Even though the state of Pennsylvania is under a stay-at-home order, Bridge of Hope Chester County remains active in its mission to serve families experiencing or at risk of homelessness. As part of the program, each Bridge of Hope client receives support from a group of six to eight trained,
church-based Neighboring Volunteers. “We are considered an essential business, so we have been working through this from the beginning,” noted Kathy Beiler, director of strategic engagement. “More than ever the families in the program really need Neighboring Volunteers. 3,300 homemade masks by the Chester County Masketeers. Margaret Reif, the Chester County controller, had the idea to form the group, and the effort kicked off in early April. “I was aware of the need for masks for nonmedical essential employees and reached out to Rep. Carolyn Comitta for her help,” Reif explained. “She brought in people that she knew to start a website and Facebook page.” The group then established drop-off locations where sewers could place homemade masks, as well as donations of fabrics. Most of the sites are at located at area police stations. “We now have 12 locations around Chester County, (including) police departments and some private residences,” Reif said. She explained that coordinators are assigned to each location to pick up and distribute the masks as needed. “In addition to the Facebook page, the police departments are also

promoting dropping off masks,” Reif noted. Once the mask donations started, they were distributed in two phases. “Phase one was to get the masks to nonmedical essential county workers. Since I work for the county, I knew where the need was, so we initially started giving the masks to the sheriff ’s deputies, prison guards, the health department, Pocopson Home and different places like that,” noted Reif. “Once the county could procure masks, we were able to start moving into phase two, which was nonprofit organizations that are serving at-risk populations. We have been donating to Home of the Sparrow, The Garage in Kennett Square, the Domestic Violence Center of Chester County and a variety of nursing homes, senior centers and food banks. We coordinate with the directors of those organizations to determine the need.” Reif credits Comfort Care and Days for Girls, which donated masks and supplies to the group; Sew for PA, a partnering organization; local Girl Scout troops; the Chester County Sheriff ’s Department, which helps distribute the masks; and the police departments that were willing to keep the donation bins safe by having them at their locations. The Masketeers group has 12 coordinators and four administrators, including Reif; Angela Emrich, volunteer coordinator;
Kassie Newman, whose daughter came up with the name; and West Chester Mayor Dianne Herrin. “We have weekly Zoom meetings with the coordinators; the tech administrators - the two website people, Kyle and Leslie Hudson of Crimson Planet Media of West Chester; and social media moderator Nithya Narayan,” Reif noted. “We have never met before. We are virtual best buddies. Someday we’ll meet in person.” Reif pointed out that there is still a great need for masks in the county. “We encourage people to start helping and continue helping,” she stated. “For the Domestic Violence Center Chester County and for Home of the Sparrow, there is not a finite need. They are helping more and more people,” said Reif. She added that the Department of Aging is in need of masks for the at-risk elder community, as well as the caseworkers with Children, Youth & Families. “They need to wear masks and to bring masks into the home (they are visiting),” Reif noted. DASD Distributes Free Meals Not only is Downingtown Area School District (DASD) providing online education to more than 13,000 students during the governmentmandated closure, it is now supporting its community by offering meals to all area youths up to age 18. Prior to the closure, DASD provided approximately 930 daily meals, including breakfast and lunch, to students on the district’s free and reduced-cost meal plan. Beginning on March 16, Aramark, DASD’s food services provider, continued to assist the district with food distribution for those students, coordinating a drive-through, socially distant service at Downingtown High School West. As the closure continued and more residents began to experience financial hardships related to the stay-athome order, DASD recognized the need to do more. Expanded service began on April 28. On the first day of the expanded plan, DASD handed out 599 bags of food representing nearly 3,600 meals. DASD’s meal services are provided on Tuesdays and Fridays from 11 a.m. to 1 p.m. at Downingtown High School
Downingtown Area School District offers free meals to all area youths up to age 18. District families may pick up the food on Tuesdays and Fridays at Downingtown High School West. West, 445 Manor Ave., Downingtown. Tuesday’s bags contain a three-day supply of breakfasts and lunches per youth, and Friday’s bags include a fourday supply of breakfasts and lunches per youth. There is no need to preregister or provide identification. Those who would like to participate in the program but are unable to attend the regularly scheduled distributions are asked to contact the district at info@dasd.org.

