BY KATHRYN ROSS BELFAST — In a warehouse full of broadband equipment the Greater Allegany County Chamber of Commerce honored large and small business and recognized one of its own with annual awards. Gretchen Hanchett, executive director of the GACC, noted April 9, “We usually have this ceremony at a nice restaurant, but things have changed with COVID-19, so this year Armstrong Telecommunications is hosting it at their facility.” Armstrong, in the county for four years installing fiber-optic cable, is the GACCC Large Business of

the Year. Taking the podium to announce the winners, GACCC member Rod Bieler said, “In partnership with New York state, Armstrong has been working in many parts of Western New York to expand broadband internet access to previously underserved communities. By expanding access to high-speed, affordable and reliable internet, businesses throughout Allegany County are able to establish and grow.” Armstrong’s Shawn Beqaj said the company is almost 70 years old and a family business that originated in Butler, Pa. and now

has an office in Addison, Steuben County. “We’ve gone into the heartland to hook up rural homes with broadband,” Beqaj said, adding that it is a $130 million project — and nearly complete in Allegany County. Once finished in Allegany County, the project will continue in Cattauraugus County. However, once the Belfast warehouse is emptied of equipment, it will be turned into office space for the business. Kirk Beaber, another company representative, told those gathered that the company has installed 2,400 miles of cable and has

another 1,500 miles to install before it is finished in Allegany County. He added that there will be 21 broadband hubs throughout the area, with seven located within Allegany County. State Sen. George Borrello, R-Chautauqua County, and Assemblyman Joe Giglio, R-Gowanda, along with Lee James, a district representative for U.S. Rep. Tom Reed, R-Corning, were on hand for the awards ceremony and they thanked Armstrong for the work its crews have done in the area.

“Virtually every piece of firefighting equipment (and) rescue and ambulance equipment was brought out to honor Pat for his service o the village over the years.” McKinley is a long-time member of the Emerald Hook and Ladder Fire Company and also served on the Wellsville Volunteer Ambulance Corps for many years. But it was a service he started in 2007 that brought kudos from Shayler and others.

WELLSVILLE — April 12 will now be known as Pat McKinley Day in the village of Wellsville, Mayor Randy Shayler declared Monday. The Mayor was on a roll at the village board meeting when he offered up two proclamations. The first recognized April 29 as Arbor Day in the Tree City; the second proclamation honored McKinley for his years of service to the village. The mayor told those gathered for the meeting, Village continued on ..............page 6

Wellsville student at JCC is Coca-Cola academic scholar Nicholas Smith, a Jamestown Community College student from Wellsville, is a 2021 Coca-Cola Academic Team Bronze Scholar and will receive a $1,000 scholarship. The Coca-Cola Scholars Foundation sponsors the academic team program by recognizing 50 gold, 50 silver and 50 bronze scholars with nearly $200,000 in scholarships annually. Each scholar also receives a commemorative medallion. The foundation partners with the Phi Theta Kappa Honor Society in recognizing top

students. Phi Theta Kappa is the premier honor society recognizing the academic achievement of students at associate degree-granting colleges. The students are nominated for the Coca-Cola academic team by their college administrators. Selection is based on academic achievement, leadership and engagement in college and community service. “I am so proud of Nick’s accomplishments,” says Dr. Renee Funke, JCC’s Phi Theta Kappa co-advisor.

“Nick has a great eye for detail and has brought a lot to our PTK Alpha Psi Omega chapter as our vice president.” Smith is enrolled in JCC’s Math & Science program on the Olean campus, with a focus on biology. He plans to transfer to the University at Buffalo in the fall with the intention of becoming a doctor of physical therapy. “I need college to do what I want in life,” says Smith, who is a non-traditional adult student. “This scholarship means that I will have a tiny bit less stress to

deal with when I finish my education. And that little bit is much appreciated.” Smith and fellow CocaCola Academic Team members will be recognized in both local and statewide ceremonies and will also be recognized internationally during Phi Theta Kappa’s annual convention, PTK Catalyst, held virtually today through Saturday. PTK is made up of more than 3.5 million members and nearly 1,300 chapters in 11 nations, with approximately 240,000 active members in the nation’s colleges.

