federation to enact the Crimea Development Program up to the 1st of July has not been yet fulfilled. Some points of this Program must be revamped, thus the valid timescale is exceeded. Deputy PM of the Russian Federation, Dmitry Kosak made the demand to confirm the Federal target program for social and economical development of the Crimea federal area in the shortest time possible. In September 2014 a check-list of free building plots and a list of state municipal enterprises which need investments and may go private should have been completed. In such a way we will draw out the major lines of the development of business and infrastructure. Both government, enterprises and our citizen have to obtain a broad picture of the actual situation in order to enable communityminded people to participate in the economical and social development of the region. The annexing of the Crimea hit the headlines not only in Russia but all over the world: after the Winter Olympic Games in Sochi it was the most significant event of this year. Seeing that we are being observed by the entire world it is very important now not only to reveal but also to unlock the whole potential of this region. I am sure, the factors mentioned above will bring along both budget and private investors within the Federal program. In summary, the Crimea has good chances to turn into a new technological and a high developing region. – Why have you chosen exactly Sevastopol for the yacht marine project? Does its water area compare favourably with other Black or Azov Sea water areas? – The marine implies that the locals and guests of the town obtain free admission to the shore infrastructure, quay and berthing facilities. This is the key element of the whole project, a recipe for its success and development. Sevastopol has here the advantage of geographic location, its inheritance and social aspects. Talking about providing employment I do believe that the locals, who have seafaring so to say in their blood, would easily get familiar

with new jobs and services around the marine. Here we can speak about dozens of workplaces alone in the port and about hundreds of them on shore, in the port infrastructure. Just think about restaurants, hotels, all kinds of commercial activities and entertainment. And here we are talking just about a single marine, the coastal area could yet “house” a couple of them. – Which Sevastopol bays are the most appropriate for that kind of projects? – It’s early days yet to answer this question more particularly. I would just say that Sevastopol has a huge potential for marine projects. I have already mentioned that the city development plan considers not only the interests of investors but also our federal program. This issue was recently discussed with the Director of the Strategic Development Agency of Sevastopol, Alexey Chaly. By order of the 1st Deputy Chairman of the Naval Collegium of Russian Federation, Sergey Shishkarev, my report on the issues mentioned above will be placed on the agenda of the next sitting of the Marine Board. It is not until we have all together worked through these matters that we can draw concrete conclusions. – Do you have further development projects for the Black Sea or Azov Sea coastlines of the Krasnodar region? – Such projects are of interest to us, no doubt. As you can see we have taken out a very interesting and fairly new kind of business activity in our country-building and construction of onshore objects, based on the strong points and infrastructure of seaside areas. Their further development will to a large extent depend on federal policy. South regions of Russiahave maximum development potential for complex marine-projects due to their direct access to sea. And the cost-efficiency of such projects should be manifestly obvious, all the more so as due to the State Support. Time will tell whether we implement single investment projects or initiate an overall development of the whole seaside of our country. Anyway, such projects are interesting for us.

Cadets demonstrated their true far-east character The Principal of the Maritime State University named after adm. G. I. Nevelskoi (in Vladivostok), Mr. Ogay tells us about participation of the ship “Nadezhda” and his students in the SCF Black Sea Tall Ship Regatta 2014: – Cadets of our two main Naval Colleges did practical training on the ship. Many of them were not yet 18 years old. It is understandable that we were emotional over that: will they get through? There was a great number of challenges: they had to learn the fundamentals of sailing, to obtain practical hand on-skills with ropes and sails, and do learn to act as a team. For all of them that kind of practical experience was the first one in their lives. And the voyage was also a long-continued one – the ship was to travel to the Black Sea from Vladivostok. But the boys met the challenge – that is the merit of their instructors, their mentor and teachers. We all hoped for our triumph even though we understood that the runners we have to deal with are very strong and skilful. But it was exactly that situation where our students showed their true far-east character: they were able to recollect themselves and to demonstrate total efficiency when necessary. How was it possible that so young people turned to full-blooded sailors in the shortest time? How did they manage to create a crew and to win? I think the answers are provided by our traditional training system. During the first days at the Naval University the students swear an oath at the student ceremony, they begin to live, to work and do learn according to a military system, which school them to rise above themselves. And such

school approach is justified. Team spirit, sea brotherhood and responsibility are not just phrases for these boys. Practical skills are also of great importance. After the Transport Ministry of the Russian Federation and the Federal Marine and River Transport Agency had given us the task to participate in the Regatta we straight away began to train for this longdistance voyage intensively. We changed dead ropes- we had already obtained practical sailing skills under extreme weather conditions of the Japanese Sea. At that time we watched the masts of our runners breaking. We did capital repairs on our ship, cleaned and painted the marine hull and equipped it with all the necessary things for the voyage. But it is not just our training system and perfect equipment that allowed us to win – it is much more the special team spirit on the ship, steered by its captain. Our captain, Sergey Vorobjev, his team and me have already made many and many of young green boys to 100 % sailors! The team spirit, this special feeling was there as our “Nadezhda” crossed the Pacific Ocean with a mission of a peace envoy prior to AREC Summit 2012 in Vladivostik. It was also there during representative voyages to Shanghai (RPC) and to Yesa (Republic of Korea) where frigate “Nadezhda” represented Russia
at international exhibitions. And it was certainly there during the Black Sea Regatta. Young people are strongly attracted by seafaring in the Far East. Off-shore and arctic projects are being worked up dynamically. Seafaring is a synonym for a high social status. Today our students have won the Black Sea Regatta – it is quite possible that they get to be aces in their profession in the future, after they have graduated from the University. I don’t know how the future of Regatta participants is dicey – I don’t know if they get to be seamen. But I am sure that this voyage has steeled them, that they got a practical “lesson” of public spirit and patriotism. I sincerely wish them further achievements!

