Tabor And LHOP - Merging For Good By Ann Mead Ash
In early May, two Lancaster titans of nonprofit affordable housing decided they would be stronger together. Board members of Tabor Community Services and Lancaster Housing Opportunity Partnership (LHOP) voted to approve merging the two organizations. Together they will build on a foundation of 75 years of service in housing advocacy and financial empowerment to area residents. “With the affordable housing crisis in the backdrop, we approached the important question of merging two strong organizations,” said Mike McKenna, Tabor Community Services president. Rick Jackson, LHOP board chair, noted that the organizations were different in origin, but similar in mission.

When COBYS Family Services held its 40th anniversary banquet celebration at Middle Creek Church of the Brethren on March 12, most of the presentations were made by video. “We didn’t do that because of COVID-19,” said Anne Stokes,

Susan Notter of Lancaster, a pastry chef, is one of eight professionals, all from the East Coast of the United States, who participated as a regional team in the Culinary Olympics held in Stuttgart, Germany, from Feb. 14 to 19. The event is an international culinary competition held every four years. The Olympics drew 1,800 chefs from nearly 70 countries. The group with which Notter participated won a gold medal for its display program and placed third overall in the regional team category, taking home a bronze medal. the event. Also honored at the banquet were Dennis and Ann Saylor of Manheim, who, as resource parents for COBYS, have provided foster care for 116 children over more than three decades. Stokes noted that the large gathering included close to 600 meals at two separate seatings. “We do a meal at noon and the same thing in the evening,” said Stokes. COBYS was founded in 1980 by the Atlantic Northeast District of the Church of the Brethren, with one caseworker and one executive director placing teenagers in foster homes. In its 40-year history, the organization has served more than 60,000 people in a variety of settings. Recalling that in the past COBYS provided congregant care, Stokes stated that the organization once owned a house on the grounds of Pleasant View Retirement Community in Manheim. Most recently, the building, which has been razed, was used as a home for teen mothers and their children. “As the model of best practices changed over time, so did we,” said Stokes. “There was an evolution of types of clients we could handle.” Currently, COBYS provides foster care through two units. “One is the permanency unit, which is a direct contract with Lancaster County Children and Youth Services,” said Stokes. “(That group) functions as an
extension of the county caseworkers.” The permanency unit has a capacity of 80 to 100 children in care depending on the number of families available. “We also have COBYS foster care resource parents that we train,” said Stokes, who noted that about 80 to 100 children may be placed with those families. Stokes explained that about 100 families are approved, but all those families may not be available to take children due to specifications in the number of children they can accept and their ages. “We are full most of the time, so we are always approving new resource parents,” Stokes added. Stokes noted that while many things remain the same about the care provided to children, there have also been many changes. “We (better) understand the role trauma plays in life and how you care for foster children and how we do therapy,” she said. The number of therapists serving COBYS clients has tripled since 2011. “It is best practice to offer trauma training,” she added. Another change has been the types of parenting classes the organization holds. “One-on-one interaction and care in a loving home has not changed, (though),” she said. According to Stokes, the dedication of the in-office staff at COBYS has remained constant as well. “There’s also a lot about the
way we deliver care that hasn’t changed,” she said. “We started as a small agency with a small staff,” Stokes recalled. “We have always been focused on the one child in front of (each caseworker) … the one case … that one family and how (staff members) provide focused care for each of (those cases).” Stokes said that this focus has remained the same even though the number of families COBYS serves has grown. “We have maintained with all of our workers (the goal to always) provide that quality of care,” she said. Cunningham summed up the service COBYS has provided for four decades, saying, “For 40 years, our mission and guidance by Christian faith remains the same, but has been strengthened. treats for four months on a work visa. In 1983, she transferred to Zurich, where she began taking evening classes to learn to work with sugar. The teacher saw that she had talent, and she became his assistant. “We taught people to work with sugar in a way that was very learnable,� said Notter. The pair began competing and teaching in other countries, eventually relocating to the U.S. in 1992. After working for Albert Uster Imports as corporate pastry chef, Notter took a job in Baltimore and found a house just over the Pennsylvania border in New Freedom around 2008. She worked in a variety of positions, including as director of the pastry arts program for YTI Lancaster. She is now employed as a distribution partner with Max Felchlin AG as a U.S. sales professional. For the Culinary Olympics in Germany, the team was required to create a five-course menu, four different finger foods, three appetizer plates, four plated desserts, and four petit fours. Notter was responsible for the desserts and the petit fours. Notter noted that the competition was steep. “The national teams from Norway, Sweden, and Finland really dominated,� said Notter, who lauded the team from Switzerland as well. “They’re very innovative.� Notter said that in addition to the competitions, she especially enjoys working for Max Felchlin AG, which is a family business that has been producing chocolate for more than 100 years. “We do classes and training for

