Honey Brook Library Plans Expansion By Francine Fulton

The Honey Brook Community Library recently announced plans to expand its current building by adding a community room and a new area for children and youths. The proposed additions will nearly double the size of the current library. Expansion plans were unveiled on Aug. 17 during a networking event held at the library in conjunction with the Western Chester County Chamber of Commerce and the Honey Brook Community Partnership. Attendees were able to view the sketches of the proposed library expansion and meet with other community members while enjoying beverages and snacks that were served in the library’s outdoor pavilion. Jennifer Spade, library director, greeted those in attendance and provided

information about the building project. “The reason we are hosting (this event) is to kick off our capital campaign to expand the library,” she said. “Our goal is to raise $600,000. We wanted to reach out to community partners, businesses and friends.” She said the library is a very popular place where patrons of all ages attend a variety of programming. “We are small but mighty,” Spade stated. “We are so busy right now that we are busting at the seams and we need to expand.” According to the architect’s sketches, the expanded library will have a U shape and the main entrance of the library will move from the front of the building (on the Route 10 side) to the back of the library. “On the left part of the U will be the community room that will hold about 70 people,” Spade explained. “The existing library will be the adult section, and See Honey Brook Library pg 2

During a recent networking event and capital campaign kickoff, Honey Brook Community Library staff and board members unveiled plans to expand the library. Participants included (from left) board member Kitty Goetz, board treasurer Nicole Markward, board president Sara Huard, library director Jennifer Spade, board secretary Dawn Schaffer and board member Chris Mauchline.

Emergency Services Department NHSAP Season To Conclude To Offer CERT Course With Fiddler’s Picnic By Francine Fulton

By Ann Mead Ash

When local emergencies occur, first responders can be overwhelmed with the number of people in need of help. There is now an opportunity for community members to receive the training they need to help themselves and others during times of crisis. The Chester County Department of Emergency Services will offer a Community Emergency Response Team (CERT) course this fall at the Public Safety Training Campus, 137 Modena Road, Coatesville. This class is open to anyone who wants to learn how to be better prepared before, during and after an emergency. The course will take place on Mondays, Sept. 16 to Nov. 4, from 6:30 to 9:30 p.m. See CERT Course pg 5

Those who take part in the upcoming Community Emergency Response Team (CERT) course will learn skills such as how to rescue a survivor trapped under fallen debris. CERT will be offered on select dates from September through November at the Chester County Public Safety Training Campus in Coatesville.

New Holland Summer Arts Program (NHSAP) secretary/treasurer Sue Noll recently looked back on the success of this summer’s program, which brought a number of returning and new musical acts to the New Holland Area Community Park on East Jackson Street on Wednesday, Saturday, and Sunday evenings. “It has been a good summer with a lot of great shows,” said Noll. Traditionally, the final NHSAP event of the summer is the annual Fiddler’s Picnic. This year’s picnic will be held on See NHSAP pg 3

Commissioners Approve Grants Chester County Commissioners Michelle Kichline, Kathi Cozzone, and Terence Farrell unanimously approved $2.5 million in grants through the county’s Community Revitalization Program (CRP). For more than 16 years, CRP grants have helped to improve communities across Chester County, focusing on urban areas. The City of Coatesville will receive an award of $500,000 for the construction of a new parking garage on Fleetwood Street, as part of the train station project. Kennett Square will be given $500,000 for upgrades and improvements for storm water as well as the curb and sidewalk on the south side of Birch Street. The Borough of Phoenixville will receive $402,000 to help upgrade its waste water treatment plant, incorporating an innovative hydrothermal carbonization (HCT) process that is one of the first installations in the nation. The Borough of West Chester will be awarded $400,000 for streetscape improvements on South High Street, including crosswalks, the installation of upgraded lighting, curb bump-outs, and bus shelters. The Borough of Atglen will receive $300,000 for security measures at the water treatment plant and West End Sewer Pump Station. The Borough of Modena is being awarded $248,000 for rehabilitation of its South Brandywine Avenue Bridge. The Borough of Honey Brook will receive $150,000 to maintain borough utilities for the West James Street water loop. Since the CRP began in 2002, Chester County has awarded more than $68 million in Community Revitalization Program and Community Development Block Grant program grants to the 16 urban centers, including the city of Coatesville and the 15 boroughs, for infrastructure improvements.

