HUD announces $1.73 million in aid to Seneca Nation WASHINGTON, D.C. — The U.S. Department of Housing and Urban Development last week announced that almost $2 million in aid will help the Seneca Nation of Indians as part of a $52 million program. The aid, through the Indian Community Block Grant-American Rescue Plan, provides grants to 49 Tribal communities to prevent, prepare for and respond to the COVID-19 pandemic. The Seneca Nation Housing Authority received $1.73 million in assistance to build eight single-family homes, which will help alleviate the housing shortage. The announcement, made by HUD Deputy Secretary Todman during a speaking engagement

at the National American Indian Housing Council’s Legal Symposium, underscores the Biden-Harris Administration’s commitment to delivering equitable COVID-19 relief to Tribal communities. “I’m pleased to announce these robust resources for Tribal communities to meet urgent housing, community, and economic development needs,” said HUD Deputy Secretary Adrianne Todman. “The funding HUD is awarding today will support our mission to ensure that every person has the security of a healthy, safe, and resilient home and community. HUD looks forward to ongoing partnerships with Tribal communities to expand equity and opportunity and strengthen nationto-nation relationships.”

In addition, the Saint Regis Mohawk Tribe received $1.04 million to buy a three-acre parcel and three manufactured homes. “These two American Rescue Plan grants to the Seneca Nation Housing Authority and the St. Regis Mohawk Tribe will fund the construction and acquisition of new housing for Tribal families in New York,” said Stephen Murphy, HUD Deputy Regional Administrator for New York and New Jersey. “The new residences will alleviate housing shortages experienced by both tribes during the COVID-19 pandemic; these permanent homes will go a long way toward keeping residents safe and healthy.”

VanRensselaer on Gov. Hochuls mask mandate On Friday, December 10, 2021, Governor Hochul announced an indoor mask mandate. Throughout the COVID pandemic, Cattaraugus County, by and through its Health and Emergency Services Departments and under the direction and cooperation of the County Legislature and Administration, has encouraged a multi-layered COVID mitigation strategy which has included mask wearing while indoors when social distancing is not possible, testing, and vaccination. Nevertheless, the County will not force our local businesses to become an extension of law enforcement. It is unfair to threaten businesses with $1,000 fines per occurrence for failure to comply. Frankly, the County does not have the resources nor the will to enforce this mandate, either. Should a private business opt to require masking or vaccination for entry, that is the absolute prerogative of the private business. The Cattaraugus County

Legislature continues to encourage mask wearing while indoors when social distancing is not possible, testing, and vaccination, which will mitigate the spread and will allow the County and its residents, businesses, and

institutions to get back to a more normal living and operating environment. The Cattaraugus County website and social media provides contact information and schedules for vaccination clinics and COVID testing.

Memories of loved ones honored at Tree of Life ceremony LITTLE VALLEY — The HomeCare & Hospice Foundation presented its 26th annual Tree of Life memorial ceremony Dec. 6 at the Li le Valley VFW. Although smaller this year than in the past due to ongoing COVID-19 concerns, families and friends gathered to hang their personalized ornament of remembrance and pay tribute to a loved one who has passed. Centered around remembrance and healing, the Tree of Life ceremony is a way for people to commemorate loved ones who have died and provides an opportunity for those who have experienced loss to memorialize a family member or friend during the holiday season. Leanna Cameron, director of organizational advancement for Hospice, opened the ceremony and Rev. Stan Scoville, M.Div., spiritual care coordinator, gave the invocation and benediction. “We realized this is the holiday season, and with all of its festivities it can be a difficult time for those of us who are grieving,” Scoville said. “We fi nd that our needs are o¥en different from those around who are joining in the hustle and bustle

of the season.” Sarah Negron, agency relations coordinator, recited the poem “Never Forgo en” and Hannah Pollock, social worker, read the poem “One Memory Away” during the ceremony. As each loved one’s name was called, family members came forward to hang a special ornament on the tree. This year’s ornament is a bell, something Scoville said has been around for thousands of years and an instrument heard o¥en during ceremonies, religious services and throughout the holiday season. “Today, at this special Tree of Life ceremony, we remember that the bell has been rung for our loved ones,” he said. A¥er the ornaments were hung on the tree, Cameron and Scoville lit the Remembrance Wreath as Pollock read the message of remembrance. “As we light these five candles in memory of you, we light one for our grief, one for our courage, one for our memories, one for our love, and one for our hope,” she said. Each year, the HomeCare & Hospice staff ask the family member of someone who was on hospice and passed away to share their