The magazine “Morskaya politica Rossii” interviewed Sergey Vorobyev, the captain of the training sailing vessel “Nadezhda” of the State Naval University named after G. I. Nevelsky.
“We had a race-winning posture!” – Congratulations! It paid to cruise from Vladivostok to the Black Sea. What was more important for you – the victory or could you have been satisfied with barely participation in Regatta? – It was such a long voyage – 23 000 marine miles out and home… I used to say in all my interviews that we want nothing but victory. And yes, “Nadezhda” had already participated in races 10 years before but she was out of luck. After that race we had a feeling of unused opportunities, a feeling of disappointment caused by strategic mistakes. We were sure that we are able to win. And that was our focus. – How did you make such an ace-deuce crew of experienced sailors and young students work as a team? – Well, I did nothing special, I would say. I talked to them; “prescribed” a winning line of action, looked for right words… In a race you are always interdependent: the captain and the navigational crew depend on the deck crew and the students – so skilful and neathanded they are. And both students and the crew must rely on the navigational team and the captain because they have a good handle at sailing. For the race time we are not just a crew-we are a team! – It was the first time that Regatta took place in the Black Sea. What would you say about the race conditions? What judgement would you sit on organizational aspects? – It was the first time that I participated in such of Regatta and I have nothing to compare with. But I think that Regatta organization was on the top level. In contrast to the other vessels frigate “Nadezhda” rides very well by fool, fresh winds. We diced away if there was a weak and favourable wind – because of handicaps and the wind area. One of the race’ conditions was passing by the Crimea half-island in a MORSKAYA POLITICA ROSSII

20‑miles-distance from it. Even if it was windy, we couldn’t make an advantage of that because of the high mountains. It turned out to be pretty difficult to get through that check-point. It’s not for nothing that many vessels didn’t manage to finish the first race in time. For another thing, there is such an effect as “Black Sea swing set” – neithercaptain or the crew are unable to affect anything in this case. The wind is extremely changeable – you see that you are riding at 3 knots and the vessel just next to you – at 9. – Talking about sea training – what is the most difficult aspect for the young students? – Like all young people they suffered from the separation with their loved ones. – May any student be admitted to practical sailing or is there a competitive examination? – Practical sailing lessons are scheduled according to our plans and time-tables. All the students have the opportunity to practice. The conditions are always the same – the most necessary sea-going documents are required. – Do you sometimes have to “throw the book”? And what is the absolutely no-go on a vessel? – I appreciate mentoring and talking much more than “throwing

the book”.There are also certain fleet traditions. For example, I don’t allow the students to turn the back to the direction of travel on the captain’s bridge. As for discipline, no kind of military hazing is allowed. I terminate all scrummage attempts, alcoholic beverages are also prohibited, etc. – At the time seafaring face new challenges in Russia – I am talking here about Arctic’s acquisition and the development of the Nordic sea communication. Are there enough young Naval Academies students who could fill the shoes? – Unfortunately, at the time being some students show less devotion to their profession as it used to be. But there are also diligent young people who thirst for knowledge. They make me glad. It’s worth working with them – and the teachers and the crew of our training ship succeed in doing that. – What is your experience, how many students keep studying seafaring after such a difficult voyage? And how many of them start thinking about reorientation? – Just after our practical voyages on “Nadezhda” the students unite to a kind of “rota”, to a well-knit group of comrades. All of them keep studying. Some graduates spend a couple of years with seafaring; some of them find their calling in it.

To Sailing! T
he Russian cities did a great job to prepare ports for the Regatta arrival and organize interesting entertaining programs for the Regatta participants and all the guests. The Regatta partner in Novorossiysk ‘Abrau-Durso’ company invited the crews to get acquainted with the history of ‘Abrau-Durso’ Russian House of Wine and to taste some wines and champaigns. ‘Abrau-Durso’ prepared an entertainment program for the captains and the crews of Russian and foreign tall ships. The guests visited the Centre of Wine Tourism ‘Abrau-Durso’ and the famous mountain tunnels where champaign is seasoning, walked in the park and later in the evening the honoured guests were invited to the captains dinner.

The SCF Black Sea Tall Ships Regatta aims at raising interest of young people to seafaring and sailor traditions as well as promotion of yacht-tourism in the Black Sea. Alley of Russian Fleet Glory
The Alley of Russian Fleet Glory is a travelling display of sculptures depicting Russian distinguished naval commanders. For three years this display has been held in different cities and towns of our country under the auspices of the Marine Board under the Government of the Russian Federation. The project of the travelling display was initiated by “Morskoe Informatsionnoe Agentstvo“ (engl.: Maritime Information Agency) and the magazine “Morskaya politica Rossii“ with the participation of “Alley of Russian Glory“ Fund (person in charge – M. Serdyukov). Seven expositions has been organized.

The purpose and objectives of the display are the patriotic upbringing of people which is the basis for spiritual, political and economic prosperity of Russia, its integrity and security. In the days of Regatta in Novorossiysk and Sochi thousands of guests, locals and regatta participants visited the exhibition. They laid flowers to the sculptures paying the tribute to the great men and their deeds. The organizers hope that in future the Alley of Russian Fleet Glory will become a permanent exhibition of these two cities.

