York County Libraries opened for curbside pickup of library materials on June 15. Members must reserve books in advance at www.yorklibraries.org and are then notified when the items are ready for pickup at the library. Members may also return checked out materials to library book drops. The decision to offer curbside service is in alignment with the direction and recommendations of the Office of Commonwealth Libraries, Gov. Tom Wolf, Pennsylvania’s Department of Health, and the CDC. York County libraries will gradually reintroduce the breadth of library services while working to provide a safe library environment for employees and members. Staff have received training on recommended cleaning and disinfection procedures and will follow safe handling and quarantine protocols for returned library materials. Protective barriers have been put in place, and staff

York County Libraries locations are asking that members wear masks or face coverings when utilizing the curbside pickup services. At several library locations, pickup of materials will be in the lobby. Only one member or family will be allowed inside at a time. These measures are required for everyone’s health and safety. All physical library materials currently checked out through York County Libraries have been renewed until Wednesday, July 1, and no fines are being assessed on these items. Services at the Salem Square, Manchester Township, and Springettsbury Township libraries will not be offered during this initial phase of reopening. Spry Church, 50 School St., York, continues to offer food boxes at no charge to families in need. Hundreds of people have been helped by the generosity of the congregation and community through donations to Spry Church Food Pantry. Food boxes are available for pickup on Thursdays from 10:30 to 11:30 a.m. To reserve a box for Thursday pickup, participants are asked to call 717-741-1429 before 4 p.m. on Wednesday. Royer’s Flowers & Gifts has announced the return of its Royer’s Stems Hunger food drive, which began on June 27 and will continue through Saturday, July 4. Members of the public may drop off nonperishable food items at any Royer’s store during normal business hours. For each item donated, people will receive a free carnation, up to a

maximum of six carnations per visit. The food items will be donated to area food banks. The SBA reopened the Economic Injury Disaster Loans (EIDL) and Advance Program. Additionally, the SBA implemented revisions for the Paycheck Protection Program (PPP) to reflect changes made in the PPP Flexibility Act of 2020. The EIDL program portal has been reopened to all eligible applicants experiencing economic impacts due to COVID-19. SBA’s EIDL program offers long-term, low-interest assistance for small businesses and nonprofit organizations. These loans can provide vital economic support to help alleviate temporary loss of revenue. EIDL assistance can be used to cover payroll and inventory, pay debts, or fund other expenses. EIDL Advance will provide up to $10,000 or $1,000 per employee of emergency economic relief to businesses that are currently experiencing temporary difficulties, and these emergency grants do not have to be repaid. YCHS Graduates Earn Accolades York Catholic High School (YCHS) has announced the accolades of the Class of 2020. Of the class of 95 students, 71% earned more than $11 million in college scholarships. SBA Reopens EIDL Program Changes have also been made for PPP funding. The revisions have resulted in a more borrower-friendly loan forgiveness application for businesses that have already received PPP funding. In addition to revising the full forgiveness application, SBA also published a new EZ version of the forgiveness application that applies to borrowers who are self-employed and have no employees, did not reduce the salaries or wages of their employees by more than 25% and did not reduce the number of hours of their employees, or experienced reductions in business activity as a result of health directives related to COVID-19 and did not reduce the salaries or wages of their employees by more than 25%. Michael Rinehart of Red Lion and Charity Rinehart of Red Lion have announced the engagement of their daughter, Jenna Marie Rinehart of Red Lion, to Benjamin Michael Hutchison of Muskegon, Mich. The bride-elect graduated from A Beka Academy in 2016 and from Crown College of the Bible in 2020. She has an ASL Certificate. Mr. Hutchison is the son of Garth Hutchison of Muskegon and Jennifer Hutchison of Muskegon. He graduated from a homeschool program in 2016 and from Crown College of the Bible in 2020. Salem United Church of Christ (UCC), 24 Franklin St., Jacobus, has opened its Community Food Pantry to families and individuals in need. The pantry is open from 10 a.m. to 2 p.m. on Wednesdays and Fridays and from 11 a.m. to 2 p.m. on Sundays. The pantry offers nonperishable foods, bread, some refrigerated foods, some fresh produce, paper products and hygiene products. Salem’s Community Food Pantry is located in the rear parking lot of the church. Opportunity Zones Report Available York County Economic Alliance (YCEA) released “Understanding Pennsylvania’s Opportunity Zones,” a report analyzing findings from a statewide survey of Opportunity Zone practitioners. YCEA commissioned York College’s Arthur Glatfelter Institute for Public Policy to conduct the survey and produce the report. Federal Opportunity Zones were created by the 2017 Tax Cuts and Jobs Act, and since then have been viewed by some as a way to catalyze billions of dollars of transformational investment in census tracts that have experienced decades of poverty and disinvestment. The survey was intended to take stock of the impact of Pennsylvania’s 300 Opportunity Zones from the municipal officials and economic development professionals directly involved with them. The results were analyzed in the first quarter of 2020, before COVID-19 placed restrictions on development. Key report find-

ings indicated that all respondents identified barriers to fully leveraging Opportunity Zones, including lack of capacity for promoting and coordinating the zones, lack of investors with capital gains, and lack of applicable projects that could provide a return to investors. Despite the barriers, many respondents said they are currently promoting Opportunity Zones within their jurisdictions. The majority of census tracts have received no investment. Less than 25% of respondents were aware of Opportunity Zones investment in their census tracts. Most projects within Opportunity Zones would have occurred without the additional incentive. Of those respondents who were aware of projects, only 13% said their projects were made possible by Opportunity Zone investment. This represents approximately 11 projects statewide. July4York Will Not Take Place Eventive, the event planning and production division of the York Revolution, recently announced that the 2020 July4York event has been canceled. Given the ongoing public safety concerns regarding the COVID-19 pandemic and the restrictions established by the