Wellsville Trout Derby down the river — canceled for 2021 BY KATHRYN ROSS WELLSVILLE — As the temperatures warm up and the waters of the Genesee River swell, avid fishermen would normally be looking forward to the annual Greater Wellsville Trout Derby, always scheduled for the end of April. Even though some may still be looking forward to pulling on waders or sitting in the sun with a rod and reel balanced on a knee, it won’t be for a 32nd annual derby. After losing money when COVID-19 restrictions canceled the 2020 derby, the Wellsville Lions Club decided in October not to host the event this spring. Dean Arnold, who has headed up the derby in the past, said that as the pandemic continued club members looked at the restrictions in place and decided to hold off one more year. “It was time to order the fish,” he said. “We’d already put 450 to 475 trout in the river before the 2020 derby was canceled. At least it kept the river going and stocked, but we didn’t want to lose another order of fish.” The loss of the cost of fish wasn’t the only reason the club voted to cancel the 2021 derby. Arnold said the Lions have worked with the state Department of Environmental Conservation and the Allegany County Department of Public Health. Large group gatherings have been restricted to no more than 500 — the derby typically registers between 2,000 and 3,000 participants. And even though they line the riverbank over the 14-mile length of the derby course, there was no way to make sure people were following the restrictions set forth under coronavirus protocols. But the cost of fish and crowd limitations weren’t the only reason to cancel he

For the 2020 derby the club had lost money on printing registration forms, advertisements and posters to the tune of $8,500. In such uncertain times, the Lions Club did not want to be on the hook again. Ultimately, the derby, while offering fishermen the chance to catch up to $25,000 in sponsored fish, is the Wellsville Lions Club’s biggest fundraiser. Funds from the event help to support Lions’ projects, local charities, libraries and individuals and organizations that request help. “We usually only keep enough from the funds the derby raises each year to

buy fish and get the next derby started,” Arnold said. And in view of the fact that the club’s second largest fundraiser, the annual variety show, has also been canceled for the last two years due to COVID-19, the club made a decision. “We opted to host a lot of smaller fundraising activities, such as raffles and $250 clubs this year,” Arnold said. If all goes well in recovering from the pandemic, the Lions Club hopes to be planning the 2022 Greater Wellsville Trout Derby for next April.

Home Improvement Streamline your outdoor living, dining, playing area (MS) — Be ready when spring arrives to get busy sprucing up your home’s exterior and its outdoor living space. Invest family time to envision which projects would transform it into a more organized, inviting retreat from the hustle and bustle of everyday life. Do doors, door frames, porches/railings, gates, decks, patios, and outbuildings need to be cleaned, repaired, repainted or replaced? Do you need more furniture, flower boxes or play equipment like cornhole boards? Once a project list is made, visit your local Woodcraft store, go online at woodcraft. com, or use a Woodcraft catalog and call 800-225-1153 to stock up on all the tools, materials and supplies you need. Woodcraft store employees can help with advice about products and projects, technical support is available at 800-535-4486, and woodcraft.com offers how-to articles and videos. Woodcraft Magazine Classic Project Plans make it easy to build the inviting Swing Bed (pictured), as well as picnic tables, benches, hand grill carts, potting benches, Adirondack chairs, and much more. Chamber continued from 1 The Chamber’s Small Business Award was given to Four Points, Inc., an insurance agency out of Rochester that has helped

the Chamber offer low-cost insurance to its members businesses and employees. Founder Cody Mangalsingh told those at the ceremony, “We’re an agency that is large enough to matter, but small enough to care.”

He thanked the Chamber for recognizing the business, which has various locations in the eastern United States. Chamber board member Corinna McKnight received the President’s Award.

