Frank Stellar’s railway garden was a dream deferred for many years as other ventures - like a successful teaching and coaching career at Donegal High School and raising a family - took priority. Upon retiring, he set out to design and install an expansive backyard layout at his Manheim home. Instead of starting small and gradually adding on, he opted to go big from the start. “At my age, I knew what I wanted to do and knew that it’d be a one-and-done thing,” said Stellar. The approximately 30-by-70-yard layout features a double-track railway with G-scale trains and a multitude of buildings nestled among eye-catching gardens. For the buildings - which include a train station, a power plant, a coal mine, a church, houses, barns, and
more - Stellar worked from kits or modified birdhouses that fit his vision. Antique vehicles dot the roadways, and last summer Stellar added a small pond and babbling waterfall. Battery-powered trains travel along tracks that swirl throughout the yard at several levels of elevation, disappearing from time to time under tunnels or the deck before reappearing to cross bridges and trestles all hand-built by Stellar. “It’s all one continuous loop, and I can run three trains at a time,” Stellar noted. The tracks also lead through a small doorway into the garage, where they can loop around Stellar’s workshop before returning outdoors. Just how many hours go into maintenance and upkeep for the layout and garden is tough to say, but the entire project is a labor of love for Stellar. Railroading is in his blood and has See Garden Railways Tour pg 6

COBYS - Expanding To Serve The Community Foster Care Orientation Classes Slated By Ann Mead Ash
Don Fitzkee, director of development for COBYS Family Services, easily

recalls the earliest days of the organization’s existence in 1980. “We began as a teen foster care agency with foster families in private homes,” said Fitzkee. During the last few years, COBYS has grown extensively in response to the drug epidemic. “You read stories in the newspaper about people affected by the opioid crisis,” said Fitzkee, “but you don’t read about the children involved.” Fitzkee noted that many of those children go into foster care. “COBYS is trying to care for those children while their parents deal with those issues,” See COBYS pg 7
To meet the growing need in the community, COBYS Family Services purchased a building on Murry Hill Circle in Lancaster and moved a number of staff to that location. Christened the Murry Hill Center, the building is the site of monthly foster parenting orientation classes, as well as adoption and foster care services.

organizations to develop and implement a comprehensive plan for opioid abuse prevention and help for those trapped in addiction,” said Search. LCJF strives to implement a continuum of care with an emphasis on both broad, community-based education and awareness and the promotion of healthy lifestyles, while also connecting people who are experiencing addiction to appropriate treatment and recovery support. Some of the organization’s efforts include producing and distributing more than 93,000 brochures about opioid addiction and how to get help throughout the county and working with schools. LCJF currently offers evidence-based prevention programming in 13 school districts. In the first three months of 2018, Lancaster County’s rate of overdose deaths was down 20 percent from 2017, according to Search. “Early data from April through May suggests that rate of overdose deaths continues to head downward,” said Search. “While it is too soon to say if this is a definite trend, we can say that this coordinated response to our county’s opioid crisis exemplifies the concern and compassion we all share for the health and wellbeing of our fellow citizens.” Individuals who would like to learn more about hosting a presentation or series of presentations through LCJF may contact Sue Lackmann at 717-544-3284 or selackma@lghealth.org.

a primary aim of supporting and coordinating countywide efforts to reduce the number of deaths from overdoses of heroin and other opioids. LCJF brings key stakeholders and community members together to strengthen existing initiatives across all sectors, identify and address gaps in services and resources, and implement strategies for prevention, intervention, and monitoring. “Opioid-related overdose deaths constitute a serious public health concern across the United States,” stated Search. The United States federal government declared a national public health emergency in October 2017, with Pennsylvania declaring a statewide disaster emergency in January 2018. “Lancaster County is not alone in this crisis, but it displays a higher rate of drugrelated overdose deaths than the nationwide average,” said Search, noting that more than 160 Lancastrians died from accidental overdose in 2017. “The opioid crisis is not a problem happening ‘somewhere else,’ nor is it limited to our nation’s cities or among certain socioeconomic populations,” Search emphasized. Lancaster County is not only well-known for things like its agriculture and natural beauty, Search noted, but also for the way that its people come together to address the needs of the community. “Joining Forces is just the latest example - in this case bringing together dozens of

