The foundation was founded by family members of Carly Imbierowicz of Coatesville, who, along with her friend Daulton “Daulty” Pointek, died on Nov. 22, 2014, when a broken exhaust pipe allowed carbon monoxide to leak into the car they were in. Her enthusiasm is contagious, and her natural ability at leadership makes her a role model for all 4-H participants.” Three additional 4-H members were honored, including Madison Fisher of Pottstown, Suzanna Angstadt of Coatesville and Summer Lauren of West Chester. They were presented with certificates of achievement. Each was nominated by her club leader and was a finalist in the award process. Madison is a member of the Northern Chester County 4-H Horse and Pony Club. Madison credits 4-H with providing her skills she will be able to use the rest of her life, such as learning to be a more confident and comfortable speaker and developing leadership skills. According to her leader, Betsy Ullrich, “Madison is an enthusiastic 4H member and encourages others to participate in club and county activities.” Suzanna is a member of the Windy Hollow 4-H Club in Coatesville and is an active teenage leader with the Pony Partners equine outreach programs. She credits 4-H with allowing her to lead a group and helping her to feel comfortable working with younger

and older youths and to feel more confident in speaking to large groups. Summer is a member of Lead Changers 4-H Horse Club. Summer believes 4-H has helped her feel more comfortable with both humans and animals and helped her learn time management skills. Last year, Summer volunteered more than 100 hours helping at the Delaware Valley SPCA. She is working to establish a new 4-H club based on her community service experiences. Summer was recognized with the President’s Gold Service Award for her volunteer service. Kaitlin Bell of Nottingham was presented with the Spirit of 4-H Award, which is given annually to one Chester County 4-H member. She received the award during the Chester County 4-H Fair held this past summer at the Romano 4-H Center in Honey Brook. Kaitlin is a member of the Chester County Golden Fleece 4H Club, the Chester County 4-H Swine Club and the Chester County 4-H Beef Club. For the honor, she received a plaque. Her name was also engraved on a larger plaque on display at the Romano Center. Originally a club award, the Spirit of 4-H Award was started in 1998 by the former Saddle Up 4-H Horse and Pony Club that met in northern Chester County. The award went to a member of the club who demonstrated the most spirit, enthusiasm and willingness to do anything for 4-H or the community. In 2007, the club, with support from the 4-H Advisory Committee, made it a countywide award that is presented to one Chester County 4-H member at the annual 4-H Fair. 4-H club leaders are asked to

nominate one member from each club for the award. Nominees must display the qualities listed, have been in 4-H for at least one project year and have participated in meetings and club activities. Once nominated, the members are asked to complete an application to be reviewed by the 4-H Advisory Committee, which selects the nominee deemed most deserving to win the award. “The application has questions, such as what they have done in 4-H and how 4-H has affected them,” noted Toni Stuetz, Extension 4-H educator. In her application, Kaitlin credited 4-H as having a major impact on her life, including teaching her responsibility for “a living animal and its well-being.” “I am responsible for managing how much money I spend and how I balance my income and expenses,” she wrote. According to Betsy MacCauley, one of Kaitlin’s 4-H club leaders, Kaitlin exemplifies the spirit of 4-H. “She happily shares her knowledge and experience with others at club, county and public events,” MacCauley stated. “She is always willing to lend a hand and provide encouragement.

Frank Stellar’s garden railway was a dream deferred for many years as other ventures - like a successful teaching and coaching career at Donegal High School and raising a family - took priority. Upon retiring, he set out to design and install an expansive backyard layout at his Manheim home. Instead of starting small and gradually adding on, he opted to go big from the start. “At my age, I knew what I wanted to do and knew that it’d be a oneand-done thing,” said Stellar. The approximately 30-by-70yard layout features a doubletrack railway with G-scale trains and a multitude of buildings nes-

tled among eye-catching gardens. For the buildings - which include a train station, a power plant, a coal mine, a church, houses, barns, and more - Stellar worked from kits or modified birdhouses that fit his vision. Antique vehicles dot the roadways, and last summer Stellar added a small pond and babbling waterfall. Battery-powered trains travel along tracks that swirl throughout the yard at several levels of elevation, disappearing from time to time under tunnels or the deck before reappearing to cross bridges and trestles all hand-built by Stellar. “It’s all one continuous loop, and I can run three trains at a time,” Stellar noted. The tracks also lead through a small door-

way into the garage, where they can loop around Stellar’s workshop before returning outdoors. Just how many hours go into maintenance and upkeep for the layout and garden is tough to say, but the entire project is a labor of love for Stellar. Railroading is in his blood and has been a part of his life since he was a child. “As a kid, my parents would take me to the Reading Railroad in the stroller, and it was something that just stayed with me,” he recalled. Stellar’s grandfather worked as a tower operator at the Reading Railroad, where several of his uncles established careers as well. When Stellar reached the ripe old age of 2, his father presented him with a