experience. Cameron read a le er wri en by one of their nurses whose grandfather was on hospice before dying earlier in the year. “My family and I will forever be thankful for hospice services. Not only did hospice give my family the opportunity to be with my grandpa at the end of life, but really prepared my family and me for what might happen during the dying process,” she wrote. “My family and I miss my grandpa every day but still cherish that we were able to spend the last couple of months with him at home.” Tree of Life memorial ceremonies allow local grieving families, friends and caregivers a way to remember and celebrate their loved ones during the holiday season. As an option for remembrance, ornaments and luminaries are offered for purchase each year. The proceeds serve as a gi¥ to current and future patients. Donations help support more patients and families as they face the end of life. To fi nd out more about HomeCare & Hospice and the services offered, visit homecare-hospice.org or call 372-2106.

I-86 may remain closed through December BY RICK MILLER The Interstate 86 culvert replacement project that has closed the fourlane highway between exits 23 and 24 will not be completed by Friday as initially projected by the state Department of Transportation. Chris Baker, Cattaraugus County director of Emergency Services, said a DOT source had recently informed him that the road would not reopen Friday — and the closure could last through December. There was a “weather permitting” clause in the announcement last month that I-86 would have to close for five weeks between Allegany and Seneca Junction for emergency replacement of a culvert. Baker said he alerted fire companies, ambulance crews and law enforcement that I-86 would not reopen as quickly as planned. “It looks like it will be the end of December before it reopens,” he said Tuesday. Baker said the 7-mile Route 417 detour between West Five Mile Road in Allegany and Route 219 at Seneca Junction has had three accidents over the past month, including an overturned truck on Tuesday morning. Route 417, which carries more than 3,000 cars a day, is also handling the more than 12,000 vehicles that normally use I-86 between exits 23 and 24. State DOT officials discovered a settling of earth over the summer along the shoulder of I-86 near Chipmonk Creek in the

Salamanca schools offer TeleMed Urgent Care to students, staff BY KELLEN M. QUIGLEY SALAMANCA — Students and staff in the Salamanca City Central School District no longer need to make a special trip to the doctor if a medical concern pops up in school. The district recently began a partnership with Mobile TeleMed to provide students immediate access to physical and mental healthcare services during school hours, something that has become vital in the past 20 months. In addition to treating non-emergent medical needs such as ear infections, pink eye, allergies, skin abnormalities and more, SCCSD Urgent Care can uniquely test students and employees for COVID-19, Influenza, Strep Throat and Urinalysis. Superintendent Robert Breidenstein said the Salamanca and Genesee Valley Central school districts worked closely to acquire the equipment and training for the program aidable through New York state. “We launched this about a month before the pandemic started and about seven months after Genesee Valley started their program,” he said. “It was pretty sparsely used because the students weren’t here and the staff wasn’t here for the most part.” But as students began returning to the buildings later in the 2020-21 school year, Breidenstein said there was an uptick of more students using the urgent care as they and their parents became more familiar with it. “It’s a growing option for families and staff to meet their healthcare needs without having to drive to Olean, Jamestown or Buffalo, or even Bradford

town of Carrollton. The culvert was showing signs of deterioration and officials were concerned of a catastrophic failure over the winter that could close I-86 for many months. Engineers went to work designing a new culvert and had an emergency contractor, Catco Construction of Elma, on standby. The old corrugated steel culvert was removed and the area was excavated to accept the new concrete box culvert. Water was diverted by a channel dug across the four lanes to Chipmonk Creek. DOT Region 5 public information officer Susan Surdej did not reply to emailed questions Tuesday regarding why the culvert replacement project was lagging behind schedule. On Monday, construction crews continued working at the scene. It is not clear whether the box culvert has been completed across both lanes. The project is visible to motorists driving along South Nine Mile Road. After the site is backfilled and earth compacted, warmer weather will be needed in order to pave all four lanes over the culvert.

