MINUTES OF STRATEGIC PLANNING COMMITTEE RECYCLING IN THE WOOD RIVER VALLEY April 29, 2005 The meeting opened at 9:00 a.m. The three scenarios for recycling in Blaine County from the March 16 meeting were reviewed. The meeting then focused in on how to make the three scenarios a reality. Jolyon Sawrey of Living Architecture was introduced. Mr. Sawrey illustrated the traffic flow problems and necessary repairs at the existing facility, and then presented drawings of both an extension to the existing facility and a new recycling building to be placed where the current shop is at the Ohio Gulch site. The plans also addressed improvements to the curbside truck dumping area. After viewing the drawings, Doug Nichols of Beniton Construction was introduced. He presented construction cost estimates for repairing the existing building ($417,560), repairs with the addition ($970,619), and constructing a new building along with converting the existing building into the new shop for the Ohio Gulch site ($1,838,399). Cost estimates were also provided for equipment upgrades and purchases. Cost of a new baler ranges from $160,000 to $200,000; cost of a new magnetic can separator is $4,035, and cost of a sorting belt to make plastic recycling more efficient is $8,360. After some discussion of the information that had just been presented, the group shifted its focus to the buyback policy. A proposed buyback policy for the BCRRC was handed out. The policy set prices, payment methods and payment intervals for paper goods and aluminum cans brought in by commercial recycling collectors. It also proposed to eliminate the monthly public buyback day for aluminum cans, as it is very seldom used. The group agreed that the policy should be adopted. The next meeting was set for Friday, June 3, at 9:00 a.m. at the Blaine County Courthouse.
