Holiday Valley appoints new board member ELLICOTTVILLE — Chairman of the Board John Northrup and Holiday Valley President Dennis Eshbaugh announce the appointment of David Trathen to the Holiday Valley Board of Directors. Trathen fills the position vacated by Allen J. Yahn, who retired after 51 years

of service. Trathen is currently Vice President of Finance and has been employed by Holiday Valley for 31 years.Officials said Trathen’s dedication to the resort and his wealth of experience have prepared him to be a valuable asset to this board of seven members.

The Cattaraugus County Department of Social Services has begun accepting applications for the 2021 Summer Youth Employment Program. “We are ready to help area youth find summer jobs and will assist youth between the ages of 14 and 20 who meet income eligibility requirements with job interview skills, professional conduct, financial literacy and in finding employment,” the SYEP staff said in a statement. For over 10 years, the Department of Social Services dedicated staff has administered this federally funded program to recruit,

train and place youth with participating employers. Due to the continuing COVID-19 pandemic, the Cattaraugus County Department of Social Services will not be running in-person outreach sites. Any youth interested in applying can complete and submit an application online at https://www.cattco. or g /s o c i a l-s e r v ice s/s u mme r-yout h- e mploy me ntprogram. State extends HEAP energy applications to Aug. 31 BY RICK MILLER The Cattaraugus County Department of Social Services will continue to accept applications for Home Energy Assistance Program, or HEAP, through Aug. 31. The program was previously scheduled to close on April 30. This extension means that the program will run alongside another critical component of the HEAP program, the Cooling Assistance Component (CAC), which will begin accepting applications on May 3, 2021. Benefits are provided on a first come first serve basis. Households may be eligible for the CAC benefit if they have not received a HEAP funded air conditioner in the past 5 years. To be eligible for a CAC benefit the applicant or somebody in the household must have a documented medical condition that is exacerbated by extreme heat. With the release of additional funding for New York State to operate the HEAP program, beginning

immediately, a third emergency benefit will be authorized for those HEAP eligible households that can document that a heating/ utility emergency exists. That includes a utility shutoff notice or their utility service is already off, there is less than 25% fuel left in oil/propane/kerosene tanks, or there is less than a 10 day supply of wood/wood pellets/coal. Under the directive from the state, the Cattaraugus County Department of Social Services will continue to accept applications postmarked or submitted electronically at www.myBenefits.ny.gov, until the close of business on Aug. 31. Applications will also continue to be accepted by the Department of Aging for those individuals over 60 years of age. OLEAN – The Cattaraugus County Health Department will be hosting a COVID-19 vaccination clinic at the Jamestown Community College Olean Campus on Saturday May 8th, 2021 from 9:00a.m. until 12:00 p.m. Moderna vaccine is being administered at this clinic and requires the administration of a second dose within 28 days of the initial dose. The department will schedule your second dose vaccine on June 5th, 2021. Individuals 18 years of age and older who reside, work, or study in New York State are eligible to register for the vaccine. County GOP’s Keis sees Zeldin as best bet for governor BY RICK MILLER

SBA Announces Restaurant Revitalization Fund The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023. Additional details and annoucements can be found on the U.S. Small Business Administration website. Information about the Application Portal Registration for the Restaurant Revitalization Fund (RRF) will begin Friday, April 30 at 9 a.m. EDT and SBA will begin accepting applications via the application portal on Monday, May 3 at 12 p.m. EDT. The application portal will remain open to any eligible establishment until all funds are exhausted. How to prepare In preparation, qualifying applicants should familiarize themselves with the application process in advance to ensure a smooth and efficient application. Follow the steps below. Register for an account in advance at restaurants.sba. gov starting Friday, April 30 at 9 a.m. EDT. If you are working with Square or Toast, you do not need to register beforehand on the

application portal. Review the sample application, program guide and cross-program eligibility chart on SBA COVID-19 relief options. Attend one of the webinar trainings listed below. These will be recorded and later posted on SBA’s YouTube channel. Who can apply Eligible entities who have experienced pandemic-related revenue loss include: Restaurants; Food stands, food trucks, food carts; Caterers: Bars, saloons, lounges, taverns: Snack and nonalcoholic beverage bars: Bakeries (onsite sales to the public comprise at least 33% of gross receipts): Brewpubs, tasting rooms, taprooms (onsite sales to the public comprise at least 33% of gross receipts): Breweries and/or microbreweries (onsite sales to the public comprise at least 33% of gross receipts); Wineries and distilleries (onsite sales to the public comprise at least 33% of gross receipts); Inns (onsite sales of food and

