Chelsea Stanley

Mistress of Ceremony

Chelsea Stanley is a native of Wilmington, Delaware and a Delaware State University alumna with a Bachelor of Science in Accounting and is set to graduate this May with her Master in Sports Administration from the same institution. Praise dancing has also been an essential part of her life. Performing and choregraphing dances at the church she has been a member of since infancy. She has become a member of her church’s Scholarship Committee, which helps raises money for the high graduate members. Chelsea has been crowned Miss Delaware for America Strong 2021. Her platform is called Define Yourself, which advocates for mental health awareness among the youth, specifically African American girls and teenagers. She created this motto to remind not only herself but to young girls of who they are and what they inspire to be. Having been through her own experiences, she wants others to know that it’s ok to not be ok and seek help and other ways to feel better when needed because defining yourself starts with how you think of yourself. With mental health now becoming more of a topic of discussion in mainstream media, she hopes to continue the movement and help erase the stigma within the African American community.


Dr. Vilicia Cade

Keynote Speaker

Dr. Vilicia Cade is a compassionate “transformational executive leader” currently serving in the role as Chief Executive Officer and Superintendent of the Capital School District. A demonstrated scholar, she has earned a bachelor’s degree, three masters’ degrees, a doctorate and most recently completed a post-doctoral program at Cleveland State University in cohort 12 of the National Educational Policy Fellows Program. Dr. Cade has received several awards including a distinguished congressional citation for being a superior educator and outstanding community leader. In 2020, Dr. Cade was the recipient of the prestigious Zeta Phi Beta Sorority Incorporated Centennial Dove Educational Advocate Award. She is also a member many organizations including of Zeta Phi Beta Sorority, Inc., Theta Zeta Zeta Chapter, National Coalition of 100 Black Women, Central Delaware Chamber of Commerce, and the National Association of Black Educators just to name a few. During her 35 tenure in education, Dr. Cade has played a pivotal role in leading and overseeing successful school reform and turnaround efforts in the following school districts New York City, Chicago, Lindop, Christina, and most recently Sandusky City Schools. However, her most celebrated accomplishment stems from consistently developing a reputation for nurturing an “ethos of caring” while being hands-on and excited about learning alongside students, parents with community, principals and classroom teachers.


Kamika Bell

Honorary Chair

Kamika Lynette Bell, a native of Chester, PA, is a former pageant winner, entrepreneur, educator, success coach, fashion icon and inspirational speaker. Kamika graduated with honors - cum laude from Springfield College with a Bachelor of Science Degree in Human Services. She has also earned a master’s degree in Education from Drexel University. Kamika is currently working on her PhD, in Psychology, Industrial/Organizational Psychology. Kamika has spent the last ten years in Education Publishing/Technology in her role of a professional development expert rendering services to several school districts including, Prince George’s, Christina, Caesar Rodney, Philadelphia, Indianapolis and New York City. Catalyst For Change, Inc./Girls with Pearls under the leadership of Kamika, provides dancing sessions (ballet, lyrical, and modern) to children from 7-13 years of age. Girls with Pearls – a mentoring program for young girls. Being a proud mother of her 17-year old son Kyle, Kamika embraces time spent with loved ones.. Most of all, Kamika lives her life according to Psalm 23:6, “Surely goodness and mercy shall follow me all the days of my life.”


Ronika Money-Adams is a native of Wilmington, Ronika Money-Adams Delaware. Ronika graduated from Delaware State

University with a Bachelor of Science degree in Psychology and earned a Master’s degree in Student Affairs in Higher Education from Indiana University of Pennsylvania. She has worked in the field of Higher Education as a Student Affairs Administrator for over 17 years. She is currently the Executive Director of Student Affairs at Cheyney University. Ronika has been a member of Zeta Phi Beta Sorority, Inc. for 21 years. She currently serves as the Second Vice President and Historian of the Epsilon Rho Zeta chapter. She has served as a past Co-Director of the chapter's Youth Auxiliary program, and a Mentor for the 2016 Blue Revue Debutante program. In addition to her service at her chapter level, Ronika holds both state and regional level appointed positions. In 2009, she received the Outstanding Alumni Award from Delaware Futures and a proclamation from the City of Wilmington City Council for this honor. Ronika resides in Dover, DE with her husband Carlton and children Kimora and Kaiden.


Dr. Nishelle Hines

Honorary Chair

Dr. Nishelle Hines is a Leader of The Black Nurses Rock Foundation Delaware Chapter. Serving as a nurse leader at the highest level of the nursing profession she currently holds as a Process Improvement Consultant at the Wilmington Veterans Affairs Medical center in Wilmington, DE. Dr. Hines also works clinically at Alfred I. Dupont Hospital for Children. Dr. Hines holds a Doctorate of Nursing Practice, a Master’s in Nursing Leadership and Education, both from Wilmington University; a Bachelors of Science in Nursing from Immaculata University, and an Associates Degree in Nursing Science from Delaware County Community College. Dr. Hines is a member of the illustrious Zeta Phi Beta Sorority Inc., Theta Zeta Zeta Chapter in Dover, DE, where she serves as the Chapters Storks Nest and Zetas Have Heart State Coordinator. Dr. Hines belongs to two Professional nursing Organizations and she is the Founding member, Chapter President/CEO of Black Nurses Rock Foundation (BNF), Delaware Chapter. Dr. Hines serves as the Treasurer to Tau Eta Chapter of Chi Eta Phi Sorority, Inc. Through all of her organizations she can provide health education and screenings to the community around Delaware.. Dr. Hines has been married to Paris Hines for over 34 years. Together they have two grown children, one is a nurse, and she loves them both dearly.