Support Sought For Dog Park Community support is being sought for the creation of a dog park in Manheim. The off-leash area is slated to be called Veteran Memorial Dog Park. The idea was first presented to the Manheim Borough Council in November 2017. A formal proposal is being drafted, with the plan to submit it before the end of 2018. Individuals who are in support of the project are asked to sign a petition at www.ipetitions. com/petition/veteran-memorial -dog-park. The goal is to obtain at least 500 signatures. Individuals are asked not to make any payment, as only signatures are needed at this time. With the petition, the dog park could be established by 2019.

Garden Railways Tour from pg 1 been a part of his life since he was a child. “As a kid, my parents would take me to the Reading Railroad in the stroller, and it was something that just stayed with me,” he recalled. Stellar’s grandfather worked as a tower operator at the Reading Railroad, where several of his uncles established careers as well. When Stellar reached the ripe old age of 2, his father presented him with a Lionel train set that was his first foray into what has become a lifelong model railroading hobby. “It was something that was instilled in me, and I just had this ambition,” said Stellar. Stellar’s garden railway will be one of 10 stops on the Railroad Museum of Pennsylvania’s 12th annual Garden Railways Tour on Sunday, Oct. 7. The self-guided, family-friendly tour will be open from 1 to 5 p.m., with tour sites in Manheim, Lititz, Lancaster, Wrightsville, and Coatesville. There is a cost for the tour, with children age 5 and under admitted free of charge.
Garden Railways Tour tickets may be purchased in all Stauffers of Kissel Hill garden center stores and in the Railroad Museum of Pennsylvania’s museum store, 300 Gap Road, Strasburg, during regular business hours or by using a printable ticket request available at www.rrmuseumpa.org. Tickets will not be sold at the individual tour sites. The Railroad Museum of Pennsylvania houses 100 historic locomotives and railroad cars, a working restoration shop, an education center, a library and archives, exhibits, and a museum store. To learn more, readers may visit the aforementioned website or call 717-687-8628. This will be Stellar’s sixth year participating in the Garden Railways Tour. Aside from supporting the mission of the museum, he enjoys having the opportunity to watch the faces of visitors as they step into his backyard and their eyes light up. “I think it’s just the overall effect, because they aren’t expecting to turn around the corner and see all of this,” said Stellar.

COBYS from pg 1 explained Fitzkee. In response to the crisis and to legislation that has resulted in more children going into foster care, COBYS has its increased staff - nearly doubling in size from early 2015 to January 2018 - and increased its organizational budget to more than $5 million. According to Fitzkee, the COBYS building at 1417 Oregon Road, Leola, which housed foster care, adoption, administration, and counseling, was getting a little overcrowded. “We had three to four people in offices, and we were shuttling (employees) to a church for parking because we didn’t have enough space for people coming for counseling (appointments),” said Fitzkee. “We were just running out of space.” Fitzkee said that COBYS engaged a local consulting group to determine the best way to move forward. “One of the things that came out of that process was that we began looking for a new building,” said Fitzkee. In January, COBYS purchased the building located at 444 Murry Hill Circle, Lancaster, and christened it the Murry Hill
Center. “On Martin Luther King Day, we had 59 volunteers there removing carpet, sanding, priming, and painting for nearly 700 volunteer hours in renovations,” Fitzkee recalled. In February, COBYS adoption and foster care staff moved to the new building, and later the Family Life Education staff joined them at that location. COBYS administration remained in Leola, and the counseling center moved to the main floor of the Leola building. Fitzkee noted that COBYS also owns two buildings in Lancaster city, including one at 171 E. King St., where the organization’s Family Life Center offers parenting programs, and the permanency unit at 134 E. King St., where a specialized foster care program operates in relationship with the Lancaster County Children and Youth Agency. “We work with (the county agency) to reunite children with birth parents when they can (or facilitate adoptions),” Fitzkee explained. An additional counseling center is located in the First United Methodist Church of Palmyra, where COBYS works in cooperation with Palmyra Caring
COBYS Family Services purchased and renovated a building at 444 Murry Hill Circle, which now houses adoption and foster care staff, as well as Family Life Education staff. Community. The same situations that have caused COBYS to expand the number of staff have also led to the need for more families willing to provide foster care. “The first step (for people) interested in becoming a foster parent or adopting through COBYS is to attend (a) free, no-obligation orientation (to) get an overview of what the process involves,” said Fitzkee. Introductory sessions are held on the first and third Tuesdays of each month from 6 to

