Offering an extra set of eyes and ears, providing fatherly role models, preventing bullying and affording fathers an opportunity to spend time with their children are some of the benefits of the WATCH D.O.G.S. (Dads of Great Students) program that is taking place for the first time this year at Beaver Creek Elementary School. As part of the program, fathers are asked to volunteer for one full day at the Downingtown school, where they will take part in various tasks such as helping the teachers in the classrooms, patrolling the hallways, monitoring recess activities and more. Fathers who are taking part in the program at Beaver Creek, as well as prospective volunteers, were welcome to enjoy treats and beverages with their children during a Donuts With Dad event on Jan. 8. WATCH D.O.G.S. (Dads of Great Students) is an educational initiative that asks fathers to spend a day at their child’s school as part of an effort to enhance school security and demonstrate to students the importance of parents being involved in their education. Program participants have been nicknamed “Heroes of the Hallways.” At Beaver Creek Elementary School in Downingtown, approximately 50 fathers have participated in the program since it was instituted last fall. principal, welcomed those in attendance and explained the WATCH D.O.G.S. program. “WATCH D.O.G.S. is an innovative program being used by schools across America which helps them to be positively impacted by the committed involvement of father and father figures,� she stated. “This is your chance to have special time with your student in a fun atmosphere at school.� She noted that the program is open to dads, uncles, stepdads, grandfathers and adult brothers. “We had about 50 dads who came to our Pizza Night in the fall for WATCH D.O.G.S., and we were excited to have 50 dads start us off for the program,� Lawless reported. “I was
pleasantly surprised to see that we have 50 more new dads signed up for the second half the school year. Right now, we have about 100 fathers signed up for this incredible program.� She explained to the fathers that a typical day for a volunteer begins with a security check of the building. “You will welcome kids in the morning, do an entire perimeter door check and make sure all the doors are secure,� she said. “Then you rotate among different classes, starting with your own children’s classroom. We try to get you into your child’s Encore classes, which include phys ed, library, art and music. “The middle chunk of the day about two hours - is helping out in the cafeteria and at recess,�
she continued. “At the end of the day, you do a computer checkout survey and help with dismissal.� She noted that dads and their children are featured on “BC Live,� the morning news program, and they are photographed for the “Wall of Dads� poster located in the school lobby. She noted that fathers are also given free time during the day to check their email or phone messages and connect with their offices or businesses. She also provided some rules, such as not using bad language, not discussing politics or controversial subjects and being aware of classroom rules. “We want you to be fun and have fun but take the lead from the teacher. He or she will give you some guidelines. That will
vary from teacher to teacher,� said Lawless. “Basically, just be available and be a positive role model.� Following the presentation, fathers who were not already involved with the program were asked to complete clearance forms and then sign up for a time slot. Citizen Survey Results Posted
JOINT PAIN SEMINAR
As part of the formal review of Chester County’s strategic plan, Chester County commissioners recently announced the results of a citizen survey, undertaken as part of the review process for the strategic plan’s next five years. Results of the Chester County Quality of Life Survey, conducted by West Chester University’s Center for Social and Economic Policy Research during September, are based on a random sample of 1,256 responses, evenly represented from all areas of Chester County. The results provide a comparison to the citizens’ surveys undertaken in 2009 and 2013, which helped form the basis of the commissioners’ strategic plan goals. In 2018, residents continue to give Chester County high ratings in terms of it being an excellent or good place to raise a family (94 percent) and nine out of 10 (91 percent) rate it as an excellent or good place to obtain a good education. The survey reported a significant increase in those who found the county an “excellent or good� place to find a good job (moving from 62 percent in 2013 to 79 percent in 2018). describing Chester County as a better place to live increased from 25 percent in 2013 to 33 percent in 2018. Open space, scenery, and rural areas continue to be noted by respondents as the best thing about life in Chester County, and this year’s survey highlighted “maintenance of water quality� and “providing quality services while maintaining low taxes� as the two most important issues facing Chester County. For questions about the importance of issues facing Chester County, the top three results stating “most important or one of the most important� were maintaining the quality of water (83 percent), providing quality services while maintaining low taxes (81 percent), and the preservation of open space (77 percent). The issue of growth and land development in the county (55 percent) moved up in importance from the 2013 survey level of 42 percent. As in the two previous surveys, emergency services and the 911 system remain the most important services available to Chester County residents. Eighty-five percent of survey respondents claimed that emergency services and the 911 system are “ very
important� (up from 81 percent in 2013), and 77 percent confirmed that they would be very willing or somewhat willing to pay more county taxes for emergency services and the 911 system (up from 71 percent in 2013). In addition to “quality of life� questions, the citizen survey addresses the performance of county employees. Of all residents surveyed in 2018, 38 percent indicated that they had contact with county employees in the past 12 months. Residents who rated employee responsiveness as “excellent� continued to increase - from 40 percent in 2009 to 48 percent in 2013 to 50 percent in 2018. County employee courteousness was rated as excellent or good by nine out of 10 respondents. When asked what kind of job the county is doing in specific areas, the 2018 survey noted that 86 percent of respondents believe that the county is doing an excellent or good job at maintaining county parks, followed by ensuring public safety (82 percent) and preventing epidemics or public health hazards (81 percent). American Legion from pg 1 honor guard at area parades, attend the funerals of veterans, take part in Veterans Day ceremonies and replace the American flags on the graves of veterans on Memorial Day. The members also work closely with the Coatesville VA to provide assistance to veterans. Most recently, members of the post participated in the Wreaths Across America event at Hopewell United Methodist Church on Dec. 15, 2018. Following a ceremony in the church recognizing the various branches of the military, post members joined Boy Scouts, Cub Scouts, Girl Scouts and members of the community to place wreaths on
the graves of veterans. “We are involved in various Scout troops, plus we sponsor the Diamond Dogs, the Downingtown Legion baseball team,” noted Wimer. Post 475 awards college scholarships to one student from each Downingtown High School East and West, presents school medals to eighth-grade students selected by their teachers as good citizens and sponsors a student to attend Keystone Boys State, a good citizenship training program.