Wanda Martin

Honorary Chair

Wanda Martin left her role as a successful Medical Administrator over 20+ years ago, decided to step out on faith and along with her husband, pastor started Higher Ground Church International a non-denominational, contemporary, multi-racial ministry, where they have two campuses (Philadelphia & Pottstown). From this ministry and influence she has gained notoriety for being a charismatic, thought-provoking, motivated, and influential leader who has been asked to speak throughout the Tri-State area on the topics of Goal Setting, Vision Board planning, Women Empowerment and much more. Wanda’s success in goal achievement led to the publications of her two books titled, Go for the Goal, and Go for the Goal Workbook. These 2 publications have propelled Wanda allowing her to present her goal setting and achievement strategies to some of the top influencers and personalities in the business. In addition to an abundance of network affiliations with like-minded influencers and visionaries and more.


Ronald Shaw

Honorary Chair

Ronald Shaw, a native of Chester, PA has been committed to service in many capacities. Ronald is a longtime member of The Christian Church of Chester, where he serves as a Deacon and leads various ministries, including the “Soldiers for Christ.” A career educator, Ronald currently works in the Colonial School District as a middle school teacher. Ronald is also the Head Coach of his school’s Boys Basketball team and is a key contributor to several district-led efforts. Ronald, a member of Phi Beta Sigma Fraternity, Inc. since his initiation at West Chester University in 2005, he is the current Vice President of the Lambda Delta Sigma Chapter (New Castle County, DE) and concurrently serves as the State-appointed Area Deputy Director. Ronald is also a board member numerous advocacy and non-profit organizations including the Committee for Responsible Investment, led by the Sisters of St. Francis of Philadelphia. Ronald resides in New Castle County with his wife, Shauné, and their daughter, TiChina.


Rhonda Spaulding

Honorary Chair

Rhonda Spaulding is the First Lady of the Deliverance Evangelistic Church in Philadelphia, faithfully at the side of her husband, Pastor Glen Spaulding, Senior Pastor of the Deliverance Evangelistic Church. Rhonda received a Bachelor of Science Degree in Education from Temple University. She has worked as a Supervising Teacher, Coordinator for Cultural Events and collaborated with Temple University for the Center of Research in Human Development and Education, utilizing the ALEM method of meeting the diverse social and economic needs of individual students. Rhonda graduated from the Deliverance Bible Institute with a certificate in Basic Bible Theology. Her affiliations include the NAACP, Past Chaplain: Alpha Kappa Alpha Sorority, Inc. Phi Beta Omega Chapter, Past Board Member: Deliverance Academy, Past Treasurer; Martin Luther King Reunion Association and others. She and her husband Pastor Glen are the blessed parents of two children Brian and Lauren.


Community Partner OUR HISTORY & WHAT WE DO Founded in 1994, the Delaware Coalition Against Domestic Violence (DCADV) is Delaware’s federally recognized state domestic violence coalition. Since its founding, DCADV has grown from a staff of one to a staff of twelve. The staff, board, members, and volunteers of the Delaware Coalition Against Domestic Violence work with our member organizations and allies to support the empowerment of victims of domestic violence and their children through access to services and legal remedies. DCADV also seeks to change the societal conditions that support sexism, racism, homophobia, and other oppressions and which contribute to the continued presence of domestic and sexual violence in intimate relationships. Since the beginning, the Coalition has engaged in a wide variety of activities that encompass public education, economic justice, training, prevention, and systems advocacy initiatives. It is through these efforts that DCADV is able to work closely with the justice, health care, education, advocacy, and social service communities in facilitating the creation of effective policies and programs that will serve the interests of victims and their children in Delaware.


Sabrina Fairley Sabrina Fairley is a high school senior at St. Georges Technical High School. She enjoys reading, working with young children, and journaling. She is top of her class ranked #1 out of 263 students. Sabrina also maintains one of the highest GPAs in her class at a 4.2. Sabrina excels in all of her academic classes and continues to show her determination for success and passion for furthering her education. Sabrina looks to further her education at Delaware State University while majoring in elementary education. As a first generation college bound student, she can now take the first steps in her journey with the help of the Katherine B. Ross Academic Scholarship.

Samia Johnson Samia Johnson is a senior at Brandywine High school. She plans to attend Delaware State University in the fall majoring in Business Management. Samia has an aspiration to own her own business one day, helping others in many different capacities. She currently enjoys dancing at both her church and school. At school, she is on the dance team and Black Student Union. She has also been a Girl Scout since kindergarten and enjoys doing community outreach with both her church and Girl Scouts. Samia has always had a strong passion for giving back to others and the community. She is determined to put her best foot forward and never give up no matter what.

