Pioneer Oil Museum in Bolivar gets new lease on life BY KATHRYN ROSS BOLIVAR — The Pioneer Oil Museum on Main Street has been given a new lease on life as it expands its mission to preserve the area’s oil history. The oil museum has been operating since 1965 and throughout the years has strived to give an accurate and detailed history of the development of the oil industry that so enriched this part of New York state. The museum has a wide and varied collection of items taken from the oil fields and placed on display and maintains a wealth of information about the development of the industry. One can see everything

from old oil cans to the wagons used to transport nitroglycerin to shoot wells, all the nuts and bolts that made the oil industry king not only in Bolivar, but also in communities across Allegany and Cattaraugus counties. For the last four years, Daniel Davidson Jr. has headed up the small cadre of volunteers who keep the museum up to date and open to the public. But with the onset of COVID-19 and with a dwindling number of volunteers, he said there has been trouble keeping the museum open. Now, since Memorial Day, the museum is open most every day of the week because part of it has been leased

out as a store, the Oilmen’s Mercantile, which supplies everything the oil producer or visitor might need. “This is the second- or third-oldest building in the village and it was used to supply the oil manufacturer with the tools they needed,” Davidson said. “We were finding it hard to keep the museum open with our limited number of volunteers, so we decided to lease it out.” The museum board leased the building to Jessie Davidson and now the building is open six days a week. While Jessie Davidson says, “We’re here to still supply the needs of the oil men,” in reality she does more than

supply nuts and bolts. Under her hand, the store offers a variety of locally sourced products such as honey, maple syrup, cheese and beef products including steaks and burgers. There is also a wide variety of gluten-free and allergy-free snacks and mixes for cake, brownies and more. “We’re the only place around where you can get such a large variety of glutenfree products,” she said, adding that many people have tried the cake and brownie mixes and come back for more. BELMONT — Seven public meetings have been scheduled for the Southern Genesee River Local Waterfront Revitalization Program in July, organizers said. The LWRP is a locally prepared, comprehensive land and water use plan for a community’s natural, public and working waterfront. The village of Wellsville has received funding from the New York State Department of State to complete the plan with the 10 participating waterfront communities, which include: the towns of Hume, Caneadea, Belfast, Angelica, Amity, Scio, Wellsville, and Willing; and the Villages of Belmont and Wellsville. These meetings will give the public the opportunity to learn about the status of the planning process and to give input on the future of the waterfront communities. attraction. More specifically, the LWRP will help the communities address critical issues such as flood control and prevention, erosion mitigation, economic revitalization and tourism, natural resource and habitat protection, public access to the waterfront, recreational trails and agricultural preservation. Adoption of an approved LWRP positions these communities for funding from New York state to implement projects developed during the LWRP process. During the LWRP Road Show meetings, attendees will be given the opportunity to review the waterfront plan boundary and to learn more about the program and its potential to spur economic development and tourism while protecting the area’s natural resources. The participants will also be asked how they think their waterfront should be improved. The project website includes details about the LWRP process, important dates, and a collaborative map where visitors can provide feedback on issues, opportunities, and assets within the approximate project boundary. Development of the draft LWRP is being guided by a Project Advisory Committee (PAC). The PAC consists of representatives of the communities, Allegany County, Jones Memorial Hospital, Genesee River Wilds, and other local stakeholders. Funding for the LWRP development is provided by the NYS Department of State under Title 11 of the Environmental Protection Fund.

Allegany County Fair finalizing details for July 19 opening

Yard sale excitement grows in Wellsville BY KATHRYN ROSS WELLSVILLE — All across the village excitement is building from North Main Street to Truax Road for this weekend’s village-wide yard sales. In June, Kathleen “Kate” Murphy approached the village board with a project to create a village-wide yard sale on the second weekend in July. She talked about successful sales in other communities and said she thought Wellsville could benefit from the same. The board agreed, waiving the fee for yard sale licenses, but asking that applications be submitted to the village office. At last count there were 72 individual sales registered. “I expect there will be more before we’re finished and some that will just pop up,” Murphy said. The application process allows Murphy to create a map of where the various sales will be taking place throughout the village. Those maps will be made available free to the public and will be available in boxes located at

the Main Street firehall in Wellsville, the Wellsville General Store and other locations throughout the village and on Main Street. Look for the big boxes, Murphy said. While the yard sales alone may be enough to attract throngs of visitors to the village, Murphy is also making a point on her Village-Wide Yard Sales Facebook page and on the map to inform the public about the various restaurants and stores and businesses that will be open during the event. She is also thanking them for their support. At the board meeting, Murphy said she thought that local stores, restaurants and markets would also benefit from the influx of people to the village during the yard sales. “These businesses have had a hard year,” she said. “They are always supporting our sports teams, fundraisers and other events. It is our turn to support them. Someone my not buy anything from them on the weekend, but they will see what Wellsville has to offer

and may come back at a different time.” As for the number of registered sales Murphy said, “I’m very impressed by the turnout for the sales and I’m already thinking of things that we can do next year.” She added that she has talked with other organizations who have said that the second weekend in July is good for a permanent date for the sales. “It gives people time to get their sale together before everyone gets busy in August. It is in time for back to school and to get ready for college,” she said. She also noted that the Sunnydale Sales will also be taking place in September. “I’m a big supporter of Wellsville and I want to do anything I can to support my village,” she said. The yard sales are scheduled to take place from 8 a.m. to 5 p.m. Friday, Saturday and Sunday. On Facebook Murphy wrote, “I keep checking the weather.” Earlier in the week the weekend weather is predicted to be partly cloudy, in the mid-70s, with the possibility of light rain according to NOAH.

