LETTER FROM OUR
CEO
Growth comes in many forms for businesses—with over 6,000 clients, we see evidence of this every day. For some, growth is a steady trajectory built on perfecting a good or service and increasing market share; for others, it is vertical integration or taking a leap of faith into a new market or product line; and, yet still, others grow from within—focusing on expanding work-life opportunities in order to attract people and propel them to their best in belief that business growth will inevitably follow. Of course, no one company fits into a small box, and we’re no different. Growth means different things at different times for us. In the early days of Elwood Staffing, we measured growth on a daily basis as we struggled to find new clients to pay utility bills and employee salaries. As we grew, it was important for us to achieve resiliency; in an industry known for bucking economic shifts and ever-changing employment landscapes, we measured growth in our ability to weather storms. In 2013, when Elwood took on an acquisition that doubled the company’s size and propelled us into the top 25 of U.S. staffing companies, it was a given there would be revenue growth, but the true growth that year was human capital. Overnight, we transformed into a company nearly 1,000 people strong, and it became our new mission to ensure our employees had a great environment in which to thrive. Today, our focus is on parlaying our 35 years of experience, as well as the talents of our great team, to set and reach new, more ambitious targets. For instance, one of these goals is further diversifying our services to meet client wants and needs. To achieve this, we’re focusing internal efforts on growing two of our niche services—Elwood Professional and Elwood Tradesmen. With respect to Elwood Professional, we recently changed our sales and recruiting model to better serve our customers. We decentralized the sales process in order to minimize the number of contacts our clients receive and to keep relationships at the local level, and we centralized the recruiting process to ensure the most-skilled and technically knowledgeable recruiters source, screen, and place workers. We’re also making active investments in Elwood Tradesmen, our specialized team focused on placing skilled trades workers. We recognize the available talent pool of trades workers is rapidly declining, and finding skilled trades workers will become increasingly difficult as the Baby Boomer generation continues to exit the workforce. The business we built and the vast talent pool we continue to develop will meet that challenge head-on. Undoubtedly, as the labor market changes, we’re forced to change, too. Though we always welcome growth—it’s exciting, it’s rewarding, it’s sometimes a little scary—we’re careful to also remain focused on our core brand, Elwood Staffing, which serves clients operating light industrial facilities. I can promise you we’ll always progress forward, but never at the risk of losing ourselves.

WALMART: ALWAYS LOW WAGES. ALWAYS?
STAYING COMPETITIVE IN A SHRINKING LABOR MARKET In recent months, large sectors of the labor market—most notably the retail and food service industries—have had analysts, economists, and human resource managers talking. Walmart, TJX Companies (think TJ Maxx and Marshalls), and even coffee giant Starbucks caused a stir when they publicly committed to raising employee minimum wages. Bloomberg1 reports that many companies are jumping on board the wage-raise train in an attempt to cut down on turnover, a term all companies dread. Elwood believes offering competitive starting pay—at or above the 50th percentile—is one component to becoming and remaining an employer of choice. After all, job seekers naturally gravitate to and stick with employment that makes them happy, thus building the case that employers of industrial workers must consider wage raises to stay competitive in an already tight labor market. Undoubtedly, as wages in retail and food service rise to meet or exceed those in industrial environments, jobs with substantially less-taxing physical requirements and better pay will draw employees away from their current employers. BY THE NUMBERS Walmart recently confirmed it raised its minimum starting wage to $9.00 per hour and, by February of 2016, will pay a minimum starting wage of $10.00 per hour.1 Close on the heels of Walmart’s announcement, TJX Companies announced it too will hike its U.S. workers’ starting pay to at least $9.00 per hour by June 2015. And in 2016, TJX Companies promises $10.00 per hour—at least for those employees who have been with the company for at least six months.2 Even Starbucks committed to wage raises in recent months; although, unlike its counterparts, Starbucks promised increases to its entire workforce, not just entry-level employees. Starbucks COO Troy Alstead attributes the trend of new wage raises in the retail and food service sectors to the talent shortage, stating, “The new rates will ensure we are paying a competitive wage that better positions us to attract and keep the best partners.”1 As more retail and food service companies start to follow suit, conceivably in an effort to stay just as attractive to the entry-level worker as their competitors, the trend will only continue to pick up steam in other industries. This raises the questions: Where does that leave you, and is it necessary to commit to wage raises right now? DO YOU NEED TO GET ON BOARD? As job growth continues to increase and the unemployment rate respectively decreases, we, like others, predict a change to current wage stagnation. When the Great Recession hit, most Americans experienced flat or falling wages, and until now, wage increases were the missing component in our economic recovery; these early raises by large companies are simply paving the way for wage growth for all. In our 2014 Wage and Benefit report, we noted small increases in hourly wages in many of our clerical and production positions—but mainly at the highest percentiles, meaning high-paying employers were continuing to set themselves apart by continually increasing starting wages. The data we collected this year show stagnation even in those upper percentiles, indicating manufacturing and logistics survey respondents are still dragging their feet (see Year-Over-Year Summary, pg 68). If you’re more conservative in your approach and not convinced wage raises are necessary now, consider other options, some of which come with a much lower tangible price tag. There are plenty of organizations satisfying employees’ immediate needs by offering other unique perks to the job: vacation or time-off flexibility, self- or team-set scheduling, elimination of rotating schedules, relaxed dress codes, and more; others are revisiting hiring requirements to determine which may be worth relaxing (like the requirement to have a high school diploma). While there is some safety in choosing to wait out the storm under safe cover now, it’s important to recognize that wage stagnation will only continue to thaw, and eventually, you’ll need to step out from your shelter. As previously noted, however, we recommend any employer paying below the 50th percentile make immediate changes. WHAT’S THE BOTTOM LINE? Continue to set your organization apart from the competition. Whether you find it in your organization’s best interest to jump on board the wage raise train immediately, or find that it would suit your company best to keep an eye on wage growth while continuing to offer other attractive benefits to prospective employees, it is important to remain attractive and on the radar of potential talent. The labor market is tight, and we all feel it, so positioning your company in a way that will continue to attract talent is key.

