Invitation to apply for membership ENOLL 5TH WAVE All organisations public and private from all countries in the world, actively committed to engage and empower users and citizens to take part in sustainable innovation processes, are invited to apply for membership in the European Network of Living Labs (ENoLL) as of 14th December 2010.

The application form can be obtained through pre-registration with the ENoLL Office (info@enoll.org) by providing your organisation name, web address, applicant country and contact person details. Completed applications must be sent to 5wave@enoll.org by the final deadline of 24:00 hours on 15th March 2011.
Note that there is no financial provisioning for members, and indeed the ENoLL Association reserves the right to introduce an administrative fee for all ENoLL members during the year 2011.
Approved new members will enter the network at a 5th Wave launch ceremony under the auspices of the Hungarian EU Presidency on 16th May 2011 in Budapest. Living Labs and ENoLL A Living Lab is a real-life test and experimentation environment where users and producers co-create innovations. Living Labs have been characterised by the European Commission as Public-Private-People Partnerships (PPPP) for userdriven open innovation. A Living Lab engages in four main activities: • • • •
Co-Creation: co-design by users and producers Exploration: discovering emerging usages, behaviours and market opportunities Experimentation: implementing live scenarios within communities of users Evaluation: assessment of concepts, products and services according to socio-ergonomic, socio-cognitive and socio-economic criteria.
The European Network of Living Labs – ENoLL – is a community of Living Labs with a sustainable strategy for enhancing innovation on a systemic basis. The Association supports the evolution and the wide uptake of the Living Lab paradigm throughout Europe and beyond. For further information visit www.openlivinglabs.eu. Who has proven its capability to operate as a Living Lab and/or Who acts as an innovation service provider through the Living Labs methodology and/or Who is currently developing their operations towards Living Labs

Evaluation and approval process Membership application proposals are first checked for eligibility and are rejected if any one of the following conditions are true: • • • • •
arrival at the ENoLL address after the deadline (15 March, 2011 at 24:00 hours) template not used or severely misused missing LL legal body (host organisation) name or VAT/registration number missing LL contact person name, email or phone grossly exceeding the length limit (12 pages, 11 pt font) or file size limit of 1,0 MB.
Eligible proposals are then evaluated against the following evaluation criteria, identified through the experience of ENoLL members in running a sustainable Living Lab. It is not necessary to satisfy all criteria, rather the evaluators look at the balance of criteria with respect to the development of Living Lab operations. Evaluation Criteria • • • • •
Evidence of co-created values from research, development and innovation Values/Services offered/provided to LL actors Measures to involve users Reality of usage contexts, where the LL runs its operations User-centricity within the entire service process

Full product lifecycle support - capability & maturity LL covers several entities within value-chain(s) Quality of user-driven innovation methods and tools Availability of required technology and/or test beds Evidence of expertise gained from the Living Lab operations Commitment to open processes IPR principles supporting capability and openness Openness towards new partners & investors Business-citizens-government partnership – strength & maturity Organization of LL governance, management & operations Business model for LL sustainability Interest and capacity to be active in EU Innovation system International networking experience and capability Channels (web etc) supporting public visibility and interaction People/Positions dedicated to LL management & operations

The evaluation and selection decisions are finally approved by the ENoLL Council, applying conflict of Interest principles followed by relevant EC selection procedures. All applicants will be informed about the outcome of the evaluation at least 30 days before the launch event in Budapest, Spring 2011.

Fourth Wave Living Labs
Evaluation is carried out by an evaluation panel divided into evaluation teams, each composed of 3 evaluators from three different EU nations. Applications passing the eligibility test are assigned to teams having no member from the proposing nation and are scored according to the above criteria, clustered into five categories. A special cross-evaluation team ensures consistency of scoring.