Lionel train set that was his first foray into what has become a lifelong model railroading hobby. “It was something that was instilled in me, and I just had this ambition,” said Stellar. Stellar’s garden railway will be one of 10 stops on the Railroad Museum of Pennsylvania’s 12th annual Garden Railways Tour on Sunday, Oct. 7. The self-guided, family-friendly tour will be open from 1 to 5 p.m., with tour sites in Manheim, Lititz, Lancaster, Wrightsville, and Coatesville. There is a cost for the tour, with children age 5 and under admitted free of charge. Garden Railways Tour tickets may be purchased in all Stauffers of Kissel Hill garden center See Railroading pg 7

Viking Ship from pg 1 re-enactors from the western launch area of Marsh Creek Lake. The GPS address for the location is 800 N. Reeds Road, Downingtown. At 1 p.m., there will be introductions of honored guests, as well as the reading of a proclamation from the President of the United States and the singing of “The Star-Spangled Banner.” LEVS highlights a different Scandinavian country each year. Since this year’s honored country is Norway, its national anthem will also be played. At the conclusion of the ceremony, a wreath will be dedicated in honor of the life and accomplishments of Leif Ericson. The Viking ship will then sail on Marsh Creek Lake again until about 3 p.m. Visitors will be invited to take a closer look at the Norseman in the water and talk with the crew. LEVS, a Chester County-based nonprofit organization, was

formed to educate people about Leif Ericson and the Viking people, who were merchants, navigators, shipbuilders and more, as well as to re-create the experience of traveling on water as the Vikings did 1,000 years ago. LEVS also aims to educate Americans about Leif Ericson as the first European known to have discovered and settled on the North American continent. On the day of the sail, the group will have souvenir T-shirts that say, “Leif Landed First,” along with books and other merchandise. Crew members sail the ship on Marsh Creek Lake each year, as well as at the Octorara Reservoir in Kirkwood. The ship also makes an appearance at various festivals and events throughout the year. “We are going to be at opening day at the Franklin Institute (in Philadelphia) because they are opening a Viking exhibit from Oct. 13 through the beginning of March

Ryerss Farm from pg 1 managers. “We never know who will come until that day.” She noted that in previous years, some goat owners brought their animals to be blessed. There will also be hayrides after the blessing, weather permitting, and lunch will be available for purchase beginning at noon. Both before and after the service, visitors will also be able to spend time with the more than 70 horses that reside at Ryerss Farm. The Ryerss gift shop will be open throughout the afternoon, offering many horse-related items. There will also be a sale of

“horse pumpkins.” “These are whole pumpkins with a black horse (cut-out) that is glued (onto the surface of the pumpkin), which looks like an appliqué. It covers the front of the pumpkin,” Morris noted. “We’ve sold them in previous years, and people really seem to like them.” All proceeds from the day will go directly to help with the care of the rescued and retired horses that reside at the farm. Visitors who attend the blessing are encouraged to visit with the residents, including Smokey, who is 32 years old and retired to Ryerss in September.

Railroading from pg 4 and in the Railroad Museum of Pennsylvania’s museum store, 300 Gap Road, Strasburg, during regular business hours or by using a printable ticket request available at www.rrmuseum pa.org. Tickets will not be sold at the individual tour sites. The Railroad Museum of Pennsylvania houses 100 historic locomotives and railroad cars, a working restoration shop, an education center, a library and archives, exhibits, and a museum store. To learn

more, readers may visit the aforementioned website or call 717-687-8628. This will be Stellar’s sixth year participating in the Garden Railways Tour. Aside from supporting the mission of the museum, he enjoys having the opportunity to watch the faces of visitors as they step into his backyard and their eyes light up. “I think it’s just the overall effect, because they aren’t expecting to turn around the corner and see all of this,” said Stellar.

