The new mandate

CIOs face a pivotal moment in redefining their role within organizations.

The traditional IT leader is evolving into a strategic business enabler, balancing innovation with efficiency while driving business outcomes. The key priorities for CIOs this year revolve around aligning IT with business goals, leveraging emerging technologies, optimizing existing investments, reducing technical debt, and collaborating closely with the C-suite to create value.

One of the most critical responsibilities for CIOs in 2025 is ensuring that IT strategies directly support business objectives. Technology is no longer just an enabler—it is a core driver of business transformation. CIOs must work closely with CEOs, CFOs, and other business leaders to develop IT roadmaps that align with revenue growth, customer experience, and operational efficiency.

The rapid emergence of AI presents both opportunities and challenges. While new technologies can drive innovation, CIOs must also ensure they maximize the value of existing investments. This means adopting a strategic approach to modernization—leveraging automation, enhancing legacy systems where possible, and integrating new solutions that complement rather than replace existing infrastructures.

Technical debt remains a significant challenge for many organizations. Aging systems, outdated software, and fragmented architectures can slow down innovation and increase costs. CIOs must prioritize modernization efforts, streamline IT infrastructure, and implement proactive strategies to manage and reduce technical debt. This requires a balance between maintaining existing systems and strategically investing in scalable, future-proof technologies.

Gone are the days when IT was seen as a cost center. Today’s CIOs must shift their focus from operational efficiency to value creation. This involves leveraging data-driven insights to enhance decision-making, improve customer experiences, and unlock new revenue streams. By embedding a culture of innovation within IT teams, CIOs can drive meaningful business transformation.

The role of the CIO is more strategic than ever—those who embrace this shift will lead their organizations to success in the rapidly evolving technological landscape.

AI has become the cornerstone of innovation and competitive advantage for organizations across industries. Developing and implementing a comprehensive AI strategy is crucial to drive operational efficiency, improve customer experience, enhance business decision-making, and unlock new opportunities. To achieve these benefits, organizations could approach AI adoption strategically including but not limited to ABCDE common practices recommended below.

• A stands for Assessing readiness

Evaluate the organization’s readiness for AI by examining existing technology infrastructure, data quality, and workforce skills. Successful AI implementation depends on robust cloud computing capabilities, data pipelines, and

employees’ skills in AI. Conducting a gap analysis as the first step can help identify areas that need improvement before embarking on AI initiatives.

• B stands for Business use case. The AI journey could start with business use cases that offer high impact and great feasibility.

Pilot projects in the areas with a clear Return Over Investment (ROI) can build momentum and generate organizational buyin. For instance, in the financial industry in Singapore where I am coming from, there’re already banks start to utilize AI to forecast demand for bank services (e.g., ATM cash withdrawals), utilize AI in the financial risk management to detect abnormal financial market movements, utilize AI in customer service to predict customer preferences, personalise product recommendations and manage customer feedback, etc.

• C stands for Culture of innovation.

Encourage experimentation, continuous learning and foster collaboration between technical and business teams. Promote a corporate culture that embraces changes and is open to as-manyas possible in AI. Acknowledge mistakes might not be 100% avoidable in the innovation early phase, but more importantly is how the organization could learn and grow from those mistakes.

• D stands for Data foundation. Data is the new fuel for AI. Invest smartly in the whole data life cycle from data collection, data cleaning to data processing to make sure data is accurate, accessible, and relevant. Establish data governance policies & procedures to maintain good data quality and data privacy & protection compliance. In a word, the business’ AI strategy will only be as good as AI governance strategy and AI governance strategy will only be as good as

data governance strategy.

• E stands for Ethical usage of AI Ensure the AI strategy incorporates ethical considerations clearly, including fairness, ethics, accountability, transparency, and privacy. Establish guidelines for responsible AI use and monitor AI for unintended biases or risks.

IN WHAT WAYS ARE YOU MODERNIZING YOUR DATA ARCHITECTURE TO SUPPORT ADVANCED ANALYTICS AND DECISION-MAKING?