Beiler said that clients are currently undergoing additional difficulties because of COVID-19. “Many have lost their jobs or had hours reduced to below life-sustaining (levels). Some have lost child care or access to transportation, jeopardizing their ability to work,� she noted. Because of the challenges and the expectation that even more people will seek help from Bridge of Hope, Beiler emphasized that additional Neighborhood Volunteers from local faith communities are urgently needed by the organization. She added that the volunteer training program is offered online. “Neighboring Volunteers fill in as an extended family. The rapid escalation of the COVID-19 pandemic and the announcement that schools will be out for the remainder of the year resulted in Girls on the Run (GOTR) councils across the commonwealth of Pennsylvania making the decision to discontinue in-person programming and 5K celebrations statewide. The decision is impacting close to 9,000 families and 1,400 trained volunteer coaches, as well as the collective financial stability of the 11 GOTR councils. Council leaders across the state and the country met virtually to rapidly develop alternative program delivery models, ensuring that participating girls would continue to receive connection and physical activity as well as safe space where they can navigate the emotions and fear that they may be experiencing. GOTR is known nationally for working to develop the physical, social and emotional health of girls. GOTR at Home is providing families with on-demand twiceweekly video lessons that girls can do together or that girls can complete independently. GOTR Connect is providing safe, virtual spaces for girls to deepen relationships with teammates while dedicated volunteers
trained in trauma responses guide the discussion. One other important aspect of the GOTR experience is setting and accomplishing goals, which the girls do by participating in a season-ending GOTR 5K. In the spirit of keeping all families moving forward, GOTR is introducing an opportunity for families to lace up their sneakers for a virtual event. Across Pennsylvania, all 11 GOTR councils are collaborating to present the GOTR PA-5K Your Way. This virtual 5K will take place from Saturday, May 23, through Sunday, May 31, and is open to the community. “Your Way� indicates that there will be plenty of options for every family to participate in fun, physical challenges. Each council will provide specific links and free registration for not only the spring season participants and families, but the entire community. Anyone may join and can choose to run, complete an activity card provided upon registration or do an activity of their choice. relief to taxpayers. Work by the county’s Department of Information Services has technically enabled this deadline extension to 2020 county property taxes to occur. The deadline relief is provided as a response to the COVID-19 crisis and is not intended to apply to any prior or subsequent tax years. Taxpayers do not have to do anything to take advantage of this extension; any payments in full received by July 31 will be credited as being paid on time. The county’s technical system modifications also allow for tax deadline extensions for those local municipalities that currently contract with the Chester County Treasurer’s Office for the collection of local municipality taxes. Residents of municipalities that contract with the county Treasurer’s Office should check to see if their municipality is enacting the option to extend the deadline for payment of municipal taxes.

Chester County Extends Tax Payment Deadline The Chester County Board of Commissioners voted unanimously at the recent public commissioners’ meeting to extend the deadline for payment of county property taxes. The decision was made due to the economic impact of the coronavirus. Recognizing that the finances of many Chester County taxpayers have been negatively affected by the closure of local businesses, layoffs and uncertainty of financial markets instigated by the COVID-19 pandemic, the commissioners voted to waive any fees or penalties on taxes paid in their entirety by Friday, July 31. The commissioners’ ability to enact the tax deadline extension is a result of the Commonwealth of Pennsylvania’s Act 15 of 2020, signed into law by Gov. Tom Wolf on April 20. Act 15 of 2020 allows taxing authorities such as Chester County that impose taxes on the assessed value of real property to provide

During the coronavirus pandemic, Beiler reported that Neighboring Volunteers have adapted their efforts to keep with social distancing requirements. For example, they have arranged Zoom game nights, have sung “Happy Birthday� to a 6-year-old while standing outside on the sidewalk and purchased groceries for clients. Beiler said mothers in the program are especially in need of support during this time. “One mom is trying to get her resume together and (she and a Neighboring Volunteer) did it by computer,� she reported. “A mom had to have surgery in March, and her Neighboring Volunteers were taking meals to her. Her kids learned to prepare (a meal) through FaceTime. (Volunteers) walked through it with them on how to make the meal.� She also noted that one local mom is being provided child care by a senior citizen who has agreed to self-quarantine when not baby-sitting. “The woman stays with the kids and goes back

be creating and leading the worship services for Sunday morning and providing pastoral care to the congregation - visiting shut-ins who can’t come to church and being present if they are in crisis, whether it be illness or when a loved one dies,” said Kennedy. “A lot of that (pastoral care) is going on - but now over the phone and through email.” Kennedy, who was born and raised in northcentral Pennsylvania, graduated from Lancaster Theological Seminary in 2017, receiving a Master of Divinity degree. Kennedy succeeds the Rev. Annalie Kornegay, who was dividing her time between Doe Run and Unionville Presbyterian Church. Kornegay has been the pastor of the congregation since 2012. “The long-term pastor left about a year ago, and they had (Kornegay as) a transitional pastor,” Kennedy explained. “So far, it’s been a really good fit for the church and myself.” Doe Run is Kennedy’s first traditional pastorate. “I am not ordained, so I can’t perform sacraments or baptize people or administer Communion,” said Kennedy, explaining why her title includes the words “student pastor.” “I can’t moderate the session meetings, but Pastor Annalie is monitoring the meetings with me there.”

