Weekly Fellowship Program Welcomes Older Adults By Francine Fulton
Fellowship, healthy snacks, games, art projects and more are just some of the activities that older adults may enjoy on Wednesdays from 9:30 to 11:45 a.m. at The Well community center, located at 107 W. Lancaster Ave., Downingtown. Attendees are welcome to participate in any portion of the morning or stay for the whole program. Each Wednesday session at The Well, which is a ministry of Hopewell United Methodist Church (UMC), begins with a welcome and refreshments from 9:30 to 10 a.m., followed by an activity, such as games or an art project led by a guest instructor. Folks are also welcome to bring their crocheting or knitting projects to work on.
“We have time for socialization and visiting with each other,” said Jen Lisowski, director of congregational care at Hopewell UMC. “We then work on some sort of art project together. It’s kind of a fluid hour depending on who is teaching that week.” Attendees recently made scarves for clients at the Lord’s Pantry of Downingtown. Future plans call for possibly adding an exercise program or computer classes. From 11 to 11:45 a.m., participants take part in a faith talk. Hopewell UMC member Cynthia Lyman, who also offers English as a Second Language classes at The Well, leads the discussion. “Right now, we are studying the ‘Upper Room’ (devotional),” said Lisowski. “It’s very relatable.” See Fellowship Program pg 6

Brandywine Health Foundation Bag Bingo To Benefit Awards Grants DHSE Post Prom The Brandywine Health Foundation recently distributed 30 grants totaling $834,000 to area nonprofit organizations that bring services and programs to local residents in need. The foundation’s grantmaking committee, led by Margaret Rivello, vice chair of the Brandywine Health Foundation, reviewed nearly 50 grant proposals that led to the foundation’s board of directors giving unanimous approval of each of the community grants. The first set of grants, Priority 1, “Health Equity,” was presented to organizations that “ensure that (Chester See Grants pg 7

The Volunteer English Program in Chester County, which provides free English as a Second Language (ESL) tutors to adult immigrants or refugees who live and work in Chester County, recently received a grant from the Brandywine Health Foundation.
A designer bag bingo to help finance the cost of the Downingtown High School East (DHSE) post prom event will be held on Sunday, March 10, in the cafeteria at DHSE, located at 50 Devon Drive, Exton. The event is the only fundraiser that is held each year by the DHSE Post Prom Committee. Doors will open at noon; bingo will start at 1 p.m. There will be 12 games, as well as a special 13th round to play. There will also be an opportunity to win gift baskets, and door prizes will be awarded after each game. Beverages and food items will also be for sale, and attendees may also bring their own snacks. WFCS Preschoolers from pg 1 Recently, the Little Falcons Preschool at West Fallowfield Christian School (WFCS) participated in the Keystone to Reading Book Award Program, sponsored by the Chester County Reading Association (CCRA). The purpose of the program is to encourage elementary school children in primary and intermediate grades to read a variety of quality books. CCRA representative Jane Schultz recently visited the preschool to deliver eight awardwinning books to the class. She also read one of the books to the children. In the near future, the class is slated read all of the books and vote along with other
sites across Chester County for their favorite book. The winning title will be announced, and one of the books will be given to the school’s classroom. Under the Ground is an annual subscription-based service and network through Penn State Extension that provides businesses with a comprehensive picture of their retail storefront from the eyes of peers and marketing specialists. The program is open to all small agricultural businesses within southeast and southcentral Pennsylvania that have a retail space. Businesses can become part of the peer network. Through direct observation as secret shoppers, participants will get to the root of how different agricultural retail spaces are designed to enhance the customer experience. Each business involved will receive quarterly reports detailing feedback from both fellow business owners and industry specialists. Businesses will be provided with quarterly reports that will assess their displays, signage, customer service, and more. In addition to observing other retail spaces and receiving quarterly feedback, businesses will build a peer network that connects regularly through a closed social media group, networking events, and tours. Exclusive discounted tickets will be available for special events curated around enhancing retail effectiveness. The test pilot will take place in 2019 to 2020. The focused area

