Seat Belt Safety Emphasis Slated

R033858

With Memorial Day weekend, the unofficial start of the summer travel season, approaching, the Pennsylvania State Police (PSP) and Pennsylvania Department of Transportation (PennDOT) encourage drivers to be safe on the roads. The agencies will work with municipal police departments and other safety partners across the state to participate in the national “Click It or Ticket” seat belt enforcement and education initiative through Sunday, June 2. Pennsylvania law requires any occupant younger than age 18 to buckle up when riding in a vehicle,

as well as drivers and front-seat passengers. Children under age 2 must be secured in a rear-facing car seat, and children under age 4 must be restrained in an approved child safety seat. Children must ride in a booster seat until their 8th birthday. In addition to adopting a zerotolerance approach toward violators, troopers certified as child passenger safety technicians will offer car seat fittings and inspections throughout Pennsylvania, helping ensure that car seats are in good working condition, installed properly, and free from

recalls. A complete list of child passenger seat fitting stations is available at www.psp.pa.gov. As part of the enforcement efforts, state police, along with agencies across the United States, will participate in a Border-to-Border initiative to provide increased seat belt enforcement at state borders, reinforcing the focus on safety. The efforts of PennDOT and PSP are supported by the National Highway Traffic Safety Administration. For more information on seat belt safety, readers may visit www.PennDOT.gov/Safety.

Official State Amphibian Named When the new session began in January, Yaw reintroduced the effort as Senate Bill 9, which was signed into law by Wolf. The bill was passed by the Senate and House on Feb. 4 and April 16, respectively. Hellbenders prefer rocky streambeds. Their spongelike bodies allow them to squeeze into crevices, which they use for protection and for nesting. Folds of wrinkled skin provide a large surface through which they draw most of their oxygen. A lack of streamside trees along the commonwealth waterways allows waters to warm, polluted runoff to enter rivers and streams, and silt to build up in streambeds. As a result, habitat for hellbenders has been degraded and hellbender numbers have decreased in streams where they were plentiful as recently as 1990.

The students’ hellbender campaign garnered local, state, and national attention, making it onto the front page of the Wall Street Journal and as the subject of the iconic Mark Trail Sunday comic strip. A radio station in Canada interviewed SLC president Emma Stone.

CBF’s Student Leadership Program is open to high school students and is designed to give them a voice and an active role in clean water efforts in Pennsylvania. For more information about the campaign, readers may visit www.cbf.org/hellbender.

Gov. Tom Wolf, dressed in a blue “Hellbender Defender” T-shirt, signed a bill designating the Eastern hellbender as Pennsylvania’s official state amphibian on April 23. Since 2016, Chesapeake Bay Foundation’s (CBF) Student Leadership Council (SLC) members have spearheaded the campaign to recognize the Eastern hellbender and create greater awareness of the need to reduce pollution in Pennsylvania’s rivers and streams. Hellbenders are an indicator species for clean water. They survive where there is cold, clear, swift-running water. Students studied hellbenders extensively, installed nesting boxes in several Pennsylvania streams, and wrote the first draft of a bill that was sponsored by state Sen. Gene Yaw and passed the Senate last year. The bill did not pass the House before the session ended, however.

According to York County Libraries president Robert F. Key changes will include improved community space and customer services areas, expanded teen space with digital media labs, and areas for STEM and robotics exploration for children. Energy efficiencies and historic preservation of the building will also be part of the project. This year, Kreutz Creek Library in Hellam is celebrating its 40th anniversary. Established in 1979 in a 1,200-square-foot FEMA trailer, the library will grow more than seven times in size when it moves to the adjacent 8,800-square-foot Hellam Township building. Township supervisors voted in March to construct a new facility on their Walnut Street campus and to allow the library to use their current municipal building. The future site for Kreutz Creek Library will feature dedicated children and teen program spaces, an open service area, additional computers, seating, and meeting spaces. school students who have a strong belief in traffic safety and who want to make a difference among their peers to enter. For this campaign, teenagers were approached through their high school faculty and administration to design a billboard that targeted one or more of the following traffic safety messages: discourage distracted driving, encourage seat belt use, and/or discourage aggressive/reckless driving. The winning design was created by four students from Northern High School. Those students are Jack Phipps, Ryan Allen, Reid Weber, and Ian Hall. The winning entry addresses both distracted driving and distracted pedestrians. The four students are featured in the actual design. Their entry was the favorite among all the student judges. The Pennsylvania DUI Association reminds all motorists that May is Motorcycle Safety Awareness Month. Motorcycles are smaller than cars or trucks and consequently are less visible to other operators. Drivers are reminded to exercise additional caution during this time of year as they grow accustomed to the increased presence of motorcycles. Double-checking mirrors, turning, and looking and listening for the sound of

a motorcycle are just some of the things motorists should be doing before executing any type of lane change or entering traffic. Motorcycle operators also bear responsibility for safe operation. They are 28 times more likely to be killed in a crash than other motorists and comprise the highest percentage of impaired drivers killed in crashes, with 37 percent of all motorcycle fatalities being alcohol-impaired.

tion to the winning design. This billboard was displayed along I-83 North, just south of Exit 32 (Newberrytown), during the month of April - National Distracted Driving Awareness Month. The site was chosen because it was identified as being a high-incidence roadway for crashes involving teenage drivers, according to PennDOT crash data analysis. The second-place design was created by Neharika Noor and Ally Sipe, two students from Central York High School. Central will receive a $500 mini-grant to be used for traffic safety programming. Although the secondplace design was not to be made into a billboard, it was to be used extensively in other media, including social media. Judges for the contest came from two groups: 1) professionals and experts in the field of traffic safety, marketing, planning departments, and media, and 2) high school students for their peer perspective. The student judging results weighed heavily in determining the winning entry, because they are the target audience and advocates.