Kennedy went to seminary with the intention of becoming a Unitarian Universalist minister but decided to leave that denomination. “I switched denominations, so I am at the beginning of the ordination process and hope to be done in two years’ time,” she stated. “It’s a rigorous process. I have to take Greek and Hebrew and (study) Presbyterian Polity.” Since the church building is closed, Kennedy has been holding online services in conjunction with Unionville Presbyterian Church. “Doe Run (has a) coffee hour, and we do that on Zoom,” said Kennedy. “I am doing the same job, but all from home. It’s an unprecedented experience. I believe the crisis will bond us because we are going through this strange time together.” Kennedy is looking forward to when congregation members can return to attending church in the building. “It’s definitely a family church,” she said. “It’s a historical building, and it’s in a pretty area.” When she returns to work physically, Kennedy has three immediate plans for the church. The first goal is to make the church handicapped-accessible. “We also want to reinstate the children’s program, and we want to grow and reach out to the community,” said Kennedy. “It’s a lovely church and a nice group of people. Yellow Springs Offers Online Art Show One local nonprofit that has been impacted by the coronavirus pandemic is Historic Yellow Springs. Every year since 1973, Yellow Springs has held a spring art show and sale. In response to the coronavirus, this year’s 47th annual show is being held online with Malvern Bank as a major sponsor.

Good Samaritan Services partnered with eight Phoenixville restaurants and seven Ephrata restaurants for Good Sam Restaurant Week, which was held from May 11 to 18. Prior to COVID-19, many individuals and groups would cook meals on-site at Good Samaritan shelters or deliver homemade meals. These practices are no longer allowed due to social distancing regulations, but many supporters have been delivering takeout meals to shelter facilities. During Good Sam Restaurant Week, supporters were encouraged to purchase takeout from local restaurants and have it delivered to the organization’s shelters. Restaurants providing takeout were featured to encourage donors and individuals to support their local economy while providing meals to participants in local shelters. Community members are invited to continue purchasing takeout from local restaurants and having it delivered to Good Samaritan Services shelters throughout the month of May. Chester County Extends Essential-Services Order Chester County government officials recently announced the extension of the county’s essential services-only operation to help slow the spread of coronavirus (COVID-19). The extended period runs to Thursday, June 4. The commissioners will continue to monitor the COVID-19 situation and adjust the status of essential services-only as necessary. The essential services identified by Chester County Government range from the 9-1-1 Center, Chester County Prison, Pocopson Home long-term care
facility, the Chester County Youth Center and the Coroner’s Office to crucial court-related and Human Services functions. Following state guidelines, a novisitor policy remains at the Chester County Prison, the Chester County Youth Center and at Pocopson Home. Chester County Health Department and Emergency Services staff members continue to work to provide education, mitigation, communication and investigation services related to COVID-19 for both Chester
County and Delaware County residents. Since moving to essential operations, the commissioners, the county’s administrative staff and department leaders have established special programs, services and public information to support individuals, families and businesses affected by the coronavirus pandemic. Through investment in technology, the county is able to continue around 60% of its programs and services remotely during this time. In a combined statement, the
Chester County commissioners said, “The re-opening of Chester County is our priority - but we will only begin the stages of reopening when it is truly safe and right to do so. The investments we are making in antibody testing and in grant support for Chester County small businesses, along with the advice of our COVID-19 Business Task Force, and the data and guidance of our own Health Department is contributing to the decision about when to move to the first phase of re-opening.”
Commissioners Plant “Tree Of Hope” To commemorate Earth Day 2020, the Chester County commissioners had originally planned to hand out hundreds of small trees to county residents for planting to celebrate Earth Day’s 50th anniversary. However, their plans changed in light of the coronavirus pandemic. On April 22, the official 50th anniversary of Earth Day, Chester County Commissioners Marian Moskowitz, Josh Maxwell and Michelle Kichline planted just one tree instead. The “tree of hope” was planted to forever commemorate Chester County’s fight against the coronavirus global pandemic that impacted county residents’ way of life. The species of tree planted in Chester County’s Exton Park was a serviceberry, specifically an
Amelanchier arborea, a Pennsylvania native ornamental tree that will bloom each year with small white flowers arranged in clusters. Chester County Parks and Open Space Preservation staff members selected the serviceberry tree especially for the occasion. In addition to the cluster of white flowers that bloom each spring, its leaves turn vivid shades of red and gold in the fall. It also produces berry-like fruit that ripens in June and is loved by birds.