Historic Marker Program To Celebrate Milestone The centennial of suffrage for many women in the United States is approaching in 2020. With this anniversary in mind, the National Collaborative for Women’s History Sites (NCWHS) and the William G. Pomeroy Foundation have partnered to launch a new historic marker program commemorating the history of women’s suffrage in the U.S. The Pomeroy Foundation, a private, grant-making foundation based in Syracuse, N.Y., is providing grants through its National Women’s Suffrage Marker Grant Program to recognize historically significant people, places, or things across the U.S. instrumental to women gaining the right to vote. Historic markers awarded through the program will highlight sites on the National Votes for Women Trail (NVWT). The NVWT, a project of the NCWHS, identifies the sites that were integral to the suffrage movement and makes them accessible on a mobilefriendly website that can be searched by location, suffragist, ethnicity, and other criteria. Readers who would like to suggest a location for a historic marker to commemorate women’s suffrage in their community may contact their NVWT state coordinator to begin the nomination process. William H. Radford, volunteer fire police captain, Glen Moore Fire Company. Cpt. William “Bill” Radford, 73, of Glenmoore, a member of Glen Moore Fire Company Station 48, has been volunteering as a fire police officer since 2016. Radford, a resident of Glenmoore since 1977, started his volunteer career in 2016 after retiring from a 30-plus-year career in the semiconductor industry. Cpt. Radford is a 1963 graduate of Upper Darby High School, attended Temple University and West Chester University, and served in the United States Marine Corps as a machine gunner from 1966 to 1973. He rose to the rank of sergeant in a weapons platoon. Radford has been married to Bonnie Powell-Mendenhall Radford since 1967. Radford’s son has been volunteering as a firefighter and rescue diver for close to 20 years. When Radford retired, his son suggested he volunteer in his local fire department as a way to share his life experiences and knowledge of the local area. After joining the Glen Moore Fire Company in 2016, Radford completed Fire Police I and II training through the Chester County Public Safety Training Center, a premier first responder training facility in Chester County. Radford also holds training certifications in Emergency Vehicle Operations, Hazardous Materials, CPR, and many other areas. Radford was promoted to fire police

No partners are required. “Lessons are designed for beginners or novice dancers, but we also will do some more advanced dances for those who’ve been dancing for some time,” Defeo said, noting that she offers the classes at the church in three sessions throughout the year. Lessons take place in the church sanctuary, which features a hardwood floor ideal for line dancing. Attendees are advised to wear comfortable clothing and shoes. (number) of people attend. But people were busy over the summer, so we launched it again in the fall and ran it for six weeks,” she noted. The program resumed on Jan. 23. “We don’t have an end date, but we will probably run it through the spring,” Lisowski noted. BASIS Support For Grieving Parents Comes To Paradise “No one understands (losing a child) like someone who has been through it,” said Nancy Heckman, who lost her son Rob to stomach cancer more than three years ago. She, along with Dan and Phyllis Steinman, who lost their son, Andy, two years ago in an auto accident, have brought BASIS, a Christian support group for grieving parents, to Paradise. The new BASIS support group, which began meeting in November, is sponsored by Calvary Monument Bible Church, located at 1660 Mine Road, Paradise. It meets near the church on the first Monday of each month at 7 p.m., and the next meeting will be held on Monday, March 4. The organizers attended a training session in Ephrata for leaders prior to starting the group. BASIS, which is associated with Handi-Vangelism Ministries International, stands for Brothers And Sisters In Support, and the ministry provides support, resources, educational workshops, structured gatherings, and more for bereaved parents. According to Phyllis, the meetings revolve around a discussion topics, such as the holidays or
winter, but the agenda is flexible. “If someone is having an issue or a concern is brought up, the conversation will revolve around that,” she explained. “(The meetings are) very welcoming,” added Nancy, who noted that when new members arrive and need to talk about their personal experiences, the leaders can switch gears. Phyllis stated that there is no set curriculum. “If you miss a month, you missed out on the conversation and the sharing, but you don’t have to worry about reading a chapter (in a book),” she said. Phyllis noted that she and Dan are grateful to Nancy for introducing them to BASIS. “After our son, Andy, died, we reached out to pastor Jim Davis at (Calvary Monument to) ask if any other parents had lost children,” she explained. Davis shared the names of Nancy and her husband, Lee, who has since passed away. In early 2017, Nancy asked Phyllis to attend BASIS meetings that are held at a church in Akron. The two began making the monthly trip to Akron, and they found the sessions helpful. However, neither relished the nighttime drive to Akron. “There
are so many people in (this area) who have lost children, we thought it would be beneficial to have a group down this way,” said Phyllis. Because fathers and mothers may grieve differently, BASIS has styled the support group atmosphere to be comfortable for all involved. Speaking is not required, but those who wish to are encouraged to share feelings. “Women are (typically) more into support groups,” noted Nancy. “Men (generally) don’t want to
talk about their feelings.” When Phyllis began attending BASIS with Nancy, Dan became interested. Phyllis recalled that when she came home, he would ask questions about the meetings. “I told him it was hard to explain, and he just needed to come (along),” Phyllis said. When Dan attended, he met a few other fathers who were attending, and he is hoping to see men join the Paradise group. In addition to training, BASIS provides free leadership support