younger veterans and active-duty military personnel to join the post in order to ensure that the chapter continues. “A lot of people don’t get involved until they retire, but without the younger people a lot of veterans organizations would have to (disband),” Wimer stated. Wimer explained that the post is called a “paper chapter” because it does not have a building and social hall like other local American Legions. Rather, members meet at Freedom Village. “We are not a place to come and (socialize). We are really focused on the community,” he said. Post members take part in various activities. They provide an

free buffet lunch following the program, but donations are accepted. According to Chuck Wimer, chapter adjutant, Post 475 has approximately 90 members. The post is named for a Downingtown resident who was one of the first local soldiers known to have died in World War I. Membership is open to veterans of various conflicts, including World War II, the Vietnam War, the Korean War and the Gulf War, as well as those currently serving in the War on Terror. After a series of pastors through the years, Atglen Missionary Baptist Church’s most recent leader was the Rev. Charles Montgomery, who served at the church until June of 2018. “The membership had dwindled, and the church (closed its doors) in June,” said Yates. “On Nov. 4, we began meeting again.” She noted that church member Carson Arnold spearheaded the effort to reopen the church. “He went to Nottingham Missionary Baptist Church to ask (pastor) Michael Moore if there was a way to reopen the church,” Yates related. “They were very instrumental in helping their sister church. Michael Moore sought out Joe Newsome, an evangelist and supply pastor, to help us out until a permanent pastor can be found. The Rev. Newsome is not the permanent pastor, but he is willing to stay as long as we need him.” Yates said that the current church congregation is composed of new members and those who attended the church prior to its closing, including her and her husband, Ernest. “We attended there years and years ago, so we have come back to help,” she said. With the exception of stainedglass windows that were added in the 1970s, the church building has remained unchanged since it

After being closed for several months last summer, congregation members at Atglen Missionary Baptist Church have announced that the church has reopened. The church, located at Main and Dallas streets in Atglen, is now holding Sunday services at 11 a.m. The worship leader is the Rev. Joe Newsome. According to church member Dora Yates of East Fallowfield, the historic church was built in 1858. “The church was started by Hephzibah Baptist Church in the 1800s as Glen Run Baptist Church,” she explained. “In 1858, they vacated the church where Glen Run Cemetery is located and built the present building in the town of Atglen.” The vacated church building at Glen Run slowly deteriorated and was later taken down. They were just frosted windows before that.” All are welcome to attend the 11 a.m. services, which feature music, Scripture readings and prayer. “We have an organ and a piano but no one to play them, so everything is a cappella,” Yates said. “We open with song, then we have prayer and an offering. Pastor Joe then brings the sermon. His sermon is based on the Scripture we read that day.” She said future plans call for the church to have a choir and possibly add more services. “As

There is no cost to businesses to obtain a permit. Under the law, businesses in Pennsylvania need to take the online permit training and exam and receive a permit for their vehicles. The Pennsylvania Department of Agriculture continues its work to contain and minimize the spread of the spotted lanternfly while also keeping commerce flowing in Pennsylvania. In November 2017, 13 Pennsylvania counties - Berks, Bucks, Carbon, Chester, Delaware, Lancaster, Lebanon, Lehigh, Monroe, Montgomery, Northampton, Philadelphia, and Schuylkill were placed under quarantine to help stop the spread of the spotted lanternfly. States with spotted lanternfly populations are also required to follow the permit requirements for Pennsylvania. This will help prevent the movement of the pest from other states into Pennsylvania. The spotted lanternfly permit training teaches business owners, managers, and designated employees how to comply with the quarantine - an important legal designation to help stop the spread of spotted lanternfly - to ensure each of their employees are complying with the law. The quarantine order directs businesses, residents, and county authorities to follow guidelines to
prevent the movement of the certain articles that contain any living stages of the spotted lanternfly, including egg masses, nymphs, and adults such as logs, stumps, or any tree parts; nursery stock; crated materials; and trucks or vehicles not stored indoors. By investing time and personnel to inspect vehicles to safeguard against transporting insects, people can help to ensure this pest does not reach farther beyond those counties that are already quarantined. As part of the spotted lanternfly quarantine agreement beginning on Wednesday, May 1, The Department’s Bureau of Plant Industry will begin to perform inspections and verification checks to confirm that businesses are properly permitted. Failure to take the permit exam and educate employees could result in possible penalties and fines. Throughout the year, the Honey Brook Food Pantry provides food for those in need throughout the Twin Valley community. In December 2018, families served by the pantry were also presented with winter outerwear and toys in time for Christmas. In addition, clients received turkeys and fixings for their holiday dinners. According to Ken Ross, the pantry’s board chairman, coats were available during three distribution days in December. The garments were donated through coat drives held at Hopewell United Methodist Church in Downingtown, St. Peter Catholic Church in West Brandywine and the Westtown-East Goshen Regional Police Department. “Most of the coats were new, and some were gently used,” Ross said, noting that more than 150