first in prestigious competitions such as the Southern Pastry Classic in Atlanta in 2003. More recently, she earned gold as a member of a U.S. team that competed in the Culinary Olympics in Erfurt, Germany, in 2016. Growing up in Cheshire, England, Notter often created sweet treats for her three younger sisters. “My parents didn’t buy boxed cookies and cakes,� recalled Notter. “When we wanted something sweet to eat, I had to make it.� Notter soon discovered that she enjoyed baking cakes and organizing birthday parties. Following high school, she worked for a year in a hotel before attending culinary school in Leicester, England, where she earned a degree in hospitality management. Knowing she wanted to specialize in pastries, Notter worked evenings and weekends for a small bakery in Melton Mowbray that focused on European-style pastries. At the age of 19, Notter completed culinary school and moved to Germany to work full time in the pastry field. She was employed by a large bakery that distributed products to 10 of its own pastry stores. For more than two years, Notter moved between departments, learning how to make decorative items, layered cakes, and tortes. At the same time, she learned to speak German. “People were friendly and welcoming. It was a wonderful experience,� said Notter. From there, Notter moved to Luzerne, Switzerland, to work in chocolate. She created bonbons, bars, and other confectionary

developers as well as partnering with landlords. “On the housing demand side, (we will be) helping people find stable housing after a period of homelessness, protecting their rights under the Fair Housing Act, (and helping them in) avoiding evictions and foreclosure, or buying their first home,” said Stacks. Stacks added that the merger will allow the organization to place “greater emphasis on prevention of homelessness, new loan products, and expanded financial empowerment services.” “We will assess where gaps exist,” explained Stacks, who noted that possibilities include innovative pilots such as home repair loans, expansion of the existing rental housing location services, and shared housing that matches individuals who need affordable housing with homeowners with rooms to rent. In addition, there is a plan to offer an educational curriculum covering budgets, savings, credit and debt, and fair housing, as well as more transparency on how to obtain assistance. “The combined service offerings will be available more fully throughout the county, and potentially, regionally,” said Stacks. A group of community members called the Aaron’s Acres Dream Makers will gather virtually via Zoom on Tuesday, June 23, at 7 p.m., and all those interested in learning more are welcome to attend. The Dream Makers is a group of individuals who believe in the Aaron’s Acres mission of “Embracing Possibilities Beyond Disabilities” and who serve as advocates for the organization. Aaron’s Acres is a local nonprofit providing individuals with disabilities ages 5 through 21 with year-round therapeutically based recreational programs that are focused on enhancing communication and socialization skills. Aaron’s Acres’ signature program is a summer camp, which takes place from June through August every year. During the upcoming Zoom meeting, details will be shared about how Aaron’s Acres is currently meeting the needs of participants and how programming will be delivered in a new way this

