In total, the province has committed to allocating $8.5 million over the next two-and-a-half years, meaning more announcements will come in the New Year.

The first round of funds will support key areas of the resettlement process, which is already underway now that the first planeloads of new Canadians have arrived from refugee camps in Turkey and Jordan.

Ottawa Centre MPP Yasir Naqvi said, “$800,000 will go to the Catholic Centre for Immigrants, who will be co-ordinating settlement services for refugees.”

The remaining money will be split between Refugee613 and the University of Ottawa refugee sponsorship support program.

The CCI will deliver case management and housing support while referring refugees to local agencies to deal with other needs.

Refugee 613 is co-ordinating private sponsorships and helping integrate arriving refugees, while the U of O’s program will train lawyers and law students to provide legal support for the preparation of sponsorship applications.

“The Catholic Centre for Immigrants applauds the province for providing this early funding to help us scale up settlement services,” said Carl Nicholson, executive director of CCI. “Integration happens in our com-

munity on the ground. While we are working hard with our partners to help receive refugees in Ottawa, we must focus on the long-term integration of these newcomers in our community. This includes working with our partners to ensure proper language, employment and housing supports to build networks and succeed.”

More ground-level collaboration takes place at the Special Advisory Table on Refugees, of which Naqvi is a member.

Naqvi said the process of settling an expected 800 to 1,000 refugees in Ottawa over the coming year is an effort requiring participation at all levels.

“Privately sponsored refugees … will also be using settlement services: literacy help, training, health services,” he said. “The federal government is providing support for initial accommodation and services (among the rest). A lot of work is happening at the provincial level – children coming into the school system, primary health care, mental health services, literary services – we’re looking at how we can boost them up to accommodate the need.”

An analysis of what long-term supports will be needed will occur once the initial effort to house and acclimatize the refugees is complete. This is needed to ensure longterm success for the new citizens, said Naqvi.

Young hockey players already know they need to be physically prepared for their next game, and now a new smartphone app aims to make them mindful of their

mental preparation too.

BeGameReady was launched at the Canadian Tire Centre on Dec. 22.

The app helps youngsters learn coping skills they can use during pre-game preparations and as they decompress after their latest match.

The app was built here in Ottawa and launched by the Royal, Do It For Daron and the Ottawa Senators Foundation.

“I look forward to seeing this used across North America, not just in Ottawa,” said Binghamton Senators coach Luke Rich-

ardson, who is a founding supporter of DIFD. With nearly 600,000 Canadian youth playing hockey, the app has the potential to spread far and wide.

Mike Souilliere of the Royal said BeGameReady is intended to help players “be mindful of being prepared,” right from the time they pack their bag for their next game.

The benefits of learning new coping skills can extend beyond the game, said Royal vice-president Nicole Loreto.

“Mind conditioning techniques will help them

throughout their entire lives,” Loreto said.

Following the launch, Richardson said the professional hockey players he deals with in Binghamton learn to cope with stress.

“You could have a bad game or there are trade rumours,” he said. “It’s important there are people there to talk to.

“The old-school coach

who yells at you isn’t around anymore. Everyone has a compassionate side and you always feel better talking about it. And that makes players stronger on and off the ice.”

The robbery, which occurred at 6:20 p.m., saw the three masked thieves smash the store’s jewelry display cases before making off with the loot.

The shattering of the thick glass was mistaken for gunshots by some mall patrons, spreading panic as people scattered for cover.

According to two Ottawa reddit users, both of whom claimed to be near the store at the time, the short-lived panic was started by a man running away from the area yelling “gun”.

Both users took cover, later reporting tear-eyed patrons and a general sense of confusion after it appeared the danger had passed.

Ottawa police are investigating the robbery, with a spokesperson saying that any useful images taken by security cameras will be released to the public in the coming week.

A wish or two for 2016

N

ow that 2015 has come and gone, 2016 is a fresh slate for the city of Ottawa.

There is a never-ending list of items we would all like to see on some kind of wish list for the city in 2016.

From an aging infrastructure to a coherent transit strategy to rural roads, there is a great deal Ottawa residents would like to see resolved.

