BY CATHY MOLITORIS Columbia has a cat problem. Thanks to a group of volunteers, it now has a solution. The Columbia Cat Action Team (CCAT) formed earlier this summer with the goal of trapping, neutering and releasing feral cats in the borough, and now the group is looking for people to help with the effort.

When Brian Boycan, senior development officer with HOPE International, visited Rwanda in July along with HOPE president Peter Greer, he met a woman named Clementine who was growing her wholesaling business with the help of the organization.

“Clementine started in 2012 with a group loan of $1,000,” recounted Boycan. With that loan, Clementine See HOPE pg 5

The members of CCAT are confident that the feral cat problem in Columbia can be fixed. “If one person on each block would be the liaison for us, we could solve this problem,” Landsman noted, adding that the lifespan of a feral cat is two to three years. “In just two or three years, the cat population of Columbia should look very different.”Thenext meeting of CCAT will be held at the National Watch and Clock Museum, 514 Poplar St., Columbia, at 5 p.m. on Wednesday, Sept. 14. For more information, email CCAT@columbiapa.net.

“PA CareerLink is a one-stop shop for access to a variety of career and workforce development services,” Lance explained. “It’s a place people can go to get information on many different agencies.”

Lance noted that the Columbia Library location is one of several “hubs” of PA CareerLink located throughout the county. She’s available to meet with clients from 10 a.m. to 5 p.m. every Wednesday and every Monday except for the first Monday of the month. Appointments can be made to meet with her, but they are not necessary. See Job pg 2

CCAT currently has six active volunteers, and the group invites anyone with an interest in helping to join the effort. “We’re looking for people who are interested in being part of the solution,” Landsman stated, noting that feral cats cause problems ranging from pollution to destruction of property. “Plenty of people know there is a problem, but they don’t know what to do. Some people feed the cats thinking they are helping, but that’s actually contributing to the problem.”

Twice a week at the Columbia Public Library, Susan Lance is putting people on the path to success. Lance is a career navigator with PA CareerLink, and she started offering services at the library, 24 S. Sixth St., earlier this month.

Borough Council member Sharon Lintner said she received a letter from a concerned resident who had noticed the numerous feral cats in town. Lintner took the letter to Borough Council president pro tempore Todd Burgard. “We knew we had a problem with feral cats in Columbia,” Burgard stated, noting that the council had already designated funds to trap, neuter and release (TNR) cats. “This is a Columbia issue, but it’s also a national issue and actually a global issue.”About the time Burgard and Lintner were discussing the problem, Alan Landsman saw a presentation Burgard had put together on the feral cat issue. Having trapped several cats on his own block in Columbia, Landsman was passionate about the project. He learned that CCAT was forming and jumped on“It’sboard.estimated that there are 1,000 feral cats in Columbia,” Landsman remarked. “Research says we need to sterilize 70% of them to be effective, so our goal is to TNR 700 cats.”

Volunteers are currently needed especially to transport cats to the Lancaster or York SPCA offices, where the felines will be fixed. CCAT had been working locally with Columbia Animal Shelter for the surgery, but the shelter is in between vets at the moment, although executive director Tammy Jalbert noted she plans to resume the services as soon as possible.

When Lance meets with a client, she takes the time to assess his or her personal situation. “Everything is individualized,” she stated. “I’ll see where they are, what they’re looking for help with, and then I’ll direct them to helpful resources.”

She’ll start with helping a client register on the PA CareerLink website, www.pacareerlink.pa.gov, and will highlight programs and services that might benefit the client. Her advice could include anything from making suggestions on resumes to setting up mock interviews or directing people to job search sites. “I can help people find a job, find a better job, change careers or increase their skills,” Lance CareerLinkcommented.alsoprovides access to SkillUp PA, online job skills training, said Jeanette Coleman, Workforce Innovation and Opportunity Act program manager. These courses cover a variety of industries, including accounting, early childhood education and health care, and participants can earn credentials in specific industries. “People who take these trainings earn a certificate of completion, and then they can add the training to their resume,” Coleman explained, noting that all CareerLink services are offered free of CareerLinkcharge. also features several programs directed at specific audiences, Coleman remarked. The Young Adult Program serves Lancaster County residents ages 16 to 24, providing paid internships, career-readiness workshops, mentoring and up to $10,000 for training in specific careers. A workshop for job seekers age 55 and older is also offered, along with specific programs geared toward helping people with criminal backgrounds reenter the workforce. CareerLink courses are offered both virtually and in person, and a full schedule of courses can be accessed by creating a free CareerLink account. Along with providing career support, Lance helps clients with other needs, including referring them to local agencies and programs such as the food bank, housing or health care services. “We are here for everyone,” Lance stated. “We want to see if there is any way we can help anyone who needs it. Come in and see what I can do for you.”

Helping enterprising women like Clementine through microfinance and savings groups are ways HOPE helps change narratives. HOPE also teaches farmers to be good stewards of the land. Jeff Rutt, who founded the organization 25 years ago, was recently in Ukraine. He said that HOPE has been helping farmers there with expenses and focusing on relief, restructuring, and rebuilding. Since the invasion, he noted, “the needs are great and the opportunities to help are incredible.”
