Oxford United Methodist Church (OUMC) will hold its 16th annual Harvest Fair on Saturday, Oct. 13, from 10 a.m. to 2 p.m., rain or shine. The event will include an array of artists and craftspeople displaying and selling their work, as well as live entertainment on the outdoor stage and plenty of food. Hours for the Harvest Fair are somewhat shorter than in previous years, but that change just happens to fit in well with other activities going on in Oxford that day, including an afternoon of zombie-themed events at the Oxford Public Library’s “Walking Dead Day” and the downtown car show, which was postponed from its usual September date due to bad weather. “I may be a little biased, but I can’t imagine a better way to spend a few hours with family in southern Chester
County,” said the Rev. Mark Terry, OUMC pastor. “And, with the car show rescheduled for later the same day, folks can enjoy some time with us before they walk up to the show.” Visitors will be happy to see many of their favorite crafters from previous years, along with some new ones as well. Items for sale will include quilts, metal crafts, tote bags made from repurposed material, fused and blown glass, handmade purses, wood crafts, local honey, ice cream, birdhouses, alpaca wool products, handcrafted jewelry and handmade cards, along with embroidered towels, bibs and bags. There will be a special booth with crafts made and donated by church members. The featured craft this year will be table decorations made with artificial flowers in glass vases filled with clear acrylic material to give the appearance of water. See Harvest Fair pg 6

Chester County 4-H Names Spirit Award Winner

As of July, Lincoln Larsen is the new assistant pastor at Bethany Presbyterian Church in Oxford. The 30-year-old Larsen is originally from the Seattle area, but he and his wife, Emma, moved close to Philadelphia three years ago while he attended Westminster Theological Seminary in Glenside. They relocated to the Oxford area when he was accepted to the position at Bethany. “This is my first full-time ministry opportunity,” Larsen said. In 2012, Larsen had been living in Grove City, near Pittsburgh, and working in construction until a shoulder injury kept him out of work for eight weeks. It was during that time that he started seminary classes part time at Reformed Presbyterian Theological Seminary in Pittsburgh.

Kaitlin Bell of Nottingham was presented with the Spirit of 4-H Award, which is given annually to one Chester County 4H member. She received the award during the Chester County 4-H Fair held this past summer at the Romano 4-H Center in Honey Brook. Kaitlin is a member of the Chester County Golden Fleece 4-H Club, the Chester County 4-H Swine Club and the Chester County 4-H Beef Club. For the honor, she received a plaque. Philadelphia Eagles linebacker Jordan Hicks will share his professional experience as an athlete and a man of faith on Tuesday, Oct. 23, at 7 p.m. at the Parkesburg Point, 700 Main St., Parkesburg. Doors will open at 6 p.m. Hicks will discuss what made the recent football champions a unique team and how team members’ faith carried them to the franchise’s first victory in the National Football League’s championship game. The Point’s mission is to empower youths and their families to live victoriously by offering a safe, engaging, supervised, Christian environment where youths are surrounded by positive role models and may socialize with peers during the afterschool hours of 4 to 8 p.m. when they may otherwise be home alone and unsupervised. Each evening, students receive a hot meal and have access to a variety of academic, enrichment, health and wellness, music, life skills, career readiness and recreational programs. The Point partners with more than 500 volunteers,
30 local churches, community leaders, businesses, police departments, and school districts, as well as the judicial system, to collaboratively address the needs of the community’s most vulnerable youths. The Point currently serves 467 individual students ages 8 to 18, with an average of 50 to 80 students attending daily and 250 attendees over the course of a week. Most of the students come from the Octorara School District, but close to 20 percent of students now travel from the Coatesville Area School District. The new training center will feature a simulated apartment, a large training room that is able to be divided into smaller, private training spaces, additional handicapped-accessible restrooms, a semi-commercial kitchen and an auditorium space. Along with the grand opening, attendees enjoyed tours of the new building and the puppy kissing booth, watched training demonstrations, toured the kennel, shopped local vendors, enjoyed food from a variety of food trucks and took their chance to win $5,000 in cow bingo. Canine Partners for Life (CPL), a local nonprofit organization that trains service and companion dogs for individuals with disabilities, hosted its annual open house on Sept. 15. Basie and Sawyer, two of CPL’s servicedogs-in-training, kicked off the afternoon by tugging the ribbon off the new Marian S. Ware Program Services Center to officially open the building to the public. After breaking ground in March 2017, the center was efficiently constructed in just over eight months. The building offers office space, private meeting rooms that allow staff and clients a comfortable area to have personal conversations, a new whelping area that provides a safe environment for puppies to be born and cared for and handicapped-accessible restrooms. The purpose of these amenities is to improve CPL’s ability to better serve individuals who benefit from the assistance and companionship of a canine partner. The Marian S. Ware Program Services Center completes phase one of the Partnership for Independence Campaign, an $8.5 million campaign to expand CPL’s existing office space and construct