Ca araugus County Republican Party Chairman Robert C. Keis Sr. joined his counterparts in Albany earlier in April to hear presentations from prospective gubernatorial candidates. U.S. Rep. Lee Zeldin, a conservative Long Island congressman, is the early front-runner, garnering support from about 37% of New York’s county GOP leaders. Keis said he has not pledged his support to any candidate, yet, but agrees with his counterparts at the county level who believe Zeldin is the best candidate. The group plans to meet again in about 60 days to see if a consensus candidate has emerged, Keis told the Times Herald on April 22. He believes as much as 75% of the chairmen will be able to settle on a candidate and help avoid a costly primary. Allegany County GOP chairman Mike Healey is among the group of Western New York and Finger Lakes chairs who are squarely in Zeldin’s corner. Is it too early for candidates to begin jockeying for the GOP nomination to run in November 2022? Keis said he favors candidates starting early — 18 months early in this case. “The intent is not to have a primary,” he said. “We were not there to make a decision.” While not commi ed, Keis added, “I feel that Zeldin is our candidate.” In addition to Zeldin, who has been elected to three

terms in the U.S. House from Suffolk County, the county chairs heard presentations from former candidates for governor Rob Astorino and Marc Molinaro, and from former New York mayor Rudy Giuliani’s son, Andrew Guilaini, a former White House advisor. Others were Lewis County Sheriff Mike Carpanelli, Orange County Executive Steve Neuhaus, Rensselaer County Executive Steve McLaughlin and Rockland County Executive Edward Day. Zeldin’s presentation drew the most interest, Keis said. Upstate’s Rep. Elise Stefanik, another prominent name mentioned among possible GOP challengers of Gov. Andrew Cuomo, could not a end the Albany event. State Republican Chairman Nick Langworthy of Erie County has not commi ed to any candidate at this time. In the past two gubernatorial elections, Astorino and Molinaro didn’t start raising money until early in the year of the election, Keis said. That le« them at a disadvantage against Cuomo, who had the power of the incumbency and was flush with campaign funds. Cuomo has about $28 million in his campaign account, yet he is besieged seemingly on all sides over multiple scandals and investigations. Cuomo is facing several sexual harassment accusations, including from female staffers, accusations he directed an undercount

of COVID-19 nursing home deaths and reports that state employees assisted in preparing the governor’s book about the state’s response to the pandemic. The governor is under investigation by state A orney General Letitia James and the Assembly. Nevertheless, Cuomo has resisted calls to resign — a prospect that appears far less likely as each week passes. “I’d like to see Cuomo be the candidate,” said Keis. “The nursing home thing will hurt Cuomo with voters.” Many families lost relatives in nursing homes where Cuomo sent COVID patients a«er their discharge from hospitals. Keis agreed that the nursing home cases also came from employees and visitors. Keis said James might even run in a Democratic primary against Cuomo. “With Cuomo’s baggage, I’d love to see him as the Democratic candidate,” Keis said. “I think he’s extremely vulnerable. “I think Lee Zeldin is head and shoulders the best candidate,” Keis continued. Both Molinaro and Astorino “ran good campaigns. They had their chance.” Zeldin, he said, “is a strong Second Amendment guy.” He expects Zeldin to outline his other views and policy proposals in May as he travels the state. “We’ve got to make this decision and give whoever it is a chance to raise money,” Keis said.

