Shiloh Presbyterian Church (SPC) will hold a pancake and omelet breakfast on Saturday, Sept. 8, from 8:30 to 10:30 a.m. at the SPC Community Outreach Center, 42 S. Fifth St., Oxford. Girl Scout Troop Shares 13 Years Of Memories By Francine Fulton
Girl Scout Troop 41385 formed 13 years ago when kindergarten students began meeting at the home of troop leader Robin McKenna of Parkesburg. Since the girls have reached the age of 18, their days as a troop have now come to an end. “We cannot believe that our troop is made up of high school graduates that (have now) finished their Girl Scouting careers,” said Robin, who is co-leader of the troop along with Diana Wolfe. “Many girls have come and gone through the years. At one time, we had 18 members. However, it has gradually whittled down to just four girls.” The remaining troop members include Paige McKenna, Erin Wayman and Meredith Norris, who graduated from Octorara Area High School, and Makenna Wolfe, who graduated from
Avon Grove Charter School. Paige has been in the troop from its origin. “This 13-year journey of Girl Scouting has been a huge part of my life, and I am thankful for all it has given me,” she said. Robin said that through the years the troop has always placed an emphasis on community service. The troop constructed a raised garden bed to grow produce for the Octorara Food Cupboard and held other fundraisers for the organization. It also sang Christmas carols to local senior citizens. “We weren’t hardcore campers; we were more about community service and trips together,” said Robin. “From when they were little kindergartners, we saved pop tops from soda cans for the Ronald McDonald House. We collected and assembled backpacks for the Water Street Rescue Mission in Lancaster and

Foundation Offers Free Trees The Arbor Day Foundation has announced that anyone who joins the foundation in August will receive 10 free Colorado blue spruce trees or 10 white flowering dogwood trees. The free trees are part of the foundation’s Trees for America campaign. The trees will be shipped postpaid at the right time for planting between Monday, Oct. 15, and Monday, Dec. 10. “The most friendly and welcoming people you will ever meet” is how the Brandywine Valley Ski Association (BVSA) describes its members in a promotional brochure for the nonprofit organization, which meets year-round to enjoy a variety of outdoor sports activities and trips. The ability to ski is not a requirement to join the group. The BVSA will hold an open house for new and prospective members on Wednesday, Sept. 5, at 7 p.m. at the Brickside Grille in Eagleview, located at 540 Wellington Square, Exton. During the open house, visitors can learn about the activities that club members participate in, such as skiing, cycling, hiking, golfing, pool parties and kayaking, as well as planned trips in 2019 to Ireland, Montana and Switzerland. “There will be some folks (at the open house) talking about future trips,” said Tim Noonan, a member of the activities committee. “(Visitors will also hear) reports on some of the things we’ve done recently and future events like horseback riding in October, a bonfire in November and the holiday party.” The event will also include drawings for free memberships for new members only and a display of photos of past events and trips. BVSA members come from throughout Chester County, as well as Wilmington, Del.; Lancaster and Berks counties; and King of Prussia in

her daughter, Makenna. “This simple outlet to have fun sharing our love of community through crafts, songs and encouraging others has also gifted us the major benefit of multifaceted mother/daughter bonding,” she stated. Makenna, who joined the troop when she was in first grade, said she has learned many life lessons through Girl Scouting. “I was taught to be responsible, a leader, respectful, kind, caring and so much more,” she stated. “I wouldn’t trade it for anything.” To celebrate their years together, the troop recently took part in a final trip to Quebec, Canada. Montgomery County. “Established in 1975, we’ve changed (meeting places) over the years,” said Noonan. “We met at the Elks Club in West Chester. When I joined, we met (at a restaurant) in Downingtown.” He said the club has evolved since he became a member nearly 30 years ago. “In 1975, it was a group of 30-somethings who did a few bus trips to Vermont to ski,” he noted. “(Since then) the club has grown to nearly 200 members of all ages.” Noonan’s personal experiences with the club have included rafting through the Grand Canyon and sky diving. “I have been on safari and did a ‘Bike and Barge’ tour in the Netherlands,” Noonan noted. “I learned to sail through the club and become a better skier.” BVSA members are asked to pay an annual fee, with separate prices for couples, families and individuals. Members receive a monthly newsletter that lists club activities as well as reciprocal membership to the Eastern Pennsylvania Ski Council and the National Ski Council. “If the King of Prussia club is going to a destination and we are not, you can go with them,” Noonan noted. “BVSA is just one chapter of the broader Eastern Pennsylvania Ski Council, which includes 38 clubs throughout Pennsylvania, Delaware and Maryland. There are thousands of people involved in it.” Although the BVSA promotes the sport of skiing, club members are invited to suggest other outings and trip destinations.
Members of the Brandywine Valley Ski Association take part in ski outings throughout the year as well as other outdoor activities and trips. The club will hold an open house for new and prospective members on Sept. 5 at the Brickside Grille in Eagleview. “Whatever interests people, that’s what we (offer),” Noonan added. BVSA meets the first Wednesday of each month from September through May at the Brickside Grille. Guests are