Labor Day, Monday, Sept. 2, but the opening and closing times will be different. Live music will begin at 9 a.m. when the Summit Hill Bluegrass band will take the stage. Fiddlers are encouraged to arrive early to reserve a slot on the park stage. The event will conclude at 6 p.m. The performance schedule allows a 30-minute spot for a group and 15 minutes for a single act or a duo. Usually up to 15 acts perform, and the picnic is often a place for musicians to join up to make music together. Musicians who are considering playing on stage together will sometimes gather in spots far from the stage to practice and often draw a crowd to their own mini concert. In addition to string players, individuals who play accordion, harmonica, and keyboard may visit the park to join in on wellknown favorites such as “Rocky Top,” “Foggy Mountain Breakdown,” “Orange Blossom Special,” and “Golden Slippers.” Country and bluegrass tunes are staples of the event. The picnic portion of the event is supplied by the New Holland Lions Club, which brings its food trailer and offers items for purchase. According to Lions Club representative James Bronson, club members will serve barbecued chicken, hot ham sandwiches, chicken corn soup, hot

dogs, sides, and beverages. Members of the Garden Spot High School (GSHS) marching band will help the Lions in the trailer. In return, the Lions will make a donation to the GSHS Marching Band Booster Club. The New Holland Rotary Club will sell water at the event. For many years, a quilt, donated by Witmer’s Quilt Shop, was given away at the picnic. Noll expressed gratitude to the owner for the donations in support of NHSAP. This year, a signed and framed Myrtle Tremblay print of a street scene from Lancaster will be given away at 5:30 p.m. NHSAP is an all-volunteer organization that has existed in New Holland for more than three decades. Noll said that new volunteers are always welcome. Help is especially needed with setting up prior to concerts and clearing the park afterward. Volunteers to accept freewill offerings during intermission are also needed. No admission will be charged for the Fiddler’s Picnic, but freewill offerings will be received throughout the day. Attendees are encouraged to bring lawn chairs. Readers who would like more information about the Fiddler’s Picnic or the Summer Arts Program may visit www.newhollandsummerarts.com, search for “New Holland Summer Arts Association” on Facebook, or email newhollandsummerarts assoc@gmail.com.

Seventy Pennsylvania National Guard (PNG) soldiers and airmen competed with rifles and pistols in multiple courses of fire to determine the best marksmen during the Governor’s Twenty match at Fort Indiantown Gap recently. Created in 1968, the Governor’s Twenty is a state-level National Guard award presented annually to the top 20 shooters in a state. Through this fierce competition, participants have the opportunity to test marksmanship skills and weapon systems in a battlefocused environment. The Army and Air Force both recognize the state award, and it is reflected on the service members’ official personnel record. The top 20 scorers were awarded the embroidered Governor’s Twenty tab and a certificate to identify them as being outstanding marksmen. Events were varied and included multiple distances and shooting positions. The competition was conducted by the PNG Individual Training Branch, Marksmanship Training Unit. The 2019 Governor’s Twenty recipients are Senior Airman Nicholas Yackovich, Harrison City (Westmoreland County); Sgt. 1st Class Scott Sheroky, Fredericksburg See Marksmen pg 7

