The boundary condition of political ecology. Land and water are physically connected. Implementation of boundary has shielded this connection. It has caused separation which in turn has left us not comprehending the ramifications of our actions across the connected landscape. Political “viewshed” is bound by agency’s interest in certain aspects of nature. Physical, non-physical, Boundary of action -daily routine sets forth frame of mind. The National Park Service and the Port Authority of New York / New Jersey are the Antipodes of Jamaica Bay. While Floyd Bennett Field and JFK Airport share historical, natural, and urban ties, they function independently focused on their own agenda, which in turn creates discontinuity across the Bay. PANYNJ seeks to increase the Economic competitiveness of the Region through transportation infrastructure Connecting businesses, residents and visitors. The National Park Service aims to Preserve the natural and cultural environment, practicing Conservation, and providing Education and Recreation. A more Cooperative approach based on an interaction will benefit both agencies while enhancing the natural and urban environment. The operation of JFK Airport directly impacts the quality of the natural and urban environment of Jamaica Bay diminishing the efforts of the Gateway National Park to be preserved. Its continued growth will amplify this impact unless techniques of Preservation and Conservation are implemented. Similarly Gateway National park must incorporate economic and connective strategies to generate revenue, access and attraction of more residents and visitors. . Using Infrastructure as a means to connect these opposite poles of Jamaica Bay and begin dialogue through the Re-Distribution of Values across the site. The line of the Belt Parkway as this point of departure for the Hybrid Condition, as it physically links the two poles within the Bay and to other Gateway Sites. Multiple interventions would move beyond the confines of Jamaica Bay and begin to affect other locals and regions.