Originally a club award, the Spirit of 4-H Award was started in 1998 by the former Saddle Up 4-H Horse and Pony Club that met in northern Chester County. The award went to a member of the club who demonstrated the most spirit, enthusiasm and willingness to do anything for 4-H or the community. In 2007, the club, with support from the 4-H Advisory Committee, made it a countywide award that is presented to one Chester County 4-H member at the annual 4-H Fair. 4-H club leaders are asked to nominate one member from each club for the award. Nominees must display the qualities listed, have been in 4-H for at least one project year and have participated in meetings and club activities. Once nominated, the members are asked to complete an application to be reviewed by the 4-H Advisory Committee, which selects the nominee deemed most deserving to win the award. “The application has questions, such as what they have done in 4-H and how 4-H has affected them,” noted Toni Stuetz, Extension 4-H educator. In her application, Kaitlin credited 4-H as having a major impact on her life, including teaching her responsibility for “a living animal and its well-being.” “I am responsible for managing how much money I spend and how I balance my income and expenses,” she wrote. According to Betsy MacCauley, one of Kaitlin’s 4-H club leaders, Kaitlin exemplifies the spirit of 4-H. “She happily shares her knowledge and experience with others at club, county and public events,” MacCauley stated. “She is always willing to lend a hand and provide encouragement. Her enthusiasm is contagious, and her natural ability at leadership makes her a role model for all 4-H participants.” Three additional 4-H members were honored, including Madison Fisher of Pottstown, Suzanna Angstadt of Coatesville and Summer Lauren of West Chester. They were presented with certificates of achievement. Each was nominated by her club leader and was a finalist in the award process. This resulted in their need to seek out opportunities to keep low to moderate risk juveniles within close proximity to home and community resources which could parallel the successful outcomes of longterm placements. The Youth Intervention Center initially developed the P.U.L.S.E. Weekend Program with the objective of providing short-term, evidence-based treatment with the goal of diverting juveniles away from the need for long-term placements. The participant’s goals, program length, and groups will be determined based on recommendations from the juvenile probation officer or children and youth caseworker, consultation with the parents/guardians, and results of various assessments. The youths participate in evidence-based programs, as well as psycho-educational groups. The results are demonstrated in improved outcomes for juveniles and their families. The Partner Award recipient is Carolyn McKenna, director of development at Home of the Sparrow in Chester County. Trauma histories, substance use, housing and self-sufficiency are among the challenges facing women’s successful re-entry from
incarceration in Chester County’s criminal justice system. Partnering with the County Criminal Justice System, Home of the Sparrow provides case management services to women re-integrating into their communities following the Collaborative Casework-Women Model developed by the National Institute of Corrections. Home of the Sparrow embraces the philosophy that case management for justiceinvolved women should be a dynamic, seamless process from entry into the system and continue until the woman is stabilized in her community with the goal of not only reducing criminal behavior but increasing the health and well-being of women, their families, and community. They provide a comprehensive case management model that addresses the complex and multiple needs of women involved with the justice system, recognizing that women have strengths that can be mobilized, while matching services in accordance with risk level and need. CCAP salutes everyone involved in these efforts for being innovative pioneers in meeting the challenges facing all county jails and juvenile justice providers.
CCAP Awards Posted meeting scheduled every two months and their performance is transparent for the public to see whether positive or negative. An Honorable Mention in the large jail category was awarded to Berks County Prison for their Mental Health First Aid (MHFA) Certification. With their rising mental health population, they recognized a need to improve staff training and education about signs and symptoms of mental illness, for all staff, especially custody supervisors and correctional officers. Staff was trained through Mental Health First Aid USA, an eight-hour course that teaches a five-step action plan encompassing the skills, resources and knowledge to help an individual in crisis connect with appropriate professional, peer and self-help care. This approach is demonstrating results throughout the prison and better outcomes for both inmates and staff. The 2018 recipient of the Juvenile Alternatives Program Award is Lancaster County for their P.U.L.S.E. Evening Treatment Center. Lancaster County’s Juvenile Court, the Office of Juvenile Probation, and the Children and Youth Agency were experiencing a reduced accessibility to specialized programs, as well as the closure of

