Playing “Base Ball” The Way It Used To Be

The Brandywine Base Ball Club, which is dedicated to preserving the history of baseball as it was played (and spelled) in 1864, is currently seeking players for its upcoming season, as well as spectators who are invited to attend games free of charge. The team, which formed in 2013, is celebrating its 10th year of competing with other vintage clubs locally at its home field in West Chester, throughout Pennsylvania and in other states.

Vintage baseball has unique rules. Players do not wear gloves, and only one baseball is used during the entire game. The games have only one umpire, and all pitching is underhand.

“We play with people of all ages and different abilities and backgrounds. Barehand is an equalizer,” said Rick Stratton, the

Being A Good Neighbor

Inlieu of its regularly scheduled meeting at Conestoga Mennonite Church, members of the Neighbors group spent the morning volunteering at Anchored Ministries in Elverson on Feb. 7.

While at Anchored Ministries, which offers free clothing to people in need, about a half dozen members of the ladies’ Christian fellowship group spent time sorting through clothing donations and placing the items in the appropriate areas, which were labeled for men’s,

women’s and children’s clothing.

Anchored Ministries owns and operates two mobile clothing closets housed inside trailers, which have been converted to hold clothing on racks for newborns through adults. The mobile clothing closet stops at various locations, including CrossNet Ministries in New Holland and the Honey Brook Food Pantry.

On hand to guide the volunteers was Melissa Werner, director of programs and events for Anchored Ministries. “We throw out anything that has holes or stains that won’t come out,” she said. “We want people

to feel loved and appreciated when they come into the trailers and take stuff. We don’t want to give them (items that should be thrown out).”

According to Tina Essick, program chair for Neighbors, the women take part in an annual field trip to help out a community service organization. Volunteers also worked at Anchored Ministries last year. “It’s very organized. You put clothing on the right shelf for when they need to restock their trailers,” Essick noted.

Werner said that it is very helpful when groups of volunteers or

individuals agree to sort clothing. “Each week we are getting more and more donations,” she shared. “It would be great to have more groups work as sorters. When (people) have an interest in sorting, they don’t have to commit to a set time. If you can stay for an hour or three (hours), every bit helps.”

Additional ARPA Grants Awarded

The Chester County commissioners recently announced a second round of American Rescue Plan Act (ARPA) grant recipients. More than $6 million in grants were awarded for 22 projects. The new grants

add to the $40 million in funds that were awarded to 73 applicants during the first round of grants, announced in September 2022.

The ARPA grants are intended to provide an equi-

table infusion of resources to meet local pandemic recovery needs and help accelerate the ongoing rebuilding of Chester County’s economy. Specifically in this round of funding,

responder organizations, municipal infrastructure projects, subsidized early childhood education and care, and behavioral health assistance.

Chester County received more than 300 ARPA applications for funding requests from a wide array of municipalities, public authorities, small businesses, and nonprofit organizations that are located within, or provide substantial service to, the county. Application funding requests amounted to three times the total ARPA funds allocated to Chester County.

The breakdown in funding for the recommended projects, following both rounds of awarded grants, includes $12.9 million in behavioral health, $9 million in public health, $7 million in housing, $6.9 million in public safety, $3.3 million in community facilities and programs, $2.7 million in infrastructure, $1.8 million in workforce development, $1.5 million in food security, and $1.1 million in child care.

All ARPA funding applications recommended by independent review teams have also been reviewed by Susquehanna Accounting and Consulting Services (SACS) to ensure compliance with federal rules. A list of the ARPA fund awards can be found at www. chesco.org/arpa.

AHA Advocates Hands-only CPR

During American Heart Month, February, the American Heart Association (AHA) is urging at least one person in every household across central Pennsylvania to learn handsonly CPR.

If a teen or adult suddenly collapses, make sure the scene is

safe, then call 911 immediately and ask someone to get an AED, if available. Next, place one hand on top of the other and push hard and fast in the center of the victim’s chest at a rate of 100 to 120 beats per minute, until the AED or emergency services arrive.