said, recalling her experience at a Girl Scout Camporee. “I loved making s’mores and making up silly songs with my friends around the campfire.” Meredith, who joined the troop in third grade after her previous troop dissolved, said that troop outings were her favorite part of Scouting. “One special memory is when we visited New York City,” she recalled. “We went to a small (museum) where we saw the previously used ball from the New Year’s Eve Times Square drop. Another thing we did was write down our wishes on little pieces of paper, which we learned would be used as confetti for the following New Year’s Eve celebration in Times Square.” Diana said an added benefit of being a part of the troop was being able to spend time with

(volunteered) at GAiN in Lancaster.” “We didn’t spend as much time on learning knots or focusing only on badge work,” Paige added. “We have focused on community service projects and event planning. Some of my most vivid memories are of setting up elaborate father-daughter dances, hosting a mother-daughter tea and planning a 100th Girl Scout birthday celebration where we teamed up to represent each decade in which Girl Scouts has been in existence.” Erin, who joined the troop when she was in second grade, noted that the troop also ran a winter weekend cabin camping event for younger girls. “It was really amazing to give them the chance to do a lot of the things that I loved to do so much,” she

Chester County’s website, www.chesco.org, received a top statewide honor, with the County Commissioners Association of Pennsylvania (CCAP) bestowing the Excellence in Website Design Award as part of its 2018 Excellence in Website Awards. The award, for a website in a first- to third-class county, was recently presented to Chester County representatives at the CCAP annual conference in Gettysburg. In presenting the award, CCAP’s first vice president, Kathi Cozzone, pointed out Chester County’s website design, its up-to-date content, and its user-friendly navigation as some of the reasons for the award. The judging panel noted website enhancements that led to accessible, modern designs with increased functionality, the highlighting of county services, and greater transparency to improve residents’ interactions with county government. Chester County’s website receives an average of 110,000 site visits every month and provides information on all county services, including how to obtain
a passport, paying taxes online, juror login, emergency preparedness information, and details on health clinics. Recent features added to the website are WebCAD, a webbased incident monitoring system that allows visitors to view real-time fire, emergency medical, and traffic incidents in Chester County; the Pipeline Information Center; a new online reservation system for parks education programs, camping, and pavilion rentals; and WalkWorks ChesCo! The WalkWorks program encourages residents to sign up and track their steps toward the county’s goal to walk 5 billion steps by the end of this year. School District from pg 1 Avon Grove School District (AGSD) was recognized in the July 2018 edition of District Administration, a national publication for school administrators. The publication has recognized AGSD as a District of Distinction in Science, Technology, Engineering, and Math (STEM) for its innovative use of makerspaces. A makerspace is a DIY lab where classes or individuals can create, invent, and learn. Students have access to various tools, including interactive virtual reality kits, invention tools, electronic and circuit kits, drones, and interactive robots. In the 2015-16 school year, AGSD created a makerspace in Avon Grove Intermediate School’s library. In 2017, Penn London Elementary received its own makerspace. Teachers are the coaches of these spaces, encouraging and supporting students on their path toward creative solutions.

Eligible veterans who served on active duty in the Persian Gulf Theater of Operations from Aug. 2, 1990, to Aug. 31, 1991, have until Friday, Aug. 31, to apply for a special one-time payment to honor their service and sacrifice. The bonus program, administered by the Pennsylvania Department of Military and Veterans Affairs (DMVA), pays $75 per month for qualifying, active-duty service members up to a $525 maximum. For personnel whose death was related to illness or injury received in the line of duty in Operations Desert Shield or Desert Storm, there is an additional $5,000 available to the surviving family. Service members who were declared prisoners of war may also be eligible for an additional $5,000. To be eligible for the bonus, a service member must have served with the U.S. Armed Forces, a

