David’s Drive 831 (DD831), a Chester County-based organization with the motto of “Helping Veterans Because We Should,” is continuing its charitable work during the coronavirus outbreak. Its most recent effort was to purchase and pack nonperishable food items that were delivered to local at-risk veterans. DD831 is named for David Turner Jr., who was employed at the Coatesville Veterans Affairs (VA) Medical Center when he passed away at the age of 20 in December of 2009. His family members started the all-volunteer David’s Drive 831 charity to benefit veterans by providing much-needed goods and services. The 831 symbolizes the phrase “I love you,” because the phrase contains eight letters and three words that have one meaning. DD831 and the Coatesville VA joined
Birdsboro Merchant Opens Makeshift Pantry By Francine Fulton
While her consignment store is closed due to the state mandate regarding nonessential businesses, Wendy Sheetz, owner of Stuff 4 Everyone, has set up a makeshift food pantry in front of the store, located at 343 W. Main St., Birdsboro. A sign on the cart of food states, “Take what you need; give what you can.” The food pantry is available Mondays through Saturdays from 11 a.m. to 2 p.m. Among the items offered are canned vegetables and soups, crackers, desserts and snacks. Sheetz said she opened the makeshift food pantry in March as an effort to help others during the coronavirus outbreak. “I cleared my pantry and I went grocery shopping, and I started it,” she said. “(The food) is on a threetiered rolling shelf we happened to have. When they told me I could not open (my business as part of the mandate), I put it outside. I don’t judge; people can pick what they want.” While the food is available during limited hours, Sheetz will accept food donations at any time outdoors under the enclosed storefront. On March 30, the Turner family picked up cases of food products that were ordered from Triple Fresh Market, where David was once employed. With the help of staff members, the food was loaded into the DD831 pickup truck. “(Triple Fresh) provided the product at cost,” said David Turner Sr., DD831 founder and president. “(We then) traveled less than a mile away to East Fallowfield Park, where David was a volunteer and his memorial bench is located.” Working in the park pavilion during a rainstorm, members of the Turner family sorted and separated all the canned goods into green reusable David’s Drive tote bags. Each bag included items such as tuna fish, boxed macaroni and cheese, canned chicken, peanut butter and jelly, juice, canned soups, nonperishable milk, juice and See Food Distribution pg 2
Youngsters Encouraged To Cheer Up Nursing Home Residents By Francine Fulton
A local health care worker is inviting youngsters who are currently not in school to brighten the lives of elderly residents who reside at Brandywine Hall, a nursing home in West Chester, by sending them messages through the mail. “We are on lockdown at this time, which stops all visitors who are not essential workers and family members from coming into the building,” explained Liz Linder, a certified occupational therapy assistant. “(Brandywine Hall has) suspended activities, and (the residents) must stay in their rooms for all meals. I am asking for all school-age children to send cards, messages or pictures to cheer up my patients. They really could use cheering up during this See Nursing Home pg 4

Also added into the bags were Girl Scout cookies. “We packaged 48 bags containing approximately 20 food products in each, close to 1,000 products in total,” David Sr. reported. “The packages were then transported to the Coatesville VA to be distributed by health care personnel to atrisk veterans in the community, including those who receive home health care and others in the HUD-VASH (Housing and Urban Development VA Support Housing) program.” Because of social distancing limitations, only David Sr., Joy and Sam Turner were on hand to prepare the bags in lieu of using
volunteers. Also on hand was Jennifer Lilly, chief of volunteer services at the Coatesville VA. “The social workers and nurses will be super happy to have all these items today,” Lilly stated. “(Some of these veterans) don’t have resources and people who can get out, and they rely on others.” David Sr. said that the charity is planning to hold an additional food distribution effort in the near future. “We are actively planning for the next round of aid, and in keeping with the recommendations of the CDC, we are not seeking volunteers, but (those who) are in the position to assist financially, it would be greatly appreciated,” he stated.