Data architecture modernization is essential for organizations aiming to leverage AI effectively. A modernized data architecture could enable efficient data management, seamless integration, and scalable implementation for AI deployment. The following are some thoughts about how to design and implement the modern data architecture tailored for AI.

1) Build modern Infrastructure by adopting Cloud-first approach. Modern AI workloads require scalable and flexible infrastructure. Cloud platforms could provide the competitive advantage in computing, storage and networking necessary for processing large datasets for AI models training. Hybrid and multicloud strategies are also popular for balancing cost, performance, data privacy and regulatory compliance needs.

2) Build Data Lake and Warehouse Modern architectures often combine data lakes and

warehouses. Data lakes usually store raw and unstructured data for AI training, while data warehouses more focus on handling structured data for data analysis and business intelligence. There are tools in the marketplace to facilitate such integration.

3) Focus on Data Quality and Data Governance

There is a saying that “Garbage in, garbage out”, so AI models are only as good as the data they consume. Invest in data cleaning, enrichment, and transformation processes to ensure the data quality could meet the business need. Establish the data governance frameworks that define data ownership, access controls, compliance with data privacy & protection regulations like GDPR, PDPA, etc.

4) Foster Data Interoperability and Scalability

Choose the future-proof architectures that support the data interoperability and scalability. For example, there are open standards and APIs ensure seamless integration with AI tools and other systems. Design with future-growth in mind to accommodate increasing data volumes and evolving AI capabilities.

WHAT PROACTIVE STEPS ARE YOU TAKING TO ADDRESS EMERGING CYBERSECURITY THREATS, INCLUDING THOSE POSED BY AI-GENERATED ATTACKS?

Cyber-attack is well known that no longer the matter WEATHER it would happen but the matter WHEN it would

happen nowadays. And both the volume and sophistication of cyber-attacks, especially those recent posted by AIgenerated cyber-attacks are increasing significantly. Below is a list of steps recommended to mitigate emerging cyber threats effectively.

1) Adopt Zero-Trust Network Architecture (ZTNA)

It means “No (blind) Trust, Always Verify” to ensures that no user or device is trusted by default, even if they are within the organization’s network perimeter. Implementing multifactor authentication (MFA), role-based access controls, and continuous monitoring enhances security significantly are some fundamental but important cyber hygiene practices.

2) Strengthen Endpoint Security Endpoints have evolved especially when remote/hybrid work become the new norm since COVID. Mobile devices, laptops, and IoT devices could all be vulnerable entry points for attackers. Deploying the stateof-art endpoint detection and response (EDR) tools, regularly updating software, and enforcing strong password policies are essential steps to fortify these end points.

3) Regularly Update and Patch Systems

Outdated software often contains vulnerabilities that cybercriminals would exploit. Organizations must maintain a robust patch management process to ensure that all the software and firmware are updated promptly to address known security flaws. One thing

to highlight that Open Software library should also been taken care of updating and patching timely.

4) Use AI (enabled Cyber Defence) to Fight with AI (Driven Cyber Attack)

AI can be used to counter AIgenerated attacks by predicting potential threats, simulating attack scenarios, and automating cyber incident responses in the more efficient and effective manner. This ensures a faster and more accurate reaction to emerging threats.

5) Monitor and Safeguard AI

Developments

Security leaders need stay informed about advancements in AI, both beneficial and malicious, enables organizations to anticipate future risks and prepare accordingly. They need play more proactive roles in the safeguarding the AI system development and implementation. Traditional security risks will not run away from AI and AI specific emerging security risks like data position, prompt injection, etc are on the horizon already.

Conclusion

By taking these proactive steps, organizations can build a resilient cybersecurity framework to counter the challenges posed by emerging threats, including those driven by AI.

HOW ARE YOU ALIGNING IT INITIATIVES WITH BUSINESS OBJECTIVES TO CLEARLY DEMONSTRATE VALUE AND DRIVE GROWTH?

For technology leaders to align their IT initiatives with business

objectives of the organization, the tangible shift starts from mindset change - from (IT) PROJECT based IT planning & management to the (Business) PRODUCT based IT planning & management.