Light rail promises to bring Ottawa commuters into the 21st century. To achieve that goal the city will need to secure infrastructure funding so that the second phase of the light rail project can continue. A green light on the east- and west-end extensions would be appreciated.

When the light rail reality begins to blossom, hopefully it will be alongside a well-maintained bus service.

A coherent transit strategy in other parts of the city, not blessed with light rail, is a wish many residents have. Expansion of traffic-bearing roads in one direction at the expense of common sense on others can create challenges for us all. One strategy driven by an agreed on traffic and community philosophy would ensure a consistent and

logical pattern of road growth.

Rural neighbourhoods will need some thoughtful planning solutions as rural roads become busier than ever.

The local athletic organizations like the Ottawa Lions Track and Field Club produce fine athletes.

Hopefully, as the summer Olympic Games arrive, Team Canada will include many of these local athletes. There is nothing like being able to cheer for your own.

Art and culture is more important than we can ever know. The music is the sound a culture makes as it talks to itself and the expression of that culture helps its members understand who they are.

This year’s Bluesfest is another nice way Ottawa residents can share their love of music and the stories the music tells. A great lineup of performers for the 2016 Bluesfest would be at the top of any Ottawa resident’s wish list for the new year.

Making Ottawa the best that it can be should not be a challenge, but instead an opportunity to think out of the box and look for solutions that rival the status quo.

The good, bad and awesome

ou wouldn’t want to spoil anyone’s season to be jolly, so this is the time to focus on the good things that happened in Ottawa in 2015. There were many.

There were lots of bad ones too, but that’s for another time.

In no particular order, here are some things to like about 2015: 1. The first arrival of Syrian refugees and the impressive effort, both by government and volunteers, in making that possible. It brings to mind Project 4000 in 1979, which showed our city in its best light.

We don’t want to get too selfcongratulatory about this. Whenever we begin telling ourselves how compassionate we Canadians are we should have a look at the homeless people on our streets

created. While the jury may still be out with some people on the Lansdowne Park redevelopment, the football part of it has been a great success.

4. The Senators. They are mired in the middle right now, but that was a sensational push they made late last season. The entire city got swept up in it and the Hamburglar became a household name. It was our own, more localized version of the mania that swept the nation over the Toronto Blue Jays in September and October.

Like the Blue Jays, we didn’t win but there is something quite enjoyable about a city being caught up with a sports team.

Strangers smile at each other, neighbours have something to talk about.

True, the world of sports is unimportant in the great scheme of things. But there is no denying the sense of community it can produce. Too bad we can’t pick it up

in more significant areas. Perhaps the refugee situation is one.

5. That new pedestrian bridge, the Adàwe Crossing, between Donald Street and Somerset East.

It can only change life for the better. We need more of them.

6. The apparent demise of smart mailboxes. It’s not absolutely certain that they are doomed, but the new government clearly recognizes that they are a political liability.

7. The apparent shift of the Memorial to the Victims of Communism. If it proceeds it will be smaller and elsewhere. Somebody suggested the Diefenbunker, and that seems like a good spot.

8. Change of government. No partisanship is intended here. I probably said the same thing in 2006 when the Tories came in and the Liberals went out. A change of government every few years energizes the city. People change jobs, there is movement, excite-

For me, at one time or another, it’s been all of the above. Now that I live a life of boredom, I attempt to avoid all those things.

It’s easier to avoid this with online banking that shows your credit card balance in real time, but I still avoid credit whenever I can.

Start saving. Several years ago, I wasn’t sure how to start saving because I got caught up in the allocation of the money. Was I saving for retirement or my kids’ education? Was I saving for a trip or for car repairs?

At some point, I just

started saving, and I made it automatic. It was a simple piece of advice from an uncle who works as a financial adviser: just save the money and allocate it later. Eventually, I did divvy the money up into different accounts, but the first step was having it disappear automatically from my chequing account.

Already saving? If you’re expecting a cost-of-inflation increase, a salary increase or any new money, allocate it

to auto-savings right away.

If you’re low income, start having $10 or $20 or $50 per week automatically debited from your main account and see if you miss it. You always have the option to stop the auto-debit when you’re in a crunch.