YMCA Seeks Food Donations The YMCA of Greater Brandywine (YGBW), a nonprofit organization comprised of eight YMCA branches serving Chester County, has opened its doors to neighbors struggling to put food on the table as a result of the COVID-19 pandemic. Soon after the statewide stayat-home order was issued, the Kennett Area YMCA and Kennett Area Community Services (KACS) partnered to collect and distribute food to those in need. The Kennett Area YMCA has opened its doors to safely serve as KACS’ food collection and distribution center during the pandemic, as well as helping to staff the site with volunteers. More than 11,000 pounds of food was distributed to 350 families in just the first two weeks of the initiative. As food insecurity continues to grow in Chester County, YGBW has partnered with the Chester County Food Bank, Southern Chester County Opportunity Network (SCCON), Square Root Collective and the United Way of Chester County to expand food collection and distribution efforts to three more of its branches. These new sites are Brandywine YMCA, 295 Hurley
Road, Coatesville; Jennersville YMCA, 880 W. Baltimore Pike, West Grove; and Oscar Lasko YMCA, 1 E. Chestnut St., West Chester. YGBW invites the public to donate food at these locations, as well as the Kennett Area YMCA, 101 Race St., Kennett Square, on Wednesdays and Thursdays from 9 a.m. to 4 p.m. People can simply pull up and volunteers will unload the food from the car safely. Shelf-stable items most needed are rice, pasta, peanut butter and cereal, as well as canned fish/chicken, canned fruit and vegetables, cereal, tomato sauce, beans and coffee/tea. As YGBW began expanding its efforts, it put a call out for volunteers. Within 24 hours, more than 100 people volunteered to help. Volunteers are trained in how to weigh, clean and package all food donations, while ensuring a safe environment for all. Immaculata Offers RN To BSN Program Immaculata University recently expanded its University Center partnership with Montgomery County Community College (MC3). Starting in the fall, Immaculata will offer the RN to BSN degree-completion program at the Blue Bell campus. This will be the second undergraduate program offered at MC3. Immaculata will accept students into its program for the Bachelor of Science in health care management for the fall term. Immaculata’s RN to BSN program prepares registered nurses for positions of leadership in the modern health care industry. The awardwinning holistic nursing program, accredited by the Commission on Collegiate Nursing Education, provides an education in patient-centered, evidence-based practice. With 30 years’ experience offering off-site nursing education, Immaculata’s RN to BSN program creates a pathway for MC3 Associate of Science in Nursing (ASN) graduates to build on their
work experience and increase their value in the workplace. An accelerated part-time program can be completed in as little as two years, with one evening of class per week. Even as Pennsylvania remains under a stay-at-home order by Gov. Tom Wolf, the Chester County commissioners have been meeting virtually with business and economic leaders and health officials to formulate plans to get Chester County back to work when the impact of COVID-19 lessens. Chester County’s approach to the restoration and continued growth of its economy is the creation of a COVID-19 Business Task Force comprised of industry leaders from throughout the county, partnered with businesses that represent geographical and size diversity. The mission of Chester County’s COVID-19 Business Task Force is three-fold. First, the task force will provide input into business reopening mitigation strategies developed by the commonwealth, ensuring that those strategies are realistic and relevant and will be adhered to by Chester County businesses. The second part of the COVID19 Business Task Force’s mission is to assist in distributing information and updates regarding reopening and the sector-specific mitigation strategies that will come with reopening. Third, the task force will participate in and guide the development of Chester County’s economic recovery plan. Chester County’s COVID-19 Business Task Force will consist of two groups: a core team and an advisory committee. The core team will comprise organizations that serve the entire county, as well as representatives from each of the county’s chambers of commerce. Core team representatives include Chester County’s Agricultural Development Council, Association of Township Officials, Chamber of Business & Industry, Conference & Visitors’ Bureau, Department of Community Development, Economic Development Council, Planning Commission, and Municipal Managers Consortium as well as the Chester County Intermediate Unit. The advisory committee will consist of organizations that represent and interact with the many industries in Chester County, and will be of varying sizes from across the whole of the county. Industries and fields that will be represented include agricultural, bio/pharmaceutical, breweries and distilleries, child care, conservation/environment/open space, construction, finance, gig economy workers, hospitals, human services, legal, lodging, long-term care, manufacturing, municipalities, nonprofits, real estate, retail, restaurants and food service, schools and universities, technology, tourism and transportation. Chester County’s COVID-19 Business Task Force core team was scheduled to begin meeting in early May.