After a month of being open at half-capacity, York Day Nursery (YDN), 450 E. Philadelphia St., York, is slated to bring the rest of its students back on Monday, July 6, now that York County is in the green phase. Prior to July, classrooms were filled to half-capacity, as suggested by the Centers for Disease Control and Prevention (CDC). Many of the CDC guidelines were already done at YDN, which is nationally accredited by the National Association for the Education of Young Children and has the highest star rating from the Pennsylvania Keystone Stars. Students are scheduled for drop-off and pickup times in 15minute segments to minimize the number of people at the front of the building at any time. Both drop-off and pickup are being run by the same staff members daily. Some of the increased COVID-19 precautions include the following. Drop-off and pickup happen in a drive-up situation. U.S. Marine Staff Sgt. Leary Kyle Reichart-Warfel, who graduated from York Catholic High School in 2012, will forever be linked with the Joy family of Virginia for his actions on June 15, 2018. Reichart-Warfel and three fellow Marines were stationed at Cherry Point, N.C., enjoying a free day at Atlantic Beach when they were approached by someone who alerted them to a family struggling in the water. Without hesitation, the four Marines swam out over 150 yards to rescue the father, mother, and twin daughters who were caught in a riptide. Others helped, but the four Marines were the only ones to risk their own lives and enter the water. The Marines instructed the family members to float on their backs as they were pulled to shore. Three of the family members survived the riptide, but despite CPR efforts administered by the Marines, the father perished. The mother, Allison Joy, only had the Marines’ names from the police report. She searched for them throughout the bases located in North Carolina and was able to track them down to express her thanks. In the summer of 2019, she reunited with the

Marines and presented them with a plaque of appreciation. She also established the Float Don’t Fight Foundation to increase awareness of the dangers of riptides and to encourage beach-goers to include a flotation device with their beach gear. She was also instrumental in relaying the story to the Marines’ superiors. On Jan. 28, Reichart-Warfel and his three fellow Marines had the rare honor of being awarded the Navy and Marine Corps Medal - the highest non-combat medal for individuals who have undertaken a life-threatening risk in an act of heroism. According to Sgt. Maj. Joshua Wruble, senior enlisted leader of Marine Air Control Squadron 2, criteria for the award is strict, and documentation such as notarized witness statements, diagrams, and input from first responders is required. Additionally, the awards can only be approved by the commandant of the U.S. Marine Corps. During the medal ceremony, attended by over 500 Marines, Maj. General Karsten Heckl, commanding general of the 2nd Marine Aircraft Wing, recognized Reichart-Warfel for leading and orchestrating the rescue.

York Catholic High School (YCHS) has announced its graduation for the Class of 2020. Lorraine Schlosser has been named valedictorian. She is the daughter of Michelle and Eric Schlosser. Lorraine plans to attend Elizabethtown College to study occupational therapy. Josephine McKeon has been named salutatorian. She is the daughter of Kevin and Tiffany McKeon. Josephine plans to attend Penn State University Park to study accounting. Using grades through the

third quarter of senior year, Lorraine and Josephine have a cumulative grade point average that ranks them first and second, respectively, among their classmates. Both students attend St. Joseph Catholic Church in York. Fire and EMS companies in York County received $788,177 through the Fire Company Grant and Emergency Medical Service Grant programs during fiscal year 2019-20. The funding will aid fire and EMS companies as they experience the impacts of the COVID-19 pandemic, which caused many of the companies to sideline fundraising efforts. The grants may be used for construction or renovation of a unit’s station, the purchase or repair of equipment, training, or debt reduction. The program is funded solely from state gaming proceeds. Local first responders can apply for additional funding after the House of Representatives approved legislation to allocate $50 million in federal Coronavirus Aid, Relief and Economic Security (CARES) Act dollars. The grant funding will be used to help fire and EMS companies with added costs they have encountered due to COVID-19, as well as the loss of fundraising opportunities due to the stay-athome orders and other mitigation efforts. Mezza Receives Golden Apple Award The Diocese of Harrisburg recently honored York Catholic High School music teacher Cecelia Mezza with the Golden Apple Award. The highest recognition given by the diocese to a teacher, this honor commends the educator’s professional excellence, leadership, commitment to Catholic values, and devotion to teaching in a Catholic school. Mezza has taught music to seventh- through 12th-grade students at York Catholic for nine

years. She is the chair of the fine arts department and also the marching band director, musical pit director, jazz band director, and jazz ensemble director. She earned a bachelor’s degree from Notre Dame of Maryland University, and a Master of Music degree from Colorado State University. She also received additional educational certifications from Old Dominion University, DeVry University, and The University of the Arts. When she is not teaching students through classes, extracurricular music clubs, and community events, she plays the violin in the York College Community Orchestra, cantors for St. Mary’s Church, and is a member of the St. Mary’s Church Choir. Mezza said she was inspired to become an educator during high school. Mezza will receive the award at a ceremony to be scheduled after the stay-at-home order has been lifted.

CSY Hosts Graduation On May 28, Christian School with social distancing practices, of York (CSY) hosted graduation students were asked to invite in a drive-up format. To align their closest family and friends to drive up and enjoy the commencement celebration from the comfort of their vehicles. After listening to a digital compilation song from the CSY choir members and hearing the formal addresses via shortwave radio, each student had the opportunity to exit his or her vehicle and walk across an outdoor stage wearing a CSY face mask to receive his or her diploma from the head of school and principal, who also wore face masks. Ivan Vuckovic presented the valedictorian address, and Mallory Tome provided the salutatorian address. Nicholas Bertram, president of Giant Food Stores, presented the commencement address.
