Do you want the good news or the bad news? Ok, bad news first. Chancellor Osborne increased the duty on beer, wine etc considerably in his recent budget- well we are all in this together! The good news? It won’t affect any of us in the village as there’s no pub to buy the stuff. Seriously though, this is very bad news for the village whether you were a pub regular or not. For starters, IT IS RECKONED THAT A PUB IS WORTH EIGHT PER CENT ON VILLAGE PROPERTY VALUES ALONE. Then there is the importance to the community not only for employment, but also social issues. The White Lion was the neighbourhood living room. Well, this particular living room is both bare and devoid of inhabitants and that is a tragedy that must only be allowed to be a temporary situation. The village pub is a friendly light on a dark winter night, a gathering place for darts, pool, skittles, food and the inevitable village gossip. Particularly galling is the fact that The Lion appeared to be heading in the right direction. Locals and visitors were using it on an increasing basis both for eating out and meeting for a sociable drink, so the immediate horizon shone brightly. The reasons for closure are well known with rumour and counter rumour abounding as befits any selfrespecting village, but it would serve no useful purpose to debate the issue or offer locals’ opinions here. The fact is The Lion was serving us well and for the time being is gone, the pub must be reestablished and soon! On other matters, the democratic process was brought kicking and screaming into the Market Harborough Council Chamber on Feb. 24th when the planning application for a 240 berth marina in North Kilworth was refused after previously being passed by the planning committee despite a recommendation of refusal by Highways on traffic issues, a decision we are told that is almost unheard of in the circumstances. Consequently, the application was called in for a full council hearing and was defeated by 19 votes to 7. Speaking against the application were Parish Councillors Peter Jones, Stuart Dainton and Jude Hardwick supported by villagers Ian Duncombe and Dave Ritson. District Councillors put a variety of questions to speakers both for and against the proposals before registering their votes. The reasons for refusal were not only for the traffic impact but also for the sheer size of the project which was not thought to be in keeping with the local environment. Whether this is the end of the matter is at present unclear. Watch this space!

Anti-social behaviour in the form of street drinking,associated litter and rubbish fires, in and around Lutterworth Community College playing fields, Bitteswell Road, Lutterworth, on Fridays, Saturdays and Sundays from 6pm to midnight. We responded...This problem solving plan was generated due to complaints from school staff who

were in turn receiving calls from residents backing onto the playing field. The flash point was exam leave and summer holidays. Warmer weather meant young persons would congregate, have BBQ's and consume alcohol on the field. This lead to rowdy nuisance behaviour and noise issues by some. A Designated Public Place Order (DPPO) has been passed covering this area as well as the wider town centre. This order prohibits street drinking and gives local officers powers to seize alcohol from persons of any age. Alcohol seizures have taken place by patrolling police officers using these powers. The local team has conducted regular uniformed and covert patrols moving youths on when needed. The area had suffered with minor fire setting and one young person was identified and placed on a fire setting course with the Fire Service. This outcome was achieved by partnership working through the Joint Action Group (JAG) process. The school estates manager has been consulted with via the JAG also but has no budget to improve the area at present. The school have agreed to litter pick the area to keep it clean. Local residents have been updated via a local Key Individual and also via call backs by local officers.Some of the issues have resolved themselves due to the time of year. Local officers plan to work closely with the school truancy officers this year come exam time to try and prevent a reoccurrence of this problem again.

A copy can be obtained at the district council reception, the Settling Rooms, Market Harborough library, or downloaded from the council’s website. www.harborough.gov.uk/olderpeople Aerosols & Foil Trays can now be Recycled. Residents will have the chance to recycle empty aerosol containers and foil trays by placing them in the existing green glass and tins recycling box. These will then be collected from the kerbside as part of the normal weekly collections. Aerosols such as deodorant, shaving foam, body spray, hair spray, airfreshener and furniture polish, along with aluminium foil such as takeaway trays, pie and quiche cases and some ovenready meals, can all be put into the green box. Starts 14th March. Airfield Farm – Harborough District Council has extended the deadline for public comments to July 1, 2011. Developers Hallam Land Management & William Davis Ltd have put forward a planning application to build up to 1,000 homes at the site, approximately 1km to the north of the town centre. The plans also include a hotel and marina, country park, primary school,