ANGELICA — Horse and tractor pulls, a rodeo and the always-popular demolition derby will make their triumphant returns to Angelica this month. The Allegany County Agricultural Society has reported it will host many fan-favorite events during the 176th Allegany County Fair, set for July 19-24, at the fairgrounds in Angelica. Announced in May, organizers have been hard at work to get ready for the July 19-24 exhibition. The main event schedule has one popular attraction per day of the fair: Monday evening: Truck pull and local truck pull Tuesday: Draft horse pulls Wednesday: Garden Tractor Pulls Including V8 Mini Mods Thursday: Broken B Rodeo Friday: The Outlaw Pulling series Saturday: Demolition Derby The garden tractor pull and the Outlaw Pulling series are new additions this year, organizers said. Each day will also feature 4-H and FFA events, including animal shows, tractor demonstration contests, and the annual youth market animal sale at 6 p.m. Wednesday. Midway rides will also return. American Amusements will set up carnival rides, officials said, with prices to be separate from general admission. Tickets are $10 for general admission most

days, but tickets are just $5 on Wednesday. The admission covers all grandstand events, demonstrations, and all commercial and animal exhibits. Season tickets — for admission every day — are $30, and membership tickets, which include voting rights, are $35. For a full list of daily events, visit www.alleganycountyfair.org. In late May 2020, officials made the call to postpone the 176th running of the fair. The fair group joined dozens of others across the state to make the call to close up, including Cattaraugus and Erie counties just days earlier. On July 2, 2020, Western New York entered Phase IV of reopening — which allowed for festivals and fairs — but the two-week timetable was too short to allow for planning the fair for a 2020 opening, and limits of attendance to just 50 people at a time complicated matters. Gov. Andrew Cuomo announced in April that the New York State Fair would be able to run, giving Allegany County Fair organizers reserved hope for this year’s event in Angelica. The governor announced in mid-May that county fairs would be permitted with permits from the local county health department. Fairs with more than 5,000 attendees will require approval from the state Department of Health. On June 14, the governor announced the 18day state fair would open at 100% capacity, reopen several popular buildings with additional vendors, and would expand live performances. The lifting of restrictions bodes well for county fairs across the state, many of which are expecting to operate after taking 2020 off.

Grant program to strengthen outreach to businesses in underserved communities enacted through the American Rescue Plan WASHINGTON – Today, the U.S. Small Business Administration announced the extended application date for its new Community Navigator Pilot Program. SBA will now accept proposal submissions through July 23, 2021 and anticipates making award decisions by September 2021. This new initiative, established by the American Rescue Plan Act of 2021, will leverage a community navigator approach to reach our nation’s smallest businesses, with a priority focus on those owned by socially and economically disadvantaged individuals, as well as women and veterans. The Biden-Harris Administration has made delivering equitable relief to hard-hit small businesses a top priority and will continue to take steps to ensure equitable distribution of relief. “As SBA Administrator Isabella Casillas Guzman reinforces, we have to meet small businesses where they are. This program is designed to empower a hyperlocal approach through a national network of

community navigators who are on the ground truly connecting, empathizing, and tailoring solutions for our small businesses during critical recovery,” said SBA Associate Administrator for the Office for Entrepreneurial Development Mark Madrid. “This bold effort underscores our agency’s commitment to advance equity and bolster an ecosystem in which small businesses continue to apply for the diverse suite of SBA resources, services, and/or programs throughout various stages of business recovery, growth, scale, and/or maturity.” The Community Navigator Program will have a significant impact in revitalizing small businesses through a Hub and Spoke “Navigator” featuring a lead “Hub” – at the center of a network of “Spoke” organizations that deploy trusted community advocates to work with small businesses during recovery. These networks leverage the business development expertise of the central hub organization and the community credibility of

spoke organizations to better connect critical resources with small businesses, with the priority focus on those owned by women, veterans, and socially and economically disadvantaged individuals. “Inclusion and access continue to be among the most important priorities for aiding small business through recovery. Our underrepresented, women and Native American businesses need our support now to grow and strengthen our economy. Community Navigators is about connecting and rebuilding community to ensure more American small businesses survive and thrive,” said SBA Assistant Administrator for the

Office of Women’s Business Ownership Natalie Madeira Cofield. Competitive grant awards will range from $1 million to $5 million for a twoyear performance period. The Oilmen’s Mercantile is open Mondays and Wednesdays from 9 a.m. to 4 p.m; from 11 a.m. to 6 p.m. on Tuesdays and Thursdays; and from 1 to 6 p.m. Fridays. It is open 8 a.m. to 2 p.m. on Saturdays.
