What is PAS 2035? TrustMark and PAS 2035

A best practice guide for delivering whole-house retrofit projects in existing domestic properties

Background

The UK is home to 27 million domestic buildings, many of which require a significant boost in energy efficiency. However, previous efforts to retrofit these buildings fell short due to a lack of universal standards and guidelines. To address this issue, the UK government commissioned the Each Home Counts review in 2015, which resulted in 27 recommendations for the energy efficiency sector.

One of the key recommendations was the creation of TrustMark, a universally recognised quality mark for energy retrofit measures. The review also called for the development of an industry-wide Code of Practice, leading to the publication of the PAS 2035:2019 document.

PAS 2035 Explained

PAS 2035:2019 is a document published by the British Standards Institution (BSI) that provides an end-to-end framework for the application of energy retrofit measures to existing buildings in the UK. It offers best practice guidance for the implementation of these measures (from building assessment to installation) and is intended to be used by a wide range of stakeholders, including building owners, retrofit professionals, and policy makers.

PAS 2035:2019 embraces a whole house approach to retrofit projects, which considers the home, environment, occupancy and the householders’ improvement objectives when determining the most suitable measures to install.

PAS 2035 is overseen by TrustMark, the government endorsed and trusted quality mark for the retrofit industry.

To deliver PAS 2035 retrofit work, individuals or companies must be a member with a TrustMark approved scheme provider, such as Elmhurst. These providers must guarantee that their members adhere to high standards of technical proficiency, customer service, and ethical business practices.

Where does PAS 2035 apply?

PAS 2030:2019

(Installation of Measures) PAS 2030:2019 replaces the 2017 version and is embedded within the PAS 2035 guidance. This standard covers the installation, commissioning and handover side of PAS 2035 retrofit projects.

Installers who wish to deliver work under energy efficiency retrofit programs such as ECO, the Social Housing Decarbonisation Fund (SHDF) and the Home Upgrade Grant (HUG), will need to demonstrate compliance with PAS 2035 and have PAS 2030:2019 certification.

Energy Company Obligation (ECO)

The Energy Company Obligation (ECO) energy efficiency scheme, which helps reduce carbon emissions and tackle fuel poverty, mandates compliance with PAS 2035. This means that a TrustMark approved Retrofit Coordinator will be required for all retrofit projects funded by the ECO scheme.

Social Housing

Social Housing providers continue to receive government funding to improve the energy efficiency of their worst performing homes. The Social Housing Decarbonisation Fund (SHDF) and The Home Upgrade Grant (HUG) has awarded millions to Local Authorities, and each one requires retrofit projects to be delivered in accordance with PAS 2035.

PAS 2035 Retrofit Roles

PAS 2035 provides an accurate definition of retrofit roles and the activities required prior to the installation of energy efficiency measures. Five distinct roles within the PAS 2035 framework effectively manage each part of the retrofit process. All of the roles within the PAS 2035 process need to be TrustMark approved in order to undertake retrofit work within PAS 2035. Elmhurst Energy provides relevant training routes and TrustMark approved schemes for two retrofit roles: The Retrofit Assessor and The Retrofit Coordinator.

Retrofit Assessor

Dwellings which require energy retrofit work must first be assessed by a TrustMark approved Retrofit Assessor. These assessors play an important role in the PAS 2035 process as they collect property data/information which Retrofit Coordinators use to develop a medium term improvement plan.

Retrofit Assessor Training

You must be an accredited Domestic Energy Assessor (DEA) in order to undertake Retrofit Assessor training. DEAs already have extensive knowledge and experience with property assessment, which will allow them to easily transition to a Retrofit Assessor role.

Elmhurst has developed an approved Retrofit Assessor Training course which covers all the skills, techniques and best practice required for Retrofit Assessors to confidently undertake Retrofit Assessments within the PAS 2035 framework.

Assessment Strategy

The PAS 2035 framework requires that every domestic energy retrofit project must be overseen by a TrustMark approved Retrofit Coordinator. This role is critical to the success of the retrofit process, as they are responsible for managing all aspects of the project, from start to finish, and working closely with all stakeholders, including the homeowner. The Retrofit Coordinator plays a crucial role in ensuring the project is delivered to the highest standards of quality, efficiency, and customer satisfaction.

Retrofit Coordinator Training

Design & Specification Installation Handover

Retrofit Coordinator training is recommended for Built Environment Professionals, which can typically include, but is not limited to, Asset Managers, Architects, Building Surveyors, Engineers and Project Managers.

Elmhurst works closely with third-party training providers, who have knowledge and expertise in retrofit coordination. Regardless of the provider you choose, all should offer a Level 5 Diploma in Retrofit Coordination and Risk Management.