The documents are available on the council’s website at www.harborough.gov.uk/planning/airfiel dfarm More Free Help for Alcohol Concerns People who are concerned about how much alcohol they drink, or who are worried about someone else’s drinking, can get extra help after a support scheme was extended. The drop-in service, at Bower House in Coventry Road , Market Harborough, will continue an extra month – until the end of April 2011. The project – which has been running since January – offers help and advice to anyone worried about alcohol, or those who simply need more information. The confidential sessions focus on the effects of alcohol, strategies to cut down on use, support for families and friends, and referrals if needed. They also aim to reduce the harm caused to people and their families by alcohol misuse, as well as address issues of alcohol-related crime. The service is run by the Harborough District Community Safety Partnership and voluntary organisation Leicestershire Community Projects Trust, which specialises in alcohol and drug issues. Since May 2008 scores of the special bins have been sold at a cut down rate by Leicestershire County Council, on behalf of the Leicestershire Waste Partnership, helping families reduce the amount of leftover food they send to landfill. All sorts of food waste, from fish and chips to curries and fruit to cooked meat and bones, can be scraped into the device which cleverly turns it into water, carbon dioxide and nutrients which are absorbed back into the soil. The Future of Childrens’ Heart Services in Leicestershire; The NHS has launched a major public consultation on the way children's congenital heart services should be provided in the future. Congenital heart condition means the heart condition exists at birth. The NHS is urging everyone in Leicester, Leics and Rutland with an interest in children's heart services to take part in the consultation and have their say on these vital services. PLANNING MATTERS 09/00754/AGR: Erection of agricultural building for an egg packing store: Evergreen Field Farm Pincet Lane North Kilworth. HDC had served the enforcement notice on the owners and occupiers. There was an appeal process and as such the matter was still on going. As result of the action by HDC an application has been lodged as following: 11/00229/FUL: Retrospective application for change of use to B8 (decorative surfacing contractors depot): Evergreen Field Farm Pincet Lane The application was discussed and the Clerk was requested to circulate draft letter highlighting the points raised in the circulated comment sheet. 11/00234/TCA: Works to trees: The Smithy 6 Green Lane North Kilworth. Awaiting comments from Tree Wardens 11/00081/TCA: Works to trees: Honey Cottage 17 Dag Lane North Kilworth. Application refused by HDC The Chairman invited Mr Goode to speak on the way forward in the light of the refusal of the application by HDC. He indicated that he wished to circulate a document to households in the village highlighting the questions that needed to be addressed. The Parish Council agreed to the Chairman’s suggestion that a Sub Committee be formed to discuss the options available. It was noted that there was a need for the applicant to be more realistic in the artist’s impressions that are presented. The Clerk was requested to contact as a matter of urgency the officer responsible for commenting on the highway requirements to see what would be an acceptable form of junction in highway terms. FINANCIAL MATTERS The Clerk reported that the Parish Council may have to register with HMRC as an employer. It was agreed that a replacement litter bin be ordered and be fixed outside the White Lion public house. Correspondence had not been received regarding a donation from the Parish Council towards the newly fitted boiler. Councillor Lawrence intimated that there was to be a meeting of the Village Hall Committee on 15th March and he would report back. The Clerk informed the meeting that as of close of business on 28th February 2011 the current account stood at £10357.15 of which £4426.87 was ring fenced for the Heritage Initiative Grant. The reserve account stood at £9962.53. LOCAL ISSUES Stoney Track: There had been no feedback from County Councillor Hart on this subject. The matter of the provision of a definitive map of the adopted highways within the village was also outstanding from Councillor Hart. A plan had been circulated from the County Council Lighting Department indicating the street light that would be turned off after midnight. The Chairman agreed