Photo by Kathryn Ross Armstrong Telecommunications was honored Friday by the Greater Allegany County Chamber of Commerce as Large Business of the Year. In front from left are Assemblyman Joseph Giglio and state Sen. George Borrello and Armstrong officials, John Rayeski, Kirk Beaber, Shawn Beqaj and Malanda Cambra. Second from right is Gretchen Hanchett, executive director of the Chamber, while the president of the Chamber, Girard Kelly, is at the far right in the rear.

Village continued from 1 That year, McKinley made himself the designated driver for anyone at the local bars who needed one. He became known as the “Captain” and volunteered whenever he was called to drive home people who were incapable of driving safely themselves. Shayler explained that the project was organized by Andrew Harris when he was the proprietor of Better Days on Main Street, and it was sponsored and

supported by Anna Joyce of the Country Club more recently. “McKinley became known as the Captain and now all designated drivers are called ‘Captain,’” Shayler noted. “There is no question in my mind, that (McKinley) has saved lives over the years.” The proclamation recognizing April 29 as Arbor Day in Wellsville is part of a tradition that keeps Wellsville flying a Tree City USA flag. As part of its efforts the Arbor Day Foundation sponsors the Tree City distinction, which requires

that the municipality have an active tree advisory board and recognize a date for Arbor Day. Wellsville has been recognized as a Tree City for 30 years. According to members of the tree advisory board, on April 29 at the elementary school on School Street, the fifth grade will conduct a ceremony in recognition of Arbor Day. In the past, such ceremonies have included the planting of trees on the school grounds and in Island Park. The public is invited to attend the 2 p.m. ceremony. COVID-19 protocols will be followed.t

New Allegany County death brings COVID total to 83 BELMONT — Another death related to COVID-19 was reported in Allegany County on April 12 as 20 new cases were reported over last weekend. The Allegany County Department of Health reported four new COVID-19 cases were recorded April 12, bringing the total to date to 3,178. No new cases were reported April 10, and 16 cases were reported April 11. Allegany County officials do not update their online statistics page on weekends or when offices are closed for holidays. To date, 3,060 people have recovered from the disease, while 83 deaths of county residents have been reported by the state Department of Health. Officials also report 55 deaths taking place within the county. County officials also re-

ported that 194 people were actively quarantined or isolated on Monday, down from almost 250 last week. For more information about COVID-19 or for those without internet access to register for a test, call the Allegany County Department of Health at (585) 268-9250 press option #4 or email healthinfo@alleganyco.com. VACCINATIONS ALSO increased over the April 1011 weekend. State health officials reported 13,056 residents have received at least one dose of COVID-19 vaccine — 28.1% of all county residents, despite no vaccine being available for those under age 16, who make up about a fifth of the county’s population. That was an increase of 621 residents since April 8. Officials also reported

that of those who have received vaccine doses, 9,029 are now fully vaccinated — 19.4% of all residents. UNRELATED TO COVID-19, county health officials reported they are continuing their work to battle another virus — rabies. The county was to host a drive-through rabies pet vaccination clinic on April 17 at the Genesee Valley Central School District bus garage in Belmont. The clinic is only available for dogs, cats and ferrets at least three months old, and is only open to New York residents. Pre-registration is required at https://tinyurl. com/Rabies0417, or by calling the health department at (585) 268-9263 or (585) 268-9266.

