NEW MEXICO Advocacy

RURALactively ELECTRIC NMRECA works to protect COOPERATIVES cooperative interests before regulatory, political and governmental bodies as well as the general public. It monitors and analyzes events and trends that affect cooperatives; recommends policy positions to members through its board of directors; implements board decisions through participation in task forces; represents its members in regulatory and legislative proceedings; and communicates with cooperative consumers through its monthly publication, enchantment Magazine. Self-Insurance NMRECA administers the New Mexico Rural Electric Self-Insurer’s Fund (NMRESIF), a workers’ compensation fund owned by New Mexico’s rural electric cooperatives. Formed in 1986, NMRESIF provides significant savings to its members by pooling the risks of providing workers’ compensation insurance coverage and a risk management program. Over the last eight years the NMRESIF has returned $3.9 million in premiums back to it members.

Training NMRECA coordinates specialized training for its members. It arranges training programs for directors, managers and employees with outside agencies. The training programs emphasize risk management, communications, director responsibilities, business skills, governance and policy issues.

Communications NMRECA provides advocacy and general communications through newsletters, directories, websites, the annual Legislative Almanac, and its monthly magazine enchantment, which give New Mexico’s electric cooperatives a united forum to communicate with their members. Enchantment highlights people and places of New Mexico’s cooperatives and focuses on the issues facing rural Americans. In 2021, nearly 90,000 cooperative members, community leaders and subscribers received enchantment each month. enchantment made its debut as a magazine-size format, gloss paperstock publication with the January 2020 edition.

Members of the New Mexico Rural Electric Cooperative Association:

NEW MEXICO RURAL ELECTRIC ew Mexico’s 18 rural electric distribution cooperatives and generation and COOPERATIVES transmission cooperatives provide electric power to 80% of the land area and 22% of

N

New Mexicans. These New Mexican families and businesses own their electric cooperatives. They control the co-ops’ bylaws, vote on any significant changes in operations and elect trustees to direct co-op activities. Their cooperatives provide service to Chama in the north to the oil fields of the Permian Basin in the southeast; to the northeastern grasslands to the Bootheel desert. There are 16 electric distribution cooperatives in New Mexico, 15 of which are members of the New Mexico Rural Electric Cooperative Association. The members have invested more than $1.2 billion to provide reliable electric service to their members. They employ more than 800 New Mexicans as linemen, customer service representatives, engineers, warehouse operators and other positions. The cooperatives are active in promoting and providing renewable energy resources and energy-efficiency rebate programs for consumer-members. They also offer a green power program to consumer-members, giving them the opportunity to purchase renewable energy. The cooperatives strongly support their communities. They collectively operate one of the largest nongovernmental scholarship programs in New Mexico. The state’s electric co-ops have provided more than $14 million in higher educational scholarships to more than 9,600 New Mexico students during the past 32 years. They sponsor youth programs such as the Government-in-Action Youth Tour and provide safety training in local schools. Eleven of the 15 member distribution cooperatives receive wholesale power from Tri-State Generation and Transmission Association, headquartered in Westminster, Colorado. Four are members of Western Farmers Electric Cooperative headquartered in Anadarko, Oklahoma. New Mexico’s rural electric cooperatives protect the interests of their consumermembers through their statewide association, the New Mexico Rural Electric Cooperative Association, headquartered in Santa Fe. New Mexico’s electric cooperatives sponsor students to attend the Government-inAction Youth Tour in Washington, D.C., each June to learn about rural electric cooperatives and our federal government. 14 • New Mexico Rural Electric Cooperative Association

• Ed Rougemont, Fund Administrator, erougemont@nmelectric.coop The New Mexico Rural Electric Self-Insurer’s Fund was formed in 1986 and began operations on January 1, 1987, under the provisions of the New Mexico Workers’ Compensation Act. The fund is governed by a Board of Trustees consisting of one management representative from each member cooperative. Presently, the fund provides workers’ compensation benefits to more than 800-plus employees representing 15 of New Mexico’s distribution cooperatives and the New Mexico employees of Tri-State Generation and Transmission Association. The fund also coordinates and pays for a risk management and technical training program on behalf of the member cooperatives.