totaling up to $500, to cover conference registration and travel costs. The deadline to apply for ITGA mini-grants is Friday, March 8. Rebate Program Details Posted Application forms for the Property Tax/Rent Rebate Program are now available for eligible Pennsylvanians to begin claiming rebates on property taxes or rent paid in 2018. The deadline to apply for a rebate is Sunday, June 30. The rebate program benefits eligible Pennsylvanians age 65 and older, widows and widowers age 50 and older, and people with disabilities age 18 and older. The income limit is $35,000 a year for homeowners and $15,000 annually for renters, and half of Social Security income is excluded. The maximum standard rebate is $650, but supplemental rebates for certain qualifying homeowners can boost rebates to $975. The Department of Revenue automatically calculates supplemental rebates for qualifying homeowners. Applying for the rebate is free. Applicants may obtain Property Tax/Rent Rebate claim forms (PA1000) and related information by visiting www.revenue.pa.gov or by calling 888-222-9190. Rebates will be distributed beginning Monday, July 1, as required by law. More than $252.6 million in property tax and rent rebates has been sent to more than 527,000 homeowners and renters across the state for property taxes and rent paid in 2017. Since the program’s inception in 1971, more than $6.9 billion has been paid to qualified applicants through the Property Tax/Rent Rebate Program. For the status of rebate claims, readers may visit www.doreservices.state.pa.us/ Individual/RebateDefault.htm. Property Tax/Rent Rebate Program claim forms (PA-1000s) are loaded into the Department of Revenue’s processing system in late April. There will be no information available on a claim until that time.
ers Michelle Kichline, Kathi Cozzone, and Terence Farrell have announced the appointment of Brianne Zanin as director of Chester County’s Department of Open Space Preservation, effective Feb. 4. Zanin, 34, moves to this new role following six years as deputy director of the County of Maui Department of Parks and Recreation. As director of Open Space Preservation for Chester County, Zanin will lead the department in the strategic effort to preserve agricultural land, municipal parks, trails, greenways, and other land preservation projects. During her time with the County of Maui Department of Parks and Recreation, Brianne was responsible for 142 county parks spanning more than 2,500 acres, a $30 million
and a $12 to $40 million capital budget, as well as for overseeing the performance management of more than 275 full-time and 400 part-time employees. Zanin takes over the leadership role from Bill Gladden, who was named executive director of French and Pickering Creeks Conservation Trust in August. Agricultural programs coordinator Geoff Shellington served as interim director. Zanin is originally from Idaho and grew up in the northcentral panhandle in the Rocky Mountains. She worked for the County of Maui for eight years before relocating to the southeast Pennsylvania region. Zanin holds a bachelor’s degree in sport management from Missouri Baptist
Brianne Zanin University and is a graduate of the National Recreation and Parks Director’s School. She is a member of the National Association of Counties, the National Recreation and Parks Association, and the International City/County Management Association.
New Student Loan Program Posted Prospective college students who may be applying for financial aid this year are encouraged to consider the new PA Forward Student Loan Program. The PA Forward State Grant Program provides low-cost, alternative student loans for undergraduate and graduate students, as well as loans for parent borrowers. The program is designed to complement other forms of student aid, such as the PA State Grant Program and low-cost federal loans. Pennsylvania students who need help paying for college after exhausting their eligibility for gift aid and low-cost federal student loans are encouraged to apply. Additionally, borrowers who are in repayment and want to combine their debt after graduation to outstanding student debts and achieve a lower monthly payment can benefit from a PA Forward Refinance Loan. PHEAA is the lender and servicer of the loans, with
tax-exempt financing provided by the Pennsylvania Department of Community and Economic Development. PA Forward participants can borrow up to the total cost of attendance with competitively low interest rates. There are immediate credit approvals and flexible repayment options, with no application or origination fees. Borrowers can get discounted interest rates by enrolling in an automatic direct debit repayment program and simply by graduating. Borrowers can receive a .25 percent interest rate reduction for enrolling in an automatic direct debit program and an additional .50 percent interest rate reduction for achieving successful graduation. Borrowers also benefit from a six-month grace period after graduation before the first payment is due. This allows borrowers time to get their finances in order, including time to find a job, before repayment
begins. Borrowers who take full advantage of the program’s benefits could save thousands of dollars over the life of the loan. PHEAA encourages students and their families to exhaust all eligibility for grants and scholarships before considering a student loan. When borrowing is necessary, students should first apply for low-cost federal student loans before turning to an alternative student loan, which may have higher interest rates. To help students make informed choices about their higher education funding plans that can prevent unnecessary or excessive borrowing, PHEAA created www.mysmartborrowing.org. This free resource helps users understand how different career, school, and financial decisions made during the college planning process can influence their total cost of an education and their ability to repay any student loans after graduation.