CAN YOU AFFORD TO PAY MINIMUM WAGE? So, you’re looking to buy a car. You don’t have a large budget; you want to make a smart purchase—something reliable, something efficient, but most of all, something that won’t break the bank. You review your options, and you land on an economical base model. It’s exactly what you think you need, so you head to the dealership. Then the dealer hands you the list of options. You decline the premium sound system and the spoiler, but what about the safety features, like traction control and the newest airbag technology? These features increase the sticker price, so at first glance do not fit in to your plan. Still, you opt for them. The best surprise comes when you call your insurance company; your agent says that the features on the new car qualify for a discount on your premium, so they’ll pay for themselves in less than two years. Sure, you may have spent a little more than you budgeted, but in the end, the benefits of the safety features outweigh the costs—monetary and otherwise. So how does this apply to hiring minimum wage workers? We’re not going to say you get what you pay for, because many quality individuals got their start in a minimum wage position, and we’re certainly not going to say that you should pay your entry-level workers triple the minimum, because that is a bad business decision. But our research has shown that by simply striking the right wage chord, the odds of creating a motivated and reliable workforce can be increased, and the benefits of a wage increase can outweigh the upfront costs. This is a critical point for today’s employers to reflect upon, because for anyone who hasn’t felt the shift—we’re in a jobseeker’s market. Staffing firms across the U.S. are finding the fight for talent extremely competitive. Additionally, many of
our employer partners, aware of the short supply of workers, have expressed concern that their valuable talent is at risk of being poached. After all, why would an employee stay with a company paying minimum wage when he or she can go across the street and do the same job for two or three dollars more per hour? It’s time to ask the question: Can businesses afford to keep paying the minimum wage? WAGES AND ATTRITION: DOES THE PAYOUT PAY OFF? Curious about the quantifiable relationship between wages and turnover, we decided to analyze data from our core business in the Western United States last year. For every calculation but the one used in Chart 1, we narrowed our focus only to jobs that an associate worked on for at least a day (so no pre-start cancellations). To account for varying minimum wages in different states, we took the pay rate from each assignment and subtracted the minimum wage in its state, grouping pay rates in increments of each $1.50 above that state’s minimum wage. Here are our findings. FIRST DAY NO-CALL-NO-SHOW As shown in Chart 1, for every 100 associates who showed up to jobs within $1.50 of minimum wage, 64 did not. To counteract this anticipated loss and its disruptive effects on clients, extra workers must be dispatched—a practice known in the staffing industry as “overfill.” Correspondingly, as wages rise, overfill needs lessen—illustrating less recruiting effort is required when offering more desirable wages.

As more job opportunities become available and the labor pool continues to contract, meeting steep overfill requirements for lowwage positions will only become more challenging, consuming more resources, requiring greater time investment, and lengthening the recruiting process. And when time equals money, this has a negative effect on both client and vendor.

