MINUTES OF STRATEGIC PLANNING COMMITTEE RECYCLING IN THE WOOD RIVER VALLEY DECEMBER 16, 2004 Participants: Sarah Michael and Tom Bowman, Blaine County; Bruce Tidwell, WR Land Trust; Ben Mackay and Craig Barry, ERC; Mike Gibas, Clear Creek Disposal; Jack Stoneback, City of Bellevue; Ron LeBlanc, City of Ketchum; Brett Gelsky, Recycling Center; Kevin Cook and Virginia Eggers, City of Sun Valley; Robin Baumgartner and Terry Schultz, SISW Beginning at 10:00 AM, the planning committee reviewed the major discussion points of the prior meeting. The concept of “avoided costs” was presented. This presentation covered how avoided costs are calculated ($11.94/ton), how this concept is used, and the issues surrounding the misinterpretation and weakness of the use of the avoided cost concept. The cost of operating the recycling center was presented. Each of the commodities processed at the recycling center was examined in terms of cost processing and revenues generated. The following summary of the net cost per ton or net revenue per ton of each of the commodities: Cardboard + $5.11/ton Newspaper + $45.00/ton Aluminum + $380.71/ton Tin Cans - $160.00/ton Mixed Paper + $14.36/ton Magazines + $20.00/ton Plastic #1&2 - $1,395.00/ton Tom Bowman suggested the value of community service be inserted into the cost per commodity model, since it is a labor input. Others agreed, citing the goal to use “full cost accounting” methodologies. The next meeting date was set for January 21, beginning at 10:00 AM. It was suggested that a new planning schedule be developed to better identify what ground we have covered and what planning elements are ahead.