MACHIAS — The Cattaraugus County Museum and Research Library announces an event to kick off the county’s new veterans project on Armed Forces Day, Saturday, May 15. The project, “Our Veterans, Their Stories,” aims to preserve the oral histories of county veterans to preserve the human face American history for generations to come and honor the men and women from the area who swore to defend and protect the United States. Video recordings will be made of interviews with the veterans, which will then be made available to the veterans themselves and the general public both online and at the Cattaraugus County Museum and Research Library. Veterans from all service branches, including National Guard and reserves, are encouraged to

take part. Several veterans have already been interviewed for this project, but more are invited to participate. USDA Seeks Comments on Food System Supply Chains WASHINGTON, NY— Agriculture Secretary Tom Vilsack today announced that the U.S. Department of Agriculture (USDA) is seeking comments on a Department-wide effort to improve and reimagine the supply chains for the production, processing and distribution of agricultural commodities and food products. USDA is taking this action in response to Executive Order 14017, America’s Supply Chains, signed by President Biden on Feb. 24, 2021. The request for comments is published today in the Federal Register and the comment period will close on May 21, 2021. The comments received will help USDA assess the critical factors, risks, and strategies needed to support resilient, diverse, and secure supply chains and ensure U.S. economic prosperity, national security, and nutrition security for all Americans. Such supply chains are needed to address conditions that can reduce critical processing and infrastructure capacity and the availability and integrity of critical goods, products, and services. Identifying food system supply chain-bottlenecks and vulnerabilities also may provide valuable insights into the competitive and fair markets landscape, effects on local and regional producers and processors, and equitable access to food and economic opportunity across diverse communities. USDA will use the comments to prepare a report required by Executive Order 14017. “We have an opportunity to take the lessons we’ve learned from the COVID-19 pandemic and apply those to transforming our nation’s food system from the inside out, including our supply chains,” said Vilsack. “USDA plans to tackle this

supply chain assessment holistically – looking across a full range of risks and opportunities. From elevating the importance of local and regional food systems, to addressing the needs of socially disadvantaged and small to mid-size producers, to supporting sustainable practices to advance resilience and competitiveness, this top to bottom assessment will position USDA to make long-term, transformative changes for economic, national, and nutritional security.” In addition to asking about the agricultural supply chain, USDA is interested in comments about how to target pandemicrelated stimulus relief programs and spending authorized by Congress in the Consolidated Appropriations Act (CAA) and American Rescue Plan Act (ARPA) toward long term, systemic change that results in food supply chain resiliency. In particular, the request for comment seeks input on: bolstering local and regional food systems; Developing new market opportunities (including for value-added agriculture and products); creating fairer

and more competitive markets; meeting the needs of the agricultural workforce; supporting and promoting consumers’ nutrition security, particularly for low-income populations; addressing the needs of socially disadvantaged and small to mid-sized producers, and advancing efforts in other ways to transform the food system. USDA is undertaking this effort to strengthen U.S. competitiveness with attention to our farmers, ranchers, producers, food processors, and other important links in the food supply chain. Under Secretary Vilsack’s leadership, USDA is helping to accelerate a transformation of our food system. Goals of this transformation include a fairer, more competitive, and transparent system where a greater share of the food dollar goes to those growing, harvesting, and preparing our food and one that promotes and strengthens the overall health and well-being of people, our land and water, and our economy. Growing consolidation in food and agriculture, the general health of our population, a growing climate

crisis, and the need to ensure racial justice and equity are important factors to take into consideration as USDA looks at strengthening food and agricultural supply chains. The COVID-19 pandemic, which has disrupted so many charitable organizations and service programs over the past year, has impacted Meals on Wheels as well. In August, the Department of the Aging reported a number of regular volunteers were unable to assist in delivering meals, which led to a shortage of drivers. An urgent call for volunteers went out this past January as well. Perhaps as more and more residents are vaccinated for COVID-19, a greater number of volunteers will be willing to answer the call. Meals are delivered before noon Monday through Friday. Most volunteers deliver about 16 meals once a week, and it takes approximately one hour to complete a delivery route. Protocols are in place to ensure the safety of volunteers during meal delivery. Healthy, well-balanced meals can improve or maintain the health of homebound recipients, possibly even delaying or preventing nursing home placement. The Department of the Aging provides more than 500 nutritious meals daily throughout the county — for some recipients, it’s the only full meal they receive for the day. Without volunteers, the delivery of meals would be impossible. If you have a desire to help our county’s most vulnerable population, call today.
