Meet Our Board of Directors! “The Compass Rose Benefits Group Board of Directors plays an integral role in ensuring all products and services are responsive to the unique population in which they exclusively serve. Because eligibility to serve on our Board extends to all civilian employees and retirees of the Intelligence Community, Department of Defense, and Department of State who are actively enrolled in at least one Compass Rose plan - there is no one more qualified to speak on your behalf and ensure that your unique needs are met. On behalf of Compass Rose, we are honored to introduce the men and women who serve on our Board.”

- Randy Stoughton President, Compass Rose Benefits Group

“I wanted to serve on the Board of Compass Rose Benefits Group (CRBG) because I recognized the importance of having fair and adequate health coverage and wanted to ensure CRBG remained responsive to member needs and changes in the health care environment. What I’ve enjoyed most has been working with the Board and staff as CRBG took on the challenge of transitioning to private, non-profit status while still expanding its portfolio of services and maintaining high levels of customer service; being a part of it all has shown me that the people of CRBG really care about their members and are constantly working to improve.”

- Charlie P. Board Chairman

“My interest in serving as a Retiree Representative on the Board of Directors stems from my long-standing experience and commitment to Compass Rose Benefits Group. My interest dates from 1988, when I first served as Chief of the Insurance Branch in the parent organization and eventually progressed to Deputy Group Chief. From that personal start date in 1988, insurance operations have developed from an in-house system staffed by generalist personnel employees to a highly professional and competitive stand-alone benefits group. I consider it a privilege to return to the insurance arena in this new capacity as a member of the Board. As a newly elected member of the Board, I have attended only a few board meetings. In this short time, I have been impressed with the scope of activities of the benefits group, the obvious professionalism of the staff, and the clear commitment to integrity and service by all of those serving the Compass Rose Benefits Group community.”

“It is not so much that I chose to serve on the Board but more that I have been honored by election to serve as a Retiree Representative. I did originally choose to put my name on the ballot because I saw an opportunity to learn more about the health insurance plan which helped my family and me over many years with a variety of health care needs. Satisfying my curiosity about the workings of health insurance plans, the privilege of acquaintance with officers, staff and fellow Board members and representing our retiree members have brought not just enjoyment but reward. Now that combines with anticipation of progress and expansion of Compass Rose.”

- Beverly C. Retiree Representative

- Joyce F. Retiree Representative

Compass Outreach

“I have been a Compass Rose member for most of my career. However, like many members, I was not very familiar with all the products and services offered by the plan. Joining the Board was a way to educate myself and others about the plan, and to play a role in ensuring that the plan meets the needs of their member population. What I’ve enjoyed most about being on the Board is working with the Compass Rose staff to translate the issues and concerns raised by members into actions by CRBG and, in some cases, into changes to the plan.”

- Gwen G. Retiree Representative “I am currently serving my second term on the Board. I believe that government health plans can, and should be, just as progressive as private industry plans. I enjoy helping younger employees understand their benefit packages so they can make wise choices for the unexpected health issues. Having cared for a terminally ill husband in the past, I like to use that experience to help other employees going through difficult times.”

- Katherine S. Active Representative

“As a long-time member of Compass Rose products, I joined the Board to enhance my knowledge of how CRBG works and how it determines which products it offers. Serving on the Board has given me the opportunity to work with the employees and members of the CRBG family and has shown me, that together, we make a difference in people’s lives.”

- Kevin S. Active Representative

“I accepted Compass Rose’s invitation to serve as the Board’s Industry Expert in 2008. I am retired from Mutual of Omaha where I was the Vice President in charge of Mutual’s FEHB plans (including the Association Benefit Plan (ABP) which is now the Compass Rose Health Plan) for eight years prior to my retirement in 2003. I enjoy sharing my years of experience of working with OPM and the FEHB to help the Board manage the best plan possible for our members. I also currently serve on the Board’s Audit and Finance Committee.”

- Ed T. Industry Expert

“I have used Compass Rose Benefits Group (CRBG) products and services for more than 35 years. I wanted to give something back in appreciation for the exceptional support that my family has received over the years and volunteered to be on the Board of Directors. It has been a privilege to serve on the Board. Working with the CRBG staff we are all committed to providing our members with the best possible support and the products and services that are needed now and in the future.”

WHAT’S UP DOC? Protecting Yourself Against a Silent Killer Imagine a virus that is able to affect an estimated 75% to 80% of males and females throughout their lifetime, all while remaining completely undetected. What if every year, over 6 million new cases of this virus will be reported in the United States alone and an estimated 74% of them will occur in people ages 15 to 24?

If you think statistics like these can only be found in a science fiction novel – think again. Today, human papillomavirus (HPV) is the most common sexually transmitted infection (STI). According to the Centers for Disease Control and Prevention (CDC), more than 100 types of HPV exist. However even though most types of HPV are harmless, there are approximately 30 known types that affect the genitals. While HPV is non-discriminatory of your sexual orientation, gender, or ethnicity, this virus does affect men and women differently.

DISEASES CAUSED BY HPV

In Women:

• Pre-cancers and cancers: cervical, vaginal, and vulvar • Genital warts

In Men:

• Genital warts

How Can I Lower My Chances of Getting HPV? There are several ways that people can lower their chances of getting HPV: • To date, there are two HPV vaccines licensed in the United States:

GARDASIL For girls and young women ages 9 to 26, GARDASIL helps protect against 2 types of HPV that cause about 75% of cervical cancer cases, and 2 more types that cause 90% of genital warts cases. In boys and young men ages 9 to 26, GARDASIL helps protect against 90% of genital warts cases.