David Sr. also announced that the annual David’s Drive picnic and clothing collection, which was scheduled for Sunday, May 17, may be postponed until later in the summer. As part of the event, lunch is provided to those who bring donations of new men’s and women’s underwear, socks and T-shirts, which are given to homeless and hospitalized veterans from the Coatesville VA. The first David’s Drive picnic was held on May 22, 2010, which would have been David’s 21st birthday. County Announces Limited Services Timeframe The Chester County commissioners announced the extension of the county’s essential services only operation to help slow the spread of the novel coronavirus (COVID-19). The extended period will run to the morning of Monday, April 13. The commissioners’ decision supports the stay at home order issued by Gov. Wolf and aims to help protect the health and safety of both Chester County’s 2,400 full- and parttime employees and individuals and families throughout the county. The deadline to file Pennsylvania personal income tax returns with the Department of Revenue for 2019 has been extended to Wednesday, July 15. The new deadline mirrors the decision made in March by the Internal Revenue Service, which extended the federal tax-filing deadline. All penalties and interest on 2019 personal income tax payments will also be waived through the new deadline.

The recipients are Central Pennsylvania Food Bank, Philabundance, Maryland Food Bank and Meals on Wheels Pennsylvania. Schools and school districts may continue to bring in essential employees involved in the preparation and distribution of meals for children. The emergency Feeding Task Force, which consists of state agencies, charitable food networks, food retailers, and other partners and stakeholders, is working to identify available resources and provide food and water to communities in need. This includes ensuring school-age children, older adults, and others experiencing food insecurity are provided with nourishing meals. Businesses that have resources to help feed and shelter Pennsylvanians in need are encouraged to fill out a survey to assist the task force as it looks to direct resources. Any Pennsylvanian who is suddenly in need of food should complete this survey so the task force can better understand where resources should be directed. The Pennsylvania Department of Agriculture has provided resources for Pennsylvanians to access emergency food assistance during COVID-19 mitigation, including locations of food banks and food pantries that are assisting individuals and families during this time. To ensure that food banks and community feeding organizations remain operable with healthy volunteers, the department provided guidance for ways to limit contact while providing their essential services. The Wolf Administration also asks anyone who is healthy and able to consider volunteering with a local food bank or registering for the State Emergency Registry of Volunteers in Pennsylvania, as this time is creating an incredible strain on charitable organizations’ efforts. United Way of Pennsylvania’s 211 website is also compiling a list of organizations that need volunteers or resources so their work can continue. Amidst Wolf’s continued mitigation efforts, including the state-wide closure of non-lifesustaining businesses and the recent stay at home order issued for several Pennsylvania counties, the work being done by food

assistance resources available and what actions it is taking to ensure access to food does not stop in spite of the COVID-19 mitigation efforts. This pandemic has caused many people and families to find that they are suddenly food insecure and require assistance. Pennsylvanians who need help feeding themselves or their family should find and contact their local food bank or pantry through Feeding Pennsylvania at www.feedingpa.org and HungerFree Pennsylvania at www.hungerfreepa.org. The Department of Human Services (DHS) will continue to process applications and benefit renewals for the Supplemental Nutrition Assistance Program (SNAP). Emergency SNAP applications can be expedited and issued in five days. Pennsylvanians can apply for SNAP online at www.compass.state.pa.us. DHS will continue to process application and renewal benefits, so people should continue to send in paperwork as usual. Penn State Health Seeks Supplies While Penn State Health currently has what it needs to protect its health care workers and care for its patients in response to COVID-19, events are changing rapidly. Gov. Tom Wolf recently announced $1 million in federal Substance Abuse and Mental Health Services Administration (SAMHSA) grant funding to programs offering services to veterans who have opioid use disorder and to the families of these veterans. The grants are part of the $55.9 million SAMHSA grant secured by the Wolf administration to bolster the state’s response to the prescription opioid and heroin epidemic. The seven grant recipients provide programs focused on treatment and recovery, homelessness, suicide prevention, and other services in support of veterans dealing with substance use disorder. The grant recipients include the following. The Jarett Yoder Foundation of Berks County will receive $50,000. This organization provides housing and other services to veterans in need. Many of the veterans the foundation serves have drug and alcohol issues. The grant money will be used to provide expenses for housing, case management services, drug and alcohol testing, peer-to-peer support services, group therapy sessions, and