Performing chest compressions to the beat of a familiar song is a good way to ensure they are done at the correct rate. Songs at the required tempo include “Stayin’ Alive” by the Bee Gees, “Crazy in Love” by Beyoncé featuring Jay-Z, “Hips Don’t Lie” by Shakira and

“Walk the Line” by Johnny Cash. More songs are available on the American Heart Association’s “Don’t Drop the Beat” Spotify playlist. Anyone can learn hands-only CPR from a 60-second video available at www.heart.org/ handsonlycpr.

Honey Brook Fresh Air encourages Honey Brook Township landowners with 10 or more acres of land to consider having the land protected forever through the Honey Brook Township Land Preservation Program. Under this program, owners may be able to sell the development rights on their land for money and keep the land in farming or preservation forever. Landowners will still own the land and will only sell the development rights.

Staff from The Brandywine Conservancy or Chester County are available to guide landowners through the process. Both organizations have staff to coordinate planning and application efforts. The application process is free and commits landowners to nothing until an offer is made for the development rights.

team’s marketing manager. “There are people who have never played competitive baseball and they end up doing quite well.”

He explained that teams follow the rules and customs established in 1864 by dressing in historically similar attire and using period-appropriate equipment, including handmade wooden bats and hand-stitched balls made exclusively for vintage play, which are slightly bigger and softer than a modern baseball. Team members do wear cleats, but all modern-day logos are covered with black tape.

“We sometimes do play

other versions of the game as the rules (of baseball) progressed,” Stratton said. “There is a version of the game that uses 1865 rules. That’s when things started to switch. You can no longer catch the ball on one bounce; you had to catch it on the fly, but still barehanded. We (do this) to teach spectators the evolution of the game.”

Which version of baseball is being played is discussed in advance with the opposing team. “Last year, when we traveled to Rhode Island, we played a game with 1880 rules,” Stratton shared. “The pitching was overhand. Only the catcher wore a glove, but

everyone else was barehand and you had to catch balls on the fly.”

Team players are asked to pay a fee to participate and are asked to buy their own uniforms. “Club dues help pay for field use; equipment, including bats, balls and bases; and insurance,” noted Stratton.

Home matches are played at East Goshen Park, 1661 Paoli Pike, West Chester. Games are played on an open expanse of grass in the park. Canvas bags or sacks filled with rubber chips are used for bases.

For the upcoming season, the group will also play

games in other states, including Cornish, Maine. Practices will begin in March, and the opening game will be held on Saturday, April 1, in Bethlehem.

Stratton said that playersincluding himself - have enjoyed being part of the team for the past 10 years. “We love it so much; we can’t get away from it,” he said.

County Leaders Discuss Climate Action Plan

Chester County department leaders and partners met recently to review and prioritize long-term and short-term steps that must be taken to achieve the county’s Climate Action Plan goal of reducing greenhouse gases. The Climate Action Plan, adopted in October 2021 by the commissioners, calls for the county government’s facilities and operations, as well as the Chester County community as a whole, to cut emissions by 80% by 2050. The county’s sustainability director, Rachael Griffith, who presided over the meeting, said the county must lead by example to achieve such an ambitious goal.

In 2023, the top initiatives Chester County government

will invest in include working toward converting a portion of the county’s fleet to electric vehicles and installing EV charging stations at some county facilities. The county will also investigate how to economically acquire electricity from renewable energy sources, facilitate resourcesharing and collaboration between municipalities interested in advancing sustainability goals, and host a Sustainability Summit where sustainability experts can network and share information. The county government will further projects at county facilities related to recycling, waste reduction, and reforestation through an employee committee, Go Green Chesco.

The vision of the Climate Action Plan is to “reduce Chester County’s contribution to global climate change and equitably improve the health and well-being of the community by reducing greenhouse gas emissions

through government leadership and collaboration, mitigating impacts of climate change through resiliency and planning, and transitioning to clean and sustainable energy generation.”