Follow these five steps and I can assure you life may become boring for a while, but your financial situation will improve greatly. What’s more exciting than that?

your slow cooker. There are a number of cool things online that show you how to buy, make and freeze 40 crock pot dinners in an afternoon.

What better way to spend a Saturday after the holidays than chopping eight pounds of chicken and smothering

them with cream of mushroom soup, etc.

This can still work for you, if you can find 90 minutes or so in the evening to throw the ingredients in a large soup pot or a Dutch oven. Don’t have a freezer?

Find a friend that does. But whatever you do, don’t buy a freezer!

Pay off any outstanding bills, and vow to use cash or debit for the majority of your purchases this year. If you have a credit card balance from your Christmas overload, or you forgot to pay your telecom bill, suck it up and pay it off as much as you can without further increasing your debt for next month, even if it means eating beans every night.

Use cash for everything.

I rarely use my credit card, except for online or travel purchases I can pay off immediately. I lack a certain organizational element in my brain that differentiates between credit and cash.

More than a decade ago, when I used my credit card frequently, I would forget that I made certain purchases and I would essentially double-spend – using the cash in my account to make new purchases rather than

Parkdale Food Centre opens doors on new era It’s the beginning of a new era for the Parkdale Food Centre, which threw open its doors to the public at 30 Rosemount Ave. on Jan. 12.

Located directly underneath the offices of the new Hintonburg branch of the Somerset West Community Health Centre, the food centre now offers more space in which to perform expanded programming for clients.

The move to Hintonburg from the previous Mechanicsville location wouldn’t have happened without a grant from the province, private donations, and hundreds of hours of hard work from volunteers who turned the basement space into a versatile – and inviting – place to gather.

Brewers balk at Beer Store olive branch With the Beer Store’s unique position in the Ontario market increasingly under scrutiny, the retailer controlled by a trio of foreign-owned producers recently offered an olive branch to the small craft brewers in the province.

In a Jan. 7 media release, the Beer Store announced it would offer small brewers who produce less than one million litres per year a chance to sit on the board of directors, as well as the chance to have two of their products sold at the five closest Beer Store locations to their breweries, at a reduced stocking fee.

The offer, which occurred as the provincial government weighs its options on reforming the Beer Store retailing structure, was met

with a frosty reaction from the Ontario Craft Brewers association.

Heart Institute offers details on expansion The Civic campus of the Ottawa Hospital will become a beehive of construction activity in the coming months and years, as the $200 million expansion of the University of Ottawa Heart Institute begins in earnest.

Those behind the project, which is designed to boost services for an aging population, promise to keep neighbours in mind during the construction process. Nearby residents joined representatives of the hospital, builder and local government at the Heart Institute on Jan. 13 for an information meeting.

Lane reductions begin on Scott, Albert Lane reductions went into effect on Scott and Albert Streets on Jan. 26, with the city advising all residents to take note of mobility changes in the area and exercise caution.

Part of the ongoing roadwork associated with the construction of the city’s LRT system, the lane reductions will last on Scott Street for a month, and on Albert until the end of the 2015.

On Scott, traffic is reduced to one lane in each direction between Merton Street and Bayview Road in order to accommodate sewer work, and will not affect existing bus stops. On Albert, one lane will be operational in each direction between Rochester Street and Empress Avenue.

Richcraft Homes is proposing a mixed-use development on the presentday site of Dow Honda, which, if built, would see three towers of 55, 45 and 18 storeys, plus the creation of a public square adjacent to the Carling O-Train station.

Claridge Homes is currently building a 45-storey tower on the east side of Preston Street, two properties away from the Dow site.

Richcraft’s proposal contains a total of 1,120 units and 766 parking spaces, and was previously approved by city staff.

The frustration Ottawa and Gatineau face from dealing with the National Capital Commission has led to the mayors of both cities to call on the Prime Minister to make changes to the agency.

Ottawa Mayor Jim Watson was joined by Gatineau Mayor Maxime PedneaudJobin at Ottawa city hall on Jan. 29 to announce they were sending a joint letter to Prime Minister Stephen Harper calling for changes to the commission’s governance structure.