The County Commissioners Association of Pennsylvania (CCAP) recently bestowed Criminal Justice System for the 21st Century Best Practices Awards. The 2018 Best Practices Award in the large county jail category was presented to Lancaster County Prison for their PrisonStat Program, an active leadership strategy to achieve transparency, accountability, and efficiency at the prison, drive real measurable results, and help turnaround within the organization. First initiated in 2016, PrisonStat is modeled on the Performance Stat idea which is an active leadership model that uses an ongoing series of regular meetings during which the chief executive and/or leadership team uses current data to analyze aspects of an organization’s performance. This continuing analysis of predetermined metrics produces results by pushing the organization toward performance targets. It also provides leaders with the ability to articulate to the organization and public what improved results need to be demonstrated. The United States Postal Service (USPS) has released several tips to encourage customers on city motorized, rural, or highway contract box delivery routes to examine and, where necessary, improve the appearance of their mailboxes. The USPS reminds customers of the need for providing mailboxes that are: approved by the postmaster general, safe to use, conveniently located, and neat in appearance. According to the USPS, mailboxes that meet these four requirements help delivery and collection operations and improve service to the entire route. Some of the typical activities that may be necessary include: replacing loose hinges on a mailbox door, repainting a mailbox that may have rusted or started to peel, remounting a mailbox post that may have become loose, and replacing or adding house numbers. Approved traditional or contemporary curbside mailboxes are required whenever a mailbox is newly installed or replaced. However, a custom-built curbside mailbox may be used if the postmaster gives prior approval
and if the mailbox conforms generally to the same requirements as approved manufactured curbside mailboxes. A mailbox should display the street name and house number or, if house numbers are not authorized, the assigned box number on the side of a single mailbox or on the doors of grouped mailboxes visible to the approaching carrier. The street number, box number, and/or any other address information must be inscribed in a contrasting color in neat letters and numerals not less than 1 inch in height. Customers are encouraged to group mailboxes whenever practical, especially where many mailboxes are located at or near crossroads, service turnouts, or similar locations. If the mailbox is on a street other than the one on which the customer resides, the street name and house number must be on the mailbox. It is generally in the customers’ best interest to display their address on both sides of the box. Police, fire, and rescue personnel often depend on mailbox information to locate people, and they may approach from a different direction than
the carrier. In all instances, placing the owner’s name on the box is optional. Generally, customers should install mailboxes with the bottom of the mailbox at a vertical height of between 3.5 to 4 feet from the road surface. However, because of varying road and curb conditions and other factors, the USPS recommends that customers contact the postmaster or carrier before erecting or replacing mailboxes and supports. The curbside mailbox must be on the right-hand side of the road in the carrier’s travel direction in all cases where traffic conditions make it dangerous for the carrier to drive to the left to reach the mailboxes, or where doing so would constitute a violation of federal, state, or local traffic laws and regulations. Mailboxes should be placed so the carrier can safely and conveniently serve them without leaving the vehicle. Carriers are subject to the same traffic laws and regulations as other motorists. Customers must remove obstructions, including vehicles, trash cans, and snow, that impede efficient delivery. Except
when a mailbox is temporarily blocked, carriers must have access to the mailbox without leaving the vehicle. The USPS does not approve support posts. In addition, the USPS does not regulate mounting of mailboxes for purposes of traffic safety. Mailbox posts are often subject to local restrictions, state laws, and federal highway regulations. In areas where snow removal is a problem, the USPS suggests using a semi-arch or extended arm-type support, which allows snowplows to sweep near or under boxes without damaging supports. Larsen was drawn to Bethany by the qualities of the church. “I listened to quite a few of Pastor Mark’s sermons before I applied. I wanted to go to a church that was well established, that had elders and deacons. In the interview process I realized there is a good alignment of core values and focusing on the Gospel,” he said. “Everyone was very welcoming and friendly, and it just seemed like a good place to be.” Larsen’s duties at Bethany include working with the youth group and young families, as well as filling in preaching when needed. “Part of my job at this point is to get to know people. To effectively minister, you have got to know people,” he said. “I definitely enjoy the one-on-one interactions. I think that’s got to be the foundation for what you do. No one is going to listen to you from behind the pulpit if they have no relationship of trust with you.” When he has the opportunity to preach, Larsen’s goal is to help

At his wedding in 2014, he met a couple who were friends of his new wife’s family. A few weeks later, after just that brief meeting, they offered to pay for his tuition so he could attend seminary full time. “They felt like God called them to do that. That was a huge confirmation to me,” he said. “God put that on my lap in a way to prove, ‘You hadn’t even asked for this, but this is how richly I’m providing for you.’” There were a number of applicants for the position at Bethany. A search committee narrowed it down to three candidates to meet in person. “Right away I could tell Lincoln and I were seeing eye to eye. He’s a sharp young guy, and he’s doing this because he’s called to it,” said Bethany pastor Mark Mathews. “It’s important to have a young person. The older I get, the less easy it is for me to relate to younger families. Culturally and generationally, it’s better to have someone who’s in tune with them.”

The survey, an update on Chester County Quality of Life surveys undertaken in 2009 and 2013, has been developed
The Pennsylvania Game Commission again has installed a camera on State Game Lands 311 in a field in Elk County that typically is a hub of elk activity as the bugling season this fall heats up. Video and sound from the camera are being live-streamed at www.pgc.pa.gov, and viewers can expect not only to see elk, but also turkeys, deer, and other wildlife. The live stream is the latest in a string of real-time wildlife-watching opportunities offered by the PA Game Commission. The page also contains information on Pennsylvania’s elk, where to view them, and links to the Pennsylvania Great Outdoors website, which includes all sorts of helpful information for anyone visiting elk country. The live stream is slated to run until the end of the bugling season, likely sometime in mid-October. The top time to see elk on camera is late in the afternoon.