coats were given out. In addition, clients of the pantry received hats, scarves and gloves that were donated by residents of the Tel Hai Retirement Community in Honey Brook and the LifeGroup at East Brandywine Baptist Church in Downingtown. Gift stockings and 600 toys provided by individuals, a local business and the Toys for Tots program were also made available on the three distribution days for families served by the pantry. Ross noted that about 550 toys were given out in December. The remaining 50 toys were available to clients during the Jan. 9 distribution. “All the toys were new,” he pointed out. The turkeys were distributed on Dec. 2, 2018. Young women from the Pegasus Fastpitch Softball team of Exton provided assistance in packing the holiday food boxes. “Our regular food assortment was greatly enhanced as 251 turkeys
were distributed (along with the toys and coats) - all making for a happier holiday season for those we serve,” said Ross. Even fiction is broken down into mystery, romance and classics, (among other sections).” She noted that the store also offers books of local interest, coffee table books and largeprint books. Additionally, there is a children’s section where the books are also alphabetized. In the children’s area, visitors will find a checkers game and a miniature couch where children can read while their parents shop. “ We have to be organized. This way, we can help people find the books they are looking for,” Fletcher-Moore stated. “You can put in a request for a book. If a book comes in through donations, we will call and tell you and you can come pick it up.” Fletcher-Moore noted that the store is always seeking book donations. The public is invited to donate new or used books in good condition. Books are accepted on Mondays through Fridays from 10 a.m. to 5 p.m. and on Saturdays from 10 a.m. to 4:30 p.m. In addition to offering convenient shopping, the bookstore also promotes reading by offering monthly specials and “Wacky Wednesday” sales promotions. For January, all diet and health books are 50 percent off. “I work with the other volunteers to (establish) a theme,” FletcherMoore said, noting the that theme is reflected in the store’s
two front window displays. “The theme in February will (revolve around) Valentine’s Day. We might offer pink books for sale.” She also noted that a bag sale is offered daily at the bookstore. For a fee, shoppers can fill a bag of books; bags are provided. “I sell over 20,000 books a year. We get at least 40 to 50 boxes of donations a week,” Fletcher-Moore pointed out, noting that the most popular sellers are cookbooks and trade-size fiction titles, which are larger-size books. “We have new arrivals that we put up in front in hardback and paperback. These are books that people have read once and then donated to us.” “This is our ninth year in this store,” she added. “Second Reading I is on Church Street in West Chester, and they have been around for more than 25 years.” Fletcher-Moore said that the success of Second Reading II, which opened nine years ago, is thanks to the hard-working
volunteers. “Without the volunteers, it wouldn’t run as smoothly. They sort, shelve and work with the customers,” she said. “Most of them are retirees; they range in age from about 55 to close to 90. I also have younger people - high school and college students who do volunteer hours as well.” Fletcher-Moore believes that many people still prefer reading a book rather than a tablet or ereader. “Even with all the electronics, (reading) is coming back,” she said. “People are reading, and they are reading to their children. 500th Preserved Farm from pg 1 Chester County recently signed contracts on the preservation of its 500th farm, bringing the total number of farm acres preserved in the county to just under 40,000. In total, more than 136,000 acres - 28 percent - of land in Chester County has been preserved since the beginning of its open space preservation program in 1989. The recently preserved 109-acre
farm, owned by Gerald and Cindy Rohrer, is located in Upper Oxford and West Fallowfield townships. It has been a family farm since 1966, when Gerald’s parents took it on as dairy farm. Over the years, the farm changed to raising heifers before moving to crop farming. Gerald, the youngest of five children, and Cindy took over the farm in 2001, and today the Rohrers grow corn for livestock consumption, hay for the equine industry and mulch hay for the mushroom industry. The family also runs a small sideline business of trucking for agriculture haulage. Chester County’s Agricultural Preservation program began in 1989 when the resolution was adopted. The first farm was preserved in Newlin Township in 1990, and over the years, the county has contributed more than $106 million toward farmland preservation.
