Thank you for joining us at the Africa Energy Forum 2017 The Africa Energy Forum 2017 took place in Copenhagen from 7-9 June, giving rise to four days of high level discussions around investment into Africa’s power sector. We were delighted to see so many familiar faces join us this year to catch up with clients, build their knowledge and sign deals for the furtherment of Africa’s energy sector. InfraCo Africa and USTDA commit funding to support Standard Microgrid’s distributed energy services in Zambia On Wednesday 7th June at the Forum, InfraCo Africa and Standard Microgrid signed a Convertible Loan Agreement for the phased disbursement of up to US$3.5m. In parallel, the United States Trade and Development Agency (USTDA) also awarded Standard Microgrid a US$0.75m grant to support project preparation services. Together, these commitments will fund the deployment of distributed solar power across Zambia. USTDA’s Sub-Saharan Africa Regional Director, Lida Fitts, signed the grant on behalf of USTDA along with Standard Microgrid Initiatives Limited Project Manager, Matthew Wainwright. Using the loan committed by InfraCo Africa, Standard Microgrid will initially build six solar photovoltaic (PV) micro-grids in rural and peri-urban areas before rapidly expanding its distributed power service by further deploying >100 units. Each 10kW PV micro-grid is backed up by batteries and managed by smart metering technology which matches customer demand to available supply. New World Bank report calls for increased private sector investment The Forum coincided with the release of a new World Bank report calling for increased private sector investment in Africa’s under-developed electricity transmission infrastructure, a vital ingredient for reaching Africa’s energy goals. The ‘Linking up: Public-Private Partnerships in Power Transmission in Africa’ report examines private sector-led investments in transmission globally and how this approach is applicable in sub-Saharan Africa. The private sector has participated successfully in transmission networks in many countries in Latin America and Asia, and this approach could be replicated. “Private finance has supported the expansion of electricity transmission infrastructure in many regions of the world and the same can happen in Africa. To attract private sector investment, however, governments need to adopt policies supportive of this strategy and establish the right business, regulatory and legal environment to sustain investor interest,” said Riccardo Puliti, Senior Director and head of Energy and Extractives Industries at the World Bank.

Mali’s first Independent Power Producer Project reaches Financial Close Two days after the Africa Energy Forum concluded, Redox Power Solutions Ltd (‘Redox’), the developers and investors in Albatros Energy Mali SA, were proud to announce the financial close and the imminent start of the construction of the first IPP in Mali – a 90 MW Thermal Power Plant in Kayes. Albatros Energy Mali SA has contracted with the leading Danish power plant construction company Burmeister & Wain Scandinavian Contractor (BWSC) to build a highly modern and Mali’s largest and most efficient thermal power plant in a record time of 16 months. Once operational, power will feed into the national grid and will be sold to Mali’s national utility, Énergie du Mali (EDM), through a 20-year power purchase agreement. The power plant, which is composed of six (6) medium speed, highly efficient, 15 MW engines, will produce a guaranteed minimum of 578 GWH of electricity per year while respecting the latest international environmental guidelines. The power plant will operate on a base load basis, increasing significantly Mali’s total installed production capacity along with providing a constant supply of much needed reliable electricity. Construction is due to commence on 3rd July 2017.

Three African renewable energy projects announced as winners of the US$7million Access Co-Development Facility prize Developer, owner, and operator of renewable power projects in emerging markets Access Power announced live at the Forum the winners of the 2016 US$7 million Access Co-Development Facility (ACF), a financial support mechanism for renewable energy projects in Africa. Three projects from Nigeria, Madagascar, and Sierra Leone fought off fierce competition from almost 100 entries to win a share of US$7million prize. The prize also includes a package of technical support designed to bring their renewable energy projects to life and deliver access to electricity for those who need it most. The winners are AGES PLC (25MW solar project in Sierra Leone), Mentach Energy (50 MW wind project in Nigeria), and Stucky Ltd (25MW Hydro & Solar project in Madagascar). Collectively, the projects will deliver 100 megawatts of electricity to 340,000 homes in Nigeria, Madagascar, and Sierra Leone. The three winners were selected based on commercial, technical and environmental merits, as well as the local regulatory environment, and capability of the project team. Reda El Chaar, Executive Chairman of Access Power, said: “I am delighted to congratulate today’s well-deserved winners, and we look forward to working with each of them to provide the technical skills, expertise, and financing to get their projects across the finish line.

