BIS(Bureau of Indian Standards) is a national organization established to inspect, check the quality of products being manufactured in India and thereafter issue a license to manufacture the products in India. The sample is taken by BIS inspectors, after a due inspection in the recognized laboratory of BIS; the label is issued by BIS.

At the international level, we have ISO (International Organization of Standardization), which issues guidelines basis which BIS conducts its Inspection procedure and issue BIS Certification accordingly. Who are all Required to Take License with BIS? Manufacturers (Indian and Foreigner) Application for Registration: Application shall be made in Form VI with (a) self-evaluation cum declaration as specified in Form VII; and

(b) test report of sample The laboratory should be recognized by the Bureau or any laboratory abroad covered under a mutual recognition agreement with the Bureau. NOTE: The test report so furnished shall not be beyond the period of ninety days as on the date of submission of application with Bureau.

CRS (Compulsory Registration Scheme): Ministry of Electronics & Information Technology (MeitY) has notified "Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012, whereby from time to time certain lists have been issued, which are required to be compulsory registered with BIS and get their products tested in the labs of BIS. The latest list of such item was issued in 2017. Thereafter the Manufacturer is allowed to indicate on its product statements like “This product is in conformity with the ISO� etc.

Functions of BIS: 1. Provide for testing facilities 2. Provide recognized Laboratories 3. Conduct product testing through defined methods in line with guidelines issued by ISO time to time 4. Issue and notify list products that required obtaining the license and getting requisite labels. 5. Provide information, documentation and other services to consumers and recognized consumer organizations 6. Formulate, implement and coordinate activities relating to quality maintenance and improvement in products and processes; 7. Promote standardization, quality systems and certification, and matters connected therewith both within the country and at international level; 8. Bring out handbooks, guides, and other special publications,

Powers of BIS: 1. The BIS can amend, revise or cancel the standards so

established 2. Technical committees of experts may be constituted. It shall be reconstituted once every three years. 3. The Bureau may, in relation to an article or process, recognize any standard established by any other institution in India or outside as an Indian Standard with necessary editorial modifications

Renewal of Registration: The Bureau may renew the BIS Registration if an application in Form IX is made by the registered user at least one month before the expiry of the period for which registration has been granted. Appeals Against Decisions of the Bureau - An appeal under section 16 may be preferred by the aggrieved party to the Central Government within ninety days from the date of the decision of the Bureau: Provided that an appeal may be admitted after the expiry of the period of ninety days if the appellant satisfies the Central Government that he had sufficient cause for not preferring the appeal within the ninety days period.
