GENERAL DESCRIPTION: Responsible for the training and technical assistance components to ensure quality of local program management for the State's Weatherization Assistance Program (WAP), Comprehensive Energy Assistance Program (CEAP), and Investor Owned Utility (IOU) efficiency programs. Work involves the responsibility for planning, organizing, and scheduling training and education programs, promoting and stimulating the use of training services, and techniques; developing training methods and materials; coordinating and directing training and developmental activities; and conducting formal training sessions as required. Work is performed in accordance with general policies with wide latitude for preparation and presentation of training materials. SPECIFIC JOB FUNCTIONS:
Participates in the development and implementation of policies and procedures, which involve training; and, planning with private, state, and federal agencies.
Formulates and develops training manuals, training aids, and other materials to meet the specific needs of the Energy Assistance Section.
Formulate and provide training in relation to Lead Safe Weatherization and Mold.
Formulates and develops training manuals, training aids, for the technological advances in the weatherization assistance program.
Research and identify health and safety issues related to weatherization.
Conduct training and technical assistance to new local energy assistance program coordinators and other staff as assigned by manager.
Conduct trainings in relation to the Department’s Energy Audit to program coordinators.
Conduct trainings in relation to the International Residential Code and Energy Conservation Code to program coordinators.
Prepare curriculum for statewide cluster workshops as assigned by manager.
Perform annual monitoring visits as assigned by manager.
Prepares progress and other related reports as assigned by manager.
Complies with all departmental policies and procedures, applicable safety rules, regulations and standards.
50% Travel Required
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS :

Graduation from an accredited four-year college or university with a degree in public administration, business administration or social sciences.
Experience can be substituted for school year for year.
OTHER FACTORS: Knowledge, Skills and Abilities:
Knowledge of Department of Energy State funded Weatherization Assistance Program
Knowledge of State funded Investor Owned Utility Assistance Programs
Knowledge of Health and Human Services – Low Income Home Energy Assistance Program
Ability to plan and budget various training programs formulated to meet training needs of EA programs
Ability to effectively communicate training objectives
Ability to interpret state and federal regulations
Ability to relate and establish rapport with others.
Effective verbal and written communication skills necessary to provide oral and written information to a global population.
Knowledge of Microsoft products such as Windows, Word for Windows, Excel, Access, Publisher