Children’s Eye Health Month August for many children in the United States is the beginning of a brand new school year. According to the recent report from the National Center for Children’s Vision and Eye Health at Prevent Blindness (NCCVEH), vision plays an important role in a child’s physical, cognitive, and social development. Visual functioning is a strong predictor of academic performance in school-aged children. According to the results from the “2016 National Survey of Children’s Health,” less than 70 percent of children in the United States are receiving appropriate vision screenings or eye examinations. Children are more likely to receive a vision screening or eye examination as the household income increases. Minority children are also at increased risk of missing critical
steps to ensure healthy vision. The survey found that white, non-Hispanic children are more likely to receive a vision screening or eye examination, followed by Hispanics, and black children. Children who are Native Hawaiian and Pacific Islanders have a much lower rate of preventive vision care. Health literacy of parents and caregivers is also a factor in children’s overall health care. According to the Pediatrics article, “Child Health Disparities and Health Literacy,” low health literacy is a growing problem for Americans, with studies reporting 90 million adults with a limited understanding of basic health information and services. Half of all parents have difficulty reading and understanding patient education materials, and many struggle to comprehend medical advice that is critical to the

Prevent Blindness and the National Optometric Association have combined their efforts to declare August as Children’s Eye Health and Safety Awareness Month to educate the public on the importance of healthy vision for all children. Prevent Blindness provides free information on a variety of topics, including amblyopia (lazy eye), strabismus (crossed eyes), recommended sports eye protection, and more on its website. A listing of financial assistance programs is also provided to assist parents and caregivers with access to eye examinations and glasses for their children. Prevent Blindness recommends a continuum of eye care for children that can include both vision screening and comprehensive eye exams. All children, even those with no signs of trouble,
should have their eyes checked at regular intervals. Any child who experiences vision problems or shows symptoms of eye trouble should receive a comprehensive eye exam by an eye care provider (an optometrist or an ophthalmologist.) Some children are more likely to have eye problems. A child’s doctor should be aware of several factors that may make a child more likely to develop a vision problem. Those factors include: the child was born prematurely; the child has a family history of eye problems; the child has had an eye injury; and the child has diabetes. Children in high-risk categories should be examined by an eye care provider, such as an optometrist or an ophthalmologist. Pennsylvania law requires motorists stop at least 10 feet away from school buses when their red lights are flashing and their stop arm is extended.