2019,” Lindstrom noted. LEVS members also bring the ship and present educational programs at elementary schools in the Downingtown Area School District. This past summer, the crew had a mishap while on the way to event in New York. “In mid-July, while towing our ship to the Scandinavian Folk Festival in Jamestown, our tow vehicle caught fire and was destroyed,” Lindstrom explained. “Fortunately, nothing was lost other than the truck.” She said that the Viking ship and the contents of the truck were saved due to the fast action of Jamestown’s fire department, which was on the scene before the 911 call was completed. “They were at an ATM nearby and they smelled the smoke, hopped in the fire truck and drove to the scene,” Lindstrom said. “We were in the Allegheny Forest, so if they had not

(responded quickly), there might have been a forest fire and we would have lost everything.” Lindstrom said that the fire occurred just 2 miles from the event at Jamestown Community College. “Someone came from the festival came and hooked up the ship,” said Lindstrom. “We ended up having the ship stored in Jamestown at a marina in Chautauqua Lake, and the same person towed us to the next venue in Mount Jewett, Pennsylvania, where they have a Swedish Festival with Viking ship races.” Eventually, LEVS was able to purchase another tow vehicle. For more information about the ship and LEVS, readers may visit www.facebook.com/ LEVS.Norseman or email Lindstrom at proudvikinglady@ msn.com. The event will be held rain or shine, unless there is a severe storm, high winds or a downpour.

According to Smokey’s biography, his first career was as an English show horse as a jumper and a winner for halter classes. After he was purchased by his second and last owner, he became a trail riding horse. He was also good with children who were learning to ride. Visitors are encouraged to look for Smokey, who enjoys being scratched on his chest and neck. Upcoming Ryerss events will include a country brunch and auction to be held at the Radnor Hunt, 826 Providence Road, Malvern, on Sunday, Oct. 14, from noon to 3 p.m. Reservations are required; tickets can be purchased at the farm office. The event is a celebration of the

130th anniversary of Ryerss Farm, which has been in operation since 1888. Ryerss Farm cares for aged, abused or injured horses, providing a home with 383 acres where they can spend their golden years. The horses at Ryerss are never worked or ridden again. Ryerss Farm will also hold its annual holiday open house, featuring photos with Santa and refreshments, on Sunday, Dec. 2, from 1 to 3 p.m. Ryerss Farm is open to visitors daily from 10 a.m. to 4:30 p.m. For more information, readers may call 610-469-0533 or visit www.ryerssfarm.org or www.facebook.com/ryerss.farm.

The County Commissioners Association of Pennsylvania (CCAP) recently bestowed Criminal Justice System for the 21st Century Best Practices Awards. The 2018 Best Practices Award in the large county jail category was presented to Lancaster County Prison for their PrisonStat Program, an active leadership strategy to achieve transparency, accountability, and efficiency at the prison, drive real measurable results, and help turnaround within the organization. First initiated in 2016, PrisonStat is modeled on the Performance Stat idea which is an active leadership model that uses an ongoing series of regular meetings during which the chief executive and/or lead-

ership team uses current data to analyze aspects of an organization’s performance. This continuing analysis of predetermined metrics produces results by pushing the organization toward performance targets. It also provides leaders with the ability to articulate to the organization and public what improved results need to be demonstrated. Each department head is assigned a metric pertaining to their job description, and are responsible for oversight of a specific area. They are held accountable during the public meeting scheduled every two months and their performance is transparent for the public to see whether positive or negative. See CCAP Awards pg 8

Award is Lancaster County for their P.U.L.S.E. Evening Treatment Center. Lancaster County’s Juvenile Court, the Office of Juvenile Probation, and the Children and Youth Agency were experiencing a reduced accessibility to specialized programs, as well as the closure of some residential facilities. This resulted in their need to seek out opportunities to keep low to moderate risk juveniles within close proximity to home and community resources which could parallel the successful outcomes of longterm placements. The Youth Intervention Center initially developed the P.U.L.S.E. Weekend Program with the objective of providing short-term, evidence-based treatment with the goal of diverting juveniles away from the need for long-term placements. An Honorable Mention in the large jail category was awarded to Berks County Prison for their Mental Health First Aid (MHFA) Certification. With their rising mental health population, they recognized a need to improve staff training and education about signs and symptoms of mental illness, for all staff, especially custody supervisors and correctional officers. Staff was trained through Mental Health First Aid USA, an eight-hour course that teaches a five-step action plan encompassing the skills, resources and knowledge to help an individual in crisis connect with appropriate professional, peer and self-help care. This approach is demonstrating results throughout the prison and better outcomes for both inmates and staff. The 2018 recipient of the Juvenile Alternatives Program