organization. “(We) can build off long-standing relationships with landlords to provide greater education, partnership, and advocacy,” said Stacks, who noted that this may influence the availability of safe, quality housing throughout the county. “Together, we will increase ease of collaboration with other partners in the community.” Stacks said that the boards of LHOP and Tabor will combine to form a single board of directors. “Integration planning has commenced and will be ongoing throughout the spring and summer of 2020,” reported Stacks. McKenna will serve as the CEO, and Shelby Nauman, LHOP’s COO who is also its interim CEO, will become chief impact officer, overseeing five program divisions: lending, supportive housing, housing equity, homeless and rental counseling, and the financial empowerment center. The director of the SoWe Initiative, which is led by the neighbors of Lancaster city’s Southwest Neighborhood, will report to McKenna. Stacks noted that LHOP was scheduled to move into the Tabor offices, 308 E. King St., Lancaster, in June. Resources Available To Businesses As businesses seek to recover from the COVID-19 pandemic, several resources are available to them. The U.S. Chamber has unveiled its Reopening Business Digital Resources Center to equip America’s business community with the latest state guidelines, sectorspecific guidance, small business advice, and other tools and resources as businesses look to reopen safely and keep employees and customers healthy and informed. The resources center also includes a customizable workplace flyer to help businesses communicate the steps they are taking to keep people safe and prevent the spread of COVID-19 to employees and customers. Locally, the Lancaster Chamber and the Economic Development Company of Lancaster County collaborated to create a $33.4 million Lancaster County Economic Recovery Plan approved by the Board of Lancaster County Commissioners in May. A
resource to support Lancaster County-based businesses has been developed and may be visited at www.recoverylancaster.com. The website is a resource to provide pathways to emergency funding, free personal protective equipment (PPE), pandemicrelated educational information, and advice. The goal is to help businesses operate safely and to fuel resolve to chart a new course forward. The site will be the main access point to both the $25 million Small Business Recovery & Sustainability Fund and $6 million in free PPE, the two key programs in phase one of the Economic Recovery Plan. Starting on June 8, county-based businesses with 100 or fewer employees can now register at the aforementioned website for kits with PPE-related items including face masks, hand sanitizer and thermometers. The supply is significant and is intended to serve most of Lancaster County’s small businesses. The site’s grant application portal opened to Lancaster County-based businesses with 20
or fewer employees on June 15; it will remain open through 6:59 p.m. on Friday, June 19. Grants will not be awarded on a first-come, first-served basis; individuals have through June 19 to submit applications. Once the application portal closes, the grant committee will begin evaluating all applications received. Those meeting the criteria and demonstrating the greatest need will be sent to the Lancaster County commissioners for approval, and recipients will be notified by email. The first phase of the funding program will offer grant opportunities totaling $10 million. In subsequent phases of the plan, the Recovery & Sustainability Fund is expected to offer an additional $15 million in grant awards to Lancaster County-based businesses with 100 or fewer employees. Economic Recovery Plan funding comes from the $95 million in Coronavirus Aid, Relief and Economic Security (CARES) Act money that Lancaster County received from the federal government.

Crumb Topping - 1/2 cup Golden Barrel Light Brown Sugar - 1 Tbsp. all-purpose flour - 1 tsp. ground cinnamon - 3 Tbsp. melted butter - 3/4 cup chopped walnuts
Preheat oven to 350 degrees F. Grease a 9x9” pan. With mixer, cream butter and brown sugar. Add eggs one at a time until mixed well. In a separate bowl, whisk together dry ingredients: flour, baking powder, baking soda, and salt. Add flour mixture and sour cream alternately (starting and ending with flour mixture) to the creamed mixture, beating until smooth after each addition. Pour batter into prepared pan. In a small bowl, mix together crumb topping ingredients. Sprinkle crumb topping over batter evenly. Bake for 3035 minutes until done.

Gov. Tom Wolf proclaimed May 22, the 143rd day of the year, as 1-4-3 Day, a statewide day of kindness in honor of Pennsylvania native Fred Rogers. Rogers, best known from his beloved television series, “Mister Rogers’ Neighborhood,” exemplified compassion and regularly used 1-4-3 as another way of saying “I love you,” with 1-4-3 representing the number of letters in each word. As the state continues to navigate the COVID-19 crisis, Wolf encouraged all Pennsylvanians to spread even more kindness, more love, and more generosity to essential workers and neighbors on 1-4-3 Day. On June 5, CommunityAid reopened its retail store at 31 Rohrerstown Road, Lancaster, to serve shoppers and support hundreds of nonprofits in need. All CommunityAid retail stores and donation centers closed in compliance with Gov. Tom Wolf ’s nonessential business closure order on March 16. In reopening as each county entered the governor’s yellow phase, each CommunityAid retail store has implemented COVID19 mitigation policies in accordance with CDC guidelines. Lancaster County Career and Technology Center (LCCTC) and Eastern Mennonite University (EMU) at Lancaster have reached an agreement that facilitates the transfer of credits from LCCTC specialized associate degree programs to an EMU baccalaureate degree in leadership and organizational management. It is the first local articulation agreement for the LCCTC that gives its graduates of specialized associates degree programs pathways to a bachelor’s degree in management. Under the agreement, EMU will accept up to 90 college credits earned in completion of an Associate in Specialized Technology (AST) toward the 120 hours

