The grants, interest-free financings and low-cost financings approved by the EFC Board of Directors help provide solutions for critical infrastructure projects across the state that protect or improve water quality. “By investing in clean water and drinking water infrastructure, New York is helping to protect public health, quality of life and the environment,” Hochul said in a statement. The board’s approval includes financing through the state’s drinking water revolving fund and the Clean Water State Revolving Fund, along with grants pursuant to the Water Infrastructure Improvement Act.

Catholic radio broadcaster acquires Salamanca station

Gowanda scarecrow contest registration open until Sept. 20 GOWANDA — Registration for the annual ScarecrowContest in Gowanda is open and continues until Sept. 20. The Scarecrow Contest is the signature eventof Gowanda FallFest weekend at the end of September. The scarecrow contest provides individuals an opportunity to showcase their creativity and imagination. For businesses and organizations, it is a chance to gain some extra attention in the community. The Gowanda Boosters are holding Gowanda Alumni FREE ESTIMATES

Weekend the same weekend as FallFest, meaning more people are expected to be in the village and, with that, an increased audience for the scarecrow creations. It is hoped that this will inspire more businesses and individuals to enter the contest. SALAMANCA — The Station of the Cross Catholic Media Network, headquartered in Williamsville, has acquired two new stations in the region, including WGGO 1590 AM in Salamanca. Also acquired was 100.5 FM in Olean. With a combined potential reach of approximately 75,000 listeners, the stations are expected to begin broadcasting by Sept. 17. “We are very pleased to be able to expand our programming into the Olean and Salamanca regions,” Jim Wright, president of The Station of the Cross, said in a news release. “This incredible opportunity was made possible by the grace of God, and we look forward to spreading the Catholic faith to more people.” Wright said the network is pleased that it can be a spiritual resource for both Catholics and non-Catholics in the Southern Tier. “In addition to building faith and guiding people to the timeless truths of the Catholic Faith, our programs are helping people stay connected to God, addressing

vital issues affecting our society, and giving both practical and spiritual advice to those in need,” he said. An affiliate of Eternal Word Television Network (EWTN), The Station of the Cross broadcasts Catholic radio programs seven days a week, 24 hours a day. In addition to airing shows produced by EWTN and Ave Maria Radio, the network offers a growing number of self-produced shows as well. Mass is broadcast every day (8 to 9 a.m.) and a Holy Hour consisting of the Liturgy of the Hours, Rosary and Divine Mercy Chaplet is broadcast daily (3 to 4 p.m.). The American Institute of Stress notes that various disorders, both emotional and physical, have been linked to stress. Such disorders include depression, stroke, hypertension, and anxiety, among others. In its 2015 Stress in AmericaTM survey, the American Psychological Association found that money, stress and family responsibilities are the three most common stressors. While the symptoms of stress are uncomfortable and potentially very dangerous, the APA notes that such indicators also serve as a warning from the body that it needs maintenance and extra care. The following are some of the ways the body might be telling adults to step back and make an effort to relieve stress. • Headaches, muscle tension, neck or back pain: Some headaches or aches and pains might be mere nuisances or indicative of issues unrelated to stress. But when such symptoms are accompanied by stress, this could be the body’s way of alerting men and women that the stress is approaching unhealthy levels. The AIS notes that when a person is under stress, his or her muscles tense up. The contraction of these muscles for extended periods of time can trigger tension headaches and migraines, among other things. • Chest pains and/or rapid heartbeat: Chest pains and rapid heartbeat may indicate various problems, including stress. This happens when the body is stressed because stress causes the nervous system to signal the adrenal glands to release hormones that make the heart beat faster and increase blood pressure. • Difficulty falling or staying asleep: Men and women who are feeling stressed out and also experiencing difficulty falling asleep or staying asleep should consult their physicians about ways to alleviate that stress. When strategies to alleviate stress are successful, adults should be able to return to normal, healthy sleeping patterns. • Increased frequency of colds: Stress can attack the body’s immune system, making it increasingly vulnerable to colds. The AIS also notes that a weakened immune system also makes the body more susceptible to additional viral disorders, including herpes, and autoimmune diseases such as rheumatoid arthritis and multiple sclerosis. • Loss of appetite or overeating: Stress can affect the gastrointestinal system in various ways, including influencing appetite. While not all problems with appetite are indicative of a body that is overstressed, stress can prompt some people to eat much more than they normally do, while others may eat considerably less than they normally would. • Diarrhea or constipation: Another indicator that stress is compromising the gastrointestinal system is diarrhea or constipation. Again, while these problems are not exclusive to sufferers of stress, when a person is under stress, this can affect which nutrients the body can successfully absorb and how quickly food is metabolized. This can cause some people to experience diarrhea, while others may be constipated.

Cattaraugus County IDA expected to vote Sept. 15 on Great Lakes Cheese benefits

BY RICK MILLER FRANKLINVILLE — The Cattaraugus County Industrial Development Agency Board of Directors was expected to meet Sept. 15 to vote on an environmental resolution and a benefits package for a proposed Great Lakes Cheese Co. plant near Franklinville. “We are very hopeful,” said IDA executive director Corey Wiktor. “This project is about clearing hurdles. So far, so good. There are still some things to be ironed out and worked on. We are working diligently on this every day.” The IDA, with $400,000 appropriated by the Cattaraugus County Legislature for site studies, has funded soils and floodplain studies on the 200acre site off Route 98 that straddles the Franklinville and Farmersville town line. A traffic study was also undertaken.