and Saturday, Nov. 9, from 8 a.m. to 4 p.m. Attendees must attend all of the class sessions in order to receive a certificate of completion. Participants must be at least 16 years of age. Youths between 16 and 18 years old must be accompanied by a parent or guardian. The CERT program educates people about disaster preparedness and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization and disaster medical operations. “We’re not training you to jump on a fire truck or follow an ambulance. CERT is all about when first responders are overwhelmed,” explained Joe Sciandra, lead instructor. “For example, in flooding, (sometimes first responders cannot) get to the area to help people that are affected. Because the nature of CERT and because it is neighborhood-based, people are literally right there.” Since the local area has recently experienced tornadoes and flooding, Sciandra said the class is highly relevant. “The fact is that we are having more violent weather. Those are the kind of things that overwhelm the first responders,” he pointed out. While participants in the program take part in activities such as search and rescue and extinguishing small fires, there are no physical requirements needed to take the CERT course. “Anybody that wants to help out and be aware and help in disaster response is (invited) to attend,” said Sciandra. “There is a place in CERT for anybody. In the aftermath of disaster, there are a lot of jobs and things that have to get done. You don’t have to be a rescuer to be part of the program.” The CERT course includes a section on disaster psychology, which teaches people how to look out for one another, and a section on terrorism, which details the warning signs that indicate that a person may want to harm others. In the Light Search and Rescue unit, the class is taught how to determine if it is safe to go into a structure, then properly search for and rescue survivors. “CERT members are taught how to safely transport survivors from one place to another using simple and effective methods that require common resources such as a chair or blanket. We also teach them how to safely extricate a survivor from being trapped in debris,” Sciandra explained. “The CERT members are clearly taught appropriate boundaries for these rescues. They do not start digging in a pile of rubble for survivors. That is the job of highly trained rescue teams. We try to teach CERT members the importance of their own safety first; they are not trained to take risks that would compromise their own safety.” On the final day of the program, there will be a full-scale simulation where CERT members will put to action all the skills they have learned. Registration for the CERT course is required by visiting https://destraining.chesco.org/ p-6998-cg31.aspx. The registration deadline is Monday, Sept. 9. The course is limited to 30 participants. If the course is full, residents will be placed on a waiting list for the spring session.

Museum Hosts Special Guest

Car Show To Benefit Chester County Food Bank By Francine Fulton

State Rep. Mark Gillen (right), president of the Berks Military History Museum in Mohnton, hosted Francis Gary Powers Jr. at the museum. Powers Jr., son of U-2 pilot Francis Gary Powers, founded the Cold War Museum in Virginia.

The Top Dead Center (TDC) Motor Club will host its annual Drive Out Hunger Car Show and Food Drive to benefit the Chester County Food Bank (CCFB) on Sunday, Sept. 8, from 11 a.m. to 4 p.m. at Downingtown High School East, 50 Devon Drive, Exton. The rain date is Sunday, Sept. 15. This year marks the 11th anniversary of the show, which is being held for the first time on a Sunday. Another change this year is the event’s hours. Previously held from 9 a.m. to 2 p.m., the show adjusted its hours to extend into the afternoon. “A lot of people work on Saturdays, so we felt that (holding the

car show on) Sunday gives more people an opportunity to see the show,” said Joe O’Fria, club president. “We also changed the time so that people could go to (church) services.” Owners interested in displaying their vehicles will be asked to pay a registration fee and to donate three nonperishable food items for the food bank. Registrants will be entered into a drawing to win a cash prize. Spectators are invited to attend the car show for free, but they are asked to donate nonperishable food items for the CCFB. A truck from the food bank will be on hand to accept the donated food. Monetary donations will also be accepted. In addition, Giant will have prefilled bags of food that people may purchase for a nominal donation and give to the food bank. “That’s the main reason we do this - for the Chester County Food Bank,” said O’Fria, noting that the car show generally generates at least 2,500 pounds of food for the CCFB, as well as monetary donations. The upcoming show will feature cars, motorcycles and trucks ranging from antiques to modern-day vehicles. “We are expecting 250 custom cars, hot rods, trucks and bikes,” said O’Fria. Also featured will be music, games and a chance to win door prizes. Food will be offered for sale. The car show will also have new attractions this year, including a display of microcars. “ We will also have two live

