ORDINANCE NO.
i 76825
An ordinance amending Section 12.04 of the Los Angeles Municipal Code by amending the
zoning map. THE PEOPLE OF THE CITY OF LOS ANGELES DO ORDAIN AS FOLLOWS:
Section 1. Section 12.04 of the Los Angeles Municipal Code is hereby amended by changing the zones and zone boundaries shown upon portions of the zone map attached
thereto and made a part of Article 2, Chapter 1, of the Los Angeles Municipal Code, so that such portions of the zoning map shall set forth the zones and height districts as shown on the âttached Silver Lake CPU Ordinance Maps and the Table for Section 1 attached hereto and
incorporated herein by this reference.

Section 2. The intent of this Ordinance is to change the zones and height districts of propert as part of the City's Community Plan Update Program. Because of the numerous parcels affected by this update in the Silver Lake-Echo Park-Elysian Valley Community Plan
area, the City Council has approved this form of ordinance which utilzes subarea designations, tables, and a map to establish the location of the affected properties and to make the necessary
changes. Each subarea listed in the attached Table for Section 1 is shown on the attached maps. Reference is made on each map to "CMn (Cadastral Map), a map maintained on file by the
Department of Building and Safety.
References in the Table for Section 1 under the column "Existing Zone and Height Districe are to the zoning classification and height district classification prior to the adoption of this ordinance and are for informational purposes only, to assist in the updating of the zone map.
. In the Table for Section 1, the column "New Zone and/or Height Districe sets forth the change of zone and/or height district effectuated by this ordinance.
If this ordinance effectuates a height district change for a subarea, or a portion thereof, and if such a subarea, or portion thereof, is already subject to existing "Qn Qualified Conditions

Section 3. Pursuant to Section 12.32 K of the Los Angeles Municipal Code, and any
amendment thereto, the following limitations are hereby imposed upon the use of that propert described in Section 1, which is subject to the "Q" Qualified Classification or "D" Development Limitation.
Limitations imposed upon the use of propert subject to the permanent "Q" Qualified Classification or "D" Development Limitation are imposed pursuant to Section 12.32K and
12.32G, respectively, of the Los Angeles Municipal Code. The "Q" Qualified Conditions are indicated by the symbol "Q" in brackets proceeding the proposed zoning designation (for
example, (Q)C2). The "D" Development Limitations are indicated by a "D" following the height district designation (for example, C2-2D).

5. Building Facade (Existing). When

building permits are sought, blank building walls

residential uses and residentially zoned

properties shall be treated with differentiated but

complementary colors, planters, and other

landscape elements for every 20 feet of the
22
building walL.

6. Building Facade (New). Industrial
24
or commercial portions of commercial/
25
residential mixed-use projects which face or
26
share a side yard with a residentially zoned or
27
developed lot shall be designed with articulated
1
facades (use of architectural details, wall
2
breaks, plane variation or other architectural
3
features) facing the residential area which
4
provide at least 5 linear feet of relief to a
5
minimum depth of 8 inches for every 20 feet of
6
the building walL.

7. Windows. Industrial development
8
adjacent to residentially zoned or developed lots
9
shall be designed with no window openings
10
facing residential properties, and with a
11
minimum 6-foot solid decorative masonry
12
perimeter wall adjacent to these properties, if no
13
such wall exists.

8. Rooftop Structures. Mechanical,
15
electrical and rooftop equipment shall be
16
screened so as not to be seen from the street
17
and shall be setback as far as possible from the
18
property lines of adjacent residential properties.
19
Materials used to enclose structures rooftop
20
equipment should be at least as high as the
21
highest point of said equipment, sound-
22
absorbing and incorporated into the design of
23
the project.
24
9. Parking, Delivery and Storage
25
Areas. Delivery, parking and open storage
26
areas shall be screened from the view of public
27
rights-of-way or adjacent residential property by
28
either solid decorative walls, fencing covered by
vegetation or berms. Such uses adjacent to 2
public rights of way shall be screened by a
3
minimum 3-foot, 6-inch wall and in all other
4
locations by a minimum 6 foot walL. A minimum
5
5-foot wide landscaped setback buffer with an
6
automatic sprinkler system should be located in
7
front of said structure, along the street frontage.
8
This condition wil not limit the buildable area
9
used to calculate the floor area ratio. Free-
10
standing walls and fences shall use
11
articulations, surface perforations or other
12
design elements, and include plantings of vines
13
or shrubs or trees along exterior faces.
14
10. Loading. New loading and
15
unloading activities shall not impede traffic on
16
any public street. Public sidewalks, alleys
17
and/or other public ways shall not be used for
18
parking or loading or unloading of vehicles. The
19
location of loading areas shall be clearly
20
identified on the site plan to the satisfaction
21
of the Department of City Planning. Loading,
22
unloading, and storage of materials and
23
products shall be limited to the project site and
24
located as far away from residentially zoned
25
properties as possible.
26
11. Hours for Loading, Unloading and
27
Deliveries. Deliveries and loading and
28
unloading shall be restricted to the hours of 7:00
a.m. to 7:00 p.m, Monday through Saturday. No 2
deliveries shall be permitted on Sundays and
3
legal holidays.
4
12. Landscape Buffer. A landscaped
5
buffer setback of not less than 5 (five) feet
6
containing no buildings or structures (except for
7
retaining walls or fences) shall be established
8
along all property lines which abut residential
9
uses or residentially zoned properties. The
10
landscaped setback shall contain a minimum of
11
one 24-inch box tree for every 20 linear feet of
12
frontage with a minimum trunk diameter of 2
13
inches and a height of 8 feet at the time of
14
planting and shall be installed with an automatic
15
sprinkler system. Walkways of not more than
16
10 feet and driveways of not more than 20 feet
17
shall be permitted to cross the setback. This
18
condition wil not limit the buildable area used to
19
calculate the floor area ratio. All open areas not
20
used for buildings, driveways, parking areas,
21
recreätional facilties or walks, shall
22
attractively landscaped in accordance with a
23
landscape development plan prepared by a
24
licensed landscape architect, licensed architect
25
or landscape contractor to the satisfaction of the
26
Planning Department. Said plan shall include
27
the location of a permanent underground
28
system of sprinklers of adequate design to
be
insure complete coverage of all plant materials. 2
13. Wall (Trash). All outside trash
3
containers on the subject propert shall be
4
enclosed and there shall be no openings except
5
for gates. Trash areas shall be buffered and
6
located as far as possible from adjacent
7
residential uses, so as not to result in noise,
8
odor or debris impacts on adjacent uses.
9
Recycling bins shall be provided at appropriate
10
locations to promote recycling of paper, metal,
11
glass and other recyclable material, and shall
12
be picked up on a weekly basis as part of the
13
properties regular trash pickup program and
14
recycled accordingly.

14. Signs (Permitted). Signs shall be
16
limited to building and business identification
17
signs only and also limited in number to one per
18
bĂœsiness establishment and shall not exceed
19
1.5 square feet for every foot of building
20
frontage or up to a maximum of five percent of
21
the frontage.

15. Signs (Prohibited). Signs other
23
than building and business identification signs

shall be prohibited. Monument and pole signs

are prohibited. Signs shall not flash nor be
26
animated and shall be arranged and located so

that they are shielded as much as possible.

16. Lighting. Industrial development

Devises, Machinery). Any electronic or
18
mechanical equipment or machinery shall be
19
enclosed in structures designed with noise-

attenuating features by a licensed acoustical

engineer to assure that operational sounds are

inaudible beyond the subject property line.

18. Public Address and Paging

System. Outdoor address or paging systems

shall be prohibited and a personal paging
