Franklinville site considered for Great Lakes Cheese plant

Photos provided Janet Prentice (left photo, at right) and Kristen Sanasith (right photo, at left) receive educator grant certificates from Sandy Kushner, past president of the Central Western Zone Retired Educators of New York.

The Great Lakes Cheese-owned plant on Haskell Road in Cuba is shown in this photo taken earlier this year.

BY RICK MILLER A Ca araugus County location was being considered as a new site for a $500 million Great Lakes Cheese plant. Great Lakes Cheese and Jason Schwab of Freedom, owner of the site along Route 16 in the towns of Franklinville and Farmersville, submi ed a joint application for tax breaks to the Ca araugus County Industrial Development Agency over the weekend. Great Lakes recently turned away from a 200-acre site in Belvidere for the plant that would replace its existing Cuba plant, but renewed its search a¡er resistance to eminent domain proceedings and a lack of utilities slowed the project. Great Lakes, which employs 230 at the Cuba plant, plans to add more than 200 new employees one the new plant is in operation. The company is considering another Allegany County site, but has not ruled out the Franklinville/Farmersville site in Ca araugus County, said Corey Wiktor, Ca araugus County IDA executive director. “The company and landowner plan to meet with local town officials this week,” Wiktor said. The IDA board of directors will hold a special meeting Thursday at 11 a.m. at its

Ellico ville offices to consider the application from Great Lakes and Schwab Land Holdings LLC. The IDA is expected to offer to pay geotechnical studies and soil borings to help determine the suitability of the soils on the site. “This will kick off a formal step to allow us to inject our resources into the project,” Wiktor explained. “We are still focused on making sure the site works for the company. “Allegany County did everything they could for this very unique project,” he added. “Hopefully, if it’s not in Allegany County, we will have a site ready to go in Ca araugus County.” Great Lakes Cheese is commi ed to keeping its workforce in the area, Wiktor said. The Franklinville site is close enough to Cuba that it will be able to retain its employees. Farmers in the region will have the opportunity to sell more milk to the company, which he said will need several million gallons a day for its operations. Following the Thursday meeting, the IDA will meet with state Sen. George Borrello, Assemblyman Joseph Giglio and local town board officials to discuss the project. “It’s a tremendous opportunity for development in the Southern Tier,” Wiktor said.

2 Allegany County teachers earn educator grants Two teachers in Allegany County school districts have received grants for their continued graduate work from a retired teachers organization. Janet Prentice, a physical education teacher at Cuba-Rushford Elementary School, and Genesee Valley Central School teacher Kristen Sanasith both received the Barrie Fleegel Active Educator Award from the Central Western Zone Retired Educators of New

York. The awards support teachers who are continuing their graduate work education financially through a competitive grant process. In her application, Prentice stated, “I entered the field of education because I had an amazing physical education teacher, and I wanted to be just like her. Physical education is a field dominated by men, but I think it’s so important for girls to see a role model that looks like them.

“I love that I can make an impact on a student’s overall health and wellness that can help them achieve any goal they set for themself.” Sanasith is completing certification in childhood education/ birth to second grade. “I’ve known I was meant to be a teacher since the second grade,” she wrote in her application. “I never considered any other profession for myself. I am drawn to the earliest stages of literacy development as well as establishing

life habits emotionally and socially. “My goal is to invest in the youngest years of our district’s program as we continue to support our young learners and their families.” Sandy Kushner, past president of the retired teachers group, presented the award certificates to Prentice and Sanasith.

Allegany County Sheriff ’s Office receives reaccreditation of County Correctional Facility BELMONT—The Allegany County Sheriff ’s Office was honored for having earned reaccreditation of the County Correctional Facility during a meeting of the Allegany County Board of Legislators Monday a ernoon. Sheriff Ricky Whitney was presented with a plaque marking that achievement by Peter Kehoe, Executive Director of the New York State Sheriffs Association. The facility was fi rst accredited in 2010 and earned re-accreditation in 2015 and again this year. Executive Director Kehoe praised Sheriff Whitney, Jail Administrator Chris Ivers, and all the jail staff for their hard work in maintaining

the facility’s long-standing accredited status. Kehoe pointed out that fewer than half of the county jails in the state have earned accreditation to date, and that the County Board of Legislators and the citizens of the county should be very proud of their Sheriff ’s Office, which is well respected throughout the State. Legislative Board Chairman Curtis Crandall added his congratulations to the Sheriff ’s Office and the jail staff for a job well done. To earn reaccreditation, the Sheriff ’s Office had to demonstrate that it maintains compliance with a stringent set of best practices

ALFRED, NY — Since taking on the role of chief diversity officer of the Alfred State Police Academy last year, Dr. Mel Chambliss has been working hard to make positive changes in the policing profession. In one recent example, Chambliss served as a panelist during a community police forum at Mansfield University, which “provided an opportunity for the public and police to share concerns, ideas, and recommendations for improving the relationship between the police and the citizens they serve,” according to a description of the event. Also serving as panelists were Mansfield University Chief of Police and Director of the Mansfield University Police Academy Sco