Ushakov Cadets under ‘Mir’ Sails The cadets of the Admiral Ushakov Maritime State University (Novorossiysk) took part in the SCF Black Sea Tall Ships Regatta 2014. ‘Mir’ is a sail training ship that belongs to Admiral Makarov State Maritime University (St. Petersburg). With our cadets on board it went to a cruise in March, 2014 from the port of Novorossiysk. In his farewell speech the Head of the University Sergey Kondratiev said to the cadets: We managed to arrange with Rosmorrechflot that the tall ship will arrive back to Novorossiysk after the practice. Our cadets will take part in the Tall Ships Races on ‘Mir’. In the Russian ports of the Black Sea they are to serve as liaison officers on the ships. 50 cadets, speaking English fluently, will be informators among foreign participants of the races. It’s an honorable and responsible mission. As to their practice on ‘Mir’, these cadets have got a unique chance to do sailing practice on board of ‘Mir’. This voyage will be hard, but very exciting. Just imagine them setting the sails… It’s a great responsibility for the captain and the

crew, but I believe our guys won’t let us down. I wish you fair wind! Experienced sailors gathered on the quay, looked wistfully at the tall ship and remembered their voyages and adventures. Sailing practice supervisor Igor Shapiro said that in total 140 cadets would go on ‘Mir’. 35 of them – the students of the university and 105 – of the Rostov-naDonu branch. ‘Mir’ was to navigate from port of Novorossiysk to Istanbul, then to Piraeus, later – to Varna and Constanta. He added that this voyage would be unforgettable for the students. They would obtain many practical skills that would be of use when they become sailors. Sochi, Russia The first nine participants of SCF Black Sea Tall Ships Regatta 2014 called in the port of Sochi early in the morning on May, 13. Next day other seven vessels joined them, including ‘Mir’, ‘Nadezhda’, ‘Kruzenshtern’ and ‘Sedov’.

Light south-east breeze was favorable during the cruise from Novorossiysk to Sochi. When the participants were entering the port, there was windless calm. At 8 a. m. the first tall ship ‘Bodrum’ (Turkey) moored in the port. A varied entertainment program was prepared for the tall ships’ crews and trainees, the citizens and guests of Sochi. As part of it a Maritime Village was opened on the territory of southern pier. A press-conference was set on board A‑class ship ‘Running on Waves’. The Mayor of Sochi took part in it. Other ships were opened for visiting by citizens and all the guests of the city. In four days, while the tall ships were docked in Sochi, more than 90 000 people came on board of the vessels, and more than 350 000 enjoyed the festival.

The participants went through the streets in the Crew Parade. After that a prize giving ceremony was held. The President of the Russian Federation Vladimir Putin, the Governor of Krasnodar Krai Alexander Tkachev and the Mayor of Sochi Anatoliy Pakhomov attended it. At loose hours the crews visited museums and Olympic objects, parks and other sightseeings of Sochi, took rest after a difficult sea cruise or played football, basketball, competed in kettlebell lifting, arm-wrestling and tug of war. Every day dancing groups and music bands performed in the Maritime Village. On the last day, May 17, as a part of the closing ceremony of SCF Black Sea Tall Ships Regatta 2014 in Sochi this resort city opened a holiday season.

It was not a mere coincidence that Sochi hosted SCF Black Sea Tall Ships Regatta 2014. The city which earlier hosted the winter Olympic games had been drastically changed and transformed into a modern resort city with a developed transport infrastructure, which include seaport infrastructure. As a result of the seaport modernization Sochi has got all the conditions to become a large international cruise centre. There is now a new seaport that can take up ocean liners and a number of new port stations along the seashore. This lets the city administration to revive cruise tourism segment abandoned from the Soviet times. The Sochi seashore infrastructure deve lopment was a separate paragraph of the

Olympic venues construction program. ‘Sovcomflot’ company (historically the operator of the Sochi seaport) took part in this project. Among the objects of the sea shore infrastructure built for the Olympic games the most significant, besides a trade and exhibition centre, is the first ever in Russia marina ‘Sochi Grand Marina’ – a worldclass yacht harbor for 300 boats with a maintenance area. Russian and foreign architects planned this marina. The result of their work has harmonically blended into the actual architectural complex of the seaport with its historical building ‘Morvokzal’ topped with a 71‑miters spire (1955, arch. K. Sochi transport infrastructure changes one can call revolutionary. Tens of new roads and junctions, transport engineering constructions guarantee effective logistics for decades to come. It took only five years to construct and build such unique traffic arteries as the road from Adler to Krasnaya Polyana, loop road and relief road in Sochi. On the whole 360 kilometers of roads and bridges were built, more than 200 kilometers of railways, 22 tunnels. New railway stations appeared in Adler, Krasnaya Polyana, Olympic park. Sochi railway station was reconstructed as well as all the stations along the Bolshoy Sochi railroad. The Sochi airport is in top 10 of the largest airports of Russia, able to receive all types of aircrafts. MORSKAYA POLITICA ROSSII
In 2013 the construction and modernization of the railroad in the direction Tuapse – Sochi – Krasnaya Polyana was completed. Within this project there were built 48 kilometers of railroad, 46 kilometers of motorway with five junctions and bridges across the river Mzymta, 5 tunnels at total length of 26 kilometers, 35 kilometers of bridges and overhead roads. Thanks to the Olympic venues construction program all the environment support systems of Sochi (power industry, social and engineering, housing and utility sectors) were renovated. Health resort treatment sector – the most important in Sochi – got a shot in the arm. Hotel room stock has doubled. New
tourist destinations has appeared, for example, ski resorts. Where there were moorland in Imereti lowland, now a new unique resort has appeared and is developing successfully. By the way, a ‘Sochi-park’ which is Disneyland analogue is situated there, attracting thousands of guests from Russia and other countries. A great job was done to adjust a common architectural look to the city. More than 1400 objects meet the accessibility requirements, including accessibility for disabled people. Today Sochi is a city with barrier-free environment. The city meets all the ecological requirements. The administration of Sochi do its best to popularize the city as a all-season resort.

he first race results of the SCF Black Sea Tall Ships Regatta were summed up in Sochi. The President of the Russian Federation Vladimir Putin presented the prizes. He welcomed the crews and trainees of the SCF Black Sea Tall Ships Regatta and handed in the trophies to the captain of the Russian ‘Akela’, which first cross the finish line in the race from Varna to Novorossiysk, and the captain of the ‘Nadezhda’ for the longest passage from her home port in Vladivostok to Varna. ‘‘I am happy to greet all of you who have dedicated their lives to the sea. It is especially pleasant that the Regatta came to Sochi on the eve of the holiday season.