Strasburg residents Al and Patti Means have been working with bloodhounds since 1988, when they picked up their first man-trailing hound. “That 40-pound dog had two people to train,” Al recalled. “There was no one around here who was doing search and rescue. He taught us a lot.” Al and Patti launched Red Rose K-9 Search and Rescue in 1989 and have provided their services free of charge to the community for 30 years. Along the way, they have trained and worked with a total of 12 dogs; the current and final two are Chip, age 3, and Reuben, age 4. Although Al and Patti are anticipating retiring, probably within a decade, they are still going strong, and Patti routinely walks at least 2 miles every morning in order to be physically prepared to track a person through any kind of terrain. “(On a case), it’s different,” Patti remarked. “There’s a dog pulling you on. The adrenaline kicks in and carries you.” The teams - Patti works with Reuben, and Al is paired with Chip - have looked for lost children and alleged criminals in all kinds of weather. Al noted that the dogs have trained in temperatures as low as 3 degrees. “At those temps, we have to be careful their ears don’t freeze because they drag on the ground,” he said. As a nonprofit organization, Red Rose K-9 Search and Rescue accepts donations from individuals, businesses, and other organizations. For nearly a decade, the team has been the recipient of funds raised by Millersville residents John and Phyllis Koenig through the Muddy Run Canoe and Kayak Race. The Meanses typically use the race proceeds for training seminars hosted primarily by law enforcement groups that
use bloodhounds every day. “Bloodhounds are highly active and intelligent dogs,” John related. “(Their) scent tracking is so good that the testimony of a bloodhound’s mantrailing results is accepted in almost any court.” This year’s Muddy Run Canoe and Kayak Race will be held on Saturday, Sept. 22, on the lake at Muddy Run Park, 172 Bethesda Church Road W., Holtwood. Registration will open at 8:30 a.m., the race meeting that is mandatory for all entrants to attend will be held at 10:30 a.m., and the race will begin at 10:45 a.m. Three courses of distances ranging from 1.25 miles to 5.5 miles have been established. More than 60 classes are available to accommodate racers of all skill levels and types of watercraft. Phyllis noted that a few classes have been added to the recreation category to reflect changes in kayak and canoe components and design. Awards for the top three finishers in each class will be distributed after the race, and drawings for door prizes will be held as well. Additionally, a kayak tug-of-war will take place just for fun while the times are being tabulated.
Between 80 and 100 children and adults participate each year, and even more folks attend as spectators. A number of people are regular attendees. “It’s such a cool group of people,” Patti remarked. “It just always has a good feel about it,” she said of the event. The lake tends to be calm, and there is minimal current. Participants may focus on their form or the scenery as they paddle, rather than worrying about obstacles or rapids. “We made it so the average person can go out and have a good time,” John explained. “I try to make it enjoyable.” There is a cost to enter the race, and registrations received by Friday, Sept. 14, will be guaranteed an event T-shirt. Registrations will be accepted by postal service through Wednesday, Sept. 19; after that date, folks must wait to register at the event. Angel Flight East from pg 1 Although AFE’s office is located in Blue Bell, its services cover a 14-state territory from Virginia to Ohio to Maine. Local pilots are part of the AFE organization. “We have 13 pilots based at Brandywine Airport in Coatesville,” noted Jess Ames, AFE programs and events coordinator. Other volunteer pilots are based out of Brandywine Airport in West Chester; Heritage Field Airport, formerly known as the Pottstown-Limerick Airport; and Reading Regional Airport. “A lot of the pilot recruitment is by word of mouth, but we do outreach to smaller airports and post flyers to get new pilots signed up,” she added. Interested pilots are invited to complete an application at www.angelflighteast.org. “They are required to have 300 log
hours of flight time and an IFR (Instrument Flight Rating) and have access to a plane with four seats,” Ames explained. “There are some retired pilots, but the majority of them have full-time jobs. They will arrange their schedule to fly a flight with us. Some of our pilots are in clubs (that own a plane).” She pointed out that pilots may also use rented planes to make the flights. “We have a flight coordination system,” Ames explained. “Pilots can log on anytime and see a list of available flights, how many passengers, the origin, the destination and (related information). It’s based on their availability if they can take a flight.” AFE pilots provide non-emergency transportation for passengers who have a variety of illnesses and conditions such as cancer.
There is no charge to passengers, and there are no income requirements to qualify for the service. “They must be medically stable and ambulatory and able to board a small aircraft,” Ames noted. “They need a verification from a third party, and there must also be a medical form filled out by their doctor.” The trips are a minimum of 100 miles and a maximum of 1,000 miles. “Our planes are smaller, so they can’t fly as far as a commercial flight,” Ames noted. “We try to help as best as we can. If someone is outside our territory, we refer them to other volunteer pilot organizations.” Ames pointed out that AFE also provides compassionate flights that allow people to visit with their loved ones who are patients at hospitals that are not close to their homes. “We try to get people to medical treatments, as well as keep families together,”
she said. “Parents can fly up and back to see their children.” She added that the flights are weather dependent. “In the winter, we have to battle with the weather. These flights are never 100 percent guaranteed,” Ames noted. “We ask that passengers have a backup mode of transportation or reschedule their appointments.” She credits the pilots for the success of the organization, which schedules around 850 flights each year. “They are the core of what we do. Without them, we would not exist,” she said. “Pilots say they do it because it gives them a reason to fly. Local golfers are invited to support the Moores Memorial Library of Christiana while enjoying a day of golf at the library’s ninth annual golf tournament on Monday, Sept. 17. This year, the golf tournament will be held at a new location, Tanglewood Manor Golf Club, located at 653 Scotland Road, Quarryville. A light lunch will be provided at noon to start the day’s event, followed by a shotgun start at 1 p.m. The format will be a best ball tournament. A picnic-style barbecue chicken dinner will be served after the tournament. The entry fee includes green fees, use of a cart, range balls, lunch, dinner, water and other beverages. The golf tournament is a joint effort by the library board and the Friends of the Library. All
proceeds from the event will go to funding the operation of Moores Memorial Library. Proceeds will be used to help the library maintain free use of computers and internet access and to finance the cost of the Summer Reading Program with prizes, weekly story time programs during the school year, the book club for adults, the local history collection and other programs. This year, there have been several larger than usual expenses for the library, including the replacement of computers. “We (also) had to do pretty extensive upgrading of our handicapped elevator, and that has been completed,” said Joan Esworthy, a member of the Friends of the Library. Live auction items will include artwork, home décor and collectibles. “We will also (award) a hunting trip to Ohio this year that has been provided by one of our outfitters,” Lyle pointed out. The winner of the trip, a deserving family that was chosen by the chapter members, will be announced during the dinner. Those who make a set monetary donation or bring three nonperishable food items to the event will receive a free ticket to be entered into a drawing to win a muzzleloader. The monetary and food donations will be given to local food cupboards. Backyard Bucks is the Chester County chapter of Whitetails Unlimited (WTU), which has close to 500 chapters in the U.S. Proceeds from the event will be used by the local
chapter for projects such as youth programs and conservation and preservation efforts. Every summer, the chapter sponsors an archery program at the Chester County Conservation Camp held at Paradise Farms in Downingtown, supplying the bows, arrows and targets. “The event this year was in July, and we had more than 40 kids attend,” Lyle said. “ We teach them archery and archery safety, and they shoot at targets. Basically, it’s a beginner’s archery class.” The club also sponsors youths to attend the camp each summer. A portion of the proceeds from the Sportsman’s Event will be donated to the One Wish Foundation, a nonprofit organization that raises money to take children who have social or medical conditions and their families on an outdoor adventure such as mountain climbing,