to contact the County with some proposed amendments for their consideration.He also agreed to respond to the County Council’s consultation on green wedges highlighting the various green areas within the village. ALL WEATHER PLAY AREA The Floodlit Sports Sub Committee raised £1116.85 at the recent Safari Supper and that the Committee are grateful to the hospitality and generosity of all the villagers who took part. This together with the £461.95 made at the Millionaires evening has made a very good start to the year. Whilst the bank balance may seem extremely healthy, it is important that we keep fund raising so that the Sub Committee have the money in place when they need to re-surface the All Weather Play Area so that this excellent facility can be kept in good condition for the future. Money is also needed to maintain the Children's Play Park. The Sub Committee are offering 2 free months membership of the All Weather Play Area for those who are not currently members. Re-enrolment for current members will take place in May. The Clerk reported that he had banked £299.65 in respect of income from Millionaires Evening, £1116.95 from the Safari Supper and £54.50 from general income making a total of £1471.10. At the close of business on 26th January there was £4038.89 and the amount held in the Reserve Account on 31st December 2010 was £19777.14. FUTURE OPPORTUNITIES Richard Windley circulated a draft report on the way forward for consideration. He indicated that there would need to be a name change of the umbrella organisation to Development Trust. There was to be a meeting of the Parish Council Sub Committee on 17th March when the draft report would be finalised and circulated to the village for comment. He also added that he had been able to source some risk money that would be available to pursue the matter further. There was a need to advertise for possible sites for inclusion which would be discussed at the meeting on 17th March. It was agreed that there would be an open meeting held in the Village Hall on 28th April at 7.00 pm. Councillor Jones intimated that the CIC were investigating the possibility of grants from British Gas regarding the bulk supply of electricity and smart meters. ANY OTHER BUSINESS It was noted that the complaint regarding the condition of the footpath on the north side of the A4304 between Millennium Close and Rosedale had been dealt with by the County Council. Comment was made as to the state of verges within the village. The Clerk was requested to write to HDC with regard to the size of the refuse vehicles serving the as it was felt that they were one of the major contributors of verge damage. Complaints were noted regarding the visibility from High Street onto the A4304.The complaint is the fact that since the closure of the Swan public house parked vehicles reduce the forward visibility from High Street. The Clerk was requested to notify the County Council of the problem and to inform the County Councillor of the Parish Council’s concern. He also agreed to email the Chairman of the content of his complaint so that it could be replicated in the hope that some action would be taken. It was agreed that the possible purchase of a defibrillator for village use be deferred to a later meeting pending additional information on costs and location. Councillor Lawrence agreed to speak to a contact he had and Councillor Hardwick would investigate further the costs involved. A parishioner made reference to bollards that resembled small children which had the effect of reducing speeds where they were placed. She agreed to circulate details to the Parish Council for future consideration. The Clerk informed the meeting that he had had a reply to his suggestion that material which arose from road resurfacing could be used to improve the access to the Sports Club. He was informed that any surplus materials were taken back to the County Council Depot and recycled from there and of consequence were not available. The Clerk agreed to contact the County Council again to see if they would sort the problem to the Sports Club out. Councillor Jones indicated that he had information on how to become a parish councillor as the election for Parish Councils would be held in May. Councillor Dainton indicated that this meeting would be his last Parish Council meeting as he was not seeking re-election. He indicated that he wished to concentrate his efforts in the Community Interest Company. The Chairman thanked him for his help and assistance over several important village matters whilst a Councillor.