Lebanon VA Medical Center (VAMC) held a ribbon cutting for its new cancer center and urology outpatient clinic on Feb. 25 in addition to acquiring an advanced bronchoscopy capability to help diagnose veterans with possible lung cancer. The cancer center and urology outpatient clinic features five procedure rooms equipped with the latest in medical technology and eight exam rooms. The facility is 9,000 square feet and cost $5.5 million. The new bronchoscopy system uses electromagnetic navigation that creates a 3-D map guiding doctors to the area of concern in the lung to determine if the area is cancerous. Nearly 1.7 million new cases of cancer will be diagnosed this year, according to the American Institute for Cancer Research.

PPL Electric Utilities joined with Utilities United Against Scams (UUAS) to recognize National Consumer Protection Week from March 1 to 7 and the continuing efforts to educate customers on how they can guard against scams. As a member of UUAS - a consortium of 146 U.S. and Canadian electric, water, and natural gas utilities and their respective trade associations - PPL helps to work across the industry with regulators, law enforcement, and telecommunications partners to stop scams targeting utility customers. Scams and fraud can take a variety of forms, from imposters demanding immediate payment and threatening a service shutoff to an unscrupulous electricity generation supplier marketer making false claims to a customer. UUAS and its member companies continue to create awareness of common and new scam tactics and, to date, have helped to cease operations of more than 6,000 toll-free numbers used against utility customers by scammers. When it comes to potential scam activity, customers should be aware of tactics used by scammers. They include, but are not limited to, threats to immediately disconnect, requests for payment with a prepaid card, spam emails with lookalike logos or trademarks, and spoofing the utility’s phone number. In addition, PPL wants customers to get the best price for their electricity supply and PPL supports shopping for that supply.

Public Alerted About Robocalls The public is being warned that robocalls are likely to increase as the country gears up for the 2020 elections. The 2020 elections, which will be held in November, will see all 435 seats in the House of Representatives, 35 of the 100 seats in the Senate, and the office of the President contested. Thirteen state and territorial governorships, as well as numerous other state and local elections, will also be contested. CPR Call Blocker, makers of a call blocking device, is warning people in Pennsylvania to know their rights when it comes to these calls. In addition, typical scam callers may claim to be from the IRS or other law enforcement agencies. Advice to prevent becoming a victim of bogus calls includes hanging up if there are ever any doubts about someone calling, ensuring the line has been terminated before making any further calls, and never giving out a bank PIN number, as banks will never ask for it. To stop receiving scam and nuisance calls, CPR Call Blocker offers a three-step guide: signing up to the National Do Not Call Registry by calling 888-3821222 or visiting donotcall.gov, removing one’s phone number from directories and looking out for tick boxes on all marketing correspondence to see if ticking or unticking them will prevent calling details being passed on to third parties, and considering getting a call blocker. In the meantime, if one suspects compromise of a bank account, it is advised to contact the bank or card provider as soon as possible. It also advisable to check bank and card statements regularly for unauthorized charges.

REAL ID-compliant driver’s licenses and photo ID cards have now been available to Pennsylvanians who want them for a full year, and the Pennsylvania Department of Transportation (PennDOT) reports that it is well on its way to meeting the projected demand for the federally-approved form of identification. Based on data from other states offering an optional REAL ID program, PennDOT projected that 1.3 million of its customers would get a REAL ID prior to the federal deadline of Thursday, Oct. 1. Since March 1, 2019, PennDOT has processed about 2.7 million customers, with more than 826,000 individuals choosing to opt in to the REAL ID program. The remaining 1.8 million have chosen not to participate or use an alternative federally-acceptable form of ID come the October deadline. A federally-acceptable form of identification (whether it’s a Pennsylvania REAL ID driver’s license or ID card, a valid U.S. Passport/Passport Card, a military ID, etc.) must be used as identification to board a commercial flight or visit a secure federal building that requires a federally acceptable form of identification ID for access on and after Oct. 1. REAL ID is optional in Pennsylvania. There is no requirement that any resident obtain a REAL ID. PennDOT will continue to offer standard-issue driver’s licenses and photo IDs.
