Energy Commission Launches Energy Reference Guide Webpage

MAYVILLE, NEW YORK --

The Chautauqua County Energy Commis sion (The Commission) presented the Chautauqua County Energy Reference Guide to the Chautauqua County Legislature at their monthly meeting held on September 28, 2022 in the Legislative Chambers.

Formed in the summer of 2021 through Chautauqua County Legislature Chair man Pierre Chagnon’s leadership, the Commis sion was assembled with the objective of assessing the ever-changing energy landscape and sharing fin dings with Chautauqua County leadership and other county stakehol ders. Members include re presentatives from local energy utilities, energy businesses, and other bu siness sectors. The com mission members cur rently include Ken Lawton, Hans Auer, Dennis Elsen beck, Martin Glose, Shelly Spacht, Todd Hanson, and Kris Sellstrom.

“The Commission thanks County Executive PJ Wendel, Legislature Chairman Pierre Cha gnon, and Deputy County Executive for Economic Development and CCIDA CEO Mark Geise, for their support of this initiative,” said Ken Lawton, Energy Commission Chair. “Addi tionally, the Chautauqua County Department of Planning & Development’s leadership made this end product possible – with spe cial thanks to Lauren Sharp and Courtney Domst.”

The Commission, in collaboration with the Chautauqua County De partment of Planning & Development (CCDPD), has launched an online Energy Reference Guide (Guide). The Guide was developed for the purpose of provi ding stakeholders with an overview of the current and ever-changing energy landscape and to provide easy access to reference in formation.

“The Energy Commis sion was formed in res ponse to the increased activity associated with energy-related legislation and projects,” said Cha gnon. “I am confident that this resource guide will prove useful to the public, decision-makers, and key stakeholders as they make important energy-related decisions that are bound to have long-term implica tions.”

The Guide, which is by no means an all-inclusive resource, is in fact quite thorough and is intended to provide stakeholders, de cision-makers, and the pu blic with the resources they need to navigate the com plexities of the energy en vironment from all points of view.

“I am thrilled that the work of the Energy Com mission lead to this incre dible resource,” said Wen del. “It is important that we have a place where we can go, at the click of a mouse, to do research on any given subject related to energy. I applaud the Legislature, the Energy Commission,

and the County’s Depart ment of Planning & De velopment for all of their hard work.”

The Guide is organized into seven user friendly categories: Outreach & Education; Legislation & State Goals; Resiliency & Sustainability; Resources for Residents; Business Development; Clean En

ergy Technology & In frastructure; and Clean Energy Articles & Miscel laneous. These main cate gories are further divided into subcategories to help guide the user through different green energy to pics. Whether you are a homeowner looking for home energy system infor mation, a business seeking information on energy in

centives, or a municipality needing resources to up date your zoning code, the Guide is a useful resource for accessing information about clean energy from many different perspec tives.

MAYVILLE, N.Y. - Chau tauqua County is excited to join 33 other communities across New York, Kentucky, Massachusetts, and Ohio in launching the first communi cations campaign for the Heal ing Communities Study. The first campaign running from October 3 – December 2, 2022 is focused on raising aware ness of the dangers of illicit fentanyl, a drug that is present in more than three-quarters of the 2,000+ overdose deaths that occur in New York each year (source: NY State Opioid Annual Report 2021). In addi tion to sharing facts about the dangers of illicit fentanyl, the HEALing Communities Study campaign teaches ways to pro tect our loved ones and com munity members from a fatal fentanyl overdose including:

Knowing the signs and how to respond to an overdose; and

Getting trained and carry ing naloxone (also known as Narcan® or Kloxxado™), an FDA-approved medication that can save someone’s life if they are overdosing on opioids, whether it is a prescription opioid pain medicine, heroin, or a drug containing fentanyl.

“We are excited to work with our community partners to bring life-changing infor mation to our communities,” said Deb Maggio, HCS Com munications Champion. “We are confident that together, we will discover data to better equip us with the information needed to reduce opioid deaths in Chautauqua County.”

About the HEALing Com munities Study

The National Survey on Drug Use and Health (NS DUH) estimates that 2.1 mil lion Americans have opioid use disorder, yet fewer than 20% of those receive specialty care in a given year. New York State has one of the highest rates of opioid overdose deaths in the nation. A menu of evi

dence-based practices (EBPs) exists, including opioid over dose education and nalox one distribution programs, prescription opioid safety, FDA-approved medications for opioid use disorder, behavioral therapies, and recovery sup port services. Unfortunately, these EBPs have largely failed to penetrate community set tings.

Project Manager Steve Kil burn said, “Naloxone isn’t the end of help and treatment, but for many, it is a necessary and life-saving beginning. Pre mature death from any cause is tragic, and our hope is that this campaign will have the ef fects of raising awareness and reducing overdose deaths in Chautauqua County.”

As a result, the National In stitutes of Health (NIH) and the Substance Abuse and Mental Health Services Administra tion (SAMHSA) launched the HEALing Communities Study (HCS) to identify the EBPs that are most effective at the local level in preventing and treat ing OUD. The goal of the study is to reduce opioid-related overdose deaths by 40 percent.

The first phase of the study, which ended June 30, occurred in Cayuga, Columbia, Greene, Erie, Lewis, Putnam, Suffolk, and Ulster Counties. The sec ond phase of the study will now run through December 2023 in Broome, Chautauqua, Cortland, Genesee, Monroe, Orange, Sullivan, and Yates counties. In support of this work, Chautauqua County is collaborating with local part ners on a newly formed coali tion to launch three communi cations campaigns:

Naloxone-Fentanyl Educa tion, Medication for Opioid Use Disorder Awareness, and MOUD Treatment Reten tion.

Chautauqua County Department of Mental Hygiene Awarded $1 Million to Support The Improvement and Advancement of Mental Health amd Substance Use Treatment Services

Substance Abuse and Mental Health Services Administration (SAMHSA) awarded the Chau tauqua County Department of Mental Hygiene (CCDMH) an advancement and improvement grant for the Certified Commu nity Behavioral Health Clinic (CCBHC) in Chautauqua County.

Starting September 30, 2022, the grant includes $1 million annu ally over four years. CCDMH re ceived the CCBHC designation in 2020 under a previous SAMHSA grant. This designation has posi tively influenced the community clinics’ accessibility.

CCBHCs have dramatically increased access to mental health and substance use disorder treat ment and expanded the capacity to address the overdose crisis. They have established innovative partnerships with law enforce ment, peer-run organizations, schools, and hospitals to improve care, reduce recidivism, and ad dress health disparities.

“Our CCBHCs are designated to support and advance the work

we’ve initiated to improve ac cess to high-quality behavioral health services,” said Chautauqua County Mental Hygiene Deputy Director and CCBHC Project Di rector Trish McClennan. “In col laboration with our community partners, CCBHCs are another step toward strengthening Chau tauqua County’s network of ser vices.”

Chautauqua County will use the funds to improve access to community-based recovery ser vices, expand mobile crisis teams with a youth specialty, and en hance care coordination and peer specialist services. Funds will support this effort toward a col laborative, responsive, and ac countable behavioral health sys tem that values recovery, hope, excellence, respect and safety.