Dr. Chambliss working toward positive change in policing Henry; Tioga County Commissioner and member of the Pennsylvania State Law Enforcement Advisory Commission Erick Coolidge; Wilmington Delaware Police Retired Lieutenant and Community Policing Expert Dan Selekman; Chief of Wellsboro Police Department Jim Bodine; and Mansfield Borough Council member Will Schlosser. Moderating the panel were the TRIO Director at Mansfield University Kim Shelton, and the Chair of the Diversity & Inclusion Council at Mansfield University Nichole Book. According to the organization’s website, the goal of the Alliance “is to equip officers in Pennsylvania law enforcement with enhanced skills based in empathy, equity,

and human relationship, and to provide the support officers need to ensure that the people of Pennsylvania flourish in safe and secure environments.” “My goal in working with both organizations is to bring about a change in how police academy participants are educated and given the opportunity be er understand their obligation to the communities they serve,” Chambliss said. “I feel by starting with the cadets, we may have an opportunity to reach and influence those who will eventually hire them!” Speaking about the forum, Chambliss said, “The forum was designed to bring about an open discussion about current events that have littered the news concerning

police actions against Black and Brown Americans across the country in both rural and metropolitan communities and how we can best work to change those events. The consensus has been, let us have open and frank discussions to allow us to build be er relations! I feel the comments that were received were extremely positive and we have made a big step forward.” In addition to a ending the forum and serving on the Pennsylvania Community Safety Alliance, another way in which Chambliss is helping to bring about positive change in policing is through working with Alfred State Police Academy Session Director Sco Richardson and Assistant Director Kyle Amidon to introduce course

materials that emphasize the importance of equity, empathy and human relationships. Chambliss hopes this will allow cadets to have the tools to deal with any situation they may encounter on the job. Additionally, Chambliss has worked to acquire a virtual reality system that allows instructors to utilize realistic scenarios with their cadets to reinforce information delivered in the classroom, such as encounters with emotionally challenged individuals, traffic stops, and domestic cases. Alfred State Chief of Staff Wendy DresserRecktenwald said, “At Alfred State College, we strive to always be be er and do better when it comes to police training. We have spent a lot

of time and research understanding the ‘why’ behind the push to ‘reimagine’ policing. We believe race, mental illness, and addiction need to be discussed and understood. We are taking these issues and dealing with them head on in an effort to have welltrained cadets leaving our academy. Dr. Chambliss has taken his job seriously and has been active in forums in Pennsylvania that we don’t have here in New York State. Our next step is to duplicate what they are doing in Pennsylvania and do some of their hard work here in New York. If we put the effort into our cadets now, we are going to have a much be er law enforcement officer in the future.”

Wellsville residents bring forward ideas for improvements BY KATHRYN ROSS

BL AC K T O P

WELLSVILLE — A village board meeting was anything but routine earlier this month when three citizens stepped forward to suggest projects that would improve the village. Janet Kemp suggested that the paving of Whitney Place would help increase the value of a house she is trying to sell there and improve the pothole clu ered street. The plan sounded good to the trustees, but they questioned whether Whitney Place was a dedicated street. The village can only pave dedicated streets, they said. Kemp wondered the same since, as she pointed out, the village plows the street, there is garbage pickup and the residents pay village taxes. Streets can be dedicated to the village at the request of the property owners, and if the street meets specifications. In the case of streets, according to some board members, the roadway must be 33 feet. Mayor Randy Shayler said that he would speak to Bill Whitfield, head of public works, to see what “Band Aides” could be applied to the problem and he asked Trustee Mike Roeske to look into the street’s status and report back at the next board meeting. Kate Murphy, using Andover as an example, said she visited the next town east during its village-wide yard sales and “the village was fi lled with throngs of people.” “Why not bring throngs of people into Wellsville for a village-wide yard sale?” she asked. “They would certainly stop downtown to eat and shop, too. We want people to see what Wellsville has to offer.” Shayler noted that due to the late li ing of COVID-19

restrictions organizers were unable to pull together the logistics for this year’s Sunnydale Yard Sales, which are traditionally held in September. The event was canceled last year as well. “I’m absolutely in favor of the (village-wide yard sale event),” Shayler said and made a motion that was approved, to cancel the need for lawn sale permits for such an event. Participants will only need to register. However, Murphy’s proposal calls for the villagewide yard sale to take place the second weekend in July (since there will be no Balloon Rally parade). “Covid is behind us now and we’ll offer all the help we can to get things back to normal,” Shayler said. He advised Murphy to talk to the Sunnydale organizers and come back to the next board meeting with a plan. The next meeting is June 28. The fi nal visitor to the board meeting, Angela Glickstein, asked the board members to compare and contrast the landscape of the old Municipal Building to its neighbor across the street — the David A. Howe Library, noting that the garden sites around the Municipal building would suffer by comparison.

“Although the village has been valiant in mowing the grass on Jefferson Street and clipping the bushes and trees on Main and Jefferson many of these plants are dying and are no longer a ractive,” she said. “Shouldn’t this section of Main Street and the former Municipal Building be enhanced by refreshed and improved affordable landscaping? Whatever its future, wouldn’t more a ractive landscaping make it be er?” She noted that the project to dig out, replace and remove dead and dying and overgrown trees and bushes with smaller and more a ractive plants would cost between an estimated $1,302 and $1,627 with the project to take place in the fall. She asked if the village could take on all or part of the expense? Shayler said, “We’ve all gone past the building and wondered what’s going to happen to it and not really seen what it looks like.” It was suggested that the clock tower be included in the project. The trustees expressed favor of a Beautification Of The Municipal Building project. Shayler asked Glickstein to be the consultant on the project, adding, “We’ll have

to get additional quotes on your proposal. (The village would undertake the task.) And we’ll lean on you for direction.” She is to consult with the mayor over the summer on plans for the BOMB project. Funds for the project, Shayler suggested, could come from part of the federal funding that is being rebated to municipalities from the COVID-19 relief package. A er the Community Speaks part of the meeting concluded, the board quickly passed several resolutions to purchase equipment including fi lters, pumps and

buildings for the water department, which are subject to permissive referendums. Before closing, Chief of Police Tim O’Grady asked if the board’s permission to close State Street in front of the high school for graduation still stands, because the board of education is considering moving the ceremony back to the street from the airport. Shayler said the permission still stands, advising O’Grady to get back to them. Graduation is scheduled for June 25.