author, inspirational speaker and musician. Minter, who resides in Nashville, has written several Bible studies, including “Ruth” and “No Other Gods.” She also leads a Bible-based program titled “Cultivate: A Gathering Round the Word.” “We liked her Bible study in the spring, so we reached out to her and she was willing to be a speaker,” Dyas noted. “She goes to different cities to present ‘Cultivate,’ and she sings and plays music.” Additionally, Stephanie Rousselle, who leads the women’s ministry at Calvary Fellowship Church, will speak

Casework-Women Model developed by the National Institute of Corrections. Home of the Sparrow embraces the philosophy that case management for justice-involved women should be a dynamic, seamless process from entry into the system and continue until the woman is stabilized in her community with the goal of not only reducing criminal behavior but increasing the health and well-being of women, their families, and community. They provide a comprehensive case management model that addresses the complex and multiple needs of women involved with the justice system, recognizing that women have strengths that can be mobilized, while matching services in accordance with risk level and need. CCAP salutes everyone involved in these efforts for being innovative pioneers in meeting the challenges facing all county jails and juvenile justice providers.

at the conference. “We will also have a resource table and information about the church,” added Dyas, noting that Minter will also have a table of books and other merchandise available to purchase. This is the second women’s conference held at the church. When the conference was offered in the spring of 2017, more than 300 women attended. “We’re hoping to get that many this year,” Dyas said. Dyas emphasized that all women are invited to attend to enjoy shopping, food and fellowship. “It’s open to all women, (including) women who do not have a church or who may be looking for a church,” she said. “It’s really a

welcoming environment for women to attend and (enjoy) fellowship regardless of their background.” She added that the conference is recommended for women of high school age and older. To register for the conference, readers may visit www.cfdowning town.com/womensconference or www.facebook.com/AutumnIn London. There will be a special price for college students who present a valid ID. One-day tickets are also available. Tickets purchased by Sunday, Oct. 7, will be discounted. Tickets can also be purchased at the door. For more information, readers may visit the website or Facebook page or call the church office at 610-363-7171.

Sun Protection Tips Provided Due to the time of year, sun protection may slip down the list of health and wellness priorities. But harmful ultraviolet (UV) rays are present yearround, and one study notes that children sustain a significant amount of sun exposure at school. About 23 percent of lifetime UV exposure occurs before the age of 18, and this exposure can have far-reaching effects. Sun damage is cumulative, so sun exposure during childhood can contribute to skin cancer risk later in life. The best way to

mitigate that risk is to educate young children on effective sun protection, instilling healthy habits that will last a lifetime. Children should understand that summer vacation is not the only time they are exposed to the sun’s rays. The Skin Cancer Foundation offers several recommendations for keeping children sun-safe during the school year. UV rays are most intense from 10 a.m. to 4 p.m., and this is when students are usually outside for recess, physical education class, and after-school sports. Parents

length, and groups will be determined based on recommendations from the juvenile probation officer or children and youth caseworker, consultation with the parents/guardians, and results of various assessments. The youths participate in evidence-based programs, as well as psycho-educational groups. The results are demonstrated in improved outcomes for juveniles and their families. The Partner Award recipient is Carolyn McKenna, director of development at Home of the Sparrow in Chester County. Trauma histories, substance use, housing and self-sufficiency are among the challenges facing women’s successful re-entry from incarceration in Chester County’s criminal justice system. Partnering with the County Criminal Justice System, Home of the Sparrow provides case management services to women re-integrating into their communities following the Collaborative

should check with the school to see if there are adequate places for students to seek shade during outdoor activities. Shade can be provided by gazebos and roof structures, awnings, shade sails, and natural shade, such as thickly leaved trees. Clothing is the single most effective form of sun protection for the body, children should be sent to school in densely woven and bright- or dark-colored fabrics, which offer the best defense. The more skin that is covered, the better, so long sleeves and long pants should be chosen whenever possible. Children should be sent to school with a wide-brimmed hat and UV-blocking sunglasses to protect their face, neck, and eyes. If a child will not wear a wide-brimmed hat, a baseball cap is better than nothing. Sunscreen should be part of the morning routine. At least 30 minutes before children go outside, parents should apply a broad spectrum (UVA/UVB) sunscreen with an SPF 30 or higher