We invited 11 students from across the African continent to attend the Africa Energy Forum 2017 as part of the EnergyNet Student Engagement Initiative (ESEI) The Forum enabled these future leaders to witness the wider impact of the power sector on global economies and industries, understand the impact of electricity and access to energy on industrial development and job creation in Africa. The students also had the opportunity to meet first hand with African Ministers of Energy, government officials and private sector leaders from the energy industry, opening the door to new business relationships, internships and work placements. Summary of Panel Discussion: What is the Right Energy Mix to Achieve Sustainable Development Goals This session took place in Auditorium 11 on Wednesday 7th June, 2017. It involved many speakers including RAFAEL HUARTE LAZARO, MATTHEW BELL and KATE STEEL, to mention just a few, and was moderated by MUSTAPHA MOURAHIB. The session was amazing, very impressive and interactive indeed. Speakers were able to demonstrate the right energy mix to achieve sustainable development goals. Speakers agreed that renewable energy such as geothermal, biomass and wind would be the best energy mix to achieve sustainable development goals and also acknowledged that renewable energy will also be crucial in reducing the global impact of pollution for the coming generations. Furthermore, the panel discussed a number of challenges facing renewable energy implementation such as the absence of the private sector in the industry, environmental pollution as well as high perceived financial risks. One of the solutions that were suggested was the fact that the private sector should strongly be integrated in the industry as should government participation. An interesting point noted in the session was the fact that renewable energy is now one of the best and most popular energy mix solutions around the globe.

Summary of Panel Discussion: Official Government Opening – 6 June 2017 The official Government opening of the nineteenth edition of Africa Energy Forum held in Copenhagen-Denmark to place on 6th June 2017 at the Aggreko Platinum Lounge in Bella Center. Simon Gosling, Managing Director, EnergyNet and David Edwards, Managing Director North Africa, Aggreko, made the opening remarks. Both speakers echoed the immense potential that Africa has, especially in terms of human capital. After which, the floor was open for the ESEI students to ask the various ministers present some questions. The ministers present included: H.E Honourable Madame Nkosazana Dlamini Zuma, Former Chairperson of the African Union Commission, H.E Honourable Ambassador Henry Macauley, Minister of Energy, Sierra Leone, H.E Honourable Thembisile Majola, Deputy Minister of South Africa and Aziz Rebbah, Minister of Energy, Mines and Sustainable Development, Morocco. Thereafter, the delegates proceeded to Auditorium 15 for further remarks by organisers and invited guests. Here, H.E Honourable Ulla Tornaes, Minister for Development Cooperation, Government of Denmark opened up a discussion for exploring the appetite for Nordic investments in Africa. Case in point: the rapid penetration of Vestas in Wind power generation. Dr. Nkosazana Dlamini-Zuma was feted for her efforts regarding the aspirational ‘Agenda 2063‘policy framework and for championing a sustainable approach to energy development and ‘African resources- by Africans, for Africans.‘ AEF 2017 was bound to create business and career changing networks as well as showcase top-notch technologies in the Energy industry.
Summary of Panel Discussion: Country Focus: Kenya Insights in to the next 5 Years. Joshua Choge, Chairman, KENGEN, set the scene by outlining KENGEN’s company structure and market share as the leading power generator in Kenya. Its installed capacity is 1632.2 MW and the fuel mix is geothermal, hydro, wind and thermal. IPPs cater for the rest 738MW (30%) demand. He pinpointed the growth in the company and noted that 405 MW of all renewable energy had been recently commissioned. Dr. John Mativo, Senior Technical Advisor, KETRACO placed grid expansion and off grid solutions as one of the priorities in country’s development goals. The moderator, Kwame Parker, Partner and Investment Director, Frontier Energy, engaged the panel in a discussion on how community involvement affected the success of power projects. It was noted that it is important to involve levels of community integration into the bidding process. Likewise, social education is a key factor to be considered during the feasibility study. Cases have been reported where community resistance from certain areas in the country have delayed or stopped key power projects.

Now am more focused to the specific milestones that will enable me trace this path. III. INTERACTING WITH TOP KENGEN AND KETRACO OFFICIALS, on a normal day back in Kenya, I could never get the opportunity to sit down with these officials and chat about the energy development in the country.

Summary of Seminar: Renewable Energy and Mini Grids in East Africa – The Technical Challenges and Opportunities for Developers, Investors and Off-Takers This session stated that in Africa, currently 621 million people do not have access to the grid. It was also stated that it is very risky to build mini grids because risk capital is very scarce and it takes a long time to find skilled labour to build the required infrastructure. The other challenges outlined included the following: First, risk of regulation. It’s sometimes difficult to work with regulators since they sometimes establish laws that govern how power is sold to the consumers. The laws established by the regulators may lead to delay in paying back costs of construction to the investors. Secondly, grid arrival; it is frequently difficult to choose the site for power project construction as there are many factors to consider. For example, having access to rivers in order to construct hydropower stations, or acquiring land for building solar and wind farms. The proposed keys to success included the following: Firstly, implementing the differentiated innovative tariff structures that focus on end users’ payment liability; secondly, implementing a pre-payment system; thirdly, controlling capital expenditure and operational expenditure relative to revenue. Lastly, implementing relatively small generation capacity that has the potential to scale up easily.