It is safe to say the Manheim Central girls’ soccer team is clicking on all cylinders. The Barons went 3-1 last week, outscoring their opponents 13-4. The lone loss was a tough 3-2 setback to Ephrata. The week started with 2-0 shutout Monday, Sept. 10 against LampeterStrasburg Maddie Carper got her first goal of the season with a 40-yard looping shot over the keepers head in the 12th minute. Manheim controlled the game and dominated possession, head coach Andrew Stoltzfus said, but couldn’t get the second goal until the 61st minute. Tori Fahnestock got the goal, her third of the season. Carper earned the assist. Goalie Kelli Kreider collected four saves. The Barons kept the winning going Tuesday, Sept. 11, beating Northeastern 4-1 with goals from Liz Levy, Hannah
Adair, Carper, and Makenna Copley. This was another game where Manheim dominated possession. Levy and Adair scored their goals in the eighth and 11th minutes, giving the Barons a fast start. They ended the half strong, getting goals by Carper and Copley in the 38th and 39th minute. Tylee Stauffer earned her first assist of the year. Manheim suffered its 3-2 home loss to Ephrata on Thursday, Sept. 13. Central went down 2-0 in the first 20 minutes, but kept on the attack. Autumn Greiner scored off a corner from Carper in the 25th minute. In the second half Erin Greiner tied it in the 46th minute from a pass from Carper. Ephrata’s Annie Slovak scored the game winner in the 50th minute and Ephrata held on for the win. Stoltzfus said after the Barons recovered from Ephrata’s quick start and got their feet under them, Central didn’t give up and controlled most of the game. Even though they lost,
Stoltzfus said he and his team learned a lot about themselves. “We proved we’re a very good team and can play against anyone,” he said. “That confidence is going to lend itself well as we continue through a tough regular season schedule and into the post season.” Central bounced back with a 5-0 triumph on Saturday against South Western. Carper had a huge game, notching a hat trick, scoring in the 19th, 34th and 55th minutes of the game. Copley netted a goal at the 31st minute and Adair scored in the 33rd minute and added an assist. Elizabeth Levy, Summer Bates and Stauffer notched assists, in a game where the Barons had three corners and 14 shots. BOYS’ SOCCER The boys’ soccer team started off last week with a 4-1 victory against Lampeter-Strasburg on Monday, Sept. 10. Central got goals from Quintin Rohrer, Zach Reed, Carson Brenize (twice). Barons coach Rod Brenize said the unassisted goal by Caron Brenize, a beautiful shot off a direct kick from 25 yards out, changed the flow of the
game in the Barons favor. “We played as a team,” said Rod Brenize, whose team had 10 corners and nine shots. “It was our best game of the season thus far.” On Tuesday against Northeastern the teams finished in 0-0 tie. Central outshot Northeastern 13-3 and had more corners, 5-1. Goalie Mason Nissley collected one save. The Barons suffered a heartbreaking 2-1 loss to Ephrata on Thursday, Sept. 13. Tyler Snavely, assisted by Niko Gavala, scored Manheim’s lone goal in the 77th minute. What makes the loss extra frustrating for the Barons is how well they played without finding the back of the net. Central held a 10-4 edge in corners and a 15-5 advantage in shots. Manheim ran into a strong Fleetwood squad and lost 3-0 on Saturday. Nissley had four saves. FOOTBALL The Barons (4-0) scored a huge come-from-behind 20-10 victory against Section One power Wilson this past Friday. Central started slow, trailing 10-0 in the second quarter before they came roaring back for the win.
The Barons rallied to beat Warwick in their previous game, after trailing in the third quarter. So there was no panic, Central coach Dave Hahn said. “The Warwick game kind of gave us confidence to be a four quarters team,” he said. “We knew we could come back.” Quarterback Evan Simon threw two touchdown passes, hitting Evan Holser for a 39-yard strike and Jake Harbach for three yards. Running back Tyler Flick added a two-yard run for the Barons final points. In the fourth quarter Hahn said his team controlled the line of scrimmage on both sides of the ball, showing the conditioning of his squad was a factor. He said he was pleased with the aggressive way his defense played, collecting three turnovers and five sacks in the second half. The defense held Wilson’s offense to 242 yards. Hahn said players like linebacker Landan Moyer and defensive ends Lucas Hartley and Harbach wrapped up and tackled well, noting that Harbach and Hartley came down
the line well and played one of their better games. FIELD HOCKEY The Barons gained a 3-0 shutout against McCaskey Tuesday, Sept. 11. Codi Bollinger, a senior forward; Lily Sipel, a junior forward; and Jenna Lutz, a sophomore forward, scored in the game. Junior defender Maddy Barbush and junior midfielder Lexi Hosler added assists. Central had 11 corners and 12 shots. Even though it was a win, Manheim coach Morgan Briggs believes there is room for her team to improve. “We did not play our best hockey tonight and struggled with doing the simple things well,” she said. “Overall, we are a very young team and have to keep trusting the process and learning to lean into each other when things get tough. On the bright side we got our first section win and had balanced scoring with three different goal scorers.” Central followed the McCaskey victory with a 3-1 triumph over