Vladimir Putin wished all the participants to finish the Regatta successfully in Constanta, and then addressing to the foreign crews said that they were always most welcome to Russia. In his turn he greeted the participants of the Regatta and all the guests and pointed out that the Regatta carried on the Olympic traditions. He wished the captains and the crews good luck. After the ceremony Vladimir Putin visited ‘Mir’, where he met the cadets of the Admiral Makarov State Marine Academy.

“Kruzenshtern” Sails On April 30, 2014 the sail training ship ‘Kruzenshtern’ moored in port of Varna, Bulgaria. This tall ship, assigned to Baltic Fishing Fleet State Academy, took part in the SCF Black Sea Tall Ships Regatta 2014.
T
hough ‘Kruzenshtern’ had raced STI tall ships’ races many times, but that Black Sea Regatta was something absolutely different. ‘It’s one thing, when you are a guest, and another – when you’re the host,’ said the sailors. To host regatta fleet is a challenging task to any port. The port of Varna was the first. The SCF Black Sea Tall Ships Regatta 2014 was opened and later started from here. In the sea during the race the crews will be competitors, but on the shore they all make friends and get acquainted, visit each other’s vessels, take a closer look and gauge strength of the rivals. The day ‘Kruzenshtern’ was to leave Varna started with alignment of the cadets. The command officers mentioned their decent results in the sports event and model behavior during the stay. Then there was all-hands and the crew

prepared all the masts and sails of the moored ‘Kruzenshtern’ for leaving the port of Varna and participation in the race. In the course of briefing for the captains of the tall ships held by STI officials, they were instructed on the parade of sail organization, the order of departing from the port, start and finish details of the first race from Varna to Novorossiysk. The flag of the Regatta was given to the ‘Kruzenshtern’ crew. ‘Kruzenshtern’ left the port last but one. Her cadets aligned her boardside to farewell the citizens and the guests with their white hats and then made a wave. Traditionally the ‘‘Kruzenshtern’ sails’ – the unofficial anthem of the barque – sounded from the speaker. Accompanied by small yachts and motor boats in the parade of sail ‘Kruzenshtern’ made a round in the Varna’s bay and toed the starting line. On this point the vessels must get up maximum speed and later use only their sails. MORSKAYA POLITICA ROSSII

In the beginning of May the Black Sea does not look welcoming. The horizon is covered with fog, the sky is grey, it rains from time to time, and the cold wind blows. The cadets and the crew of ‘Kruzenshtern’ had no time to relax. The first all-hands happened at 2.30 a. m. and repeated later instead of the morning exercises on Sunday, May 4. At 10.00 a. m. ‘Kruzenshtern’ showed promising results in her A‑class, there was only Mircea (Romania) ahead. But force-major occurred: the ship boatswain needed urgent surgical treatment. On May 5, the commanders decided to leave the race and to go to Sevastopol port. It’d been almost 30 years since ‘Kruzenshtern’ had called on this port. The crew was eager to see this town which is called ‘the cradle of Russian naval glory’. ‘Kruzenshtern’ was the first tall ship that moored in Sevastopol after the Crimea had joined the Russian Federation. Here the barque crew took part in the Victory Day celebration. ‘Kruzenshtern’ took up the berth 143 and the barque was opened for visitors. There was a photo exhibition on board the ship, guides narrated the 90‑year history of ‘Kruzenshtern’, her expeditions and around-the-world cruise, showed the ship’s museum and the onboard church. It was from early morning that citizen and the Crimea visitors queued to visit the majestic tall ship. Over 45, 000 people came on board of ‘Kruzenshtern’ during that brief stay. That was absolute record! On May 9, the President of the Russian Federation, Supreme Commander-in-Chief Vladimir Putin attended the Victory Day Parade in Sevastopol and reviewed Russian Navy. The celebrations ended with great fireworks. First time ever in history the sail training barque ‘Kruzenshtern’ along with vessels of the Black Sea Fleet took part in the military parade. The crew of ‘Kruzenshtern’ was proud of that fact. The tall ship was leaving the harbor of Sevastopol accompanied by the songs glorifying the Black Sea naval heroes.