Dear Judith I have been recently driving though North Kilworth and was looking for my father's house there. He grew up in the village in the early years of the 1900's. He was actually born in 1897. His name was Mansel Jackson and the family lived at a house called The Billet. I would love to know if ther is any trace of the Jackson family in North Kilworth and would be very grateful for any information. For interest, in the 1891 Census when Maud Jackson was living there, seemingly without her husband. Her son, Mansel, was 8 suggesting he was born in 1883, in India. His brother Frank was 6 and born in North Kilworth suggesting they moved back from India 6 or 7 years earlier. They were not there in 1881 nor were they in 1901. Regards Matt

Due to my unerring ineptitude I need to borrow a metal detector for an hour or so. Does anyone have one! Thank you Norman Byrd PS Our KIlworth Challenge fund raising evening, an Ascot themed race night will be at the village hall on May 7th. Dear Editor As a follow on from last month’s news regarding the Canal development our protestations at the General Council meeting may not have been in vain. It seems that the Traffic impact issues carried substance and it now looks as if a roundabout will be built at the Junction with Station Road large enough to accommodate diversionary Traffic from the A14 when it is closed. Even more surprising is the news that provision will be made for a fourth exit on the northern side in anticipation of the new By Pass being consented across the northern boundary of the village. The looming development of the Canal basin has not been entirely without incident. However reports suggest that the applicants have now agreed that all 240 boats can be used in the Kilworth Challenge with competitors leaping from one to the next against the clock for 3 circuits of the basin. Recent heavy rain coupled to the cessation of deep well pumping from the Pincet Lane Aquifer by Severn Trent has led to a substantial increase in spring flow rates across the Parish. At a recent meeting of the Bogs Committee it was agreed to accede to an approach from British Waterways to allow them to carry out a feasibility study for extending the canal across the Whispering woods to a new basin at the bottom of Spring Lane. Message from the Curate

Lent, life and being alive “I don’t know where the time goes!” This is a phrase I hear often in my conversations with others – sometimes from my own mouth! It is used by people who are busy with all sorts of things and finding it hard to fit anything else in. I hear it from those who lament time seemingly speeding up as they grow older. And I find myself wondering how it can possibly be April again when it seems such a short time since we were telling the Christmas story. It can be disconcerting to feel that time is running away from us. Or that we are not using it as we would like to. Some are too busy to enjoy the time they have. Others watch the time going by, painfully aware that they cannot spend it in the way they want to because of illness, lack of mobility, or a need to depend on others. April finds us in the middle of Lent, a time when we sense that we ought to devote a bit of time to our faith. Do we give things up? Do we take things on? Either way, it seems to demand time and resources to work it all out and to put it all into place. This can put pressure on us – as well as run the risk of leaving us ever more demoralised if we fail. I often think that when it comes to matters of faith we make things rather more complicated than they need to be! When we spend our lives either constantly looking forward to what needs to be done or looking back at what we have not been able to do, it leads to an inability to be alive to the moment in which we find ourselves. The only place we can live is now. The only place we can encounter God is now. After all, God described himself as “I am”, not “I was” or “I shall be”. Rather than focusing on what we need to give up or to take on during the remaining weeks of Lent, why not try to spend just a few minutes every day enjoying the present moment – being rather than doing? Become aware of the beauty of nature coming to life in bud and birdsong. Let the preoccupations of the day slip away for a moment. Above all, dare to be open to the possibility that God is there with you and invite God into the moment with you. This is prayer – a space for God to find us and us to find God, a space to know we are alive, rather than just living. Jesus said that he came to bring life in all its fullness. Before April is over we shall again proclaim the astonishing life that God offers to each of us in the reality of Easter. The heart of Christian faith is the belief that Jesus died on the cross and was raised to new life so that we may share in the life of God. It takes a great leap of faith to make the connection between those events 2000 years ago and ourselves today, and to begin to grasp something of the depth of love God has for us, shown in this willing sacrifice. Spending time in the present moment with God is the gateway to understanding something of his love for each of us. And that will be time well-spent, no matter how quickly it passes. I wish you all many moments with God – and a very happy Easter too. Revd Emma Davies