Weiser, but quickly got in form to control the match. She said she was pleased with how the passing game improved The result was not as good on Tuesday against Elizabethtown as the Bears won 25-11, 25-7 and 25-20. Keppley led the Barons in kills (six), blocks (two), and digs (six) and Stoltzfus had six assists. McClure said the team had to adjust to losing Tori Henderson, a junior middle, who went under doctor’s orders to rest. The Barons already have a young starting lineup, so Henderson is a difficult player to replace, McClure said. Central ended the week with a 3-0 loss to Garden Spot on Thursday, Sept. 13. After starting off slow in a 25-5 decision, the Barons battled but came up short in the next two games, losing 25-14 and 25-23. Keppley led the charge with five kills and an ace. Abby Nolt added an ace for Central, which had 11 digs from Stoner and 11 assists from Stoltzfus. TENNIS The Barons routed Solanco 6-1 on Wednesday, Sept. 12. In singles, Hannah Kowalski, the Barons No.1 player, posted a 6-1, 6-2 triumph. Eliana Shenk netted a 6-2, 6-2 win at No.2. Grace Roberts earned a 6-3, 6-3 victory and Janae Bright gained a 6-0, 6-1 win. In doubles, Kowalski and Shenk notched an 8-2 victory at No.1. Bright and Roberts won 8-3. Cami Lehman, Hosler, and Sipel each scored for the Barons, who had four corners and five shots. up in the second half, she said. Central ended the week with a 5-1 loss to East Pensboro on Saturday. Lehman netted the only goal for the Barons, who had 10 corners and three shots. Lutz added an assist and Regan had three saves. GIRLS’ VOLLEYBALL The Barons started the week strong with a 3-0 victory against Conrad Weiser Monday, Sept. 10, winning 25-21, 25-20 and 25-17. Senior outside hitter Becca Keppley had seven kills and six aces. Tori Henderson had one block, Ciara Stoner notched 17 digs and Grace Stoltzfus dished out 19 assists. 6-0, 6-0 triumph. Shenk only dropped one game in a 6-1, 6-0 win. Roberts won 6-3, 6-2. In doubles, Bright teamed with Courtney Weaver 6-4, 2-6 (10-8). Central coach Kurtis Funk is pleased with the way the team keeps improving and sees continued growth from his players. “My number one player (Kowalski) has gotten better every match,” Funk said. “She had some early close calls at the beginning of the season, but she has really taken command of the matches lately. She has been way more consistent and intelligent on the court with where to place her shots.” This season the Barons have dominated in doubles action, often putting matches out of reach before they play singles. This is in stark contrast to how doubles went last year. “We really struggled in doubles last year, specifically in close matches,” Funk said. “We have practiced strategy and worked on doubles play a lot more in practice and it has paid off for us in most of our matches so far.” CROSS COUNTRY On Tuesday, Sept. 11 the Central boys beat Columbia 15-55 and Annville-Cleona 18-38 but lost to Elco 22-33. Elco took the first two places to pull out the close win, but Central coach Ryan Kennedy was pleased with the way his team ran in its first league meet. Senior co-captain Carson Hepner had a nice opening meeting posting a 17:50, 25 seconds faster than he ran in last year’s opening meet. Junior Elijah Wagner had an 18:06, a breakout run for him, Kennedy said. “He was aggressive from the start of the race,” Kennedy said. “He showed a lot of maturity. His work this summer is paying off.” Junior Isaac Martin, the other cocaptain, finished with an 18:20. Kennedy said Martin is a leader and has improved from last year. Kaden Wagner, a sophomore and younger brother to Elijah, ran an 18:32. Kennedy said the key will be keeping the younger Wagner healthy. Kole Rankin, a junior, ran a 19:18 and showed huge improvements and took his summer workouts seriously, Kennedy said. The girls cross country team beat Columiba (15-55), Annville-Cleona (17-42) and Elco (23-35). Senior Mallory Sunderland finished second overall with a time of 21:35. Olivia Sunderland, a freshman, posted a 21:54, a nice varsity debut, Kennedy said. Rounding out the top five, Marianne Fitzkee, 22:02; Isabella Reber, 22:45; Erin Hoffman, 23:54.