At the conference, Chemonics wanted to network with power companies in Africa in order to give them consultancy services on achieving their sustainable development goals for electricity access. 2. DNV GL DNV GL provides assistance in areas of solar and storage applications. At the conference, they wanted to connect with as many independent entities as possible involved in the energy industry so that they make partners all around Africa. 3. ERM ERM provide consulting services and have been supporting African power sector clients for over 30 years. ERM exhibitors wanted to connect with power companies in Africa so that they could offer them consulting services for optimal power generation and distribution.

4. JOULE AFRICA Joule Africa builds, owns and operates power projects across the African continent. At the conference, Joule Africa was looking forward to networking with governments and private sectors which are interested in building power projects so that they can work together. 5. BUILDING ENERGY Building Energy is an international company that operates as a global integrated independent power producer (IPP) in the renewable energy industry. At the AEF, building energy wanted to network with different African governments in order to provide electricity generation solution to the governments.
Top ten most interesting participants: 1. MR. THUSO NTLAMA Mr. Thuso Ntlama was the acting Chief Executive of Lesotho Electricity and Water Authority (LEWA). We talked about reasons why both of us were participating at the AEF and what we expected of it. We then talked about what LEWA is currently doing, its future plans and job opportunities available. 2. MR. WILLIAM KAMKWAMBA Mr. William Kamkwamba from Malawi, who showcased his windmill project in the innovation theatre. We talked about the motivation behind his project and his plans for the future. We also talked about his early life and how he knows some people in Lesotho. 3. MR. HASSAN NADIR Mr. Hassan Nadir is the director general of Compagnie Marocaine des Energies (CME) company. We talked about the reasons why the company concentrates mostly on the renewables and its plans to branch out more in Africa. 4. MR. DES MULLER Mr. Des Muller is the director and general manager of Nuclear Construction Services at Group five company in South Africa. Our discussion started by him testing me whether I knew about nuclear energy by asking me this question, “what is nuclear energy?”. We then spoke about the importance of connecting with many people at the AEF, his work in South Africa and my career aspirations. 5. MR. GREGORY NOTT Mr. Gregory Nott is the director at Norton Rose Fulbright in South Africa. We discussed Norton Rose Fulbright and how it has helped power companies in Africa over the past years. 6. MS. FEDERICA MAGGI Ms. Federica Maggi is the Project Business Analyst at Talesun Solar Germany GmbH. We talked about how Talesun Energy is able to build and finance large-scale solar projects globally. 7. MR. SIMON NORRIS Mr. Simon Norris is a partner in Trinity. We discussed how he helps companies in the energy industry, through consultancy services, to flourish. 8. MR. PIERRE BERNHEIM Mr. Pierre Bernheim is also a partner in Trinity. We discussed matters on how he helps companies in the energy industry, through consultancy services, to flourish. 9. MS. SAMANTHA MEEN Ms. Samantha Meen is a compliance officer at InfraCo Africa Ltd. Summary of Panel Discussion: Country Focus: Ethiopia, Ethiopia EEPs Five Year Plan This session took place in Auditorium 10 on Wednesday 7th, June 2017 at 10:45-12:00. The opening remark was made by H.E Honorable Dr. Eng. Seleshi Bekele, Minister of water, irrigation and electricity, Ethiopia. The above speaker began with giving an overview about Ethiopia’s energy sector; he pointed out that in last 12 years there has been development in GDP, as the growth rate has risen by 10%. Ethiopia’s five year plan is about ensuring a reliable supply of energy, carbon dioxide neutrality as well as ensuring public and private sector participation. It was equally pointed out that Ethiopia’s sources of energy include hydro, geothermal, biomass, solar and wind. Regarding electricity grid in Ethiopia, it was said that generation capacity in the grid is 4, 284 mw, geographical access to electricity grid is 56% and household connectivity is 25%. One challenge was presented to the effect that supporting ongoing economic growth in Ethiopia requires substantial increase in power demand. It was also presented that Ethiopia is a major exporter of energy resources to the East African region, exampled being Djibouti, Kenya and Sudan. An important point which was noted was the fact that Foreign Direct Investment, Private Sector, and an enabling environment are essential for harnessing the substantial energy resources.
Summary of Panel Discussion: Effective Financial Management in the current climate (currency risk, credit enhancements and guarantees). This session was all about financial risk mitigation as far as foreign investment in Africa is concerned. The moderator was Keith Martin, Partner Global Results. Ana Hajduka-Founder and Chief Executive Officer, Africa Green Company, pointed out that high tariffs are one of the main challenges facing financial management and risk mitigation in the current climate. George Kotsovos, Executive Vice President, Energy and Infrastructure Finance, Standard Bank, called for rehabilitation of the environment, public participation, sponsors in risk distribution and less guarantees as ways of ensuring risk mitigation. The solutions given out during session included paying tariffs in the same foreign currency, local funding, providing social facility and commercial local banks.