Out & About Hunters took 56 bears in Allegany County in 2020 Hunters in Allegany County took 56 black bears during the 2020 season, five more than in 2019, according to a state Department of Environmental Conservation report. Thirty of the bears were taken by hunters with firearms and 24 with bows. That compares to 29 by firearms and 21 by archers in 2019. The 2020 DEC bear harvest report shows the town of Willing as the top town in Allegany County with 11 bear kills. The town of Independence followed with six bears, Grove and Amity had four each and Alfred, Alma and Genesee each had three bears killed. Auto Car trouble? Check the fuse box Modern automobiles are technological marvels that rely on electrical components more than ever before. According to The Family Handyman, vehicles have 40 or more fuses grouped in two or more places. Just like fuses in a home’s electrical panel, automotive fuses stop excessive current flow that can overheat circuits, damage equipment or cause fires. Any electrical component in a vehicle, such as the radio or headlights, are tied to a fuse. When something goes awry with automotive electrical components, drivers may be quick to believe the components themselves or even the car’s battery or alternator are to blame. Mechanics say that it’s entirely possible that a blown fuse is the cause of the problem. Simply checking and/or replacing the fuse can alleviate the issue. Finding the fuses The location of the fuse box depends on the make and model of the vehicle. Drivers should consult their owner’s manual to

mon and thave a conductive horseshoe-shaped metal strip that runs through an outer plastic housing. If the metal strip appears broken, the fuse is no good. Cylindrical glass fuses are found in some cars. They’re also known as “Buss” fuses. If the metal strip that runs down the center is broken, the fuse needs to be replaced. Older European cars have ceramic fuses built with an outer copper conductive surface. The narrow part of the copper piece breaks in the middle

learn where the fuse boxes are located. Some vehicles have two fuse boxes that serve different purposes. Engine compartment fuse boxes protect certain engine components, including the anti-lock brake pump. Fuses inside or beneath the dashboard may protect dome lights or the air conditioning system. According to How a Car Works, the individual fuses in the box are typically numbered. That makes it

easier for drivers to determine which vehicle components aren’t working. If the fuses are not numbered, then it’s a matter of removing fuses to see which circuits stop working to help narrow down the issue.

Replacing fuses Vehicles may have different types of fuses. It’s important to know which ones are in the car so you can get the right replacement. “Blade” fuses are com-

when the fuse blows. Regardless of their design, fuses will be clearly labeled with their ampere ratings, according to CarID. Physically remove the fuse using a small, specially shaped fuse puller tool that may be included inside the fuse box. Replace the fuse with one of the same amperage by gently pushing it into place. If the new fuse blows relatively quickly after replacement, or multiple fuses blow at one time, a larger current issue may be the problem. Consult a mechanic in this instance.

Hanchett of Belmont seeks Allegany County Legislature seat

Photo provided The American Legion Riders have received a grant to make improvements in the Johnson Cemetery.

ACAF grants benefit Allegany County organizations BELMONT — Genesee Library, Genesee Valley Central School, Cuba Circulating Library and the Wellsville American Legion are receiving grants from the Allegany County Area Foundation. The Robert Christian Fund, which supports activities related to local history, will provide $429 to the American Legion Riders Post 702 for its efforts to clean up and restore Wellsville’s Nathaniel Johnson Cemetery. The 400 persons interred in this historic site include more than two dozen veterans, including some who served in the Civil War and the War of 1812. ACAF’s Thomas F. and Laura L. Moogan Family Fund is supporting the Cuba Circulating Library’s Story Walk project with a $327 grant. This creative activity encourages literacy and fitness by posting pages from a children’s book along an accessible, walkable path. The Genesee Library will use a $1,000 grant to pur-

sitated by the need to plan more outdoor activities and to move indoor activities outside, in the interest of social distancing. This support came from ACAF’s Allegany Fund. The Allegany Fund is also supporting Genesee Valley Central School’s plans to host a free Remote Area Medical (RAM) clinic with a $1,500 grant (see www.ramusa.org for more information). Slated for October 2021, RAM has the potential to see 400-500 visitors; ACAF’s donation will help GVCS provide for the 200 or so volunteers that will staff the event. “Our local organizations are very proactive and flexible in identifying and meeting community needs,” said ACAF Executive Director Bruce Campbell. “These grant requests are good examples of that approach and we are really pleased to support them.” For information on how to establish a fund or to contribute to existing funds, contact Campbell at (585) 296-5616 or director@ acafny.org.

