Blaine County Recycling Review Group Minutes 11/18/04 The basic structure of the Southern Idaho Solid Waste District (SISW) was outlined, along with an explanation of full-cost accounting as it relates to solid waste and recycling programs. The history of the Blaine County Resource Recovery Center (BCRRC) was outlined. Over the years, new commodities and programs have been added to the recycling program without a corresponding investment in equipment and facilities. This has created the current overload situation at the BCRRC. There was a brief clarification of the ways the County, Cities, private contractors, and BCRRC work together. In general, Idaho counties are responsible for providing disposal options for their citizens, and leave the matter of collection up to cities, which may or may not contract a private company to provide those services. The methods SISW uses for computing cost per ton of programs and diversion rates were presented. Issues to be discussed at the next meeting include estimating curbside recycling participation rates, the cost per ton of processing different commodities collected at the BCRRC, and calculating “avoided costs�.