Summary of Panel Discussion: South Africa Country Insights The South African panel discussion focused primarily on the state of the current IPP procurement programme (both renewable energy and fossil fuels). Panel members from industry, the banking sector and development community all asked for certainty regarding policy and the future of the programme, which is currently in jeopardy. Unfortunately South African government representatives did not provide such clarity, instead causing more uncertainty by asserting that the major problem at the moment is the fact that South Africa has more capacity than needed at the moment, and that the IPP procurement programme is not contributing to the country’s overarching socio-economic objectives (such as job creation and black economic empowerment). The moderator of the panel indicated that, viewed from the outside, the South African IPP procurement programme is viewed as one of the best in the world. It was not quite clear to outsiders what the apparent problems with the programme were that the South African government representatives were referring to. Industry representatives in the audience indicated that they were willing to establish manufacturing capacity in the country “in a heart-beat”, but required certainty around the future of the programme. The procurement of nuclear power was also mentioned by government (seemingly contradicting claims that the country has more than enough power), but banking representatives indicated that for both nuclear and the coal IPP procurement programme, there simply was not enough liquidity in the South African market. Some discussion also centred on opportunities for renewables in the South African commercial sector, but government representatives countered by claiming that this “cannibalises” demand. In general, this was a session that left participants more worried about the state of South Africa’s energy future and the role of the private sector in it.

Summary of Working Roundtable: Project Guarantees The roundtable on project guarantees had a good mix of development finance institutions, government representatives, lenders and developers on the panel. As such, the discussion was rich and practical. The moderator was mainly interested in finding out when we might not be needing project guarantees anymore, and what kinds of confitions allow for this. An important part of the discussion focused on the influence of DFIs such as the World Bank; developers and lenders insisted that, previously, the “halo” effect of the Bank was sufficient, in that it was the influence of the Bank on the host government and not necessarily the guarantee itself which mitigated the risk. However, there seems to be a perception that this effect is becoming less effective, especially due to the influence of alternative partners such as China. For this reason, investors/ lenders (including other DFIs) are requiring much more cover than before. A strong contribution was also made by Karen Breytenbach of South Africa’s IPP office, who emphasised the importance of packaging projects for the environment that it is in; it is therefore important to build the necessary capacity in government to understand the financing, and also to be able to say no to consultants. This was also mentioned by other consultants in relation to Nampower’s insistence on not providing project guarantees on its solar projects. Karen Breytenbach further emphasised the importance of “the behaviour of the country”: the more stability there is, the less credit enhancement will be necessary (Namibia was again mentioned as an example. Further discussion centred around potentially smaller project sizes as a possible way of reducing the need for guarantees (since finance with more risk appetitite can cover the entire portfolio); the importance of having well-structured competitive procurement programmes; and the importance of power sector reform for moving away from guarantees and reducing the need for credit enhancement.

The Innovation Theatre As part of the Off the Grid Village, this year’s AEF hosted the Innovation Theatre - a dedicated ‘alternative’ stream of the Africa Energy Forum agenda. The Theatre hosted interesting panels, workshops, demonstrations and seminars to showcase a mixture of leading off grid solutions, services and expertise as well as creative innovations linked to energy access. The Theatre provided an additional platform for off grid and creative communities to communicate at AEF 2017, welcoming distinguished guest speakers such as the award winning visual artist Olafur Eliasson, who is also the designer and co-founder of Little Sun. The Innovation Theatre and the Off the Grid Village were coordinated as part of our Arts-Energy Partnership, showcasing the link between energy access and creativity in emerging markets.
The AEF networking app Once again sponsored by Investec, the AEF mobile networking app helped increase the value of the AEF networking experience for our delegates, allowing them to contact other participants attending ahead of and during the meeting, view the final agenda and speakers on each panel, build a private meeting schedule and interact in real time by posting comments on the app or tweeting from Twitter. 70% of attendees logged into the app this year with over 5,000 private messages exchanged.