While ‘Kruzenshtern’ was in Sevastopol the first race finished in Novorossiysk. The barque joined the regatta vessels and followed to Sochi on May 13. It was for the first time that the Tall Ships Regatta moored in Sochi. The holiday atmosphere reigned in the town. Musical bands, rock groups and dancers performed in the halls and on the squares of Sochi. On May 14, the Maritime Village of the Black Sea Regatta was opened. Next day the Regatta’s crew parade marched through the flourishing town. Thousands of citizens welcomed the Regatta’s participants in the streets of Sochi. In the evening the prize giving ceremony was held on the Maritime Village square. The President of Russian Federation handed the prizes to the winners of the first race. By the May 18, the ‘Kruzenshtern’ voyage had ended and all the cadets and a part of the crew of the barque were interchanged. 92 cadets of Baltic Fishing Fleet State Academy, Kaliningrad Marine Fishery College, Astrakhan State Technical University, VolgoCaspian Marine Fishery College, St. Petersburg Fishery College and Yeysk Marine Fishery Technical School accomplished their severe marine practice, and became real sailors. After 5 months of marine voyage when they had sailed more than 7000 miles they went back home for the holidays. According to the schedule the sail training ship ‘Kruzenshtern’ left the race and didn’t take part in the second race of the Black Sea Tall Ships Regatta, but in a month and a half she would meet her competitors in the North Sea Races. Another 121 cadets of the Federal Agency for Fishery of Russian Federation joined the barque, and ‘Kruzenshtern’ started a new voyage across seas and oceans ready to meet storms and gales. Carrying on the traditions of the Olympic Games 2014 After XХII Winter Olympic and Paralympic Games Sochi has got the image of an international culture and sport centre. The SCF Black Sea Tall Ship Regatta just enhanced the reputation of a summer sport capital with a modern port terminal and a yacht marine.
T
he decision to hold the Regatta on the Black Sea was already taken in 2009, when the training ships of a Baltic Regatta called at the port of St. Petersburg. On the side-lines of the Olympic projects marine and coast infrastructures of Sochi were fundamentally renewed. Thank for a target federal program the Company “Sochinsky morskoy torgovy port“ (en: Trade port of Sochi) acting in cooperation with Rosmorport (State Unitary Enterprise) was able to construct in the historical city centre a new terminal for passenger cruise liners, able to receive 330m-long ships with up to 5000 passengers on board! The yacht-marine, put into operation in autumn 2013, was also modernized. A special Organizing Committee was formed for the purposes of the Black Sea training ship Regatta. There were officials of the Transport Ministry of Russian Federation, Rosmorport, the Federal Marine and River Transport Agency, representatives of the local authorities of Novorossiysk and Sochi and members of the Sochi Marine Club among the Committee members. The Organizing Committee initiated the establishment of special port committees which worked under supervision and active participation of the heads of local administrations. The committees worked

closely with the Russian Ministry of Foreign Affairs in order to provide foreign Regatta participants with Russian visas in time. Port areas of a large number of Russian cities were spiffed up; very interesting entertainment programs for the waited for the participants and guests of the SCF Black Sea Tall Ship Regatta 2014.
The port employees of Sochi were ready to receive Regatta ships in the evening of the 12th of May. At the new cruise-line terminal there was more than enough place to welcome A‑B‑C‑and D‑ class vessels. The exhibition complex housed the Regatta Headquarters, press-centre, offices of the Organisational Committee and a check-

point for the admittance to the vessels riding-places. The Regatta ships were recieved strictly according to the applicable legislation: all the guests became one-day passes for the admittance to the transport security area; screening equipment (like that in the airport) had been installed at the main entrance of the new passenger terminal building. Still, the formalities didn’t turn out to be very timeintensive for the guests – it didn’t take them much more than a minute to become a pass and to be inspected at the entrance. To a large extent that was possible due to the directors of the OAO (en: Limited Liability Company) “Sochinsky morskoj torgovy port“ who had been discussing Regatta organisational aspects since 2013. The CEO of the Company, Mr. Vladimir Derkunov, the Deputy Director General and Operations Manager Simon Mamuladze, the Deputy Director General Oleg Deyneko, the Head Dispatcher Boris Kononyuk, the monitoring and passenger services and the access control office deserve our credit for the
top level of the event in the port of Sochi. On the 14th of May the “Maritime village“ was officially opened – in honour of the ceremonial reception of the SCF Black Sea Tall Ship Regatta in Sochi. The Mayor, Mr. Anatoly Pakhomov greeted the Regatta participants, the locals and the guests of the city. He said, the Olympic Games provided Sochi with a well-developed material and technical base: 25 modern hotels were put in operation at the same time, managed by international hotel networks and able to receive up to 24 000 guests. During the press-conference, dedicated to the arrival of the training vessels Pakhomov said: “We would be glad if there were more such international events like SCF Black Sea Tall Ship Regatta in Sochi. This Regatta is solidifying fraternal bonds between participating countries, between participating cities on the Black Sea. Such achievements help Sochi to develop a reputation of a modern international holiday resort, popular not only among Russian tourists but also all over the world“.
A new terminal for cruise-line ships was opened for the locals and the guests of the town. It welcomed the A‑class vessels: the most beautiful, most famous sailing ships, such as “Sedov“, “Kruzenshtern”, “Mir“, Nadezhda”, “Mircea“. And there were also a couple of new shallow mooring, which allocated the other ships. More than 362 000 guests visited the yacht marine and the port terminal during that time – they could go on board of the famous “Kruzenshtern”, take a look at the 58‑metermast and the brazen side-scuttles of the chart-house on “Sedov“, one of the oldest sailor-ships and to communicate with the crew of “Nadezhda“. On the 18th of May, after the successful completion of all the festive events, the SCF Black Sea Tall Ship Regatta left the port terminal of Sochi to start for the last race legSochi-Constanta. Thousands of guests came to the quay to watch the majestic sailor-ships leaving. The vessels hoisted the sails in spite of cloudage – the view was clear. Mircea (Romania) was the first A‑class ship which took start, followed by “Nadezhda“, the winner of the first leg, tailed by Bulgarian Kaliakra. In the B‑class Bodrum (Turkey) went off first, followed by Johanna Lucretia (Great Britain). In the C‑class it was Akela (Russia) which forged ahead. This ship had won in the first leg- from Varna to Novorossiysk and Vladimir Putin personally had handed the Winner Cup to its crew. The training ship Regatta is over, but lots of participants said, they would like to come to Sochi again. And considering the kind reviews of the initiators of the Sail Training International, given upon the organisational aspects, there is every reason to look forward to a next Black Sea Regatta, a fascinating race of the most majestic vessels.