BELMONT — Gretchen Hanchett of Belmont, the Greater Allegany County Chamber of Commerce executive director, is running in the Republican primary for District II county legislator. She has been executive director of the Chamber for nine years, in addition to her nine years administering Allegany County tourism. Other civic roles include Southern Tier Economic Development Board, Workforce Investment Board, Amity Town Planning Board, Amity & Belmont Development, Economic Development Work Group, Leadership Allegany and the IMPACT Trail committee. “I’m thrilled to announce my candidacy, not just for myself, but the District II community who deserves action-driven leadership,” Hanchett said. “My position is our community as a whole should choose to believe great things will happen. We need realistic, actionable achievement.” Hanchett detailed her Allegany-Forward agenda. • Prosper Together: Towns, business, agriculture and neighbors can prosper in synergy together, she said, saying, “One group’s gain should not come at another’s cost.” Her policy for adoption is that the county must arrive at solutions that tangibly benefit the affected groups, and “progress should be a balanced compromise to all parties because every party matters in a successful community.”

Health & Wellness

• Hearing Together, Working Together: Hanchett said she believes “too much listening and not enough hearing, or understanding, has been a problem.” She said she is willing to dedicate two days a month for private and personal oneto-one meetings with anyone on any county matter. • Home-Grown Growth: Noting that 80% of an area’s growth comes from within, Hanchett said she supports out-of-area employer recruitment and “smart” incentives, but she said growth from within is faster and more loyal. She believes funds should be invested in incentivizing existing small business expansion and fostering worthy youth-initiated startups and entrepreneurs. • Achievable-Actions, Su st a i n able - Solut ion s: Hanchett said while major investment in the future is smart, but she believes District II wants “more realistic victories” in shorter order, explaining, “Our quest for Allegany County’s future should not overshadow unique, achievable and, by comparison, low- to no-budget solutions that can get us to our goals.” • Entertainment and Tourism: As Chamber leader, Hanchett said her interaction with locals, visitors and employers affords unique perspective into our area’s concerns. She said it is important to invest money that can be spent locally and fiscally responsible to have a culture plan in place. “If we are serious about outside recruitment,” she said, “we need to demonstrate self-investment towards the employee and employer issue of, Will my employees want to live there? Ditch the drink for a greater chance
to become tobacco-free Quitline encourages tobacco users to curb alcohol intake during BUFFALO– April is Alcohol Awareness Month, a national movement designed to reduce the stigma surrounding alcoholism and provide those struggling with useful resources and recovery tools. Much like overcoming alcoholism, becoming tobacco-free can be a challenge yet is achievable through proper support. The New York State Smokers’ Quitline (Quitline) encourages those who both smoke and drink to take charge of their health in small steps – first

by consulting a healthcare professional and second by speaking with a Quit Coach at 1-866-NY-QUITS (1-866697-8487). Those seeking to become and stay tobacco-free can improve their odds by curbing their use of alcohol. While it may seem daunting to do both, many successful Quitline clients agree the quit-process is much easier without alcohol. Taking deep breaths, going for walks, and calling friends are healthy alternatives for building confi-

dence as a nonsmoker and likewise are effective for addressing alcohol dependency. These tips and additional helpful information are available at nysmokefree.com and through the Quitline’s social media channels.

Conversely, alcohol is a common relapse trigger for those trying to quit smoking and may worsen the harmful effects of tobacco. For at least the early weeks of the quit-process, the Quitline recommends switching to nonalcoholic

drinks and avoiding establishments with alcohol in order to help focus the mind on weaning the addiction to nicotine.

The Quitline recommends tobacco users consult a healthcare professional to discuss tobacco use and alcohol consumption as a first step of a tobacco-free journey. For additional support, the Quitline’s Quit Coaches are available seven days a week beginning at 9 a.m. by calling 1-866-NY-QUITS. These highly trained and caring professionals incorporate motivational in-