The changes are needed to end the NCC’s stonewalling of projects and processes made by local elected officials, Watson said.

Mother and Father look back at the year that was

B

oth Mother and Father said it had been an up-anddown year, and it was coming to a close.

That year, I remember that night so well. We had yet to clear the supper table, and it was unusual for either of them to loiter after the meal was over.

Father anxious to get to his favourite spot in front of the Findlay Oval to read the Ottawa Farm Journal, and Mother looking forward to sitting at the cleaned off table to write in her beloved diaries.

But that night they stayed, sipping their tea and talking about the year that was about to end.

Father remembered the hot summer day, and the terrible storm that killed 11 of our cows seeking shelter under the big tree on the west hill.

And I could see Mother’s eyes mist over, recalling the

MARY COOK Memories terrible loss, and then seeing neighbours, one after the other, the next day, walk down our long lane, either leading a young heifer or steer to replace what we had lost.

“What would we have done without our good neighbours?” she said.

It had been an up and down year for the crops, Father said, but by some miracle, the hay mow was full, and the grain bins had enough in them to see us through the winter and into the next cropping.

And they reminisced on about the year that had been. Mother talked about the cellar full of vegetables, preserves and pickles, and the sauerkraut barrel in the summer kitchen.

“Blessed indeed,” she said to no one in particular.

Then they both chuckled, recalling how we five kids all came down with the whooping cough at the same time.

“And nobody died,” Father chuckled, remembering the many trips Mrs. Beam made to stir up her special

concoctions bound to cure anyone of everything. “Sure great to have someone like Mrs. Beam around,” Mother said. “And we didn’t have to call old Dr. Murphy out from Renfrew once.”

“Yes, its been a good year,” Father said again.

“Goodness knows what the next 12 months will bring, but the past 12, even with a few bumps along the way weren’t that bad.”

And then they talked about turkey-fair day, just passed.

Even though it is called turkey-fair, chickens, geese, homemade butter and soap, and Mother’s special sticky buns, were all loaded onto the flat-bottomed sleigh and driven into Renfrew to sell.

“Boy, that was sure a stroke of luck, wasn’t it?”

Men wearing white coats over their winter clothes walking up and down Raglan street, stopped at our

sleigh, and bought every goose, turkey and chicken we had brought from the farm. And it didn’t take long to get rid of the other things on the sleigh either!

I thought this was a good place for me to add my two cents.

“Sure were lucky, weren’t we Mother?” She paused for a few minutes before answering, and then she said, “No, not lucky, Mary. We were blessed.”

Father was getting up from the table, having recalled all the good things that had happened to us over the past year, when Mother reached over and held onto his arm.

“And Albert, today I had enough money in the sugar bowl to pay Briscoe’s General Store what I owed. My bill came to $2.80 cents. It sure feels good to go into the new year, not owing a cent.”

I went to bed that night,

just as the year was about to end, with a warm feeling, that didn’t come only from the feather tickings and the hot bricks wrapped in towels at my feet.

I could put the talk of the Depression that often hung over our heads like a black cloud, out of my mind. At least for a while. And before I went to sleep, I prayed that the next year would be as good as the last.

Coconut ginger rice pudding a perfect sweet treat Puddings are very popular as a sweet (not necessarily for dessert) in Vietnam. The addition of local apples adds a twist to this delicious treat. The ginger apples also make a delicious topping for ice cream.

Preparation Time: 15 minutes Cooking Time: 35 minutes Serves: 4 INGREDIENTS 1 can (14 oz/398 mL) coconut milk 1 can (370 mL) low-fat evaporated milk 1/3 cup (75 mL) granulated sugar 4 to 5 cardamom pods (optional) 1-1/2 cups (375 mL) cooked long-grain rice (such as jasmine or basmati) 1/3 cup (75 mL) unsweetened desiccated coconut Ginger apples 2 tbsp (25 mL) butter 2 large apples, peeled, cored

and diced (about 2 cups/500 mL) 2 tbsp (25 mL) packed brown sugar 1/3 cup (75 mL) apple Juice Âź cup (50 mL) finely chopped crystalized ginger

PREPARATION INSTRUCTIONS

In medium heavy-bottomed saucepan, combine coconut milk, evaporated milk, sugar and cardamom pods (if using), bring to gentle boil over medium heat, stirring occasionally.