An archaeological study is expected to be completed soon, Wiktor said. A closer look at the site will be conducted as soon as landowner Jason Schwab harvests corn from the site in a few weeks. The project’s cost is an estimated $505 million for a 480,000 square foot stateof-the-art cheese manufacturing facility. Great Lakes Cheese operates a cheese plant in Cuba, but plans to double production with the new plant. The company had been betting on another site in Allegany County off Interstate 86 near Crossroads in the town of Belvidere, but the site would have required eminent domain proceedings by the Allegany County IDA and utilities could not be extended to the property on a timeline acceptable to Great Lakes Cheese. The Franklinville/ Farmersville site was proposed in June by Schwab, Great Lakes Cheese Co.

expressed interest and the Cattaraugus County IDA set about helping to convince the company that the site was shovel-ready. In late July, the IDA presented a proposed benefits package to Great Lakes Cheese that was described as similar to the Allegany County tax breaks and competitive with another offer from Genesee County. The tax breaks include $23 million in sales tax exemptions, $5.6 million for mortgage recording tax fee and $125 million in property tax exemptions under a payment in lieu of taxes (P.I.L.O.T.) agreement. The $153 million in tax exemptions will help produce about $350 million a year in annual economic benefits. Great Lakes Cheese Co. is concerned for its 230 employees at the Cuba cheese plant and is most interested in continuing to employ them when operations end

in Cuba and move to another plant. The FranklinvilleFarmersville site is 16 miles from the Cuba plant, while the LeRoy site in Genesee County is over an hour and a half away, which most employees are reluctant to do, according to a company survey. In addition to the 230 existing jobs, another 200 employees will be needed at the new cheese plant. The new cheese plant would double the

approximately 2 million gallons of milk used daily at the Cuba cheese plant. This would mean a greater opportunity for local dairy farmers to produce and ship more milk to the new plant. “We’re hoping to land the plane for the company” with the project, Wiktor said. “It’s good to still be here. We hope to have everything wrapped up by Sept.15. I think we have a very good shot at approving everything. This is a huge hurdle to clear for the company.”

Wiktor said “the lion’s share of deliverables will be in at that time and give the company a much better opportunity to look at the project.” Wiktor added: “As we get closer and closer each day, we haven’t been told no. We want to help them make the decision. This gives them the assurance that SEQRA has been completed at the site and that it is shovelready for the project.”

NY hunters must wear orange or pink during big game firearms seasons BY JIM ECKSTROM Deer and bear hunters must wear some fluorescent orange or pink clothing during New York’s firearms seasons in 2021, while legal shooting time has been expanded by about an hour each day. DEC announced the proposed changes in June 2021, after adopting the updated New York State Deer Management Plan. After review of the public comments received on the proposed changes, DEC adopted the rules as proposed. A summary of the public comments received and DEC’s response is available on the DEC website and in the latest issue of the New York State Register. The rule change requires anyone hunting big game with a firearm, or accompanying someone hunting big game with a firearm, to wear a solid or patterned fluorescent orange or fluorescent pink hat, vest or jacket. The DEC does not specify a square-inch total of fluorescent fabric that a hunter must wear — a hat or vest suffices. New York was one of the few states that did not require some fluorescent orange or pink clothing during its firearms seasons for big game. Many hunters have chosen to wear orange — and the DEC has encouraged hunters to do so — but now it is required. “Most two-party huntingrelated shooting incidents in New York involve a hunter victim who was not wearing fluorescent orange or pink clothing,” the DEC stated in a press release Wednesday. “Similar fluorescent orange requirements exist in most states,” including Pennsylvania. “I am confident that the rule changes ... will provide hunters with a better all-around experience while ensuring their safety,” DEC Commissioner Basil Seggos said. “In addition, these actions bring New York in line with the common practices of states and provinces across North America.” Hunting hours for deer and bear now include the full period of ambient light from 30 minutes before sunrise to 30 minutes after sunset. The DEC indicated that

other states allow deer hunting beginning one-half hour before sunrise or earlier, or specify daylight hours, and 46 of 50 states allow deer hunting until some period (mostly one-half hour) after sunset. The DEC also extended the late bow and muzzleloader season in the Southern Zone to allow a holiday deer hunt from Dec. 26-Jan. 1. Also new is a nine-day season for antlerless deer Sept. 11-19 using firearms in Wildlife Management Units (WMUs) 3M, 3R, 8A, 8F, 8G, 8J, 8N, 9A and 9F and using bowhunting equipment in WMUs 1C, 3S, 4J and 8C. The new early antlerless season does not apply to any WMUs in Cattaraugus and Allegany counties. The DEC said management objectives in these units are either to decrease the deer population or maintain a stable population — increasing the antlerless harvest is needed to achieve these objectives. Bear hunting season in the Adirondack region was simplified by extending the regular season to cover the entire hunting period. Goose season opens One of the first New York seasons to open every year is the September “resident” Canada goose season. Although they may look the same, “resident” Canada geese are those that breed in the United States and southern Canada, unlike “Atlantic Population” (or “AP”) Canada geese, their relatives that breed in northern Canada and migrate through New York. Typically, resident geese produce more young per pair and survive at a higher rate than AP geese. As the resident goose population has grown, season lengths and bag limits have been liberalized and hunters have successfully stabilized the population, according to the DEC. The September season is an important opportunity for hunters, as AP goose seasons have been restricted to 30 days and a one-bird bag in most areas to protect this more vulnerable population.

quarter of 2020, much of which occurred prior to the declaration of a global pandemic, nearly 18 percent of respondents indicated they had delayed vehicle repairs or maintenance. IMR classified “delayed maintenance” as repairs and maintenance that vehicle owners intentionally put off despite knowing the vehicles needed them. That conscious decision to delay maintenance and repairs could prove costly

in the long run, as adhering to a routine maintenance schedule is a great way to ensure cars stay on the road longer. In addition, adhering to manufacturerrecommended maintenance schedules is a great way to discover minor issues before they escalate into larger, more costly concerns.