Taylor Richardson

Scholarship Recipient

Taylor Richardson is a native of New Castle and is a sophomore at Towson University. Her current academic pursuits include a BFA in Dance choreography and performance; a Pre-K-12 Education Concentration; and a minor in Journalism. She is a committed member of the National Society of Collegiate Scholars Honors Society and the National Honor Society for Dance Arts. She hopes to use the knowledge she has accumulated through her degree to continue developing as an artist holistically driven by inclusivity, leadership and innovation. Her goals post-baccalaureate includes matriculating into a master's program for Dance Movement Therapy and Counseling while teaching Dance in urban public schools. Using these connected philosophies to educate young minds of all physical and intellectual abilities with movement as a basis for their social, psychological, and cognitive engagement and development.


Imani Wulff-Cochrane is a St. Georges Imani Wulff-Cochrane Technical High student. Imani is a social justice

advocate, dancer, and creative. Her proudest moments as an advocate include presenting at the National Principals Conference, founding a districtwide equity, diversity and inclusion Task force, and becoming a State Representative and Vice President for Equity, Diversity, and Inclusion through the Delaware chapter of Educators Rising. Additionally, she is an instructor and dancer at Melodic Movements Performing Arts, Inc. In 2019, Imani organized and directed an impactful project for students at St. Georges--a service project for homeless families in Delaware through Family Promise Delaware; a corporation that seeks to prevent homelessness. Imani has a strong passion for children; in 2020, she partnered with Grace Chapel Outreach Ministries to donate gifts to at-risk and homeless children. Imani is a firm believer that she will make choices to change the world because our choices determine our destiny.


Meiko Surratte Meiko Surratte is an experienced professional, community advocate and servant. She is always using her gifts and talents, to uplift, empower and encourage others. Amica Meiko Surratte has been a member of Zeta Amicae, Wilmington Chapter since 2020. She is also a member of the National Coalition of 100 Black Women, and District 720. She is the proud mother of one, and a devoted member of her praise team at The Resurrection Center.

Rosa M. Howze

Zeta of the Year

Rosa M. Howze has a career in management spanning over 15 years in the fields of Operations, Real Estate and Banking. Since becoming a member of Zeta Phi Beta Sorority, Incorporated, Epsilon Rho Zeta Chapter in the Fall of 2011, she has utilized her skillset in various capacities and is always willing to answer the call of ZETA. She is passionate about community service and helping the underprivileged and impoverished. Rosa is also a classically trained concert pianist, composer, and an alumnus of The Clive Davis Institute of Recorded Music at NYU/Tisch School of the Arts in New York. In 2019, she established The C.A.S.H. Legacy Foundation, a nonprofit organization that promotes the institution and sustainability of music education and the arts across all disciplines. Serving as Founder and CEO, she is committed to using her platform to extend her reach to more individuals in need of services and resources in the surrounding communities. A New York native, Rosa has lived in Delaware for over 15 years and is a proud mother of a son, Darine, filmmaker, creator and founder of InspireMe Productions.


Lt. Governor Bethany Hall-Long

Finer Womanhood Awardee

Lt. Governor Bethany Hall-Long is widely recognized as a leader who uses her skill to bring people together, build consensus, and help find common-sense solutions to issues and problems facing Delaware families and communities. Bethany has lead the fight to make Delaware stronger and healthier as Lieutenant Governor. As a trained nurse, health scientist, and University professor, Bethany understands the connection between physical and emotional wellness. Bethany has been a member of the UD Nursing Faculty now for more than twenty years. She currently serves as the Chair of the National Lieutenant Governor’s Association. Bethany was sworn in for the second time as Delaware’s 26th Lieutenant Governor on January 19th, 2021. She has always been and will continue to be a strong voice for all of Delaware.


Trina Turner

Finer Womanhood Awardee

Trina Turner a native of Chester, PA. She graduated from Delaware County Community College with an Associates in Applied Science, Wilmington University with her Bachelors and Masters in Nursing, and is currently attending Chamberlain University working towards her Doctorate In Nursing Practice. She was initiated into Zeta Phi Sorority, Inc., Epsilon Rho Zeta Chapter in 2017. Trina has also been nominated as one of Delaware Today Magazine’s Top Nurse in 2020 and 2021, and was the winner of the Daisy Award for Extraordinary Nurses in 2021. Trina has worked in various specialties in healthcare, but found her niche in Oncology when she became a lung and colorectal screening nurse navigator for Bayhealth Medical Center. Recently, she also fulfilled a lifelong dream of becoming an adjunct professor at Delaware State University, educating nurses of the future. Trina is also a proud member of Chi Eta Phi Sorority, Inc., Tau Eta Chapter, as Dean of Membership, The National Coalition of 100 Black Women-DE Chapter, and holds multiple community board and organizational positions. She and her husband James reside in Smyrna, DE and are the proud parents of Eric, James Jr., Jayme and a granddaughter named Jayden Michelle.