Holdenby House On Monday 7th March, Omega escaped (from school) to Holdenby House, on a school trip. We were greeted in the courtyard by Mistresses; Lettuce, Fortune and Mable. Firstly Mistress Lettuce allocated us with Tudor names, not an exciting name for me just Master Sander! Then she took us into the courtyard and taught us how to use a bow and arrow. The people who achieved a bulls eye got another go. In the end Ollie- or Master Ant as he was called became the champion (I came fourth). After that we practised pike drills- stand pike, shoulder pike, advance pike and charge pike. Then we all stood in lines and charged to the English flag shouting war cries. Soon after we had a chance to experience Tudor cooking, there were lot of activities to have a go at, but we could only do some. There was: butter making, making decorations out of marzipan or sugar paste, bread making and sieving flour. We were allowed to have lunch in the ballroom which was immense, with amazing luxurious paintings and colossal windows that heated the room. Lastly we made felt patterns which looked amazing. They were made by: laying some sheep’s wool horizontally on the bottom half of a piece of muslin. Then we laid some more sheep’s wool vertically on top. Next we made a pattern above, folded the muslin over, wrapped it round a rolling pin and secured it with elastic bands. Finally we rolled it in hot, soapy water, undid it all and let it dry. Afterwards we practised bowing and curtsying- we looked just like real Tudor ladies and gentlemen. We all had a brilliant day learning about the Tudors and trying new things. By Samuel Hunt

On Monday, 7th March, we went to Holdenby House (majestic house) which is in Northamptonshire. We travelled there by coach, to learn about the Tudors. When we arrived at the house, we ambled off the coach, first we put our lunches away. The next activity was Archery which was great fun. The next thing we did was the Pike drill. Everyone took a pike which is a long pole that would have had a knife or something sharp on the end of it . We had to learn some actions. After that we went in to the cooking room and each did different tasks like making bread, butter, table decorations, sugar paste and then pottage. Our next activity was calligraphy. We all took a quill which is a feather pen. We stood next to someone and shared a pot of ink and wrote letters to people, and then wrote the A B C. Conclusion The thing I liked the best about the school trip was the Archery because I learnt a lot I would give this school trip 10/10,it was the best school trip EVER!!!! Jessica O’Neill

Say Hello to Robert & Julia Hennesey

You will have a job to say Hello to Robert and Julia because they are not terribly sociable. So this is a new venture for ‘Say Hello To’, which involves us trying to get people involved in the village when they are not 100% convinced that they want to. (Hence no photograph) The Henneseys are not nakedly against contributing to village life, but they don’t see it as a priority, and they reserve the right to choose how much they get involved in village life. So we are inviting all our readers to consider the dilemma that they pose, and to let Nick and Jude know if you have any ideas as to what would arouse their interest and tempt them to get to know a few of us a bit better. Robert and Julia have lived in Rose Close for three years, having moved from London where they were used to being ignored and jostled whenever they dared to use the tube. Robert still commutes to London, where he works as Promotions Manager for Ryan Air, and Julia now works for Birmingham City Council as a Recruiter. She is charged with making sure that advertised jobs come across as proper jobs rather than non-jobs and with monitoring the recruitment process. One of her successes involved a job that was about to be advertised as ‘Manager of Re-cycled Foodstuffs – Neachells.’ Julia recognised that this was totally inappropriate, and could give people the wrong impression, and indeed fail to dig up the right sort of applicants. Thanks to her intervention, the job was advertised as ‘Plant Manager – Neachells Sewage Works’, and a suitable candidate was found. Robert also faces the pressures of working life in 2011, as he battles with declining demand and persuading all of us to pay extras for nuts, water, easy boarding, and just two items of baggage. It’s little wonder that they are exhausted when their commuting is done, so come Friday they have little energy for us in NK, and are pre-occupied with recharging each other ready for Monday. So there you are. What could you suggest that would allow this thoroughly modern couple to venture forth to join us in a village society, or down at the pub? If we had one!! DB/JH/NH 1st April 2011