Pregnancy Resources at Cornerstone recently hired Jennie Straub as client service and outreach specialist. Straub earned a Bachelor of Arts degree in criminal justice from Edinboro University of Pennsylvania. She has more than 20 years of experience in social services, specializing in working with families and youths in crisis. She is passionate about guiding and educating Cornerstone clients through their unexpected pregnancies. Straub is available to teach a dating violence program called Constructing Safe Relationships. The program provides information on how to recognize the warning signs of an unsafe relationship and how to protect oneself on social media platforms. The overarching goal of Constructing Safe Relationships is to empower young people to make
healthy choices and protect themselves and to assist parents and influencing adults to be aware of their children’s exposure to unhealthy influences. Pregnancy Resources at Cornerstone has been a part of the community for more than 30 years. The organization supports individuals who are facing the life-changing issues that surround pregnancy. Barshinger Cancer Institute, Lancaster General Hospital, and Women and Babies Hospital. Chester County Commissioners Michelle Kichline, Kathi Cozzone, and Terence Farrell have announced the appointments of Robert Kagel as county administrator and Julie Bookheimer as chief financial officer. Kagel will assume his role effective Saturday, Sept. 1. Kagel, who has served as director of the Chester County Department of Emergency Services for four years, will be responsible for the supervision and direction of all county government programs, finance, and administrative operations under the leadership of the County Commissioners. Chester County chief operating officer Mark Rupsis is slated to retire on Sept. 1. Kagel joined Chester County’s Department of Emergency Services as a quality analyst in 2002 and was promoted to assistant director for quality in 2007 and deputy director for emergency management in 2010. As director of the Chester County Department of Emergency Services, Kagel oversaw the implementation of the
$45 million emergency radio system, as well as the construction of the Public Safety Training Campus. He has worked with the leaders of other departments and has formed relationships with various county partners. Kagel also represents Chester County as eastern area president of the Keystone Emergency Management Association and vice chair of the Southeastern Pennsylvania Regional Task Force and was appointed to the Federal Emergency Management Agency’s Region 3 Regional Advisory Council. Kagel is an emergency medical technician and a volunteer firefighter, and since 2003 he has been an adjunct instructor for the U.S. Department of Homeland Security, Federal Emergency Management Agency, National Emergency Training Center, Emergency Management Institute in Emmitsburg, Md. Kagel earned a Bachelor of Science in legal studies from California University of Pennsylvania and holds an Associate of Applied Science in technical

Joseph’s People Changes Leaders
LABOR DAY
After volunteering over 23 years for Joseph’s People (JP), a nonprofit organization dedicated to helping unemployed and underemployed workers, Cheryl Spaulding is stepping down. Spaulding co-founded the group in 1995 and has been president since 2001. She will remain on the board as president emeritus and direct the Faith Committee. The mission of Joseph’s People is to guide those who have suffered job loss and recover their professional lives and personal dignity. It is the largest faith-based organization of this kind in the Philadelphia area and has grown to 11 chapters in the Philadelphia area and one in Pittsburgh, with more than 5,000 graduates. Ernest W. Russom III is the new president. He has been Joseph’s People of Central Delaware County co-chair and chapter leader of St. Laurence for 12 years. He is executive director of The Westview Associates. Joseph’s People will continue the strategy of utilizing professionals within the job search arena to donate their expertise and help members conduct an effective job search. There will never be a fee to benefit Joseph’s People services. Ann Marie Barr, the new vice president, is president of West Grove’s JP in Chester County. She oversees human service advocacy, support groups, and assistance for Assumption of the Blessed Virgin Mary parish. She works as mobile workforce navigator at Open Hearth Inc., connecting Chester County job seekers with CareerLink and United Way Financial Stability Center. Sue Curran, who has been appointed secretary, is the chapter leader of Huntington Valley, Montgomery County. She is the owner of SC Staffing and Consulting. Jane Furgas will continue as treasurer, which she has been since 2011. She converted manual records to spreadsheets and online banking. She keeps track of banking and heating fund distributions.