(Pa.) for that matter,” he said. With parental consent, students will be able to receive medical treatment from a licensed doctor, nurse practitioner, physician assistant or specialist through mobile technology at school under the supervision of the school nurses. The nurses’ offices at the main campus — servicing the high school and Seneca Intermediate School — and Prospect Elementary are equipped with state-of-theart Bluetooth software with video-conferencing and diagnostic equipment that brings the doctor’s office to the patient. Evaluations will occur in confidential exam rooms in the district’s newly renovated health office suites with providers based in Buffalo and Western New York. “It’s a fairly typical TeleMed office visit,” Breidenstein said. “For students under the Seneca Nation Health Clinic, then there are a few other steps in that process to make sure there is adequate coverage.” The nurse and student initiate a video call in a private exam room and a provider joins in on the call. The provider then uses realtime diagnostic integration to evaluate the patient. The visit can conclude with the physician writing a script, ordering labs or providing a treatment plan with significantly less instructional

responsible for co-pays, prescriptions, labs and x-rays. “If students have gaps in insurance coverage, we have a separate rider with TeleMed as part of our subscription plan,” Breidenstein said. “If there is a healthcare gap, or nurses are very conscientious about making sure they get enrolled in the state healthcare plan for undercovered health care needs for students that are school age.” Breidenstein said access to medical and mental health services in Salamanca and much of Cattaraugus County is limited, a pressing concern for families and school districts across the Southern Tier. “This is one way for the school district to partner with established medical providers that our families otherwise wouldn’t have access to,” he added. Consent forms will be available in the main offices of all Salamanca schools and via a secure online portal where parents can sign consent electronically by visiting https://form.jotform.com/92653014669159. Use code 520226 when registering online. SCCSD Urgent Care is open Monday through Friday, 8 a.m. to 3:30 p.m. Contact Julianne Creed, Nurse Manager, at JCreed@salamancany.org or (716) 945-5140 ext. 6203 with any questions.

time lost. “The key takeaway for us is if we have an individual that needs urgent healthcare needs, we can provide that to them very efficiently and very effectively,” Breidenstein said. Virtual urgent care visits for students can be scheduled during normal school hours in the nurses’ office. Mobile TeleMed allows for parents and guardians to access a secure website to be present during their child’s appointment. Health care professionals can figure out a pulse, blood pressure, swollen eardrums or throats, diagnose rashes and more with the help of Bluetooth tools. Advantages of Mobile TeleMed include increased school attendance for students, reduced time off at work for families, elimination of travel time to and from the doctor’s office or hospital, fewer costly emergency rooms visits and improved access to quality urgent care. “The only lingering concern we have is securing proper consent from parents, and it’s completely up to them if they want to provide us consent,” Breidenstein said. Mobile TeleMed works closely with students’ medical providers. All major insurance companies are accepted. Prescriptions and lab work can be sent to local pharmacies and primary care doctors. Factors to focus on when discussing driving with seniors

Around 45 million licensed drivers on the roads today are age 65 and older. Driving is one way for seniors to stay independent and live fuller lives, but traffic crashes are a leading cause of injury and death for older adults, according to the Centers for Disease Control and Prevention. Older adults are more than twice as likely than younger drivers to report having medical conditions that make it difficult to drive, and usage of certain medications can further affect the ability to drive safely. The National Highway Traffic Safety Administration urges older drivers, friends and family to talk about driving safety. The following are some points to emphasize during such discussions. · Physical fitness: Driving is more than just understanding road signs and how the car works. Safe

driving requires sufficient physical fitness to operate a vehicle. Exercising and being active by walking daily, stretching and performing strength-training exercises can make it easier to steer and get in and out of the car. · Seat belts: Seat belts save countless lives. Some older drivers may have grown up during a time when seat belts were not standard on vehicles and may not recognize the importance of wearing them. However, seat belts are crucial each and every time drivers get behind the wheel. · Vision checkups: The CDC recommends that adults have their vision checked by an eye doctor at least once per year. Corrective lenses or glasses also should be worn if they are needed to improve vision. · Medications management: Individuals should

exercise caution when taking medications, especially sleep and pain medications. Even cold remedies can affect driver safety, advises the Mayo Clinic. Always read medication labels and pharmacy inserts to determine if it’s safe drive while on a given medication. · Limitations and modifications: Getting older may come with certain physical limitations that can be remedied with a few modifications. An occupational therapist may be able to recommend assistive devices, such as steering wheel covers that make gripping the wheel easier, or a swiveling seat pad to make getting out of a vehicle less strenuous. Aging drivers and their families can focus on various factors to keep such motorists safe when they’re behind the wheel.