In early May, the CPFB began distributing meals from Operation BBQ Relief. This endeavor turns donated food that comes in restaurant-size packaging into family-friendly frozen meals for charitable distribution. Each frozen container has a complete ready-to-eat meal, including healthy protein, vegetables, and another side dish for a family of four. The meals go easily from the freezer to the oven to the dinner table. The CPFB has a long-standing partnership with the agriculture community. He has served in the Navy for two years, and the USS Constitution was his first duty station. Gonzalez is a 2012 graduate of Lancaster Catholic High School. Duty aboard the USS Constitution is one of the Navy’s special programs, and all prospective crewmembers must meet a high standard of sustained excellence and interview to be selected for the assignment. The active-duty sailors stationed aboard USS Constitution normally provide free tours and
offer public visitation to more than 600,000 people each year as they support the ship’s mission of promoting the Navy’s history, providing information on maritime heritage, and raising awareness of the importance of a sustained naval presence. The USS Constitution is the world’s oldest commissioned warship afloat and played a crucial role in the Barbary Wars and the War of 1812, actively defending sea lanes from 1797 to 1855. Building Character Reopens, Posts Museum Hours Building Character (BC), located on North Queen Street, Lancaster, has announced that because Lancaster County has moved into the yellow phase, it is now open with modifications and protections. The on-site Heritage Press Museum is also open for demonstrations. BC has reduced its hours of operation and canceled any late night openings, but these changes will not affect the museum’s hours. The front door will remain locked and there will be no souvenir printing by visitors. Everyone entering BC must wear a mask. Multiple hand sanitizer stations are available. Demonstrators will stay behind the rope, and there will be a plexiglass panel between visitors and the C&P press. The museum’s upcoming open dates and any currently scheduled demonstrators are as follows: Thursday, June 18; Friday, June 19; Saturday, June 20; Sunday, June 21, Richard Rutledge; Thursday, June 25, Ken Kulakowsky; Friday, June 26; Saturday, June 27, Mike Donnelly; and Sunday, June 28, Richard Rutledge. The museum will be open from noon to 4 p.m. on all of these dates. The open hours on Third Friday, June 19, have been canceled. Volunteer demonstrators are needed, and these individuals are asked to volunteer one day per month.

The Lancaster Theological Seminary board of trustees has appointed Dr. David Rowe to serve as the graduate school’s interim president until a permanent president is hired. Rowe, of Windermere, Fla., will take on his new role on Wednesday, July 1, following the retirement of the Rev. Dr. Carol E. Lytch after nine years. With Rowe’s appointment, the board of trustees now will focus on the launch of a nationwide search for a permanent president to lead the 195-year-old seminary. During a 25-year career in higher education, Rowe has served as president of Centenary College of Louisiana, vice president of both LaGrange College and Wesleyan College in Georgia, and director of advancement and planning at Oxford College of Emory University. At Emory’s Candler School of Theology, he graduated cum laude earning a Master of Divinity degree and worked in admissions and development. In addition to his Master of Divinity, Rowe’s academic credentials include a Ph.D. in educational policy studies from Georgia State University, a Bachelor of Science degree in chemistry from Southwestern University in Texas, and a Certificate in Ecumenical Studies from the University of Geneva. We received applications from businesses of all sizes and industries across our entire four-state footprint.” Despite Northwest’s efforts, nationwide demand was much greater than expected.