Farm preservation in Chester County is based on an agricultural conservation easement. Farms that are 10 acres or more are eligible if they are adjacent to permanently preserved land. Farms not adjacent to permanently preserved land must be a minimum of 50 acres for the state/county program and 25 acres in size for the Municipal Challenge Grant program. Friends Association Names Executive Director Friends Association for the Care and Protection of Children has announced Jennifer Lopez as its new executive director. Lopez most recently served as Chester County’s Deputy Chief of Adult Probation and Pretrial Services. She will begin her new role on Monday, Jan. 21. As executive director, Lopez will be responsible for managing the organization and providing strategic planning to enhance the agency’s mission of ending homelessness in Chester County. Lopez’s leadership is driven by first-hand experience working with families in transition with varying needs and a passion to empower diverse communities. Deputies Discover Connection Two Chester County deputy sheriffs recently realized they had crossed paths years earlier. Deputy Sheriff Keith Neiswender and Deputy Sheriff Howard “Larry” Sipple met each other earlier this year when they joined the Chester County Sheriff’s Office at the same time, the culmination of a somewhat circuitous journey to West Chester. Neiswender had been working for the Berks County Sheriff’s Office, and Sipple had been employed by the Caln Township Police Department. But it was their earlier military service that prompted a startling discovery: In 1991 and 1992, they both served on the USS America. The revelation took a couple of weeks to surface. After being hired as deputies, the pair got to know each other during 13 weeks of field training. During that time, they maintained the same schedules and often ran into each other in the parking garage. One day, Sipple did a double-take when he saw “VF-102” on the side of Neiswender’s vehicle. Sipple said he knew immediately that Neiswender had served on the USS America because the VF-102 squadron was a sister squadron to his own, the VF-33. When he shared that information with Neiswender, he learned that they had both been deployed to the aircraft carrier during its 1991 to 1992 cruise. Neiswender, who
had the decal custom-made, said he never imagined the connection it would forge. He also said that, though he has had countless chats with others over the years about his military service, the conversation with Sipple was the first one prompted by the logo. Neither deputy can remember interacting directly on the warship, but the USS America’s average population is 5,000. During the deputies’ deployment, the USS America was focused on the Persian Gulf during the onset of Desert Storm. Sipple was responsible for working to test equipment for the F14 Tomcat and several other aircraft that operated on the ship. Neiswender was assigned to ensuring that the aircraft were loaded with the appropriate firepower. The epiphany about the deputies’ Navy connection came at a time when colleagues in the Sheriff’s Office were experiencing some trouble telling them apart. According to Sipple, he and Neiswender look similar and joined the Sheriff’s Office at the same time. Compounding the difficulty, a change in personnel delayed the delivery of the deputies’ nametags. When the IDs finally arrived, the pair briefly considered switching them to continue confounding their co-workers, but their less-prankish sides prevailed.

A custom-made Navy decal prompted a revelation that the two Chester County deputy sheriffs had served on the same military ship in 1991 and 1992.
Food Safety Course Posted The National Restaurant Associations ServSafe course conducted by Penn State Extension will be held at the Chester County Extension Office located in the Government Services Building, 601 Westtown Road, Suite 370, West Chester, on Monday, Feb. 4, from 9 a.m. to 4 p.m. and on Monday, Feb. 11, from 9 a.m. to 1 p.m., with an exam from 11 a.m. to 1 p.m. The course covers information related to preventing cross-contamination, safe handling of food, temperature control, cleaning and sanitization, proper storage, and pest
control, in addition to other relevant topics. After attending the class sessions and passing the multiple choice exam with a 75 percent or greater, participants will receive a ServSafe certificate, which meets the Pennsylvania Department of Agriculture’s requirement for food safety certification. There is a registration fee. Registration must be completed by Monday, Jan. 28, at https://extension.psu.edu/servsafe or by calling Penn State Extension Customer Service at 877-345-0691. A snow date is reserved for Friday, Feb. 15.
