IT CAN BE FAR FROM our mentality to build something that works as a symbol and a monumentl. Here it is important to try to understand the perspective that the majority of the Bolivian people have been massively suppressed by the ruling classes, and thus have seen how their spirituality and cultural heritage have been oppressed. In La Paz, the indigenous peoples has not an architecturally ownership in the urban space. Government houses, squares and monuments are created by the ruling classes.

7 Architectural Narratives that illustrate the most significant elements from my research. They are generating narratives through which the project are told:
01 THE CROWD _ When an individual is standing in a crowd and is part of creating a voice and its echo, does he understand the voice and its importance? Markets, demonstrations and parades are central in the Bolivian culture. They create mobile, common spaces, that are not a fixed physical part of the city, but defined by the size, motion and location of the crowd. The PROJECT creates a physical, public space, which can be overtaken by the crowd.
02 THE ESPANSE _ To stand on the plateau creates the illusion that the whole world is here between the mountains and behind is nothing. When you stand on the ramps with your back against the mountain, La Paz is the whole world - there is no horizon. Plateau is the focal point of Bolivian culture and religion.
03 THE AIR _ The thin, oxygen-depleted air in La Paz demands that the body adapts. Air defines the experience and understanding of the space,which seems in disarray. Distances and surfaces seem dimensioned in a differetn or wrong scale. Spatial understanding in the PROJECT manipulates continuously with classic scale conditions. The central compartment (the General Assembly Hall) is floating/hanging in an oversized lobby

The sun’s rays give a bright and strong sunlight that contrasts the night frost. The colours catch the sun’s power and create contrast to the raw landscape. Rhythms ande colours in the facades are only seen in levels when you look at the PROJECT upon arrival or from downtown.
La Paz is a montage, a sampling of cultures and its rulers. The contrasts in La Paz are endless. The PROJECT is a montage of the landscape’s roughness and the city’s colourful sprawl. All horizontal surfaces are created as spaces where people can gather. They stage events - market, festival parade and demonstration are not more dignified, but have the same value as the unorganized and spontaneous events. Everything is woven together in the project’s total expression.
The PROJECT creates a framework in which Bolivia’s democracy can be developed.There is room for state power, various Native American nations, NGOs and educational institutions. Together it can help to create a basis for a new identity a Naciones UNIDOS de Bolivia - Bolivia united nations.
Combinations and juxtapositions of color are central to the Native American traditions and culture in Bolivia. Patterns are important as narratives that are passed through generations.