Plamen Swestarov, Executive Director of Top Sail Ltd, and the member of Royal Helena crew, share with the reporter of “Morskaya politica Rossii” his impressions on the SCF Black Sea Tall Ships Regatta. – ‘Royal Helena’ is a young sailing ship which competed with legendary grand tall ships as ‘Mir’, ‘Nadezhda’, ‘Mircea’. What was the obstacle to take the first prize right at the beginning of SCF Tall Ships Regatta, during the first race Varna – Novorossiysk? What were the difficulties during the race? – The Black Sea Tall Ships Regatta was a very good experience for the crew of ‘Royal Helena’ and a good opportunity to evaluate the qualities of the ship. The first leg of the Regatta was accompanied by very strong winds and big waves. Conditions in which much larger ships like ‘Mir’ and ‘Nadezda’, with their huge sail area, greater length and higher board, have a great advantage over us. I think we competed with dignity and earned our third place in the first leg with honor. I am convinced that ‘Mir’ and ‘Nadezda’ won their first two places deservedly.

– Who were the trainees which took part in the races? How do you estimate the level of their physical and spiritual readiness for the long distance trips? – On the Regatta on board we had 11 trainees from the Naval Academy of Varna and 10 of the Marine School in Varna. Future sailors and captains. Due to the poor weather during the first leg most of them went through seasickness, but arrived in Novorossiysk smiles dawned on their faces. On board we had also guests. Enthusiasts who wanted to explore the sea and the pleasure to sail and race under sails. – What are the benefits of the participation in tall ships races for the trainees on board of ‘Royal Helena’? – For each of us as crew and the trainees each regatta is something special. Something very exciting. Especially for our MORSKAYA POLITICA ROSSII

young trainees, some of whom was on the sailing ship for the first time. I believe that anyone who has passed the school of the sea, especially under sails, goes different, and hardened with a strong spirit. When we came home with the ship the trainees did not want to disembark! Some of them stayed to sail with us through the summer. Generally it’s very difficult to describe in a few words what is the feel on sea. I was a trainee on a sailing ship when I was 15 years old. Since then 25 years have passed, and a lot of nautical miles at sea. I do not remember any voyage, but this one, 25 years ago, on sailing ship I remember with great delight. – What was the most exciting about the SCF Black Sea Tall Ships Regatta 2014? – Well, many things are exciting during such regattas. The race. The Victory. Even the sunrises and sunsets against the sails are

exciting. A very exciting time of the Regatta is the start of each leg, when all vessels run along and close to each other. I cannot ignore the fact how exciting was the stay in each port. Welcoming, events every day. I am very happy how we were welcomed in Russia. Very warm and cordially. As “bratushki” (engl. – brothers)! – What are the advantages and disadvantages of the Regatta organization and the marinas which you travelled to during the Regatta? – I do not think we can talk about disadvantage. This was an entirely new Regatta for the Black Sea, and I think the overall organization and in Novorossiysk and Sochi, as well as in Constanta and Varna, was on a very high level. For my crew, my trainees and for me too it was a big pleasure to be part of this Regatta.

Second Race The second leg of the Regatta went from Sochi to Constanta, Romania. The waypoint was in the north of the Black Sea, 10 miles south of the Crimean peninsula. With 17 sail training vessels had raced from Varna (Bulgaria) to Novorossiysk (Russia), only 12 continued racing in the second leg of the Regatta.

avourable winds have helped the fleet to make good progress on their way to Waypoint. The Russian ‘Nadezhda’ took the lead in the first day, followed by ‘Akela’. Other vessels sailed in a compact group, apart from ‘Johanna

Lucretia’ (UK) who has chosen a more northerly route. Later the northern wind slowed the pace near the Waypoint. On the third day Atyla (Netherlands) had retired and was motoring to Constanta.
‘Akela’ was the first to pass the Waypoint, with ‘Sea Adventure’ second. The NW wind reduced to 5 knots, the crews of the tall ships had to work hard to make their vessels sail faster. It was especially difficult to class A ships

‘Kaliakra’ (Bulgaria), ‘Sedov’ (Russia) and ‘Mircea’ (Romania). But after the Waypoint it was windy, the weather was favourable for the sail ships and they speeded to Constanta. Finally early morning on the eighth day of the race, May, 22, ‘Akela’ was the first to cross the finish line. The second was ‘Sea Adventure’. Berthed alongside in the port, the three vessels (including the retired ‘Atyla’) waited for the other participants of the Regatta. Race Two of the SCF Black Sea Tall Ships Regatta came to an end in the early hours on May, 23 with six vessels having crossed the finish line and five – ‘Adornate’, ‘Johanna Lucretia’, ‘Kaliakra’, ‘Mircea’ and ‘Sedov’ – finishing at sea and motored to the port.

Constanta, Romania It was a month since the tall ships had started the race in SCF Black Sea Tall Ships Regatta 2014. Finally they finished in Constanta, Romania.
C
onstanta is the largest sea port of Romania. The ancient Greeks founded here a trading town 2,500 years ago and named it Tomis. The legend says that Jason landed here with the Argonauts after he had obtained the Golden Fleece. Nowadays Constanta is an important cultural, archeological and economic centre. Romania was represented in the Regatta by two sail training ships – ‘Mircea’ and ‘Adornate’.