RECIPE of the MONTH LEMON SULTANA & SOURED CREAM MUFFINS 160gms sultanas 250ml boiling water 375gms self-raising flour 220gms white sugar Grated rind of one large lemon 90gms melted butter 1 small carton soured cream 125ml milk 2 eggs Place sultanas and water in a medium sized bowl and leave for 10 minutes. Proposals for North Kilworth Marina Dear Parishioners At this week’s Parish Council we discussed the ways forward on the Planning Application for the new Marina. You are probably aware that the latest application was rejected on appeal to the whole Council on the grounds of access and traffic management. Mr Goode has now asked if it is possible to agree a new consensus proposal which might answer the specific issues raised by the Village via the Parish Council and we agreed to form a sub committee to move this forward. On grounds of practicality it is best to keep that group to around 6-9 at most and the Parish Council is seeking expressions of interest from villagers to join that group .In the event of over subscription it is suggested that priority be given to those who volunteered to address the Planning Committee and/or Council. Can you please advise me of your interest in joining the sub group so we can tie up a date to meet and press forward with a revised ,more acceptable solution to all parties in whatever form that takes. It can be found on the village web-site together with a Community Land Trust Fund document which explains the scheme in greater detail... The result identified the need for up to 10 low cost houses, broadly for the young and the retired. The key point is that the land and properties , if built, will be in the ownership of the Village in perpetuity and any tenants will have no right of freehold tenure (although in some cases there are mechanisms for them to enjoy a share in the uplift value during the period of their tenancy). In some ways it would be a modern day equivalent of a Parish owned Townland Trust generating income for future generations of villagers. The Report of findings was formally adopted at the recent Parish Council Meeting and a decision made to proceed to the next stage. In summary the next stages are……. 1.Anyone interested in participating in the delivery of affordable homes is invited to contact me with a view to being seconded onto a working group sub-committee. 2.This letter will be received by all Parishioners by the first week in April. 3.The working group will undertake the checklist-expressions of interest IN OFFERS OF SITES ON WHICH AFFORDABLE HOMES CAN BE BUILT. THESE MAY BE WITHIN OR EXTERNAL TO THE EXISTING VILLAGE ENVELOPE AND THEY WILL BE SUBJECT TO A FORMAL APPRAISAL PROCESS TO DECIDE THE MOST SUITABLE SITE. And will be required by Monday April 20th. 4.The site appraisal process is planned to be completed by early May and the results will be presented at an OPEN VILLAGE MEETING around mid May with Stephen Hill from the Tudor Trust ( who are interested in funding the legal and other costs if we agree to proceed ). The mid May meeting will shortlist 2 or 3 possible preferred sites and at that meeting the aim is to agree to proceed to completion next stage ….or not to proceed if there is substantial opposition. 5.If we agree to proceed then in June/July we aim to define our funding partners .These may be a mixture of Government, Charitable Trust donations, loans and/or private sector Construction companies. During this period we will also liaise with Harborough DC Planning Department to engage their support and views on shortlisted sites in terms of compliance with HDC Plans. By the Autumn the intention is to establish an economic case to proceed. In September/October there will be a further open Village Meeting to confirm the recommended choice of site, present the choices of financial funding models and seek commitment to initiate the proposal. Thereafter the working group will be tasked to put the funding proposals in place so that by early 2012 we can move to full implementation. This schedule is subject to adjustment but the aim is to reflect majority feelings in the village at all stages and secure buy-in to this idea. If at any stage that support ceases or is in any way compromised the proposal will be dropped, modified or revised in response to Village wishes. Whilst this is an early notification by e mail not all Parishioners are on that list so further hard copies of all these documents are now in print and will be circulated by early April. If there are any queries arising from this proposal please send them to me and ,when we have a working group, they will be considered by them. The membership of that group will be circulated and is likely to comprise at least 2 members of the NK Parish Council. Peter Jones, Chairman Parish Council

Bowls Club news Spring is almost upon us and the village bowlers are ready to spring into action! We are all looking forward to the new season. The Club hopes to open for outdoor th bowling on Wednesday 13 April weather permitting. The Club welcomes new bowlers and is th holding an open day on Sunday 17 April to welcome new members . If you have played before, come along and sample our green and meet the members. If you have not played befor., come along and see what it is like . We have plenty of sets of woods for you to try. Flat shoes are required. The first competition is scheduled for th Saturday 30 April when new comp secretary Tom Renshaw will run the mixed singles Taffy Trophy. This is a bring your own food day and a good time is had by all. Depending on entries, each entrant will have three or four games leading to a semi and final game. The bar will be open all afternoon and there will be tea and coffee . Cost is a nominal £2.00 .