Neighbors

As an alternative to volunteering on Feb. 7, members of the Neighbors group had the option to take part in Moms’ Day Out. “Mothers (were offered) child care at the church, but were able to leave and go shopping,” Essick explained.

The Neighbors group meets from 9:15 to 11:15 a.m. on the first, third and fifth Tuesdays of the month at the church. Each Neighbors meet-

ing includes refreshments, a time of prayer and a guest speaker. While the women are at the meeting, child care is provided for infants through kindergarten-age children.

All Neighbors programs and child care are offered free of charge, but donations are welcome. When a craft is the focus of the meeting, registration is required, and a nominal fee is charged to cover the cost

of supplies.

Commissioners Announce Observance

Chester County Commissioners Marian Moskowitz, Josh Maxwell, and Michelle Kichline proclaimed January as Human Trafficking Awareness and Prevention Month at the first public commissioners’ meeting in 2023. The proclamation acknowledges the work of social service agencies, counselors, law enforcement personnel, and modern-day abolitionists; these parties care for survivors, arrest and prosecute offenders, and seek to prevent new victims. Also recognized in the proclamation are the Chester County AntiHuman Trafficking Coalition, Thistle Hills, and JusticeRain, organizations that support survivors transitioning from exploitation and bondage to freedom and self-sufficiency.

Chester County Sheriff Fredda Maddox and Carol Metzker, who handles community outreach for the Chester County Sheriff’s Office (CCSO) and serves as

an ally for human trafficking survivors, presented each commissioner with a blue lapel pin to help spotlight the issue. Additionally, a blue light was shined on the Chester County Historic Courthouse from Jan. 9 to 16.

Last year, the CCSO hosted an educational program about human trafficking pre-

vention. It also partnered with the Chester County Library System to post the National Human Trafficking Hotline numbers in library bathrooms throughout the county.

The National Human Trafficking Hotline is available 24/7 by calling 888-373-7888 or texting 233733.

CIT Training Highlighted

As part of Chester County’s recognition of National Law Enforcement Appreciation Day on Jan. 9, the Chester County commissioners noted the success of the Crisis Intervention Team (CIT) training, a tool that helps to de-escalate mental health crisis situations and enhance safety and access to treatment.

Chester County’s Department of Mental Health/Intellectual & Developmental Disabilities (MH/IDD) has worked with law enforcement for five years and more recently expanded the training to members of the first responder community to address the increased prevalence of mental health conditions among people they encounter. CIT teaches law enforcement and first responders how to deal with individuals with mental

health illnesses or who are in a mental health crisis. A total of 329 officers and first responders have completed CIT training in Chester County including officers from municipal police departments and the Pennsylvania State Police (PSP); Chester County detectives, corrections officers, deputy sheriffs, 911 dispatchers and

staff members from the Department of Adult Probation and Veterans Affairs; and emergency medical technicians (EMTs) from across the county.

MH/IDD offers a 40-hour law enforcement CIT training course twice a year. Full-day trainings are offered three times per year to 911 dispatchers and EMTs.

COPE provides 24/7 support to overdose survivors and their families at hospital emergency rooms throughout the county. Trained peer specialists make a personal connection with survivors in the emergency room and encourage them to enter treatment immediately following discharge from the hospital. The program also supplies information about overdose prevention and outreach to first responders, hospital staff and the families of overdose survivors. Kichline’s efforts to address the opioid and heroin epidemic led to the introduction of the Color 5K in 2016.

In addition to COPE,

Chester County addresses the opioid crisis through its Overdose Prevention Task Force, which was formed in 2015. The mission of the task force is to prevent overdose deaths in Chester County through a multidisciplinary, coordinated effort between government departments, community organizations, and treatment providers. The task force is led by the Chester County Departments of D&A, Health, and Human Services; the District Attorney’s Office; and Good Fellowship Ambulance and EMS Training Institute.

In addition to the COPE Program, Chester County introduced the Law Enforcement Treatment Initiative (LETI), started by the District Attorney’s Office in conjunction with D&A in early 2022.
