Current status Fragmented delivery model


Current situation ... home occupants  Occupants wish to save energy.  The three main drivers are cost, comfort & conscience  But there are too many choices:  A lack of clarity about appropriate measures  A lack of assurance about value and quality

 Support is available for isolated measures  But a truly integrated approach has not been developed  Occupants are concerned about disruptions and making the right choices (return on investment)

The result - Indecision and inertia


Current situation … public sector Public sector is motivated to promote energy efficiency to:  Secure energy supplies  Meet emissions reduction targets  Grow jobs and the economy  Satisfy public expectations  But budgets are limited  Measures need to be very cost effective with early impact


Current situation … public sector  Successful government backed schemes already exist  They generally target individual measures:  e.g. insulation, boiler replacement

    

They rely on channelling existing local services They focus on hardware and not behavioural issues They often target specific social groups (e.g. the elderly) The scale and speed of implementation has been limited Generally the approach has not become a stepping stone to further measures


Current situation … technology and service providers  Many good solutions exist for improving energy efficiency  But these solutions are generally not reaching the market  Current delivery focuses on individual solutions, such as boiler replacement and insulation services  Such measures are effective, but can also be costly and disruptive for occupants  They can also be difficult to integrate with existing systems creating further barriers to take up.


Current status – some conclusions    

Houses are complex systems Integrated interventions are needed to optimise results There remain many barriers to engagement of occupants Occupants need professional support, including:    

Guidance on the most effective measures Assurances on return on investment Access to the best providers Fully supported implementation

 Behavioural issues are also important so education and communication will also be key

What the market needs  The engagement of the large majority of occupants  Access to the best proven technology  Pre-planned energy efficiency programmes  Many decisions can be generic for different housing groups  So interventions can be planned without access to the property

 Occupants need to be supported through the process  Engagements should also address behavioural issues (education and communication)


Energy Express delivery mechanism  Strand 1 – A strategic evaluation of the property market  Prioritise housing groups with higher potential impact on emissions  Social factors can be considered (e.g. the needs of poor or elderly)  Match intervention programmes to home and occupancy types

 Strand 2 – Generic evaluation of the technology  Guiding principles … select according to cost, energy reduction, ease of implementation and occupant acceptance

 Strand 3 – Delivery mechanism  Development integrated implementation programmes  Small teams (2-3 persons) carry out short (2-4 hr.) interventions  Behavioural issues are should be addressed


Creating a strong brand  Create a strong identifiable national (international) brand  Energy Express logo on all documentation and material  Fleet vehicles identified by logo  Uniformed technicians  Franchise companies must comply with the branding policy

A public-private partnership Energy Express aims to partner with public sector would:  Oversee the impartial evaluation of measures  Set standards for implementation  Provide supporting financial structures  Provide a legal framework and public assurances  Assist with harmonisation across national boundaries


Energy Express method  Intervention strategies are planned nationally  Develop implementation models for generic housing groups  In effect the assessment is generic in nature, but implementation is fine tuned according to the situation on the ground  This reduces costs, simplifies and speeds first phase implementation