Golf Outing To Support “Night To Shine”
September EVENT SAVINGS
The inaugural Night to Shine Golf Outing Fundraiser will take place on Saturday, Oct. 6, at Highlands of Donegal, 650 Pinkerton Road, Mount Joy. The event will feature a scramble format and will begin with a shotgun start at 1 p.m. Separate costs have been set for individuals and for groups of four, and there is a dinner-only option. Registration includes golf, the use of a cart, range balls, a gift bag, oncourse beverages and snacks, and a catered dinner. The dinner, which will be served at approximately 6 p.m., will consist of barbecued chicken and ribs, baked beans, a seasonal vegetable, a salad bar, rolls, and assorted desserts. Special on-course challenges and add-ons such as mulligans will be available, and bundles may be purchased at sign-in on the day of the event. Cash prizes will be given to the first-, second-, and third-place teams, and there will be a cash prize for the low team total on all par 8 holes. A minimum of 72 golfers are required for the listed prizes; if fewer than 72 golfers take part, prize amounts may vary. All proceeds will support Night to Shine, a prom experience for teenagers and adults with intellectual and/or physical disabilities. The plan is for the golf event to become annual. Sponsorship opportunities are available. For more information on the event or sponsorship or to register, readers may contact Cullen Ketcham at 717-333-8177 or msuketcham@gmail.com.