He will be showing people how you can actually bend and shape metal to make a part to fit for your car. Very few people in the country do it; it’s a lost art.” Trophies will be awarded for first-, second- and third-place vehicles as determined by judges, and a People’s Choice Award will also be bestowed. O’Fria noted that there are also some unique car show awards giving everyone a chance to win a trophy. These awards include Whoever Traveled the Farthest, Oldest Car/Female Owned and Oldest Car/Youngest Driver. “Last year, we had a 19-yearold with a Ford from the 1920s,” O’Fria pointed out. “ We also (award a trophy for) Oldest Car/Oldest Owner, Coolest Street Rod, Hottest Muscle Car, Work in Progress and my favorite, Loves the Gas Pump.” A total of 25 trophies custom made by TDC members will be awarded. The trophies are made of old car parts that are cleaned, welded together, powder-coated

and then painted. In addition to its annual car show, the club holds a monthly Cruise for the Troops car show on Saturdays from May through September. The final event of the season will take place on Saturday, Sept. 28, beginning at 4 p.m. at the Main Street at Exton shopping center on Route 100. Club members, who pay a yearly membership fee, typically meet on the first Tuesday of the month at 7:30 p.m. in the conference room at the CCFB, 650 Pennsylvania Drive, Exton. Guests are welcome. Having a specialized vehicle is not a requirement, as the club is open to owners of all types of vehicles. For more information about the car show or to register, readers may call 484-206-5109 or visit www.tdcmotorclub.com or www.facebook.com/tdcmotor club. Eye Health And Safety Month Across the country, many children are beginning a new school year, and healthy vision will be critical to a successful academic year. As a child grows, an untreated eye disease or condition becomes more difficult to correct. These can worsen and lead to other serious problems as well as affect reading ability, focus, behavior, personality, and social adjustment in school. Vision problems that can affect children include amblyopia (“lazy eye”) strabismus (“crossed eyes”), and the most common forms of refractive error: myopia (nearsightedness) and hyperopia (farsightedness). For the second year in a row, Prevent Blindness and the National Optometric Association (NOA) are teaming up to declare August as Children’s Eye Health and Safety Awareness Month to educate parents and caregivers on the steps that should be taken to ensure that students are provided with the best opportunity to have a successful school year through healthy vision. To help educate parents and in celebration of its 10th anniversary, the National Center for Children’s Vision and Eye Health at Prevent Blindness is offering the newly revised “Guide to Vision Health for Your Newborn, Infant, and Toddler.” This no-cost comprehensive resource offers information on a variety of topics, including common milestones for visual development, how to help a baby’s vision to develop, warning signs of possible vision problems, and more. The earlier a vision disorder can be identified and treated, the stronger start to learning and development a child will have. A child may be at higher risk of developing a vision problem if he or she was born prematurely (less than 32 weeks completed gestation); has a family history of vision disorders, such as childhood cataract, amblyopia, misaligned eyes, eye tumors, or wore glasses before first grade; has had an eye injury; or has been diagnosed with a problem that could affect his or her physical, mental and/or, emotional development. By diagnosing and treating vision problems early, vision loss later in life can be prevented. To download a copy of the “Guide to Vision Health for Your New born, Infant, and Toddler” or for more information on children’s eye health and safety, the NCCVEH, or financial assistance programs, readers may call Prevent Blindness at 800-331-2020 or visit www.preventblindness.org.

The Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) fund awarded a $75,000 grant to Friends Association for Care and Protection of Children to expand the Homeless Prevention Program (HPP). The grant will be used to hire a case manager based in Coatesville to work with 25 additional families to maintain permanent housing through a balance of financial assistance and strength-based case management. Funding for the PHARE program comes from three main sources. Since 2012, the program has received a portion of the impact fees collected from natural gas companies operating in the state with the goal of addressing the housing shortage caused by the impact of drilling. That is supplemented with two major new funding sources that include a portion of the realty transfer tax and money from the National Housing Trust Fund. PHARE funding is expected to impact more than 2,500 Pennsylvania households through a variety of efforts. The efforts include funding rental/utility assistance, down payment/closing cost assistance for first-time homebuyers, blight remediation initiatives, rental housing preservation and rehabilitation, and other innovative projects and programs. Friends Association promotes the independence of families with children by providing shelter, programs, and services that prevent and end homelessness in Chester County. In fiscal year 2019, Friends Association assisted 354 men, women, and children through four platforms of service, providing 92 families with services focused on individual need and personal capacity while offering compassion and tools to build a stable foundation for the future.