TURNOVER Turnover is a broad term that can cover a wide range of events—it includes individuals who give notice, those who walk off the job, and those who are terminated. It includes people who worked for months before quitting as well as people who left as soon as training was complete. When and how an employee quits makes a difference in the financial and operational cost of the quit. But the end result is the same: turnover disrupts productivity, wastes time, affects morale, and eats into profits. As demonstrated in Chart 2 below, we found that turnover decreased as wages rose above the minimum. Of course, this shows correlation, not necessarily causation. It may be that offering higher wages increases the quality of candidates interested in a position. It also could be that higher monetary incentives motivate employees more. However, whether the quality of candidate improves or the existing employees feel more motivated, the net result to the employer is less turnover, less training time and cost, and less disruption to operations.
TENURE BEFORE VOLUNTARY QUIT Once a client has made the investment to train an employee, the longer the employee stays, the more value he or she brings. In Chart 3, we see the strong correlation between low wages and shorter tenure before a voluntary quit. Voluntary quits encompass both with- and without-notice departures.

JOB ABANDONMENT Job abandonment, a subset of voluntary quit, is the abrupt and immediate departure of an already trained employee. It is arguably the most egregious turnover scenario—and the costliest—because the expense of finding and training a new associate is compounded by the unanticipated loss of productivity. As seen in Chart 4, we found that, on average, for each $.50 increase in pay, job abandonment decreased by slightly more than 3% as a percentage of average daily employment.

CONCLUSION Pay is no magic bullet—the decision to leave a job is complex, and pay is only one factor. However, it is important not to ignore its role in recruitment and retention. A decision to pay minimum wage comes with immediate savings, but, much like how outfitting a base model car with a few safetyenhancing options provides a greater return on investment, so too does putting a little extra money into your starting wages. Something to think about before you take the keys.

Year-Over-Year Comparison and Summary of Wages Logistics and Distribution Talent shortage is the topic of conversations in boardrooms and offices across the nation; job creation is real and the size of the talent pool is dwindling, making for a very tough recruiting market.1 We suspect the rate at which and the extent to which companies implement starting wage raises will rise sharply in the next 18-24 months as they scramble to claim an additional foothold in their local markets. After all, wages are the first thing job seekers consider and one way for an employer to quickly grab their attention. Improved health or ancillary benefits—often hard to quantify and easily overlooked by surface job seekers—should follow suit, especially as the impact of the Affordable Care Act comes into better focus. MANUFACTURING WAGES (NATIONWIDE*) Though companies seemed more inclined to raise wages for clerical workers than for production workers, they did not raise wages much. On the whole, no clerical job posted more than a $0.50 per hour increase. However, for the first time, in three of our seven job categories, over 25% of respondents indicated they pay within the highest wage range we offered on the survey—indicating that wages have finally risen to the point where we need to adjust our survey upward. Just over one-half of production positions saw a rise in wages; however, interestingly, half of the raises came at the 25th percentile—indicating a slight trend towards wage raises amongst the lowest-paying survey respondents. Contrast that against wage stagnation, which posted much higher numbers across all percentiles. Five of the 11 positions surveyed saw absolutely no change in wages at any percentile. LOGISTICS WAGES (NATIONWIDE*) Clerical and production workers within logistics facilities were both victims of stagnation or very small increases. Just over one-half of clerical positions saw small increases, while slightly more—seven of nine—production positions did. Though other industries aren’t posting major wage increases either, our data show logistics facilities need to play catch-up because they often compete with manufacturing companies for the same workers. Clerical workers in logistics facilities earn equal or less pay at every percentile when compared to their counterparts in manufacturing facilities—as much as $2.00 per hour less in some positions, but at an average of $0.57 per hour less at the lowest percentile and $0.64 per hour less at the highest. The story is almost identical for logistics workers, though the discrepancy between wages is slightly smaller. On average, production workers earn $0.31 per hour less in the lowest percentile and $0.44 per hour less at the highest percentile when compared to their counterparts in manufacturing facilities. This makes a tight recruiting market even tighter. For this reason, we think many logistics facilities should consider outpacing current trends. WHAT DOES THIS MEAN FOR YOU? In a separate study conducted earlier this year, we tracked applicants by the minimum acceptable wage they indicated on their application; in every geographic region represented in this book, it takes at least $2.25 more than the local minimum wage to attract 50% of the local working population.2 To win this race for talent, we strongly suggest employers heed our advice to pay in the upper half of the wage brackets listed in this book and pay at least $2.25 more than their local minimum wage. 1. About the Report
INFORMATION COLLECTION The information contained within was compiled from participant responses to the wage and benefit survey conducted by Elwood Staffing in April 2015. Responses were solicited from client companies, business partners, and other local employers through direct contact from Elwood Staffing or through receipt of the survey from a peer or one of our community partners, such as a chamber of commerce or economic development board. As such, survey responses are representative of the starting wages and benefits offered to all employees regardless of permanent or temporary status or a business relationship with Elwood Staffing. Responses were, however, limited to those companies that actively participate in the manufacturing, distribution, construction, or oil & gas industries. All responses are anonymous. Wage Ranges Wage data was requested through pay rate ranges for new hires in each position. Ranges were offered in $0.50 increments.