I am not against the traditional project management, in fact, I was the Vice President of Project Management Institute (PMI) Singapore chapter. For those people familiar with project management, they would know PMI is the global institute that issues the Project Management Professional (PMP) certification, which is the most well-known and recognized project management certification globally. I am the strong advocate of the project, program and portfolio management. The thing here is sometimes as the technology leaders, we have paid too much attention on the IT project SDLC (Software Development Life Cycle)’s milestone, progress, risk register, overall RAG (Red, Amber and Green) status tracking too much. That’s great, which has provided the systematic view for the management to understand how we are running the IT projects and demonstrate the value of IT project managers.

But again, IT is not silo, it’s not about running projects for projects themselves only. We could try to shift the way how we track the people, process and technology of the IT projects to be more business product aligned and see how our projects are enabling our business to better sell the product or service, how to achieve better CX (Client

Experience) or UX (internal employee User Experience), etc. It’s not easy at the beginning, but there is a journey, the more we could speak the language that our business and clients are speaking, the more close we will be with business and clients.

HOW ARE YOU MANAGING THE COMPLEXITIES OF MULTI-CLOUD ENVIRONMENTS TO ENSURE SEAMLESS INTEGRATION AND OPERATION?

As per Thales 2023 Cloud Security Study report, multi-cloud is the reality but not exception any more that the average number of cloud infrastructure providers that organization has engaged and deployed is 2.3 and more than three quarters (79%) of the survey responders have more than 1 cloud service provider (CSP). As organizations adopt multicloud strategies to leverage the strengths of different cloud service providers, managing these environments becomes increasingly complex. The following is the list of best practises that organizations could leverage to maximize the benefits of cloud computing while minimizing risks and costs.

1) Develop a business-aligned and cross-function cloud strategy

A cohesive cloud strategy is essential for overseeing multicloud environments. This involves establishing clear goals, defining performance metrics, and creating policies for performance, security, compliance, and resource allocation across all the cloud

platforms.

2) Set up a robust Identity & Access Management (IAM) control

IAM is the cornerstone of cloud computing. It becomes more important when migrating from on premise to the cloud environment, especially multicloud environment. From MFA (Multi Factor Authentication) to Privilege Account Management, from least privilege principle to mover & leaver management, IAM has always been the basic but important area. If you could not manage the credential well, you could not manage your cloud journey well. Regarding the emerging solutions, we have seen there are the trends focusing on the technology integration to provide the seamless and holistic cloud security experience. For example, Cloud Access Security Broker (CASB) has drawn popularity as they manage the cloud user and cloud service together by providing connection and associated security compliance policy. Secure Access Service Edge (SASE) has also been in the radar more often since they combine both the networking and security together.

3) Focus on Data Protection

Data is the oil in the digital economy. Whoever could manage, safeguard and make full use of the data, they would be the winner in the changing game. Cloud computing has created the new opportunity to make use of the data, but also asked for, and provided at the same time, the higher standard regarding how to manage and safeguard the data.

Because the data is no longer physically residing in the own data centre or technology room in the cloud world. Data protection, or particularly data encryption, is no longer a choice, but de facto implementation. And this is not only happening for data-at-rest, but also data-in-transit and even data-in-use.

4) Security Monitoring and Incident Response

“To know that we know what we know, and to know that we do not know what we do not know, that is true knowledge.” - Nicolaus Copernicus. That’s correct! So security monitoring on all aspects in the cloud journey will help us know both known and unknown, on the endpoints, on the users, on the networks, etc. From Endpoint Detection and Response (EDR) to Network Detection and Response (NDR) and now Extended Detection and Response (XDR), coupled with the emerging Artificial Intelligence (AI) and Machine Learning (ML) capability, this has become an exciting development. Also Cloud Security Posture management (CSPM), as the solution of monitoring cloud-based systems and infrastructures for risks and misconfigurations, have attracted more use cases in cloud security now. Regarding the incident response, mindset of assuming data breaching already happened is needed with the help of evolving solutions and services in this area