In the days of the Black Sea Regatta ‘Mircea’ celebrated her 75th anniversary in the Romanian Navy and Mircea cel Batran Naval Academy. The President of Romania Traian Basescu took part in the Constanta opening ceremony of SCF Black Sea Tall Ships Regatta 2014. He heartily congratulated the captains and the crews of the tall ships. Then accompanied by the ministries’ representatives and the
Regatta’s officials he came on board of ‘Mircea’ to congratulate the crew personally. In the end of the ceremony the Mayor of Constanta Radu Stefan Mazare greeted the crews and presented ‘Mircea’ a special prize. “I’m glad to welcome all the Regatta participants in our country. ‘Mircea’ didn’t get a chance to win the races and to get many prizes. But this tall ship is still young, she has plenty of time to become a winner,” he said.

Discipline is above all! Interview with the captain of ‘Akela’ Alexei CHEGUROV – The ‘Akela’ yacht is a permanent participant of the most prestigious sail races. In your opinion how did Russia make it out as the host of the Black Sea Regatta? – For our country hosting of the Black Sea Regatta is a great stride forward in sailing development. I understand that it was the first experience, and some aspects need to be polished up, for example, to ease customs formalities. But on the whole everything was organized at a good level. – It’s a question of well coordinated work of the trainees and the crew whether the yacht will be able to win the race. Are you satisfied with your cadets who were aboard your ship in these races? Were there special requirements to those cadets who would participate in the race? – Of course the teamwork is at first place. Especially in the race, when everyone must do his

Constanta best. Otherwise we will lose. My cadets – the students of Admiral Makarov Maritime State University – understood that and tried as hard as they could. When speaking about special requirements, I would stand out high capacity for work and pitiless (meaning no pity for oneself). Sailing is a trying time for everybody. We all have many work to do and many responsibilities. If we pity ourselves, we will go only so far. – What does a cadet learn in the race? What skills and qualities can he develop that will be of use later when he becomes a professional sailor? – After the regatta the cadet will know whether or not he needs the sea. Whether or not he is ready to abandon all the comforts and devote his whole life to the sea. It cannot be otherwise if you are a sailor. Our everyday life is months-long trips. But whatever his future will be, whether he will choose to be a sailor or not, he will be communicative, hard working person. These qualities will be very useful. – In every port the Regatta ships moored for several days and the crew and trainees had a rest and took part in sports, parades and entertainments. Was it difficult for young people to be back on track and to keep the watch? – The cadets must realize that they are a part of a crew – equally on board and on the shore. That’s why the young people must always remember about the discipline and keep regular hours. Then it will be no problem to be back on track. – When speaking about the cadets what is you aim as a captain? – My aim is to help them to love the sea and – strange as it may appear – to explain the necessity of discipline, which is

above all. Then comes my assistance in adaptation on the board, in learning necessary skills… – What was the most memorable to you about the Black Sea Regatta? – The attendance of the heads of state. Especially of Vladimir Putin, the President of the Russian Federation. Their attention the Regatta increases its prestige and the sailing at large.

Second race and overall results
Winners of the SCF Black Sea Tall Ships Regatta honoured at the final prize giving ceremony in Constanta.
O
n May, 25 the Crew Parade and the prize giving ceremony were held in Constanta. In the course of almost a month-long Regatta the tall ships sailed from Varna through Novorossiysk and Sochi to Constanta. In every city the participants got a warm welcome from the citizens and local authorities. More than 200,000 guests came to see the Parade of Sail in Varna. The President of Bulgaria came to farewell the tall ships on their departure. In Sochi the President of the Russian Federation praised the Regatta and presented the prizes to the first race winners. In the final port of Constanta thousands of people greeted the participants of the Regatta. On May, 24 at 13.00 the President of Romania Traian Basescu announced the Regatta in Constanta, accomplishing the SCF Black Sea Tall Ships Regatta, officially opened. The prize giving ceremony was held in the Archeological Park. There the result of a month-long Regatta were summed up.

“Russia Needs Tall Ships Regattas”
Sovcomflot became the organizer and the title sponsor of the International Black Sea Tall Ships Regatta. Interview with Alexey NIKOLAEV, the Executive Director of Sochi Marine Club and the representative of the Organizing Committee of SCF Black Sea Tall Ships Regatta. – What are your personal impressions of the Black Sea Tall Ships Regatta in the organization of which you granted so much efforts and time? – I’ve never seen so many happy faces during any sail regattas. A lot of people from Moscow, St. Petersburg and other regions of Russia came to Novorossiysk. People were coming to see the Regatta ships. There were a lot of foreigners as well. And, of course, thousands of citizens were gathering in the ports every day. Russians came to see our legendary sailing ships, the sea pride of the country. Yes, there were a certain number of sailing ships from Pakistan, Romania, Bulgaria and other countries, but the main feature of the regatta was the Russian ships: ‘Sedov’, ‘Kruzenshtern’, ‘Mir’ and ‘Nadezhda’.
specialists. Active preparation and event organization phase lasted around 10 months which were very stressful and tough. How did you organize the procedures for borders and customs clearance for the ships? We started the preparation for this beforehand. During the last 1,5 years we organized many work meetings devoted to these questions in the Federal Customs and Border Service. The effective work with the representatives of these services brought good results: it took the fleet several hours to get successfully through all the above mentioned procedures.
– What was the media coverage of the Regatta? – On the whole I am satisfied with the media coverage of the event. At the beginning it was quite hard to work with TV channels. They said that the event was not interesting for TV or that the footage would cost very much. That situation confirmed that for TV channels the commercial interests were of higher priority. Still we had a very good coverage. Sochi events were a bit more interesting to journalists and were covered with a greater reach because of the attendance of the
– How much time did it take to get ready for the regatta? – I proceeded to the project in September, 2012. At the very beginning it was the roll out phase of the project which started in November, 2012. At this time Victor Olersky, Transport Minister Deputy, was appointed to be the chief of the Organizing committee in Russia. Then there was the next documentary phase which included the hard and continuous work with other organizations and departments, port authorities and city administrations, sponsors and partners. Then we had to form the executive team of