to their skin. Older children should learn to apply sunscreen themselves and make it a routine habit. To remain effective, sunscreen should be reapplied every two hours or immediately after swimming or sweating. At a minimum, remind children to reapply sunscreen before after school sports and outdoor activities. One ounce of sunscreen (about the size of a golf ball) should be applied to the entire body. Parents should remind children to cover those easy to miss spots, such as the back of ears and neck, as well as the tops of the feet and hands. There is a chance a school does not allow students to use sunscreen or wear a hat outdoors during the school day without written permission from a physician. If that is the case, The Skin Cancer Foundation has created a sun protection permission form that parents and doctors can sign, allowing students to bring these items to school to apply and use as needed. The form is available at www.skincancer.org/schoolnote.

students at Octorara Area High School, where Carly was a member of the field hockey team. The foundation sponsors the annual Octorara Angels Rainbow Run and Carbon Monoxide Awareness Event and provides scholarships to Octorara students. Proceeds from this year’s Rainbow Run, held during the Octorara Agriculture, Business, Environmental Science and Technology Expo (OABEST) event in June, were used to purchase the new sound system. Although Carly was not a member of the track team, previous Rainbow Run events have benefited track improvements at Octorara per a suggestion by the school district. “When the field hockey team at Octorara wanted to have a CO Awareness Game, I thought it would be a perfect day to do a sound system dedication,” said Carly’s mother, Donna Imbierowicz, who was on hand at the ceremony to speak about the tragedy and the work of the foundation. “(Carly and Daulty) were on their way home from a movie and did not realize CO was coming into the passenger vents from a cracked exhaust,” she said during the ceremony. “It was a freak accident that I have since found out happens more than people think. I created a carbon

monoxide awareness foundation in Carly’s memory to try and save more lives and to continue her legacy.” Foxy, a CO awareness mastiff puppy that was bred from Carly’s dog, Malachi, was also present at the event. The newly installed sound system features speakers that were mounted to the top of the scoreboard, as well as microphones. “ W hen Carly started field hockey, anytime they wanted sound, my husband would bring the sound (system),” Donna recalled. “I thought one of the best ways to honor Carly’s legacy was to (finance) the cost of the sound system. The Lady Braves’ sound system is dedicated to Carly, Daulty and all (those) who have lost their lives to the ‘silent killer.’” Donna recalled that the night after the teenagers passed, a candlelight vigil was held on the field hockey field. “The entire field hockey field was full of so much love (from) friends, families, teachers, businesses, farmers, students from other districts, college students and strangers,” she said. “The night was breathtaking and magical. Carly’s teammates began calling themselves Carly’s Angels. Both our families were surrounded by so much love.” Future plans call for the Imbierowicz family and select Octorara students to travel to Harrisburg later this fall to be

The Carly Imbierowicz Foundation provided the funding to install a new sound system for the field hockey team at Octorara Area High School. homes to make sure they are working and check their cars for leaky exhausts. (We want people to) share our story to help save more lives.” For more information about the Carly Imbierowicz Foundation, readers may visit www.cmiawareness.org.

USPS Shares Mailbox Reminders and if the mailbox conforms generally to the same requirements as approved manufactured curbside mailboxes. A mailbox should display the street name and house number or, if house numbers are not authorized, the assigned box number on the side of a single mailbox or on the doors of grouped mailboxes visible to the approaching carrier. The street number, box number, and/or any other address information must be inscribed in a contrasting color in neat letters and numerals not less than 1 inch in height. Customers are encouraged to group mailboxes whenever practical, especially where many mailboxes are located at or near crossroads, service turnouts, or similar locations. If the mailbox is on a street other than the one on which the customer resides, the street name and house number must be on the mailbox. It is generally in the customers’ best interest to display their address on both sides of the box. Police, fire, and rescue personnel often depend on mailbox information to locate people, and they may approach from a different direc-