CERVARIX For girls and young women ages 9 to 26, CERVARIX helps protect against the 2 types of HPV that cause 70% of cervical cancers. • W hen used correctly, condoms may reduce your risk of HPV infection. However, HPV can still affect areas that are not covered by a condom. Refraining from sexual intercourse is the only sure way to avoid HPV.

Please Note: GARDASIL and CERVARIX do not cure health problems caused by HPV. Therefore, it is important for girls and young women to get routine cervical cancer screenings, such as a Pap test. Learn the facts and remember to schedule your annual Pap test! For women age 18 and older, your annual cervical cancer screening (or Pap test) is 100% covered under the Compass Rose Health Plan’s Preventive Care Benefit. In addition, both GARDASIL and CERVARIX vaccines are 100% covered for members up to age 26.

FAMILY Life Bully 2.0

As a parent, you understand adolescent growing pains because you were that age once yourself, right? You tell yourself you have been there, done that, and it’s all just part of growing up. But what happens when that’s not the case? Today, unlike any generation before, teens socialize and interact with their peers in a virtual universe where no question or topic is off limit and can easily be found with the single click of a button. This uncharted and untamed frontier provides unlimited access to a world where anonymity thrives and real life rules and consequences don’t always apply. Not surprisingly a new form of verbal, social, and physical interaction amongst teens has emerged as a result of this new frontier. While bullying is a widespread and serious problem that can happen anywhere, the bully of yesterday has manifested into the outlaw of this virtually uncharted frontier. Instead of happening face-to-face, cyberbullying happens through the use of technology such as computers, cell phones, and other electronic devices. Seemingly harmless communication channels like text messages, social networks, and e-mail accounts provide a worldwide platform for teens to create and share hurtful, rude, or mean messages with the intention to embarrass, humiliate, or make fun of others. And, unlike the bully of yesterday, these messages and images know no boundaries and have the power to reach any audience anytime, anywhere.

Recognizing the Warning Signs

There are many warning signs that can indicate that someone is involved in bullying. Research published by StopBullying.gov has found that young people who have been cyberbullied are significantly more likely to: • Use alcohol and drugs • Skip school • Experience in-person bullying or victimization • Receive poor grades • Develop lower self-esteem • Have higher risk of depression or anxiety, including the following symptoms, that may persist into adulthood:

- Increased feelings of sadness and loneliness

- Changes in sleep and eating patterns

- Loss of interest in activities

At the same time, these studies also show that young people who bully their peers are more likely to: • Become violent with others • Get into physical or verbal fights with others • Have extra money or new belongings that cannot be explained • Not accept responsibility for their actions • Have friends who bully others • Be overly competitive and need to win or be the best at everything While definitions of bullying can vary, most experts agree that bullying behaviors usually involve repetitive actions that are intended to cause harm to the same person or group.

12

life CompassFAMILY Outreach How Parents Can Help

Although it is nearly impossible to monitor your teen’s activities at all times, experts argue the importance of familiarizing yourself with the online communication platforms your teen has access to. In addition, experts also recommend developing and enforcing household rules that clearly outline what is and what is not appropriate online as well as when, where, and for what purposes phones and computers can be used. If you know or suspect your teen is involved in bullying, take quick action because bullying is not a phase children have to go through, it is not “just messing around,” and it is not something to just grow out of. Because bullying can cause serious and lasting harm, remember to take time out of your day to talk to your teen. Listen to their concerns and let them know that you are there for them. Just because you can’t see the pressures that they face every day, doesn’t mean that they don’t exist.

WORK LIFE Make Every Day Earth Day At Compass Rose Benefits Group, we believe environmental consciousness is everyone’s responsibility. Every individual has the power to make a difference. Because environmental changes can directly impact your health, below are a few simple tips that will help reduce waste, conserve resources, and minimize your overall environmental impact. On April 22nd, in recognition of Earth Day, we encourage you to incorporate these simple changes into your daily life.

Reduce Your Carbon Footprint! Fact: Leaving your car at home just two days a week will reduce greenhouse gas emissions by an average of 1,600 pounds per year. Tip: Use public transportation, carpool, walk, or bike whenever possible to reduce air pollution and save on fuel costs.

Shower Power! Fact: A full bathtub requires nearly 70 gallons of water, but taking a five-minute shower saves water by using 10 to 25 gallons. Tip: Place a small timer or clock near your shower so you can see how fast you are! You’ll conserve water and save money on your water bill!

Just Bag It! Fact: In the last few decades, the amount of trash each American generates has doubled. Tip: Help protect the environment when you shop. Keep reusable bags in your car so they are easy to grab!

SOURCE: Environmental Protection Agency

14

Travel Green! Fact: Last year alone, there were over 715 million international arrivals worldwide. And, each arrival leaves its footprint behind. Tip: When staying at a hotel hang up your towels to dry so you can use them again, use the sheets more than a night or two, and look for local foods and souvenirs nearby to reduce transportation.

Don’t Let Waste Run Off! Fact: Leaving pet waste on the ground increases public health risks by allowing harmful bacteria or organic material to wash into the storm drain and eventually into local waterbodies. Tip: Always remember to scoop your pet’s poop!