Рубрика Russian President. In general all federal and regional TV channels worked very enthusiastically being driven by some special regatta spirit. This happened to be undiscovered theme and we noticed that for all the journalists who worked with us during the regatta it was unexpectedly interesting and educative. What was the estimation of the regatta organization by foreign participants? They all had a great experience and had a lot to compare it with as almost all of them had participated in the tall ship races every year in different parts of the world. The feedback was very positive. Everyone loved the atmosphere and the way everything was organized. I could mention only one procedure which worked out not right at the beginning; it is the public visits of the ships. After a day or two it got much smoother. In any case we didn’t have any complaints neither from right holders nor from crewsparticipants. Only the half of the regatta took place in Russia. There were also Bulgarian and Romanian parts. The work coordination with the Organizing committees of these counties happened to be one of the most important and difficult parts of preparation. – What else was difficult? – I wouldn’t stress any specific part or question as all the targets were hard to reach. All of us read a lot of adventure novels and dreamed of faraway countries and the seas. The organization of the Regatta has nothing to do with romance. The process was quite routine like. One of the most difficult things to do was to increase and stay at the high qualitative and conceptual level of event management; as well as to explain that it was an integral part of our contemporary sea history, culture and international neighboring politics. Today I can say that all those who participated or supported the SCF Black Sea Tall Ships Regatta organization were extremely effective and successfully coped with all the tasks. The Regatta was indeed wonderful,

bright and truly sea event which happen so rarely in our country. It was the first Regatta in the sailing history of our country patronized by the President of the Russian Federation. We must be proud of it. I am thankful to everyone and happy to be the part of the regatta organizing team which included such wonderful and professional people. – Are there any plans to have the next regatta soon? – Unfortunately we don’t have such activities in the Black Sea. And this is what need to be changed. We used the Tall Ships Races management experience of other countries and came with ‘know-how’ of our own. We would be happy to organize the next regatta in the nearest future and will use all our efforts to make it even brighter and more representative. We already have the integrated project team and some new interesting ideas. For Sovcomflot and Ministry of Transport the Regatta was a risky project, but at the end we can say we managed the event organization very well. Now we have got distinctive advantages for attracting more participants and partners for the new projects. Thanks to the regatta not
only the citizens of host-ports received such positive emotional pleasantries but also the ports were upgraded. In Novorossiysk the moorings were renovated, the certain work was done to clear the bay bottom, new pipes were integrated. Rosmorport performed great work results in building new marina near the western mall, and also the work procedures with customs and border guard service, Ministry of Defense and Foreign affairs were significantly improved. All together we showed to the local and foreign public that Sochi and Novorossiysk can be visited by ships and yachts with no fear or technical problems. There will be no obstacles for berthing or documents preparation. The southern gates of Russian seashore are open! – Does Russia have chances to host other international regattas? – It is possible to organize any kind of regatta in Russia now. However the regatta should not be organized for the sake of regatta itself. Each sailing race if we take the organization on our own account must be effective to Russia in terms of benefits. According to this fact the Tall Ships Regattas should become a natural thing: Russia has five tall ships in it’s fleet. The great interest to the regatta of 2014 means we should not stop at the achieved level. We need to modernize the existing fleet and to build new ships which will become the sailing training ships for the cadets. They would participate in the international races and all over the world. Although we shouldn’t perceive sailing only through this perspective. We also need to include children’s sailing along with professional series. By the way in Novorossiysk we managed to successfully organize the Junior Sailing Race – “TRANSNEFT – Black Sea Odyssey 2014”. It was quite an exclusive event inside of the grand event: small “Optimists” and “Cadets” racing in a bay with legendary tall ships ‘resting’ in the background!

MARITIME INFORMATION AGENCY OFFICIAL MEDIA PARTNER OF THE SCF BLACK SEA TALL SHIPS REGATTA 2014 Maritime Information Agency (MIA) highlights the activity of the Marine Board under the Government of the Russian Federation and covers the events of the Russian Navy and civil fleet, the situation in shipbuilding industry and topical issues of seaport and river port development. The Agency unites dozens of official medias and Internet sources covering the events of the Russian marine industry. MIA takes active part in organization and realization of the Marine Board events. MIA issues a magazine “Morskaya politica Rossii. Ludi. Sobytiya. Facty” (“Marine politics of Russia. People. Events. Facts”). This is an official press organ of the Marine Board under the Government of the Russian Federation. The magazine reports the situation in the marine industry, monitors conferences and official organ sessions. There are such regular columns as state policy, national marine interests, shipbuilding, Russian ports, maritime security, education, Russian fleet traditions and history. Each issue is dedicated to the topic that will be discussed during the scheduled session of the Marine Board under the Government of the Russian Federation
MIA took part in the organization and realization of more than 50 events of the Marine Board and other representatives of the marine sector. We covered the barque ‘Sedov’around-the-world cruise and the sailing practice of cadets. MIA initiated and organized the exhibition dedicated to South of Russia and the Black Sea region. We initiated and organized the exhibition that was represented in Novorossiysk and Sochi during the SCF Black Sea Tall Ships Regatta 2014. That was Marine Symbols. Now we have started a new project – “Marine Board Library”. The first book tells about Admiral Ushakov.