tion than the carrier. In all instances, placing the owner’s name on the box is optional. Generally, customers should install mailboxes with the bottom of the mailbox at a vertical height of between 3.5 to 4 feet from the road surface. However, because of varying road and curb conditions and other factors, the USPS recommends that customers contact the postmaster or carrier before erecting or replacing mailboxes and supports. The curbside mailbox must be on the right-hand side of the road in the carrier’s travel direction in all cases where traffic conditions make it dangerous for the carrier to drive to the left to reach the mailboxes, or where doing so would constitute a violation of federal, state, or local traffic laws and regulations. Mailboxes should be placed so the carrier can safely and conveniently serve them without leaving the vehicle. Carriers are subject to the same traffic laws and regulations as other motorists. Customers must remove obstructions, including vehicles, trash cans, and snow, that

impede efficient delivery. Except when a mailbox is temporarily blocked, carriers must have access to the mailbox without leaving the vehicle. The USPS does not approve support posts. In addition, the USPS does not regulate mounting of mailboxes for purposes of traffic safety. Mailbox posts are often sub ject to local restrictions, state laws, and federal highway regulations. In areas where snow removal is a problem, the USPS suggests using a semi-arch or extended arm-type support, which allows snowplows to sweep near or under boxes without damaging supports. For further information on authorized post and support mountings, customers may contact either American Association of State Highway and Transportation Officials, 444 N. Capitol St. N.W. Suite 249, Washington, D.C., 200011-1512, or Federal Highway Administration Office of Highway Safety HHS 10, 400 Seventh St. S.W., Washington, D.C., 20590-0003. Additional information is available at www.usps.com/ manage/mailboxes.htm.

The United States Postal Service (USPS) has released several tips to encourage customers on city motorized, rural, or highway contract box delivery routes to examine and, where necessary, improve the appearance of their mailboxes. The USPS reminds customers of the need for providing mailboxes that are: approved by the postmaster general, safe to use, conveniently located, and neat in appearance. According to the USPS, mailboxes that meet these four requirements help delivery and collection operations and improve service to the entire route. Some of the typical activities that may be necessary include: replacing loose hinges on a mailbox door, repainting a mailbox that may have rusted or started to peel, remounting a mailbox post that may have become loose, and replacing or adding house numbers. Approved traditional or contemporary curbside mailboxes are required whenever a mailbox is newly installed or replaced. However, a custom-built curbside mailbox may be used if the postmaster gives prior approval

County Sends Out Survey As part of its on-going strategic planning effort, the Chester County Commissioners announced a countywide Quality of Life survey that asks residents to comment on their experiences in using county services and interacting with county staff. The survey, an update on Chester County Quality of Life surveys undertaken in 2009 and 2013, has been developed in partnership with West Chester University’s Center for Social and Economic Policy Research. Survey questions seek information about recent interactions with county offices and employees, experiences using county services and facilities, as well as opinions on how tax dollars should be spent. The survey also addresses questions about the

quality of life for residents of Chester County. Results of the survey will be incorporated in the county’s 201923 strategic plan. The survey has been mailed to 12,000 households, which represents more than 7.5 percent of all residents. The mailed surveys were randomly sent to homes through a process where residences in each region of the County had a relatively equal chance of being invited to participate in the Chester County Quality of Life Survey. The survey is also available at www.chesco.org/survey. The online survey takes five to 10 minutes to complete and is available in both English and Spanish. To obtain a paper version of the survey, residents may call 610-344-6280.

Conservation Tax Credits Available To help farmers implement Best Management Practices (BMPs) to prevent water pollution or purchase conservation equipment, $10 million in tax credits is available through the 2018-19 Resource Enhancement and Protection (REAP) program. REAP is designed for agricultural producers who install BMPs or make equipment purchases that reduce nutrient and sediment runoff, which improves Pennsylvania’s streams and watersheds. The program is administered by Pennsylvania’s State Conservation Commis-

sion. Farmers may receive tax credits of up to $150,000 per agricultural operation for 50 percent to 75 percent of a project’s cost. For projects that include the proposed purchase of equipment, the equipment must be delivered by Sunday, June 30, 2019. For projects involving the implementation of structural BMPs, all BMPs and BMP components must be completed by Tuesday, June 30, 2020, to be eligible. REAP applications are accepted on a first-come, first-served basis. For more information, readers may visit www.agriculture.pa.gov.