Add rice and coconut; reduce heat to low and simmer uncovered, stirring often, about 15 minutes or until creamy and thickened (pudding will thicken upon standing). Remove pods, (if used).

Pour into individual serving dishes or a glass bowl and place plastic wrap directly on the surface of the pudding.

Ginger apples: In large nonstick skillet, melt butter over medium-high.

Add apples and stir to coat

well, cook stirring 2 minutes or until apples start to soften.

Sprinkle with sugar; reduce heat to medium and cook stirring often, until apples are lightly browned and tender, 7 to 8 minutes. Remove skillet from heat; with slotted spoon transfer apples to a heat-proof bowl, leaving as much butter mixture in skillet.

Return skillet to heat and add apple juice and ginger; bring to boil over high heat, stirring for about 1 minute until thickened and syrupy. Stir into apples. Serve warm or at room temperature with rice pudding.

A working group formed during the 100-day “truce” between the city and the National Capital Commission has reached a preferred joint solution to the alignment of the western leg of the city’s Phase 2 LRT project.

On March 6, representatives from the city and NCC announced a new plan, signing a memorandum of understanding that will be presented to the NCC’s board of directors for approval. The recommendations from the working group would satisfy both parties’ demands – bringing LRT to the west end on time and on budget, while preserving the Sir John A. Macdonald Parkway and green space.

Provincial bill would change planning landscape Ottawa’s longstanding culture of contentious development battles could change if a new piece of legislation is passed into law.

By tabling the Smart Growth for Our Communities bill on March 5, Ottawa-Centre MPP Yasir Naqvi aims to solidify community involvement as part of the planning process, while reducing the number of development applications appealed to the Ontario Municipal Board. It would also allow some municipalities to collect more development charges for transit funding.

The bill, said Naqvi, would bring legislative weight to the zoning contained within community-developed neighbourhood design plans.

City mulls parking ban changes As the city faces a potential $11-million shortfall in its winter maintenance pot, planners in the roads department are gearing up for a shake-down of how they keep Ottawa’s roads clear of ice and snow.

Roads services manager Luc Gagné said his department is hoping to hold public consultations to talk about the road clearing system later this spring – likely May or June.

The most contentious issue on the table will likely be the city’s overnight parking ban, a system Gagné admitted is not working as well as it could.

SAMS rollout takes a toll Words like “struggle” and “chaos” were some of the telling descriptions city staff had for the province’s new social assistance system at an update to the community and protective services committee on March 23 – a system that has caused nothing but headaches and extra costs for the city since it was imposed by the province last fall.

Paid Wellington West parking mulled Finding on-street parking along the Richmond Road-Wellington Street West retail corridor is often a challenge, but is paid parking the answer?

That solution is one possibility being floated in advance of a summer parking study that will examine the issue in detail.

The first phase paved a 1.6-kilometre stretch between the Ottawa River pathway and Young Street, just south of Gladstone Avenue in Little Italy, in 2012.

But past that point, the money runs out and the path is just gravel and mud all the way to Carling Avenue, where cyclists have to take the road to get around to the pathways at Dow’s Lake.

Phase 2 will finish the job, paving the path from Young to Carling and adding a signalized mid-block crosswalk on Carling.

City looks to 2017 funds for Rosemount reno

The Ottawa Public Library Board is hoping its historic Rosemount branch can be expanded and renewed by the time Canada’s 150th rolls around in 2017, using a fund created for just such a purpose.

The board has submitted an application to the Canada 150 Community Infrastructure Program, referencing the site’s history and impact on the neighbourhood.

It is hoping for 50 per cent of the project’s $2 million coast to be covered by the fund.

The Rosemount branch in Hintonburg was built in 1918 -- one of the thousands of ‘Carnegie Libraries’ built by industrialist and philanthropist Andrew Carnegie in the late 19th and early 20th centuries.
